Livestock-grazing, in particular cattle grazing, is a common use of public and private lands in western North America. As a result, the effects of grazing on both plants and animals are widely studied. Few studies, however, look directly at the long-term effects that cattle grazing may have on a particular species. The goal of this experiment was to continue research begun in 1988, to determine if the effects of cattle grazing are still seen in the age structure of two populations of saguaros (Carnegiea gigantea [Engelm.] Britton & Rose) at Saguaro National Park - Rincon Mountain District (SNP-RMD). The null hypothesis stated that enough time has elapsed since the cessation of grazing, and there is no difference in the age distribution of the saguaros of the two populations. The study area was comprised of a former fence line where grazing ceased on the western side of the fence in 1958 and the eastern side in 1978. Belt transects were laid on each side of the fence line and height was measured for each saguaro encountered in a transect. Approximate age of the individual was then calculated using an age-height correlation for SNP-RMD. Individuals were then placed into age classes of 10 year increments and a Log-Likelihood test was performed. The resulting calculated P value of 0.12 meant the null hypothesis was not rejected and there was no statistical difference between the age structure of the two populations. After 34 and 54 years rest from grazing, the negative effects of cattle grazing on the retention and recruitment of saguaro seedlings have ended, and replenishment of the populations is now dependent upon factors such as temperature and precipitation. Other factors such as climate change, increasing fire frequency, encroachment by invasive species, and poaching are sources of concern and increased mortality for these and other saguaros.

This dissertation begins with a simple question: By what process(es) have remote prehistoric ruins and natural wonders, particularly in the American Southwest, been transformed from interesting curiosities of the unknown frontier to American "national monuments"? If monuments, in their various forms, are understood as symbols of national and regional identities, then the National Park Service's (NPS) Flagstaff Area National Monuments (Walnut Canyon, Sunset Crater Volcano, and Wupatki) have been preserved for more than just their historic or scientific value. By tracing the story of these monuments from the era of European contact through the 1930s New Deal, when the NPS assumed full control, this dissertation explores the relationship between a community's sense of place or history and the creation - perhaps even invention or imagining - of some of America's first national monuments. I argue that there are three general cycles through which these sites progressed: periods of exploitation, ownership, and protection. In short, the possessive nature of natural and cultural resource exploitation (through early lumbering, ranching, pothunting, tourism, and the like) had the eventual effect of creating a sense of ownership of those resources, which, in turn, brought about the desire for their protection from exploitation and wholesale destruction. These shifts occurred as the people of Flagstaff developed a sense of place or history - a kind of intellectual ownership - through which Walnut Canyon, Wupatki, and Sunset Crater Volcano became an integral part of local, regional, and national identity. Each phase is therefore not mutually exclusive and changed only through the influence of external forces, like the federal government and the passage of legislation, but rather is part of a gradual process through which change is brought about on a number of levels - internal and external, local and national, individual and community-wide. The work that follows is based on a reading of the relevant literature in cultural resource management, as well as extensive research in period manuscript, newspaper, and photographic collections from Flagstaff to Washington, D.C.

This dissertation explores how the written word and natural and cultural landscapes entwine to create a place, the process by which Arizona's landscapes affected narratives written about the place and how those narratives created representations of Arizona over time. From before Arizona became a state in 1912 to the day its citizens celebrated one hundred years as a state in 2012, words have played a role in making it the place it is. The literature about Arizona and narratives drawn from its landscapes reveal writers' perceptions, what they believe is important and useful, what motivates or attracts them to the place. Those perceptions translated into words organized in various ways create an image of Arizona for readers. I explore written works taken at twenty-five year intervals--1912 and subsequent twenty-five year anniversaries--synthesizing narratives about Arizona and examining how those representations of the place changed (or did not change). To capture one hundred years of published material, I chose sources from several genres including official state publications, newspapers, novels, poetry, autobiography, journals, federal publications, and the Arizona Highways magazine. I chose sources that would have been available to the reading public, publications that demonstrated a wide readership. In examining the words about Arizona that have been readily available to the English-reading public, the importance of the power of the printed word becomes clear. Arizona became the place it is in the twenty-first century, in part, because people with power--in the federal and state governments, boosters, and business leaders--wrote about it in such a way as to influence growth and tourism sometimes at the expense of minority groups and the environment. Minority groups' narratives in their own words were absent from Arizona's written narrative landscape until the second half of the twentieth century when they began publishing their own stories. The narratives about Arizona changed over time, from literature dominated by boosting and promotion to a body of literature with many layers, many voices. Women, Native American, and Hispanic narratives, and environmentalists' and boosters' words created a more complex representation of Arizona in the twenty-first century, and more accurately reflected its cultural landscape, than the Arizona represented in earlier narratives.

This dissertation is a cultural history of the frontier stories surrounding an Arizona politician and Indian trader, John Lorenzo Hubbell. From 1878 to 1930, Hubbell operated a trading post in Ganado, Arizona--what is today Hubbell Trading Post National Historic Site. During that time, he played host to hundreds of visitors who trekked into Navajo country in search of scientific knowledge and artistic inspiration as the nation struggled to come to terms with industrialization, immigration, and other modern upheavals. Hubbell became an important mediator between the Native Americans and the Anglos who came to study them, a facilitator of the creation of the Southwestern myth. He lavished hospitality upon some of the Southwest's principle myth-makers, regaling them with stories of his younger days in the Southwest, which his guests remembered and shared face-to-face and in print, from novels to booster literature. By applying place theory to Hubbell's stories, and by placing them in the context of the history of tourism in the Southwest, I explore the relationship between those stories, the visitors who heard and retold them, and the process of place- and myth-making in the Southwest. I argue that the stories operated on two levels. First, they became a kind of folklore for Hubbell's visitors, a cycle of stories that expressed their ties to and understanding of the Navajo landscape and bound them together as a group, despite the fact that they must inevitably leave Navajo country. Second, the stories fit into the broader myth- and image-making processes that transformed the Southwest into a distinctive region in the imaginations of Americans. Based on a close reading of the stories and supporting archival research, I analyze four facets of the Hubbell legend: the courteous Spanish host; the savior of Native American arts and crafts; the fearless conqueror and selfless benefactor of the Navajos; and the thoroughly Western lawman. Each incarnation of the Hubbell legend spoke to travelers' relationships with Navajo country and the Southwest in different ways. I argue, however, that after Hubbell's death, the connection between his stories and travelers' sense of place weakened dramatically.

Worldwide, riverine floodplains are among the most endangered landscapes. In response to anthropogenic impacts, riverine restoration projects are considerably increasing. However, there is a paucity of information on how riparian rehabilitation activities impact non-avian wildlife communities. I evaluated herpetofauna abundance, species richness, diversity (i.e., Shannon and Simpson indices), species-specific responses, and riparian microhabitat characteristics along three reaches (i.e., wildland, urban rehabilitated, and urban disturbed) of the Salt River, Arizona. The surrounding uplands of the two urbanized reaches were dominated by the built environment (i.e., Phoenix metropolitan area). I predicted that greater diversity of microhabitat and lower urbanization would promote herpetofauna abundance, richness, and diversity. In 2010, at each reach, I performed herpetofauna visual surveys five times along eight transects (n=24) spanning the riparian zone. I quantified twenty one microhabitat characteristics such as ground substrate, vegetative cover, woody debris, tree stem density, and plant species richness along each transect. Herpetofauna species richness was the greatest along the wildland reach, and the lowest along the urban disturbed reach. The wildland reach had the greatest diversity indices, and diversity indices of the two urban reaches were similar. Abundance of herpetofauna was approximately six times lower along the urban disturbed reach compared to the two other reaches, which had similar abundances. Principal Component Analysis (PCA) reduced microhabitat variables to five factors, and significant differences among reaches were detected. Vegetation structure complexity, vegetation species richness, as well as densities of Prosopis (mesquite), Salix (willow), Populus (cottonwood), and animal burrows had a positive correlation with at least one of the three herpetofauna community parameter quantified (i.e., herpetofauna abundance, species richness, and diversity indices), and had a positive correlation with at least one herpetofauna species. Overall, rehabilitation activities positively influenced herpetofauna abundance and species richness, whereas urbanization negatively influenced herpetofauna diversity indices. Based on herpetofauna/microhabitat correlations established, I developed recommendations regarding microhabitat features that should be created in order to promote herpetofauna when rehabilitating degraded riparian systems. Recommendations are to plant vegetation of different growth habit, provide woody debris, plant Populus, Salix, and Prosopis of various ages and sizes, and to promote small mammal abundance.

This dissertation examines the development of grassroots environmental organizations between 1970 and 2000 and the role they played in the larger American environmental movement and civil society during that period. Much has been written about growth in environmental values in the United States during the twentieth century and about the role of national environmental organizations in helping to pass landmark federal-level environmental laws during the 1960s and 1970s. This study illuminates a different story of how citizen activists worked to protect and improve the air, water, healthfulness and quality of life of where they lived. At the local level, activists looked much different than they did in Washington, D.C.--they tended to be volunteers without any formal training in environmental science or policy. They were also more likely to be women than at the national level. They tended to frame environmental issues and solutions in familiar ways that made sense to them. Rather than focusing on the science or economics of an environmental issue, they framed it in terms of fairness and justice and giving citizens a say in the decisions that affected their health and quality of life. And, as the regulatory, political, and social landscape changed around them, they adapted their strategies in their efforts to continue to affect environmental decision making. Over time, they often connected their local interests and issues with more sophisticated, globalized understandings of the economic and political systems that under laid environmental issues. This study examines three case studies in the rural Great Plains, urban Southwest, and small-town Appalachia between 1970 and 2000 in an attempt to understand community-based environmental activism in the late twentieth century, how it related to the national environmental movement, the strategies local-level groups employed and when and why, the role of liberal democratic arguments in their work and in group identity formation, the limits of those arguments, and how the groups, their strategies, and the activists themselves changed overtime. These three groups were the Northern Plains Resource Council in Montana, Southwest Environmental Service in Southern Arizona, and Save Our Cumberland Mountains in Eastern Tennessee.

Each watershed had 30 permanent plots located on it from earlier studies. In 2011, nearly 10 years following the fire, the plots were re-measured

Two nearly homogenous 60 acre watersheds near Heber, Arizona, within the Apache-Sitgreaves National Forest, were burned at moderate and high severities during the 2002 Rodeo-Chediski wildfire. Each watershed had 30 permanent plots located on it from earlier studies. In 2011, nearly 10 years following the fire, the plots were re-measured to determine how fire severity affects the long term vegetative recovery of this ecosystem; specifically herbaceous production and tree regeneration and density. Canopy cover, litter depth, herbaceous weight, herbaceous cover and shrub cover are vital indicators of herbaceous production, and were found to be significantly different between the sites. Canopy cover and litter depth were found to be significantly higher on the moderate site while herbaceous weight, herbaceous cover and shrub cover were found to be significantly higher on the high site. Tree densities of the three present tree species, ponderosa pine, alligator juniper, and gambel oak, were measured and divided into five size classes to distinguish the diversity of the communities. The mean densities for each species and size class were analyzed to determine if there were any statistically significant differences between the sites. Ponderosa pine saplings (regeneration) were found to have no significant differences between the sites. Juniper and oak saplings were found to be significantly higher on the high site. The remaining four ponderosa pine size classes were found to be significantly higher on the moderate site while the remaining four size classes for juniper and oak were found to have no statistical differences between the sites. Further analysis of the tree proportions revealed that the ponderosa pine species was significantly higher on the moderate site while juniper and oak were significantly higher on the high site. Species specific proportion analysis showed that the ponderosa pine size classes were significantly different across the sites while the juniper and oak size classes showed no significant differences between the sites. Within the ponderosa pine size classes, saplings were found to be significantly higher on the high site while the remaining four classes were significantly higher on the moderate site.

Human recreation on rangelands may negatively impact wildlife populations. Among those activities, off-road vehicle (ORV) recreation carries the potential for broad ecological consequences. A study was undertaken to assess the impacts of ORV on rodents in Arizona Uplands Sonoran Desert. Between the months of February and September 2010, rodents were trapped at 6 ORV and 6 non-ORV sites in Tonto National Forest, AZ. I hypothesized that rodent abundance and species richness are negatively affected by ORV use. Rodent abundances were estimated using capture-mark-recapture methodology. Species richness was not correlated with ORV use. Although abundance of Peromyscus eremicus and Neotoma albigula declined as ORV use increased, abundance of Dipodomys merriami increased. Abundance of Chaetodipus baileyi was not correlated with ORV use. Other factors measured were percent ground cover, percent shrub cover, and species-specific shrub cover percentages. Total shrub cover, Opuntia spp., and Parkinsonia microphylla each decreased as ORV use increased. Results suggest that ORV use negatively affects rodent habitats in Arizona Uplands Sonoran Desert, leading to declining abundance in some species. Management strategies should mitigate ORV related habitat destruction to protect vulnerable populations.

ABSTRACT The elephant tree, Bursera microphylla, is at the northern limit of its range in central Arizona. This species is sensitive to frost damage thus limiting its occurrence in more northern areas of the southwest. Marginal populations of B. microphylla are found in mountain ranges of Central Arizona and are known to occur in the rugged mountain range system of the South Mountain Municipal Park (SMMP). Little is known of the distribution of this species within the park and details relevant to the health of both individual plants and the population such as diameter and number of trunks, height, and presence of damage have not been examined. This study was designed, in part, to test the hypothesis that favorable microhabitats at SMMP are created by particular combinations of abiotic features including aspect, slope, elevation and solar radiation. Data on abiotic factors, as well as specific individual plant locations and characteristics were obtained for 100 individuals. Temperature data was collected in vertical transects at different altitudinal levels. Some of these data were used in spatial analyses to generate a habitat suitability model using GIS software. Furthermore, collected data was analyzed using Matlab© software to identify potential trends in the variation of morphological traits. In addition, for comparative purposes similar information at one hundred computer-generated randomly chosen points throughout SMMP was obtained. The GIS spatial analyses indicated that aspect, slope, elevation, and relative solar radiance are strongly associated as major climatic components of the microhabitat of B. microphylla. Temperature data demonstrated that there are significant differences in ambient temperature among different altitudinal gradients with middle elevations being more favorable. Furthermore, analyses performed using Matlab© to explore trends of elevation as a factor indicated that multiple trunk plants are more commonly found at higher elevations than single trunk plants, there is a positive correlation of trunk diameter with elevation, and that canopy volume has a negative correlation with respect to elevation. It was concluded that microhabitats where B. microphylla occurs at the northern limit of its range require a particular combination of abiotic features that can be easily altered by climatic changes.

The inherent risk in testing drugs has been hotly debated since the government first started regulating the drug industry in the early 1900s. Who can assume the risks associated with trying new pharmaceuticals is unclear when looked at through society's lens. In the mid twentieth century, the US Food and Drug Administration (FDA) published several guidance documents encouraging researchers to exclude women from early clinical drug research. The motivation to publish those documents and the subsequent guidance documents in which the FDA and other regulatory offices established their standpoints on women in drug research may have been connected to current events at the time. The problem of whether women should be involved in drug research is a question of who can assume risk and who is responsible for disseminating what specific kinds of information. The problem tends to be framed as one that juxtaposes the health of women and fetuses and sets their health as in opposition. That opposition, coupled with the inherent uncertainty in testing drugs, provides for a complex set of issues surrounding consent and access to information.
