The overarching aim of this dissertation is to evaluate Geodesign as a planning approach for American Indian communities in the American Southwest. There has been a call amongst indigenous planners for a planning approach that prioritizes indigenous and community values and traditions while incorporating Western planning techniques. Case studies from communities in the Navajo Nation and the Tohono O’odham Nation are used to evaluate Geodesign because they possess sovereign powers of self-government within their reservation boundaries and have historical and technical barriers that have limited land use planning efforts. This research aimed to increase the knowledge base of indigenous planning, participatory Geographic information systems (GIS), resiliency, and Geodesign in three ways. First, the research examines how Geodesign can incorporate indigenous values within a community-based land use plan. Results showed overwhelmingly that indigenous participants felt that the resulting plan reflected their traditions and values, that the community voice was heard, and that Geodesign would be a recommended planning approach for other indigenous communities. Second, the research examined the degree in which Geodesign could incorporate local knowledge in planning and build resiliency against natural hazards such as flooding. Participants identified local hazards, actively engaged in developing strategies to mitigate flood risk, and utilized spatial assessments to plan for a more flood resilient region. Finally, the research examined the role of the planner in conducting Geodesign planning efforts and how Geodesign can empower marginalized communities to engage in the planning process using Arnstein’s ladder as an evaluation tool. Results demonstrated that outside professional planners, scientists, and geospatial analysts needed to assume the role of a facilitator, decision making resource, and a capacity builder over traditional roles of being the plan maker. This research also showed that Geodesign came much closer to meeting American Indian community expectations for public participation in decision making than previous planning efforts. This research demonstrated that Geodesign planning approaches could be utilized by American Indian communities to assume control of the planning process according to local values, traditions, and culture while meeting rigorous Western planning standards.

The purpose of this paper is to explore the historical development of Native Americans' participation in public lands management. The literature on federal-tribal relations in public lands management demonstrates that Native Americans face an uphill battle in order to receive recognition of and protection for their cultural and traditional ties to public lands. This paper uses Arnstein's ladder of participation to evaluate several historical examples of federal-tribal relations in public lands management. Arnstein's ladder of participation shows how different forms of participation correspond to an individual or groups power to affect outcomes of decision-making processes. The examples discussed in this paper are explicative of these different forms of participation and show that the predominance of hierarchical power structures and particular cultural ideals of American society have impeded recognition of and protection for Native Americans' cultural and traditional ties to public lands. Around the end of the 19th century and start of the 20th century, forms of nonparticipation excluded Native Americans from the emerging dialogue concerning the nation's first public lands. Although Native Americans became more militant and assertive in the economic, political, and cultural spheres of American society as time went on, tokenistic forms of participation still precluded effective and equitable recognition of and protection for their cultural and traditional ties to public lands. This paper concludes with an evaluation of the recent creation of Bears Ears National Monument by presidential proclamation and how the organization and activism by several tribes to receive protection for the Bears Ears landscape demonstrates the potential for similar approaches to produce more effective and equitable forms of participation.

This report describes the process by which I created a concise but comprehensive online source of information about best practices in sustainability for urban planners. The goal of the project was to provide accessible information that would help planners in ways that help them comprehend and implement sustainable solutions to common planning problems that are found throughout the United States. To create the website, I researched methods for communicating clearly to planners, took a graduate course in communicating about sustainability, and drew on information that I had compiled on sustainable solutions for transportation, economy, water, green space, and governance.

The lack of in-depth understanding of why policies succeed or fail in implementation puts future policymaking in a situation of having insufficient information to craft effective interventions. Mainstream policy implementation theory is rooted in a democratic institutional setting. Much less empirical research and theory addresses implementation in top-down authoritarian contexts, such as China. This study addresses the research question of how the Chinese governance context affects stakeholder’s behavior in combating air pollution, based on the analysis of implementation of three particular air pollution policies: (i) Natural gas / electricity conversion from coal, for winter heating, (ii) Widespread deployment of New Energy Vehicles, and (iii) The shutting down of cement production in northern China during the winter heating period to avoid overlapping pollution emissions from winter heating.

This study identifies flexibility and accountability as two important characteristics of the Chinese governance context, and traces how they affect stakeholder behavior and coalition formation, which in turn impacts policy implementation performance. The case study methodology triangulates analysis of government policy documents, secondary data, and the results of semi-structured key informant interviews.

Findings include: (i) The Chinese government has a very strong implementation capability to pass directives down and scale up, enabling rapid accomplishment of massive goals. It also has the capability to decide how the market should come into play, and to shape public opinion and ignore opposition; (ii) Interventions from the authoritarian government, given China’s vast economy and market, and the efficient top-down tiered bureaucratic system, risk distorting the market and the real policy goals during the implementation process; (iii) There tends to be an absence of bottom-up participation and feedback mechanisms; (iv) An effective self-correction mechanism, associated with flexibility and adaptability by a myriad of stakeholders often enables effective policy adjustment.

Policy implications include: (i) Policy implementation concerns need to be integrated into policy design; (ii) More thorough discussion of options is required during policy design; (iii) Better communication channels and instruments are needed to provide feedback from the bottom-up; (iv) On complex policy issues such as air pollution, pilot projects should be carried out before massive adoption of a policy.

Of the many challenges cities face, congestion and air quality are two interrelated issues that despite technological improvements in vehicle emissions standards and engine efficiency, continue to worsen. Of the strategies attempting to reduce automobile dependency, a popular approach adopted by cities is the concept of transit-oriented development (TOD). The strategy aims to better integrate land use and transportation planning, and is often characterized by a mix of land uses, high density, and proximity to quality public transit. While practitioners and academics argue the economic and environmental benefits of TOD, there are several examples along the Valley Metro light rail corridor where the strategy appears to be failing to attract people, businesses, and ultimately transit riders. The purpose of this study is to explore how urban infrastructure characteristics, specifically transportation connectivity, urban design, and land use interact to support light rail ridership. The study utilizes a rendition of sustainability’s triple-bottom-line framework, wherein economic, environmental, and social elements are represented as criteria in the transportation, land use, and urban design analysis of six Valley Metro light rail stations. Each element has supporting criteria that are ranked relative to the other stations under analysis, culminating in overall TOD scores for each station. The number of TOD projects and ridership trends are also compared, and in combination with the evaluation of urban infrastructure elements, the results suggest the importance of transportation connectivity, pedestrian-scale infrastructure, a sense of place, and employment centers for TOD stations to yield high ridership. Findings are analyzed through a sustainability lens resulting in the proposal of strategic solutions for improving TOD planning methods.

The study presented in this article adds to the body of research on the socio-cultural dimension of sustainable cities by looking at the efforts of the City of Freiburg, Germany to create neighborhoods that acknowledge the importance of the social dimension of sustainable development. The research in this article is centered on evaluating the social responses of living in Freiburg’s two recognized sustainable neighborhoods Rieselfeld and Vauban. The study focuses on the motivational factors that prompted todays residents of the two neighborhoods to move there in the first place, their level of satisfaction living there now, and their perceived social interactions and level of community engagement. Result show that satisfaction with living in a place and reinforcing its assets through social resiliency or livability can result in long-term community staying power. In general, there were few differences in preferences ratings of physical and social assets between the two communities. The levels of importance of social factors contributing to place satisfaction and staying power were not significantly different in both neighbor-hoods. Having a “cluster” of social factors present that were important to residents contributed significantly to place satisfaction. In fact, survey results showed that it was these social factors that were seen as more important to place satisfaction than the physical attributes of sustainable developments.
