The Cape Floral Region (CFR) in southwestern South Africa is one of the most diverse in the world, with >9,000 plant species, 70% of which are endemic, in an area of only ~90,000 km2. Many have suggested that the CFR's heterogeneous environment, with respect to landscape gradients, vegetation, rainfall, elevation, and soil fertility, is responsible for the origin and maintenance of this biodiversity. While studies have struggled to link species diversity with these features, no study has attempted to associate patterns of gene flow with environmental data to determine how CFR biodiversity evolves on different scales. Here, a molecular population genetic data is presented for a widespread CFR plant, Leucadendron salignum, across 51 locations with 5-kb of chloroplast (cpDNA) and 6-kb of unlinked nuclear (nuDNA) DNA sequences in a dataset of 305 individuals. In the cpDNA dataset, significant genetic structure was found to vary on temporal and spatial scales, separating Western and Eastern Capes - the latter of which appears to be recently derived from the former - with the highest diversity in the heart of the CFR in a central region. A second study applied a statistical model using vegetation and soil composition and found fine-scale genetic divergence is better explained by this landscape resistance model than a geographic distance model. Finally, a third analysis contrasted cpDNA and nuDNA datasets, and revealed very little geographic structure in the latter, suggesting that seed and pollen dispersal can have different evolutionary genetic histories of gene flow on even small CFR scales. These three studies together caution that different genomic markers need to be considered when modeling the geographic and temporal origin of CFR groups. From a greater perspective, the results here are consistent with the hypothesis that landscape heterogeneity is one driving influence in limiting gene flow across the CFR that can lead to species diversity on fine-scales. Nonetheless, while this pattern may be true of the widespread L. salignum, the extension of this approach is now warranted for other CFR species with varying ranges and dispersal mechanisms to determine how universal these patterns of landscape genetic diversity are.

A phylogenetic revision of the broad-nosed weevil genera Minyomerus Horn, 1876, and Piscatopus Sleeper, 1960 (Entiminae: Tanymecini) is presented. These genera are distributed throughout western North America, from Canada to Mexico and Baja California, primarily in arid and desert habitats, and feed on shrubs such as creosote (Larrea tridentata (DC.) Coville: Zygophyllaceae) and several Asteraceae. Piscatopus was considered monotypic, comprised solely of P. griseus Sleeper, 1960, whereas Minyomerus formerly was comprised of seven species: M. innocuus Horn, 1876 (designated as the type species for Minyomerus in Pierce, 1913), M. caseyi (Sharp, 1891), M. conicollis Green, 1920, M. constrictus (Casey, 1888), M. languidus Horn, 1876, M. laticeps (Casey, 1888), M. microps (Say, 1831). This revision includes comprehensive redescriptions of the previously described species in these genera and descriptions of ten new species: M. imberbus sp. nov., M. caponei sp. nov., M. reburrus sp. nov., M. cracens sp. nov., M. trisetosus sp. nov., M. puticulatus sp. nov., M. bulbifrons sp. nov., M. politus sp. nov., M. gravivultus sp. nov., and M. rutellirostris sp. nov. A cladistic analysis using 46 morphological characters of 22 terminal taxa (5 outgroup, 17 ingroup) was carried out in WinClada and yielded a single most-parsimonious cladogram (length = 82, consistency index = 65, retention index = 82). The monophyly of Minyomerus is supported by the preferred cladogram. The results of the cladistic analysis place Piscatopus griseus within the genus Minyomerus as sister to M. rutellirostris. Therefore, Piscatopus is demoted to a junior synonym of Minyomerus and its sole member P. griseus, is moved to Minyomerus as M. griseus (Sleeper), new combination. Additionally, the species M. innocuus Horn, 1876 is demoted to a junior synonym of M. microps (Say, 1831), based on the principle of priority, and M. microps is elevated to the rank of type for the genus. The species M. languidus, M. microps, and M. trisetosus are putatively considered parthenogenetic, and lack male specimens over a broad range of sampling events. The diversity in exterior and genitalic morphology, range of host plants, overlapping species distributions, and geographic extent suggests an origin during the Miocene (~15 mya).

Many wildlife species that are essential to human livelihoods are targeted with the aim of extracting short-term benefits. Overexploitation, resulting from failed common-pool resource governance, has endangered the sustainability of large animal species, in particular. Rights-based approaches to wildlife conservation offer a possible path forward. In a wildlife market, property rights, or shares of an animal population, are allocated to resource users with interests in either harvest or preservation. Here, I apply the Social-Ecological Systems (SES) framework (Ostrom, 2009) to identify the conditions under which the ecological, social, and economic outcomes of a conservation market are improved compared to the status quo. I first consider three case studies (Bighorn sheep, white rhino, and Atlantic Bluefin tuna) all of which employ different market mechanisms. Based on the SES framework and these case studies, I then evaluate whether markets are a feasible management option for other socially and ecologically significant species, such as whales (and similar highly migratory species), and whether market instruments are capable of accommodating non-consumptive environmental values in natural resource decision making. My results suggest that spatial and temporal distribution, ethical and cultural relevance, and institutional histories compatible with commodification of wildlife are key SES subsystem variables. Successful conservation markets for cross-boundary marine species, such as whales, sea turtles, and sharks, will require intergovernmental agreements.

This dissertation consists of three substantive chapters. The first substantive chapter investigates the premature harvesting problem in fisheries. Traditionally, yield-per-recruit analysis has been used to both assess and address the premature harvesting of fish stocks. However, the fact that fish size often affects the unit price suggests that this approach may be inadequate. In this chapter, I first synthesize the conventional yield-per-recruit analysis, and then extend this conventional approach by incorporating a size-price function for a revenue-per-recruit analysis. An optimal control approach is then used to derive a general bioeconomic solution for the optimal harvesting of a short-lived single cohort. This approach prevents economically premature harvesting and provides an "optimal economic yield". By comparing the yield- and revenue-per-recruit management strategies with the bioeconomic management strategy, I am able to test the economic efficiency of the conventional yield-per-recruit approach. This is illustrated with a numerical study. It shows that a bioeconomic strategy can significantly improve economic welfare compared with the yield-per-recruit strategy, particularly in the face of high natural mortality. Nevertheless, I find that harvesting on a revenue-per-recruit basis improves management policy and can generate a rent that is close to that from bioeconomic analysis, in particular when the natural mortality is relatively low.

The second substantive chapter explores the conservation potential of a whale permit market under bounded economic uncertainty. Pro- and anti-whaling stakeholders are concerned about a recently proposed, "cap and trade" system for managing the global harvest of whales. Supporters argue that such an approach represents a novel solution to the current gridlock in international whale management. In addition to ethical objections, opponents worry that uncertainty about demand for whale-based products and the environmental benefits of conservation may make it difficult to predict the outcome of a whale share market. In this study, I use population and economic data for minke whales to examine the potential ecological consequences of the establishment of a whale permit market in Norway under bounded but significant economic uncertainty. A bioeconomic model is developed to evaluate the influence of economic uncertainties associated with pro- and anti- whaling demands on long-run steady state whale population size, harvest, and potential allocation. The results indicate that these economic uncertainties, in particular on the conservation demand side, play an important role in determining the steady state ecological outcome of a whale share market. A key finding is that while a whale share market has the potential to yield a wide range of allocations between conservation and whaling interests - outcomes in which conservationists effectively "buy out" the whaling industry seem most likely.

The third substantive chapter examines the sea lice externality between farmed fisheries and wild fisheries. A central issue in the debate over the effect of fish farming on the wild fisheries is the nature of sea lice population dynamics and the wild juvenile mortality rate induced by sea lice infection. This study develops a bioeconomic model that integrates sea lice population dynamics, fish population dynamics, aquaculture and wild capture salmon fisheries in an optimal control framework. It provides a tool to investigate sea lice control policy from the standpoint both of private aquaculture producers and wild fishery managers by considering the sea lice infection externality between farmed and wild fisheries. Numerical results suggest that the state trajectory paths may be quite different under different management regimes, but approach the same steady state. Although the difference in economic benefits is not significant in the particular case considered due to the low value of the wild fishery, I investigate the possibility of levying a tax on aquaculture production for correcting the sea lice externality generated by fish farms.

ABSTRACT Water resources in many parts of the world are subject to increasing stress because of (a) the growth in demand caused by population increase and economic development, (b) threats to supply caused by climate and land cover change, and (c) a heightened awareness of the importance of maintaining water supplies to other parts of the ecosystem. An additional factor is the quality of water management. The United States-Mexican border provides an example of poor water management combined with increasing demand for water resources that are both scarce and uncertain. This dissertation focuses on the problem of water management in the border city of Ciudad Juarez, Chihuahua. The city has attracted foreign investment during the last few decades, largely due to relatively low environmental and labor costs, and to a range of tax incentives and concessions. This has led to economic and population growth, but also to higher demand for public services such as water which leads to congestion and scarcity. In particular, as water resources have become scarce, the cost of water supply has increased. The dissertation analyzes the conditions that allow for the efficient use of water resources at sustainable levels of economic activity--i.e., employment and investment. In particular, it analyzes the water management strategies that lead to an efficient and sustainable use of water when the source of water is either an aquifer, or there is conjunctive use of ground and imported water. The first part of the dissertation constructs a model of the interactive effects of water supply, wage rates, inward migration of labor and inward investment of capital. It shows how growing water scarcity affects population growth through the impact it has on real wage rates, and how this erodes the comparative advantage of Ciudad Juarez--low wages--to the point where foreign investment stops. This reveals the very close connection between water management and the level of economic activity in Ciudad Juarez. The second part of the dissertation examines the effect of sustainable and efficient water management strategies on population and economic activity levels under two different settings. In the first Ciudad Juarez relies exclusively on ground water to meet demand--this reflects the current situation of Ciudad Juarez. In the second Ciudad Juarez is able both to import water and to draw on aquifers to meet demand. This situation is motivated by the fact that Ciudad Juarez is considering importing water from elsewhere to maintain its economic growth and mitigate the overdraft of the Bolson del Hueco aquifer. Both models were calibrated on data for Ciudad Juarez, and then used to run experiments with respect to different environmental and economic conditions, and different water management options. It is shown that for a given set of technological, institutional and environmental conditions, the way water is managed in a desert environment determines the long run equilibrium levels of employment, investment and output. It is also shown that the efficiency of water management is consistent with the sustainability of water use and economic activity. Importing water could allow the economy to operate at higher levels of activity than where it relies solely on local aquifers. However, at some scale, water availability will limit the level of economic activity, and the disposable income of the residents of Ciudad Juarez.

The oceans play an essential role in global biogeochemical cycles and in regulating climate. The biological carbon pump, the photosynthetic fixation of carbon dioxide by phytoplankton and subsequent sequestration of organic carbon into deep water, combined with the physical carbon pump, make the oceans the only long-term net sink for anthropogenic carbon dioxide. A full understanding of the workings of the biological carbon pump requires a knowledge of the role of different taxonomic groups of phytoplankton (protists and cyanobacteria) to organic carbon export. However, this has been difficult due to the degraded nature of particles sinking into particle traps, the main tools employed by oceanographers to collect sinking particulate matter in the ocean. In this study DNA-based molecular methods, including denaturing gradient gel electrophoresis, cloning and sequencing, and taxon-specific quantitative PCR, allowed for the first time for the identification of which protists and cyanobacteria contributed to the material collected by the traps in relation to their presence in the euphotic zone. I conducted this study at two time-series stations in the subtropical North Atlantic Ocean, one north of the Canary Islands, and one located south of Bermuda. The Bermuda study allowed me to investigate seasonal and interannual changes in the contribution of the plankton community to particle flux. I could also show that small unarmored taxa, including representatives of prasinophytes and cyanobacteria, constituted a significant fraction of sequences recovered from sediment trap material. Prasinophyte sequences alone could account for up to 13% of the clone library sequences of trap material during bloom periods. These observations contradict a long-standing paradigm in biological oceanography that only large taxa with mineral shells are capable of sinking while smaller, unarmored cells are recycled in the euphotic zone through the microbial loop. Climate change and a subsequent warming of the surface ocean may lead to a shift in the protist community toward smaller cell size in the future, but in light of these findings these changes may not necessarily lead to a reduction in the strength of the biological carbon pump.

Environmental agencies often want to accomplish additional objectives beyond their central environmental protection objective. This is laudable; however it begets a need for understanding the additional challenges and trade-offs involved in doing so. The goal of this thesis is to examine the trade-offs involved in two such cases that have received considerable attention recently. The two cases I examine are (1) the protection of multiple environmental goods (e.g., bundles of ecosystem services); and (2) the use of payments for ecosystem services as a poverty reduction mechanism. In the first case (chapter 2), I build a model based on the fact that efforts to protect one environmental good often increase or decrease the levels of other environmental goods, what I refer to as "cobenefits" and "disbenefits" respectively. There is often a desire to increase the cobenefits of environmental protection efforts in order to synergize across conservation efforts; and there is also a desire to decrease disbenefits because they are seen as negative externalities of protection efforts. I show that as a result of reciprocal externalities between environmental protection efforts, environmental agencies likely have a disincentive to create cobenefits, but may actually have an incentive to decrease disbenefits. In the second case (chapter 3), I model an environmental agency that wants to increase environmental protection, but would also like to reduce poverty. The model indicates that in theory, the trade-offs between these two goals may depend on relevant parameters of the system, particularly the ratio of the price of monitoring to participant's compliance cost. I show that when the ratio of monitoring costs to compliance cost is higher, trade-offs between environmental protection and poverty reduction are likely to be smaller. And when the ratio of monitoring costs to compliance costs is lower, trade-offs are likely to be larger. This thesis contributes to a deeper understanding of the trade-offs faced by environmental agencies that want to pursue secondary objectives of protecting additional environmental goods or reducing poverty.

Whale watching has been hailed by environmental non-governmental organizations like Greenpeace and the International Fund for Animal Welfare as a responsible form of tourism that has the potential to enhance conservation outcomes for cetaceans, while also supporting the economic development of coastal communities. Tourism research suggests that while it is possible for whale watching to provide these benefits, it may also have considerable costs to members of host communities and cetaceans. My dissertation sought to gather data on the economic, ecological, and social impacts of whale watching in the Caribbean in order to evaluate the industry's performance in the region. My project thus took the form of three sub-projects. The first used an ordinary least squares analysis to examine the relationship between Caribbean country characteristics and whale watching expenditures. This analysis showed that a country's level of development changes the strength of correlations, that mass tourism development is negatively associated with whale watching profits, and that cetacean biodiversity and whale watching regulations designed to protect cetaceans both had positive relationships with the whale watching industry. In the second sub-project, I developed an index of Caribbean cetacean vulnerability to the negative impacts of whale watching with a traditional literature review informed by systematic methods. The index illustrated that both target and non-target species had vulnerabilities, and that regulations addressing these issues in the Caribbean were lacking overall. Considerable gaps in data were also identified. Finally, I used qualitative interviews in Dominica and the Dominican Republic to gather information on resident perceptions of whale watching. This analysis revealed overall positive perceptions of the industry in both countries, but also uncovered considerable levels of social conflict surrounding whale watching. Taken together, the results of my study suggest that better regulatory structures, investment in the local community, and efforts to maximize cooperation are needed in order for the Caribbean whale watch industry to better serve local communities, while mitigating its impacts on cetaceans.

Cities are hubs for economic and social development, but they are increasingly becoming hotspots of environmental problems and socio-economic inequalities. Because cities result from complex interactions among ecological, social and economic factors, environmental problems and socio-economic inequalities are often spatially interconnected, generating emergent environmental inequity issues due to the unfair distribution of environmental quality among socioeconomic groups. Since urban environmental quality is tightly related to the capacity of urban landscapes to provide ecosystem services, optimizing the allocation of ecosystem services within cities is a main goal for moving towards more equitable and sustainable cities. Nevertheless, we often lack the empirical data and specific methods for planning urban landscapes to optimize the provision of ecosystem services. Therefore, the development of knowledge and methods to optimize the provision of ecosystem services is essential for tackling urban environmental problems, reducing environmental inequities, and promoting sustainable cities. The main goal of this dissertation is to generate actionable knowledge for helping decision-makers to optimize the allocation of urban vegetation for reducing environmental inequities through the provision of ecosystem services. The research uses the city of Santiago de Chile as a case study from a Latin-American city. To achieve this goal, I framed my dissertation in four linked research chapters, each of them providing methodological approaches to help link environmental inequity problems with the development of urban planning interventions promoting an equitable provision of urban ecosystem services. These chapters are specifically aimed at providing actionable knowledge for: (1) Identifying the level, distribution, and spatial scales at which environmental inequities are more relevant; (2) Identifying the areas and administrative units where environmental inequities interventions should be prioritized; (3) Identifying optimal areas to allocate vegetation for increasing the provision of urban ecosystem services; (4) Evaluating the role that planned urban vegetation may have in the long-term provision of ecosystem services by natural remnants within the urban landscape. Thus, this dissertation contributes to urban sustainability science by proposing methods and frameworks to address urban environmental inequities through the provision of ecosystem services, but it also provides place-based information that can be readily used for planning urban vegetation in Santiago.

A floristic analysis is essential to understanding the current diversity and structure

of community associations of plants in a region. Also, a region’s floristic analysis is key not only to investigating their geographical origin(s) but is necessary to their management and protection as a reservoir of greater biodiversity. With an area of 2,250,000 square kilometers, the country of Saudi Arabia covers almost four-fifths of the Arabian Peninsula. Efforts to document information on the flora of Saudi Arabia began in the 1700s and have resulted in several comprehensive publications over the last 25 years. There is no doubt that these studies have helped both the community of scientific researchers as well as the public to gain knowledge about the number of species, types of plants, and their distribution in Saudi Arabia. However, there has been no effort to use digital technology to make the data contained in various Saudi herbarium collections easily accessible online for research and teaching purposes. This research project aims to develop a “virtual flora” portal for the vascular plants of Saudi Arabia. Based on SEINet and the Symbiota software used to power it, a preliminary website portal was established to begin an effort to make information of Saudi Arabia’s flora available on the world- wide web. Data comprising a total of 12,834 specimens representing 175 families were acquired from different organizations and used to create a database for the designed website. After analyzing the data, the Fabaceae family (“legumes”) was identified as a largest family and chosen for further analysis. This study contributes to help scientific researchers, government workers and the general public to have easy, unlimited access to the plant information for a variety of purposes.
