Human-environment interactions in aeolian (windblown) systems has focused research on<br/>human’s role in causing and aiding recovery from natural and anthropogenic disturbance. There<br/>is room for improvement in understanding the best methods and considerations for manual<br/>coastal foredune restoration. Furthermore, the extent to which humans play a role in changing the<br/>shape and surface textures of quartz sand grains is poorly understood. The goal of this thesis is<br/>two-fold: 1) quantify the geomorphic effectiveness of a multi-year manually rebuilt foredune and<br/>2) compare the shapes and microtextures on disturbed and undisturbed quartz sand grains. For<br/>the rebuilt foredune, uncrewed aerial systems (UAS) were used to survey the site, collecting<br/>photos to create digital surface models (DSMs). These DSMs were compared at discrete<br/>moments in time to create a sediment budget. Water levels and cross-shore modeling is also<br/>considered to predict the decadal evolution of the site. In the two years since rebuilding, the<br/>foredune has been stable, but not geomorphically resilient. Modeling shows landward foredune<br/>retreat and beach widening. For the quartz grains, t-testing of shape characteristics showed that<br/>there may be differences in the mean circularity between grains from off-highway vehicle and<br/>non-riding areas. Quartz grains from a variety of coastal and inland dunes were imaged using a<br/>scanning electron microscopy to search for evidence of anthropogenically-induced<br/>microtextures. On grains from Oceano Dunes in California, encouraging textures like parallel<br/>striations, grain fracturing, and linear conchoidal fractures provide exploratory evidence of<br/>anthropogenic microtextures. More focused research is recommended to confirm this exploratory<br/>work.

Abstract Older adults and people with disabilities are two unique populations, though they intersect in their need for mobility options that are often not met by traditional transportation services. There is consensus that the government should provide assistance for older adults and people with disabilities to achieve and maintain independence.

Abstract Older adults and people with disabilities are two unique populations, though they intersect in their need for mobility options that are often not met by traditional transportation services. There is consensus that the government should provide assistance for older adults and people with disabilities to achieve and maintain independence. However, the challenge lies in addressing the many forms of mobility inequity. Population projections for the twenty-first century have sparked interest in the rights of these two populations. As the population of the United States of America ages, supporting the mobility of seniors and individuals with disabilities will become imperative to maintaining their quality of life. One existing federal grant, Section 5310: Enhanced Mobility for Seniors and Individuals with Disabilities (49 U.S.C. 5310) provides formula funding for services that provide transportation options to older adults and people with disabilities. While the 5310 program provides crucial funding to non-profits and government agencies to support mobility options for older adults and people with disabilities, it does not address the full scope of mobility issues faced by these two communities. This thesis project provides a thorough analysis of this grant from the federal legislation it is founded on, to the local administration of this grant as applied by the Maricopa Association of Governments (MAG). Finally, this thesis looks at emerging technology with the potential to revolutionize mobility, along with sobering historical context of the barriers faced older adults and people with disabilities.

In 1974, with a relatively young and fast-growing city in front of them, the City Council of Phoenix, Arizona charged the Phoenix Planning Commission with studying potential plans for urban form. Through the help of over 200 citizens over the next eight months, the village concept was born. Characterized by an emphasis on community-level planning, unique neighborhood character, and citizen input, the village concept plan provides an compelling lens into decentralized planning. In 1979, the Village Concept, as part of the “Phoenix Concept Plan 2000,” was officially adopted by the Phoenix City Council and has remained a component of the city’s long-range planning ever since. Each village features a core of dense commercial and residential activity, with a surrounding periphery featuring varied densities and land usage. There were nine original villages outlined in 1979. As of today, there are 15 villages. Each village has a Village Planning Committee (VPC) made up of 15 to 21 citizens, each being appointed to the committee by the Phoenix Mayor and City Council. This exploratory study was born out of an interest in the Village Planning Committees and a desire to understand their function as a mechanism for citizen participation in urban planning and urban governance. Similarly, with the rapid onset of the automobile and freeway expansion in the decades after WWII, once-insolated communities in the Valley have become connected to each other in a way that raises questions about how to maintain neighborhood’s unique character while promoting sustainable growth and expansion of the city. Phoenix’s Urban Village Model attempts to answer those questions. The efficacy of the model can be considered from two perspectives––how does it aid in making land use decisions, and how does it promote citizen participation? While there is an extensive body of literature on neighborhood councils in the United States and plentiful analysis of the merits of such models as participatory mechanisms and devices of urban planning, there is a lack of discussion of Phoenix’s Urban Village Model. This thesis aims to include Phoenix in this growing body of work.

As the construction industry in Saudi Arabia was on its way to thriving again. Their growth was due to the unprecedented volume of planned projects such as large-scale and unique projects. Suddenly, the world was faced with one of the most disrupting events in the last century which had a devastating impact on the construction industry specifically. This paper explores mainly the impact of the COVID-19 pandemic on construction projects in Saudi Arabia. Particularly, this paper explores how the pandemic and its related events contributed to the projects' schedule disturbances. This is because most of the projects rely on manpower and supply chains which were heavily disrupted due to the protective measures. For that, a study was conducted to evaluate the impact on the construction projects in Saudi Arabia, to what extent the schedule projects were affected, and what were the main reasons for the schedule delays. The research relied on a field survey and schedule analysis for 12 projects which resulted in identifying several causes of delays and the delayed durations that the projects in Saudi Arabia were facing. This research allows those in construction fields to identify the main causes of delays in order to avoid or minimize the impact of these issues on future projects.

Project teams expend substantial effort to develop scope definition during the front end planning phase of large, complex projects, but oftentimes neglect to sufficiently plan for small projects. An industry survey administered by the author showed that small projects make up approximately half of all projects in the infrastructure construction sector (by count), the planning of these projects varies greatly, and that a consistent definition of “small infrastructure project” did not exist. This dissertation summarizes the motivations and efforts of Construction Industry Institute (CII) Research Team 314a to develop a non-proprietary front end planning tool specifically for small infrastructure projects, namely the Project Definition Rating Index (PDRI) for Small Infrastructure Projects. The author was a member of CII Research Team 314a, who was tasked with developing the tool in September 2015. The author, together with the research team, scrutinized and adapted an existing infrastructure-focused FEP tool, the PDRI for Infrastructure Projects, and other resources to develop a set of 40 specific elements relevant to the planning of small infrastructure projects. The author along with the research team supported the facilitation of seven separate industry workshops where 71 industry professionals evaluated the element descriptions and provided element prioritization data that was statistically analyzed and used to develop a corresponding weighted score sheet. The tool was tested on 76 completed and in-progress projects, the analysis of which showed that small infrastructure projects with greater scope definition (based on the tool’s scoring scheme) outperformed projects with lesser scope definition regarding cost performance, schedule performance, change performance, financial performance, and customer satisfaction. Moreover, the author found that users of the tool on in-progress projects agreed that the tool added value to their projects in a timeframe and manner consistent with their needs, and that they would continue using the tool in the future. The author also conducted qualitative and quantitative similarities and differences between PDRI – Infrastructure and PDRI – Small Infrastructure Projects in support of improved planning efforts for both types of projects. Finally, the author piloted a case study that introduced the PDRI into an introductory construction management course to enhance students’ learning experience.
