It is now fashionable to seek innovation in the public sector. As routine government practices have failed to solve complex policy problems, innovation is increasingly seen as the key to establishing public faith in government agencies' ability to perform. However, not surprisingly, governments have often failed to support and maintain innovation over time. The purpose of this study is to examine what accounts for sustained innovation in government transparency. This is an in-depth analysis of the diffusion of the Electronic Freedom of Information Act (EFOIA) across the US states from 1996 to 2013. With the theoretical basis of policy diffusion, this study measures the degree of innovation among states by the timing of adoption, and by the extent of implementation. The factors that influence states' adoption and implementation of EFOIA will be compared, thereby explaining why some early adopters failed to maintain the leader position in innovation in government transparency through the implementation phase. The study findings show that the failure of early adopters in sustained innovation is the result of the conditional nature of diffusion mechanisms (i.e. socialization and learning) which operate differently at the adoption and implementation stages of EFOIA. This study contributes to a better understanding of the role of the legal environment created by the federal government, and the relationships between state governments in sustaining innovation in government transparency.
Results indicate that there were social equity failures across all three sites with the private sites experiencing the most barriers for residents. The power-knowledge structure and perceptions of the residents shaped the institutions or staffing, services, policies, and amenities that either empowered the residents by helping them build a cohesive community; or it subjugated them by not offering space for community-building. In response, many residents' actions and beliefs were shaped by these institutions; however, in the face of resistance to management practices, they often exercised power through self-governing to achieve the satisfaction they desired. Recognizing that residents can exercise their own power, community resiliency to support aging in place may be achieved by supporting resident needs and drawing upon their expertise, assistance, and influential power to build stronger housing communities - an option with low costs but great gains. But in order to do so, the power-knowledge structure must be influenced to support this goal. This research describes the governance of public housing and the responses and relationships of both management and residents in these newly created public spaces. It then presents a model that can foster change in resident engagement and network building to support aging in place, and advance social and community resiliency, regardless of sector.
In this research, urban public participation is a collaborative decision-making process between residents, businesses, experts, public officials, and other stakeholders. When processes are not attuned with the local context (participant lifestyles, needs, interests, and capacities) misalignments between process and context arise around living conditions and personal circumstances, stakeholder trust, civic engagement, collaborative capacity, and sustainability literacy, among others.
This dissertation asks (1) what challenges arise when the public participation process does not match the local context, (2) what are key elements of public participation processes that are aligned with the local context, (3) what are ways to design public participation that align with specific local contexts, and (4) what societal qualities and conditions are necessary for meaningful participatory processes?
These questions are answered through four interrelated studies. Study 1 analyzes the current state of the problem by reviewing public participation processes and categorizing common misalignments with the local context. Study 2 envisions a future in which the problem is solved by identifying the features of well-aligned processes. Studies 3 and 4 test interventions for achieving the vision.
This dissertation presents a framework for analyzing the local context in urban development projects and designing public participation processes to meet this context. This work envisions public participation processes aligned with their local context, and it presents directives for designing deliberative decision-making processes for sustainable urban development. The dissertation applies a systems perspective to the social process of public participation, and it provides empirical support for theoretical debates on public participation while creating actionable knowledge for planners and practitioners.
This research identifies SMS usage patterns, differences, and policy implications within a large city government where multiple agencies have independent control over their own SMS sites/pages. It examines how each agency/bureau uses SMS and to determine if such use fits within Iris Marion Young's deliberative democracy model. This research contributes to voids in the academic literature in the topics of governmental SMS usage, intra-city SMS usage, and SMS as a mechanism for promoting deliberative democracy.
