A void exists in public administration, criminology, and criminal justice research as it relates to the study of power in American policing agencies. This has significant ramifications for academia and practitioners in terms of how they view, address, study, and interpret behaviors/actions in American policing agencies and organizations in general. In brief, mainstream research on power in organizations does not take into account relationships of power that do not act directly, and immediately, on others. By placing its emphasis on an agency centric perspective of power, the mainstream approach to the study of power fails to recognize indirect power relationships that influence discourse, pedagogy, mechanisms of communication, knowledge, and individual behavior/actions. In support of a more holistic inquiry, this study incorporates a Foucauldian perspective of power along with an ethnographical methodology and methods to build a greater understanding of power in policing organizations. This ethnography of an American policing organization illuminates the relationship between the exercise of power and the objectification of the subject through the interplay of relationships of communication, goal oriented activities, and relationships of power. Specifically, the findings demonstrate that sworn officers and civilian employees are objectified distinctly and dissimilarly. In summary, this study argues that the exercise of power in this American policing organization objectifies the civilian employee as a second class citizen.

Mixed-income housing policy has been an approach to address the problem of concentrated poverty since the 1990s. The idea of income mix in housing is founded on the proposition that economic opportunities of the poor can be expanded through the increasing of their social capital. The current in-depth case study of Vineyard Estates, a mixed-income housing development in Phoenix, AZ tests a hypothesis that low-income people improve their chances of upward social mobility by building ties with more affluent residents within the development. This study combines qualitative and quantitative methods to collect and analyze information including analysis of demographic data, resident survey and in-depth semi-structured interviews with residents, as well as direct observations. It focuses on examining the role of social networks established within the housing development in generating positive economic outcomes of the poor. It also analyzes the role of factors influencing interactions across income groups and barriers to upward social mobility. Study findings do not support that living in mixed-income housing facilitates residents' upward social mobility. The study concludes that chances of upward social mobility are restrained by structural factors and indicates a need to rethink the effectiveness of mixed-income housing as an approach for alleviating poverty.

Government performance and accountability have grown to be predominant areas within public administration literature over the last forty years. The research presented in this dissertation examines the relationship between citizen satisfaction and local government performance. Citizen review of service delivery provides vital feedback that facilitates better resource management within local government. Using data from a single jurisdiction, two aspects of citizen satisfaction are reviewed. This includes citizen review of overall city performance, and citizen satisfaction with individual service delivery. Logit regression analysis is used to test several factors that affect citizen evaluation of service delivery in local government, while ordinary least squares regression is used to test the relationship between personal factors and citizen evaluation of specific local services. The results generated four major findings that contribute to the scholarly body of knowledge and local government knowledge application. First, citizens who are predisposed to supporting the local jurisdiction are more likely to rate service delivery high. Second, customer service is important. Third, those who experience government services similarly will collectively react similarly to the service experience. Finally, the length of residency has an impact on satisfaction levels with specific services. Implications for the literature as well as for practice are discussed.

This project explores the function of art pedagogy as a tool for social justice, especially for youth. As a student pursuing the study of both education and social justice, the experience I've had in my life with art is hugely connected with these themes. In this exploratory project, I examined different creative youth development programs through the perspectives of art educators, exploring how, pedagogically, they contribute to the formation of social justice in the communities and students they serve through the teaching and creation of art. I began with the research question, how do different creative youth development contribute to social justice in the communities and students they serve using art as a pedagogical approach? My goal in asking this question was to develop a picture of the art pedagogies employed in these programs, and their relation to the broader topic of social justice. Then, after reviewing the literature related to this topic, which is outlined in the next section, I identified three components of social justice related to art education: self expression, cultural identity exploration, and critical engagement. All of these concepts emerged time and time again when reviewing literature about art education and youth, and also art and social justice. Focusing on these concepts, I explored the question of how these components of social justice are explored in particular creative youth development programs. My goal in asking these questions is to develop a picture of the art pedagogies employed in these programs, and their relation to the broader topic of social justice. In order to ask these questions, it was important I access the art educators behind art programs whose impact is connected to art and social justice. Through their perspectives, I was able to gain incite about the design, implementation, and outcomes of art pedagogy. I found that these programs, in employing art pedagogies, were powerful tools in helping youth connect to themselves and their communities, aiding in the production of social justice.

With more than one third of Americans considered to be obese, obesity is a public health issue in the United States. While obesity is linked to and caused by a number of factors, sugar sweetened beverage (SSB) consumption is a major contributor to increased obesity rates. For the purposes of this paper, SSBs will include any beverage in which sugar is added. This includes juices that are not 100% fruit juice, coffee or tea drinks that are sugar sweetened, energy or sport drinks, and most commonly, soda. Excess sugar in the diet is substantially linked to obesity and negative health effects. SSBs represent the primary source of added sugar in the average American diet. Part I of this paper will discuss obesity as a public health problem and establish the link between consumption of SSBs and poor health effects. Part II will discuss the public policy instrument families and the strengths and weaknesses of each policy approach. Part III will identify current policies specifically focused on curbing SSB consumption. Each policy will be analyzed for efficacy based on available scientific research. Lastly, Part IV will propose new policy alternatives and ways to improve current policies. A final policy recommendation will be presented as an ideal roadmap for policy makers looking to address the link between SSB consumption and obesity.

The objective of this study was to access whether there were any associations between food insecurity, weight status and emotional eating for adults and youth, and to discover whether emotional eating was prevalent for both age groups. By gathering participants from six various low-income housing communities throughout the Phoenix, Arizona, the researchers were able to gather data from 114 participants, 57 adults and 57 youth. The participants were a convenience sample, and were recruited by flyers sent via the mail and door-to-door announcements in the spring and summer of 2014. The adult and youth were asked to complete a survey that was part of a larger study, which included the Weight-Related Eating Questionnaire to access the participants' emotional eating. The participants' height and weight were measured manually and were integrated into the BMI system, and the participants' food insecurity statuses were validated using the US Household Food Security Survey. The results of the study illustrated associations between food insecurity and emotional eating for adults, but not for youth. In addition, there were no associations between adults' emotional eating and their child's emotional eating. The results from this study were consisted with the current research examining the associations of food insecurity and emotional eating, where there is only a correlation between food insecurity and emotional eating for adults. However, this study was not consistent with past research accessing the associations between adults' emotional eating and their child's emotional eating since this study found no relationship between the two. Being that a cross-sectional survey-based research was incorporated into this study, further research needs to explore on food insecurity, weight status and emotional eating to determine their causality.

Based upon personal involvement from August 2010 to July 2014 as a Marine Option Midshipman within the ASU Naval Reserves Officer Training Corps (NROTC), being a student of leadership training within my degree plan, and gender difference research I conducted, this creative project addresses potential issues that reside within the ASU NROTC and the ways in which the program overall can be changed for the Marine Options in order to bring about proper success and organization. In order to officially become a Marine within the Unites States Marine Corps, it is necessary for Marine Option students to fulfill Officer Candidate School (OCS) at Quantico, Virginia. As the first female to go through OCS as a midshipman from the ASU NROTC, I found that there is an inadequate amount of preparation and training given in regards to the gender differences and what is to be expected for successful completion. I will offer a brief history regarding the NROTC across the Unites States and the ASU NROTC itself. These subjects will cover the program layouts as well as the leadership training that is required and provided within it and the ways in which this is conducted. I will then compare and contrast this to the leadership training given to me within my study of Leadership and Ethics regarding the transformational leadership, gender-based leadership, and coercive leadership. Finally, I end my thesis with a reflection of personal experiences taken away from these avenues and offer recommendations to better equip the ASU NROTC program in having successful retention and success of the female Marine Option midshipman.

Much research has been devoted to identifying trends in either convergence upon a neoliberal model or divergence among welfare states in connection to globalization, but most research has focused on advanced industrialized countries. This has limited our understanding of the current state of convergence or divergence, especially among welfare states in developing regions. To address this research gap and contribute to the broader convergence vs. divergence debate, this research explores welfare state variation found within Latin America, in terms of the health policy domain, through the use of cross-national data from 18 countries collected between the period of 1995 to 2010 and the application of a series of descriptive and regression analysis techniques. Analyses revealed divergence within Latin America in the form of three distinct welfare states, and that among these welfare states income inequality, trust in traditional public institutions, and democratization, are significantly related to welfare state type and health performance.

This thesis seeks to provide insight into the challenges rural women in Latin America face in
receiving socio-economic benefits from their participation in collective enterprises. The study
draws upon research from the field of development, entrepreneurship, and cooperatives, focusing
on rural women in Guatemala. The research questions explored are: 1) ‘What is known about
entrepreneurial strategies to overcome poverty among rural women in Latin America, specifically
cooperatives and specifically in Guatemala?; and 2) ‘What are the main conditions for the
success of rural women’s vermiculture cooperatives in Guatemala from the perspectives of their
members, in terms a) infrastructure and equipment; b) work arrangements; c) member’s learning;
and d) member’s confidence in the financial success of the coop?’. The study was conducted in
an exploratory manner using case study methodology to provide a richness to study findings. The
study found that pre-conditions for a successful cooperative include a secure and easily accessible
location, and highlights the importance of inclusive leadership, the mastery of basic skills, and
opportunities for learning more advanced business skills.

Service learning has become an integral part of the pre-departure volunteer training program of Amigos de las Américas. However, the understanding and implementation of related curricula has been inconsistent and, at times, unreflective of the principles of this learning strategy. Through a literature review and interviews with training representatives from chapters across the country, a better understanding of service learning itself, as well as the way it is carried out within the organization today, were key elements in gathering information and evaluating what can be changed to make this more effective in the Amigos de las Américas context. Results showed that confusion amongst the chapters and lack of resources obstructed the implementation of true service learning in many cases. Thus, a proposal to integrate the service learning and general training requirements, as well as a model to evaluate the effectiveness of service learning, resulted.
