The U.S. Navy and other amphibious military organizations utilize a derivation of the traditional side stroke called the Combat Side Stroke, or CSS, and tout it as the most efficient technique available. Citing its low aerobic requirements and slow yet powerful movements as superior to the traditionally-best front crawl (freestyle), the CSS is the go-to stroke for any operation in the water. The purpose of this thesis is to apply principles of Industrial Engineering to a real-world situation not typically approached from a perspective of optimization. I will analyze pre-existing data about various swim strokes in order to compare them in terms of efficiency for different variables. These variables include calories burned, speed, and strokes per unit distance, as well as their interactions. Calories will be measured by heart rate monitors, converting BPM to calories burned. Speed will be measured by stopwatch and observer. Strokes per unit distance will be measured by observer. The strokes to be analyzed include the breast stroke, crawl stroke, butterfly, and combat side stroke. The goal is to informally test the U.S. Navy's claim that the combat side stroke is the optimum stroke to conserve energy while covering distance. Because of limitations in the scope of the project, analysis will be done using data collected from literary sources rather than through experimentation. This thesis will include a design of experiment to test the findings here in practical study. The main method of analysis will be linear programming, followed by hypothesis testing, culminating in a design of experiment for future progress on this topic.
Recent governments in France have failed to bring about meaningful labor reform, faced with opposition in the streets or within their own political party. The election of Emanuel Macron, viewed as a political outsider who had never held elected office created his own political party, En Marche, seemed like the catalyst to lasting economic reform. However, if high unemployment and slow economic growth to comparable economies have been concerns for France since the beginning of the 21st century, why were past governments unsuccessful in implementing legislative actions to address labor reform?
This paper will argue that the election of Macron and the establishment of En Marche was caused by a shift in power that allowed Macron enough support to sway the political landscape of France and implement labor market reform. This largely has to do with the power struggle between France’s Outsiders, “those without secure employment, Insiders, “those with secure employment” and the Upscale group, “employers, the upper middle class, and the business and financial community” (Rudea, 2007). However, the degree and preservation of Macron’s reform plans are threatened by Insiders who have been stripped of employee protections.
Because economic advancement has been defined by Western society and not by Indigenous peoples themselves, the material gains of such narrowly defined notions of advancement have long been an elusive dream for many Indigenous communities in the United States. Many reasons have been given as to why significant economic advancement through a Western materialistic lens has been unattainable, including remoteness, the inability to get financing on trust land, and access to markets. These are all valid concerns and challenges, but they are not insurmountable. Another disconcerting reason has been the perception that the federal government through its trust responsibility is to do everything for the tribes, including economic advancement, job creation and economic diversification. Despite the problematic nature of this lens, this work is concerned with both how Indigenous--and particularly southwestern tribal, Pueblo Indian nations--interpret and participate in the drive to achieve measures of prosperity for their communities. Granted, the U.S. government does have a trust responsibility to assist tribes, however, that does not mean tribes are relieved of their obligation to do their part as well. Here, I provide an observation of the notion of government responsibility towards tribes and ultimately suggest that there is a strong and devastating addiction that hinders Indigenous communities and impacts economic advancement. This addiction is not alcoholism, drugs, or domestic violence. Instead, this is an addiction to federal funds and programs, which has diminished Indigenous inspiration to do for self, the motivation to be innovative, and has blurred responsibility of what it means to contribute. I will also include the need to utilize data to develop new economic policies and strategies. Last, I will include a policy suggestion that will be aimed at operationalizing the trust reform and data concepts. While discussing these challenges, my focus is to moreover offer a suggestion of how to strategize through them. Drawing from Pueblo Indian examples, the argument becomes clear that other Indigenous citizens across the lower forty-eight have an opportunity to break the prescribed mold in order to advance their economies and on their terms.
