Compulsory education and school laws were enacted in the British colonies of North America beginning from the 1640s. Compulsory school laws were gradually enacted in all states of the United States of America between 1852 and 1918, with enforcement of the laws following gradually and but unevenly in the various states. Today, most states require attendance up to age 16. Music was gradually introduced to the elementary school curriculum from the 1830s. Today, music is mandatory for all (general) students in Grades 1-6 in most schools and in some schools in Grades 7-8, and is an elective subject in most schools in Grades 7-12. General music classes in the U.S. are similar to compulsory music classes in many other countries. Approximately 25 percent of American public secondary school students participate in elective music performing ensembles, which are a distinctive and positive feature of American music education.

Europeans took their musical traditions with them when they moved to North America. Eventually, however, the United States became so large and diverse, with such deep democratic roots, that different ethnic musical strands emerged and then combined to form important new forms of popular music. By then electronic playback technology had arisen and the United States had become the most influential country in the world, both of which helped propel one of these new popular musics, rock and roll, throughout much of the world, much like Europe and its music dominated and proliferated during what musicians call the common practice period. Today, music teachers in the United States continue to be trained in the European-based art music tradition, but most of their work consists of teaching an array of musical styles to students of every imaginable ethnicity and background. These music educators tend to have dual professional identities: as classical musicians and as teachers of multiple styles of music.

This paper describes the evolution of music in American public schools and universities. Included are some statistics on the number of elementary, middle, and high schools that offer each type of music instruction, including band, choir, orchestra, and music for general students. Also included are some discussions on the evolution of university music programs. The paper concludes with a description of the new national voluntary standards for music education, and some assessments of the strengths and weaknesses of American music education programs.

The program discussed the publication of students’ theses and dissertations in the library’s digital repository and dispelled associated myths of its impact on future research potential. To pay associated publishing costs with Open Access (OA), academic libraries are providing researchers affiliated with the university the funds necessary to publish in OA journals. Structured to reimburse the author fees for a researcher’s accepted manuscript to an OA journal; these funds support the dissemination of scholarship and promote the benefits of OA. With numerous academic libraries in the United States operating a fund to pay publishing costs, librarians are adapting their strategies for addressing popular demand from researchers by reevaluating submission criteria; specifically prioritizing based on need for young researchers in adjunct positions or doctoral candidates and reducing financial expenditure per researcher to expand allocation to additional people.

The essay seeks to effectively identify and compare strategies used by libraries throughout the United States. Beyond analyzing the structure of author funds, the essay explores the value of such programs in promoting OA values of not only free to read, but free to publish. Asking the question, are libraries best suited to expend resources by paying publishing fees and does it achieve its purpose of promoting OA journals? Overall, the essay outlines the role of OA in expanding the potential for libraries to develop its role in scholarly publishing; particularly by promoting researchers’ publications in OA journals using author funds.

All other rights reserved. || Historically, approaches to collection development in libraries relied on the subjective determination of librarians or outside vendors to select the material most suitable to address patron needs. Favoring broad strokes, acquisition policy relied on major publishers and sought to cover general subject areas. Several factors prompted a shift in approach to collection development, including reductions to staffing and budgets, but more importantly technological advancements and the proliferation of e-books caused the reevaluation of the resources patrons accessed and whether the collection accomplished its goal of satisfying their needs. The practice of patron driven acquisition (PDA) refines the broad strokes of acquisition to directly address the demands of patrons while managing costs by purchasing high use material, renting sparsely used titles and paying nothing for titles with no demand.

PDA involves the inclusion of bibliographic records to the catalog for titles the library does not own and permits the patron an opportunity to initiate a purchase. Beyond the practical implications of managing costs and liberating staff time, the PDA model provides patrons easier and quicker access to the widest range of information possible. The service model of populating a collection to protect against the possibility of patrons requiring access is increasingly unsustainable. Although not without its challenges, allowing the patron to provide a collaborative role with librarians in developing a collection serves to manage costs and streamlines the process of creating a collection which best addresses the needs of a constituency.

There were 629 dissertations, only five of them in music therapy. The North Central region and twenty top universities (especially the University of Michigan) dominated production, which consisted predominantly of Ph.D. degrees earned by male authors (all comparisons p < .001). There was a wide range of topics, with biographies increasing in frequency over time (p < .01).

Music's status was further solidified as an object during the Enlightenment, when the doctrine of aesthetic contemplation emerged. Eventually, a concept of universality evolved, which (the author argues) was proffered as an artistic analogue for universal "truth." Today, some recognize that musical creativity can be "manifested in performance," that most concepts of composition are Western and elitist, and that these concepts run counter to avowed goals in multicultural music education as well as to most forms of musical practice throughout the world.
