This research project is part of a larger study of green infrastructure in urban planning and sustainability initiatives in cities across the U.S. Within the past few decades, the topic of sustainability has been at the forefront of city planners’ minds as cities grow, there is new or redevelopment, and the threat of climate change and future climate variability increases. Green infrastructure is one increasingly popular urban sustainability strategy, which is widely promoted for its ability to provide multiple benefits. This multi-functionality translates into ecosystem services and possible disservices for a local community and the city as a whole. This research project examines 120 planning documents from 19 U.S. cities to examine whether the services cities say they expect green infrastructure to provide, or the rationale, match with the criteria used to determine where green infrastructure is sited. For this project, we ask: what are the rationales that cities provide for developing green infrastructure and what are the criteria cities are using to determine where to site it? We find that certain rationales, or benefits, are claimed without corresponding and specific siting criteria to substantiate how these benefits will be achieved, while other benefits, like those related to stormwater management, are prioritized over other potentially important benefits.

For over a century, it has been commonly observed that the pace-of-life in modern society appears to be significantly faster than in non-modern societies, but exactly what forces drive these differences continue to be both hotly debated and difficult to study. While prior studies on pace-of-life have focused on population-level correlations between these factors and pace-of-life, they provide few details about how changes to pace-of-life associated with modernity actually occur in context. This study addresses the issue from a historical perspective, attempting to identify what factors are relevant to a change of pace-of-life in a non-modern to modern lifestyle transition over a single lifetime. This study performs a historical analysis, examining changes in pace-of-life experienced by students of the Carlisle Indian Industrial School, an Indian residential school operating in the late 19th and early 20th centuries, as compared to the non-modern lifestyle of the Plains Indian Cultures from the same time period. This study finds that the pace-of-life experienced by students at Carlisle were consistently faster, more intense and more regimented than in non-modern lifestyles. Such changes in pace-of-life were driven in large part by efforts of the school to transform the students behavior into a model the administration considered more suited to life in a modern society, chiefly, time-disciplined, individualistic, future oriented and competitive laborers. This case highlights that the role of individual behavioral manipulation by large-scale institutions is an underappreciated force in changes to pace-of-life in modern society.

Global climate change, rising average temperatures, rising water levels, irregularities in climate and river regimes, and increasing anthropogenic disturbances pose a significant risk to the ecosystems of protected areas. Given that past conditions are different from future conditions, managing protected areas faces serious challenges. New management approaches and strategies are needed to overcome these challenges. Planners and academicians have established methodologies for assessing the quality of climate change adaptation and resilience plans. However, a similar plan quality evaluation that considers climate change adaptation for National Park General Management Plans has not been conducted. This study adapted that methodology for national park management plans and applied it to analyze National Park General Management Plans across nine United States climate regions. Furthermore, this thesis aims to address this gap by asking and answering the following question: How do existing management plans for national parks meet the principles identified for effective planning for climate change? In this study, national park management plans are evaluated according to 112 criteria across seven principles, allowing for direct comparison and conclusions on strengths and weaknesses. The study revealed the strengths and weaknesses of the plans. Plans generally have similar weak points and strong points. While some aspects, such as public participation and coordination, perform relatively well, there are critical shortcomings in articulating a vision for climate adaptation, addressing uncertainty, and developing detailed strategies and monitoring mechanisms. The study will contribute to a better understanding of how protected areas can prepare for climate change impacts.

Traditional infrastructure design approaches were born with industrialization. During this time the relatively stable environments allowed infrastructure systems to reliably provide service with networks designed to precise parameters and organizations fixated on maximizing efficiency. Now, infrastructure systems face the challenge of operating in the Anthropocene, an era of complexity. The environments in which infrastructure systems operate are changing more rapidly than the technologies and governance systems of infrastructure. Infrastructure systems will need to be resilient to navigate stability and instability and avoid obsolescence. This dissertation addresses how infrastructure systems could be designed for the Anthropocene, assessing technologies able to operate with uncertainty, rethinking the principles of technology design, and restructuring infrastructure governance. Resilience, in engineering, has often been defined as resistance to known disturbances with a focus on infrastructure assets. Resilience, more broadly reviewed, includes resistance, adaptation, and transformation across physical and governance domains. This dissertation constructs a foundation for resilient infrastructure through an assessment of resilience paradigms in engineering, complexity and deep uncertainty (Chapter 2), ecology (Chapter 3), and organizational change and leadership (Chapter 4). The second chapter reconciles frameworks of complexity and deep uncertainty to help infrastructure managers navigate the instability infrastructure systems face, with a focus on climate change. The third chapter identifies competencies of resilience in infrastructure theory and practice and compares those competencies with ‘Life’s Principles’ in ecology, presenting opportunities for growth and innovation in infrastructure resilience and highlighting the need for satisficed (to satisfy and suffice) solutions. The fourth chapter navigates pressures of exploitation and exploration that infrastructure institutions face during periods of stability and instability, proposing leadership capabilities to enhance institutional resilience. Finally, the dissertation is concluded with a chapter synthesizing the previous chapters, providing guidance for alternative design approaches for advancing resilient infrastructure. Combined, the work challenges the basic mental models used by engineers when approaching infrastructure design and recommends new ways of doing and thinking for the accelerating and increasingly uncertain conditions of the future.

Transit agencies are struggling to regain ridership lost during the pandemic. Research shows that riding transit was among the most feared activities during the pandemic due to people’s high perceived risk of infection. Transit agencies have responded by implementing a variety of pandemic-related safety measures in stations and vehicles, but there is little literature assessing how these safety measures affect passengers’ perception of safety. This study implements surveys, interviews, and observations in Berlin, Germany to assess how passengers’ demographic characteristics and experiences with safety measures are related to their perception of safety using transit. Females and older age groups were more likely to perceive transit as riskier than males and younger age groups. The results provide little evidence to suggest that safety measures have a significant impact on passengers’ perception of safety, however. If this result is supported by future research, it suggests that transit agency investments in pandemic safety measures may not help them to regain ridership.

In 2016, the International Labor Organization (ILO) estimated that 25 million people were victims of forced labor. Forced labor is defined as “work that is involuntary and subject to penalty.” It

The production and consumption of goods is a global phenomenon that has significant social and environmental impacts and challenges. In 2016, the International Labor Organization (ILO) estimated that 25 million people were victims of forced labor. Forced labor is defined as “work that is involuntary and subject to penalty.” It is a subset of modern slavery, and is a complex problem that affects all three pillars of sustainability. Fair labor, on the other hand, is voluntary, requires fair compensation, and is free from penalty. With one in five jobs tied to global supply chains, it is vital that companies and organizations are committed to sustainability within the supply chain (Thorlakson et al., 2018). One critical aspect of this commitment includes a focus on fair labor practices.

ASU’s Trademark Licensing Department currently utilizes third-party vendors to verify that any licensed product, those marked with an ASU logo or trademark, have been sourced and produced under fair labor conditions. Our project focuses on steps that can be taken to elevate fair labor practices across the ASU supply chain for both licensed and unlicensed products. The Fair Labor Solutions Team has developed two primary deliverables: an overarching report and a fair labor problem identification presentation with a script to act as an education tool for ASU staff. The report contains the following elements: a landscape analysis of fair labor, ASU’s current procurement practices, a collection of exemplary case studies, and a tiered vision towards transformational change. Our team understands that ensuring fair labor throughout the ASU supply chain is not a linear process. The goal of our deliverables is to offer a strong foundation for the university's transition to sustainable procurement.

The continued rise of temperatures and extreme heat events globally is contributing to increases in mortality and morbidity in every region of the world. Urban areas are experiencing the combined effects of anthropogenic climate change and the urban heat island effect, exacerbating the risks associated with heat for urban residents.

The continued rise of temperatures and extreme heat events globally is contributing to increases in mortality and morbidity in every region of the world. Urban areas are experiencing the combined effects of anthropogenic climate change and the urban heat island effect, exacerbating the risks associated with heat for urban residents. In response, cities must make every effort to adapt, pursuing engagement in high-quality planning processes and implementing robust sets of strategies to mitigate and manage the heat. Cities are shaped by networks of plans, however, the process of systematically evaluating these plans has focused on individual plans or plan types when assessing their quality. This study combines qualitative plan quality evaluation and semi-structured interviews to assess how Vienna’s network of plans addresses heat. Two clear divides emerge when analyzing the plan network; direction-setting principles are included more often than others, and mitigation strategies are more prevalent than management strategies. These results, which are consistent across the broader plan quality evaluation literature, illuminate a clear path for Vienna to continuously improve their planning process and effectively respond to heat.

Tools designed to help match people with behaviors they identify as likely to lead to a successful behavioral outcome remain under-researched. This study assessed the effect of a participant-driven behavior-matching intervention on 1) the adoption of a new behavior related to fruit and vegetable (F&V) consumption, 2) study attrition, and 3) changes in F&V consumption. In this two-arm randomized controlled trial, 64 adults who did not meet standard F&V recommendations were allocated to an intervention (n=33) or control group (n=31). Participants in the intervention group ranked 20 F&V-related behaviors according to their perceived likelihood of engagement in the behavior and their perception of the behavior’s efficacy in increasing F&V consumption. Participants in the intervention group were subsequently shown the list of 20 behaviors in order of their provided rankings, with the highest-ranked behaviors at the top, and were asked to choose a behavior they would like to perform daily for 4 weeks. The control group chose from a random-order list of the same 20 behaviors to adopt daily for 4 weeks. During the study period, text messages were sent to all participants 90 minutes before their reported bedtime to collect Yes/No data reflecting successful behavior engagement each day. The binary repeated-measures data collected from the text messages was analyzed using mixed-effects logistic regression, differences in attrition were assessed using log-rank analysis, and change scores in F&V consumption were compared between the two groups using the Man-Whitney U test. P<0.05 indicated significance. The rate of successful behavior adoption did not differ significantly between the two groups (b=0.09, 95%CI= -0.81, 0.98, p=0.85). The log rank test results indicated that there was no significant difference in attrition between the two groups (χ2=2.68, df=1, p=0.10). F&V consumption increased significantly over the 4 weeks in the total sample (Z=-5.86, p<0.001), but no differences in F&V change scores were identified between the control and intervention groups (Z=-0.21, p=0.84). The behavior-matching tool assessed in this study did not significantly improve behavior adoption, study attrition, or F&V intake over 4 weeks.

City governments have an opportunity to address historic environmental injustices through the management of their urban forests. When applying environmental justice to the management of urban trees, the common approach is to plant new trees in areas with high proportions of underserved residents and low tree canopy. This is the approach taken by many programs, such as the MillionTrees programs in Los Angeles and New York City. However, these initiatives do not always result in just outcomes and, in some cases, exacerbate existing inequities. This suggests the need for a model of urban tree canopy (UTC) justice that encapsulates distributive, procedural, and recognition justice. In this thesis, I suggest such a model of UTC justice that incorporates ecosystem services and disservices to understand resident satisfaction with neighborhood trees. I then apply the model to the case of the Phoenix, Arizona metropolitan area by assessing local UTC plans for mentions of environmental justice. Finally, I use multiple regression analysis to identify the relationship between neighborhood tree canopy percentage and resident satisfaction with neighborhood trees. Results indicate that tree canopy is a statistically insignificant determinant of resident satisfaction in 23 of 30 models. This supports my model of UTC justice in that it suggests that there is a confounding variable between UTC provisioning and resident satisfaction. This thesis culminates in recommendations for city governments, including the use of longitudinal socioecological surveys to evaluate the need for and success of UTC plans for environmental justice.

Societies seeking sustainability are transitioning from fossil fuels to clean, renewable energy sources to mitigate dangerous climate change. Energy transitions involve ethically controversial decisions that affect current and future generations’ well-being. As energy systems in the United States transition towards renewable energy, American Indian reservations with abundant energy sources are some of the most significantly impacted communities. Strikingly, energy ethicists have not yet developed a systematic approach for prescribing ethical action within the context of energy decisions. This dissertation reinvents energy ethics as a distinct sub-discipline of applied ethics, integrating virtue ethics, deontology, and consequentialism with Sioux, Navajo, and Hopi ethical perspectives. On this new account, applied energy ethics is the analysis of questions of right and wrong using a framework for prescribing action and proper policies within private and public energy decisions. To demonstrate the usefulness of applied energy ethics, this dissertation analyzes two case studies situated on American Indian reservations: the Dakota Access Pipeline and the Navajo Generating Station.
