Phoenix and neighboring municipalities, like many in the South and West, pursued a growth strategy based on annexation in the decades after the second world war. This article explores the link between annexation and competition for tax revenues. After discussing arguments for annexation, it traces the history of annexation in the Phoenix metropolitan area. A long‐running series of ‘border wars’ entailed litigation, pre‐emptive annexations and considerable intergovernmental conflict. The article argues that tax revenues have been a key motivation for municipalities to seek annexation, particularly since the 1970s. The timing of annexation was an important component of the strategies of municipal officials. Developers sought urban economic growth, but did not always favor political expansion of municipal boundaries through annexation. The article then considers several related policy issues and argues that while opportunities for annexation are becoming more limited, competition for tax revenues (particularly sales‐tax revenues) continues to be fierce, creating dilemmas for municipalities in the region.

The urban thermal environment varies not only from its rural surroundings but also within the urban area due to intra-urban differences in land-use and surface characteristics. Understanding the causes of this intra-urban variability is a first step in improving urban planning and development. Toward this end, a method for quantifying causes of spatial variability in the urban heat island has been developed. This paper presents the method as applied to a specific test case of Portland, Oregon. Vehicle temperature traverses were used to determine spatial differences in summertime ~2 m air temperature across the metropolitan area in the afternoon. A tree-structured regression model was used to quantify the land-use and surface characteristics that have the greatest influence on daytime UHI intensity. The most important urban characteristic separating warmer from cooler regions of the Portland metropolitan area was canopy cover. Roadway area density was also an important determinant of local UHI magnitudes. Specifically, the air above major arterial roads was found to be warmer on weekdays than weekends, possibly due to increased anthropogenic activity from the vehicle sector on weekdays. In general, warmer regions of the city were associated with industrial and commercial land-use. The downtown core, whilst warmer than the rural surroundings, was not the warmest part of the Portland metropolitan area. This is thought to be due in large part to local shading effects in the urban canyons.

While previous studies have shown that urban heat islands (UHI) tend to increase residential water use, they have not yet analyzed the feedbacks among vegetation intensity, diurnal temperature variation, water use, and characteristics of the built environment. This study examines these feedback relationships with the help of a path model applied to spatially disaggregated data from Phoenix, Arizona. The empirical evidence from the observations in Phoenix suggests the following: (1) impervious surfaces contribute to increased residential water use by exacerbating UHI; (2) larger lots containing pools and mesic vegetation increase water demand by reducing diurnal temperature difference; and (3) smart design of urban environments needs to go beyond simplistic water body- and vegetation-based solutions for mitigating uncomfortably high temperatures and consider interactions between surface materials, land use, UHI, and water use.

Problem: The prospect that urban heat island (UHI) effects and climate change may increase urban temperatures is a problem for cities that actively promote urban redevelopment and higher densities. One possible UHI mitigation strategy is to plant more trees and other irrigated vegetation to prevent daytime heat storage and facilitate nighttime cooling, but this requires water resources that are limited in a desert city like Phoenix.

Purpose: We investigated the tradeoffs between water use and nighttime cooling inherent in urban form and land use choices.

Methods: We used a Local-Scale Urban Meteorological Parameterization Scheme (LUMPS) model to examine the variation in temperature and evaporation in 10 census tracts in Phoenix's urban core. After validating results with estimates of outdoor water use based on tract-level city water records and satellite imagery, we used the model to simulate the temperature and water use consequences of implementing three different scenarios.

Results and conclusions: We found that increasing irrigated landscaping lowers nighttime temperatures, but this relationship is not linear; the greatest reductions occur in the least vegetated neighborhoods. A ratio of the change in water use to temperature impact reached a threshold beyond which increased outdoor water use did little to ameliorate UHI effects.

Takeaway for practice: There is no one design and landscape plan capable of addressing increasing UHI and climate effects everywhere. Any one strategy will have inconsistent results if applied across all urban landscape features and may lead to an inefficient allocation of scarce water resources.

This study addresses a classic sustainability challenge—the tradeoff between water conservation and temperature amelioration in rapidly growing cities, using Phoenix, Arizona and Portland, Oregon as case studies. An urban energy balance model— LUMPS (Local-Scale Urban Meteorological Parameterization Scheme)—is used to represent the tradeoff between outdoor water use and nighttime cooling during hot, dry summer months. Tradeoffs were characterized under three scenarios of land use change and three climate-change assumptions. Decreasing vegetation density reduced outdoor water use but sacrificed nighttime cooling. Increasing vegetated surfaces accelerated nighttime cooling, but increased outdoor water use by ~20%. Replacing impervious surfaces with buildings achieved similar improvements in nighttime cooling with minimal increases in outdoor water use; it was the most water-efficient cooling strategy. The fact that nighttime cooling rates and outdoor water use were more sensitive to land use scenarios than climate-change simulations suggested that cities can adapt to a warmer climate by manipulating land use.

Modeling results incorporating several distinct urban expansion futures for the United States in 2100 show that, in the absence of any adaptive urban design, megapolitan expansion, alone and separate from greenhouse gas-induced forcing, can be expected to raise near-surface temperatures 1–2 °C not just at the scale of individual cities but over large regional swaths of the country. This warming is a significant fraction of the 21st century greenhouse gas-induced climate change simulated by global climate models. Using a suite of regional climate simulations, we assessed the efficacy of commonly proposed urban adaptation strategies, such as green, cool roof, and hybrid approaches, to ameliorate the warming. Our results quantify how judicious choices in urban planning and design cannot only counteract the climatological impacts of the urban expansion itself but also, can, in fact, even offset a significant percentage of future greenhouse warming over large scales. Our results also reveal tradeoffs among different adaptation options for some regions, showing the need for geographically appropriate strategies rather than one size fits all solutions.

We examined the horizontal and vertical nocturnal cooling influence of a small park with irrigated lawn and xeric surfaces (∼3 ha) within a university campus of a hot arid city. Temperature data from 0.01- to 3-m heights observed during a bicycle traverse of the campus were combined with modeled spatial temperature data simulated from a three-dimensional microclimate model (ENVI-met 3.1). A distinct park cool island, with mean observed magnitudes of 0.7–3.6°C, was documented for both traverse and model data with larger cooling intensities measured closer to surface level. Modeled results possessed varying but generally reasonable accuracy in simulating both spatial and temporal temperature data, although some systematic errors exist. A combination of several factors, such as variations in surface thermal properties, urban geometry, building orientation, and soil moisture, was likely responsible for influencing differential urban and non-urban near-surface temperatures. A strong inversion layer up to 1 m over non-urban surfaces was detected, contrasting with near-neutral lapse rates over urban surfaces. A key factor in the spatial expansion of the park cool island was the advection of cooler park air to adjacent urban surfaces, although this effect was mostly concentrated from 0- to 1-m heights over urban surfaces that were more exposed to the atmosphere.

Field observations were carried out to determine the influence of a park on the urban summer climate in the nearby areas. The possibilities of reduction in air conditioning energy were investigated. Air temperature, relative humidity and other meteorological factors were measured at many locations inside a park and in the surrounding areas in the Tama New Town, a city in the west of the Tokyo Metropolitan Area, Japan. The observations indicated that vegetation could significantly alter the climate in the town. At noon, the highest temperature of the ground surface of the grass field in the park was 40.3 °C, which was 19 °C lower than that of the asphalt surface or 15 °C lower than that of the concrete surface in the parking or commercial areas. At the same time, air temperature measured at 1.2 m above the ground at the grass field inside the park was more than 2 °C lower than that measured at the same height in the surrounding commercial and parking areas. Soon after sunset, the temperature of the ground surface at the grass field in the park became lower than that of the air, and the park became a cool island whereas paved asphalt or concrete surfaces in the town remained hotter than the overlying air even late at night. With a size of about 0.6 km2, at noon, the park can reduce by up to 1.5 °C the air temperature in a busy commercial area 1 km downwind. This can lead to a significant decrease of in air conditioning energy in the commercial area.

Two Long-Term Ecological Research (LTER) sites now include urban areas (Baltimore, Maryland and Phoenix, Arizona). A goal of LTER in these cities is to blend physical and social science investigations to better understand urban ecological change. Research monitoring programs are underway to investigate the effects of urbanization on ecosystems. Climate changes in these urban areas reflect the expanding population and associated land surface modifications. Long-term urban climate effects are detectable from an analysis of the GHCN (Global Historical Climate Network) database and a comparison of urban versus rural temperature changes with decadal population data. The relation of the urban versus rural minimum temperatures (Tminu-r) to population changes is pronounced and non-linear over time for both cities. The Tmaxu-r data show no well-defined temporal trends.

With rapidly expanding urban regions, the effects of land cover changes on urban surface temperatures and the consequences of these changes for human health are becoming progressively larger problems.

Objectives:
We investigated residential parcel and neighborhood scale variations in urban land surface temperature, land cover, and residents’ perceptions of landscapes and heat illnesses in the subtropical desert city of Phoenix, AZ USA.

Methods:
We conducted an airborne imaging campaign that acquired high resolution urban land surface temperature data (7 m/pixel) during the day and night. We performed a geographic overlay of these data with high resolution land cover maps, parcel boundaries, neighborhood boundaries, and a household survey.

Results:
Land cover composition, including percentages of vegetated, building, and road areas, and values for NDVI, and albedo, was correlated with residential parcel surface temperatures and the effects differed between day and night. Vegetation was more effective at cooling hotter neighborhoods. We found consistencies between heat risk factors in neighborhood environments and residents’ perceptions of these factors. Symptoms of heat-related illness were correlated with parcel scale surface temperature patterns during the daytime but no corresponding relationship was observed with nighttime surface temperatures.

Conclusions:
Residents’ experiences of heat vulnerability were related to the daytime land surface thermal environment, which is influenced by micro-scale variation in land cover composition. These results provide a first look at parcel-scale causes and consequences of urban surface temperature variation and provide a critically needed perspective on heat vulnerability assessment studies conducted at much coarser scales.
