Motivated by the need for cities to prepare and be resilient to unpredictable future weather conditions, this dissertation advances a novel infrastructure development theory of “safe-to-fail” to increase the adaptive capacity of cities to climate change. Current infrastructure development is primarily reliant on identifying probable risks to engineered systems and making infrastructure reliable to maintain its function up to a designed system capacity. However, alterations happening in the earth system (e.g., atmosphere, oceans, land, and ice) and in human systems (e.g., greenhouse gas emission, population, land-use, technology, and natural resource use) are increasing the uncertainties in weather predictions and risk calculations and making it difficult for engineered infrastructure to maintain intended design thresholds in non-stationary future. This dissertation presents a new way to develop safe-to-fail infrastructure that departs from the current practice of risk calculation and is able to manage failure consequences when unpredicted risks overwhelm engineered systems.

This dissertation 1) defines infrastructure failure, refines existing safe-to-fail theory, and compares decision considerations for safe-to-fail vs. fail-safe infrastructure development under non-stationary climate; 2) suggests an approach to integrate the estimation of infrastructure failure impacts with extreme weather risks; 3) provides a decision tool to implement resilience strategies into safe-to-fail infrastructure development; and, 4) recognizes diverse perspectives for adopting safe-to-fail theory into practice in various decision contexts.

Overall, this dissertation advances safe-to-fail theory to help guide climate adaptation decisions that consider infrastructure failure and their consequences. The results of this dissertation demonstrate an emerging need for stakeholders, including policy makers, planners, engineers, and community members, to understand an impending “infrastructure trolley problem”, where the adaptive capacity of some regions is improved at the expense of others. Safe-to-fail further engages stakeholders to bring their knowledge into the prioritization of various failure costs based on their institutional, regional, financial, and social capacity to withstand failures. This approach connects to sustainability, where city practitioners deliberately think of and include the future cost of social, environmental and economic attributes in planning and decision-making.

BACKGROUND: The purpose of this study was to gain a better understanding of what food insecurity among college students. Qualitative research regarding food insecurity on college campuses has been growing as we gain a better understanding of how prevalent this issue is and its broad impact on students. However, to our knowledge there are only a handful of studies that examined the student and university staff experience using mixed methods. Qualitative data is needed to gain a deeper understanding of the student experience. OBJECTIVE: To gain deeper insights about students’ food insecurity experiences from students themselves and the university staff members who work with them. This insight is necessary to shift university’s current policies and approach to helping students experiencing food insecurity and removing the stigma of the “starving student” experience. METHODS: Surveys and interviews were used to collect data from students to gain an understanding of their current living situations and understand their personal experiences accessing food. University staff completed surveys focused on understanding staff’s experiences with student food insecurity as well as their attitudes and beliefs about students who experience hunger. RESULTS: The current study found that the financial burden of attending college along with student’s food literacy level can contribute to student’s food insecurity. Students identified barriers to food access, discussed their perceptions of their food experience, and also discussed who they lean on for support when struggling with food. Student’s previous life experiences, food literacy, and social support systems all impact the student food experience. University staff identified similar barriers that they perceive students experience when struggling with hunger and also indicated that they have received little to no training or instruction on how to support students experiencing food insecurity. CONCLUSION: These findings can be used as a building block for developing interventions and the implementation of new resources to help minimize food insecurity on college campuses.

Anthropogenic land use has irrevocably transformed the natural systems on which humankind relies. Understanding where, why, and how social and economic processes drive globally-important land-use changes, from deforestation to urbanization, has advanced substantially. Illicit and clandestine activities--behavior that is intentionally secret because it breaks formal laws or violates informal norms--are poorly understood, however, despite the recognition of their significant role in land change. This dissertation fills this lacuna by studying illicit and clandestine activity and quantifying its influence on land-use patterns through examining informal urbanization in Mexico City and deforestation Central America. The first chapter introduces the topic, presenting a framework to examine illicit transactions in land systems. The second chapter uses data from interviews with actors involved with land development in Mexico City, demonstrating how economic and political payoffs explain the persistence of four types of informal urban expansion. The third chapter examines how electoral politics influence informal urban expansion and land titling in Mexico City using panel regression. Results show land title distribution increases just before elections, and more titles are extended to loyal voters of the dominant party in power. Urban expansion increases with electoral competition in local elections for borough chiefs and legislators. The fourth chapter tests and confirms the hypothesis that narcotrafficking has a causal effect on forest loss in Central America from 2001-2016 using two proxies of narcoactivity: drug seizures and events from media reports. The fifth chapter explores the spatial signature and pattern of informal urban development. It uses a typology of urban informality identified in chapter two to hypothesize and demonstrate distinct urban expansion patterns from satellite imagery. The sixth and final chapter summarizes the role of illicit and clandestine activity in shaping deforestation and urban expansion through illegal economies, electoral politics, and other informal transactions. Measures of illicit and clandestine activity should--and could--be incorporated into land change models to account for a wider range of relevant causes. This dissertation shines a new light on the previously hidden processes behind ever-easier to detect land-use patterns as earth observing satellites increase spatial and temporal resolution.

ABSTRACT

Understanding complex and adaptive socio-ecological systems (SES) to deal with our most challenging and overlapping problems such as global climate change, biodiversity loss, and rising consumption rates requires sustainability theory that is commensurate with these problems’ size and complexity. The received United Nations-based sustainability framework aims to achieve a balance among three pillars—economics, environment, and social equity—for today and for future generations. Yet, despite applying this sustainability framework for over a quarter of a century, the Earth is less sustainable, not more. Theoretical trade-offs between environmental conservation and economic growth have often reinforced business-as-usual practices and educational paradigms, and emphasized economic values over ecological limits.

How can the principles of foundational naturalists help clarify, enhance, and advance sustainability discourse? I propose that the principles of Henry David Thoreau (1817-1862), Aldo Leopold (1887-1948), Rachel Carson (1907-1964), and Edward O. Wilson (1927-), express a worldview that captures and integrates a range and depth of historical, normative, economic, ecological, scientific, and social values for a viable and applicable discourse of sustainability.

This analytical study relies on (i.) textual analysis and interpretation of four key naturalists and humanists, (ii.) analysis of secondary sources that illuminate their proto- ecological and sustainability principles, and (iii.) interviews with leading sustainability scholars. Because these thinkers integrate science and ethics, natural history and philosophy, ecology and society, and environmental and economic problems within a holistic worldview, I call them systems naturalists. Their transdisciplinary worldview of one holistic system, with economics subordinated to environmental limits, links important values from the natural sciences and the humanities. The writings and examples of systems naturalists provide more robust historical sustainability principles that can help solve our most challenging SES problems by synthesizing a broad range of knowledge in the sciences, social sciences, and the humanities to inform sustainability paradigm, practices, and pedagogy.

Decades of research confirms that urban green spaces in the form of parks, gardens, and urban forests provide numerous environmental and social services including microclimate regulation, noise reduction, rainwater drainage, stress amelioration, etc. In post-industrial megacities of the twenty-first century, densely populated, violent and heavily polluted such as Mexico City, having access to safe and well-maintained green public space is in all respects necessary for people to maintain or improve their quality of life. However, according to recent reports by the Mexican Ministry of Environment, green public spaces in Mexico City are insufficient and unevenly distributed across the sixteen boroughs of the Mexican Distrito Federal. If it is known that parks are essential urban amenities, why are green public spaces in Mexico City scarce and so unevenly distributed? As a suite of theoretical frameworks, Urban Political Ecology (UPE) has been used to study uneven urban development and its resulting unequal socio-ecological relations. UPE explores the complex relationship between environmental change, socio-economic urban characteristics and political processes. This research includes a detailed analysis of the distributive justice of green public space (who gets what and why) based on socio-spatial data sets provided by the Environment and Land Management Agency for the Federal District. Moreover, this work went beyond spatial data depicting available green space (m2/habitant) and explored the relation between green space distribution and other socio-demographic attributes, i.e. gender, socio-economic status, education and age that according to environmental justice theory, are usually correlated to an specific (biased) distribution of environmental burdens and amenities. Moreover, using archival resources complemented with qualitative data generated through in-depth interviews with key actors involved in the creation, planning, construction and management of green public spaces, this research explored the significant role of public and private institutions in the development of Mexico City's parks and green publics spaces, with a special focus on the effects of neoliberal capitalism as the current urban political economy in the city.

Perceptions of climate variability and change reflect local concerns and the actual impacts of climate phenomena on people's lives. Perceptions are the bases of people's decisions to act, and they determine what adaptive measures will be taken. But perceptions of climate may not always be aligned with scientific observations because they are influenced by socio-economic and ecological variables. To find sustainability solutions to climate-change challenges, researchers and policy makers need to understand people's perceptions so that they can account for likely responses. Being able to anticipate responses will increase decision-makers' capacities to create policies that support effective adaptation strategies. I analyzed Mexican maize farmers' perceptions of drought variability as a proxy for their perceptions of climate variability and change. I identified the factors that contribute to the perception of changing drought frequency among farmers in the states of Chiapas, Mexico, and Sinaloa. I conducted Chi-square tests and Logit regression analyses using data from a survey of 1092 maize-producing households in the three states. Results showed that indigenous identity, receipt of credits or loans, and maize-type planted were the variables that most strongly influenced perceptions of drought frequency. The results suggest that climate-adaptation policy will need to consider the social and institutional contexts of farmers' decision-making, as well as the agronomic options for smallholders in each state.

It is widely recognized that, compared to others, minority and low-income populations are more exposed to environmental burdens and unwanted land uses like waste facilities. To prevent these injustices, cities and industry need to recognize these potential problems in the siting process and work to address them. I studied Phoenix, AZ, which has historically suffered from environmental justice issues. I examined whether Phoenix considered environmental justice concerns when siting their newest landfill (SR-85) and transfer station (North Gateway Transfer Station). Additionally, I assessed current views on sustainability from members of the Phoenix Transportation and Infrastructure Subcommittee and of decision-makers in the Public Works Department and Solid Waste Division. Using a mixed methods approach consisting of interviews, document analysis, and a demographic assessment of census tracts, I addressed two main research questions:

1. Do the distributions and siting processes of environmental burdens from SR-85 and North Gateway Transfer Station constitute a case of environmental injustice according to commonly held definitions?

2. Do current Solid Waste and council members on the Transportation and Infrastructure subcommittee consider environmental justice, defined as stakeholder engagement, to be a part of sustainability?

The results show that the distribution and siting processes of environmental burdens from these facilities may constitute a case of environmental injustice. While city officials do involve stakeholders in siting decisions, the effects of this involvement is unclear. An analysis of long-term demographic data, however, revealed no significant racial, ethnic, or economic effects due to the locations of the SR-85 and North Gateway Transfer Station.

Interviews with current members of the Transportation and Infrastructure Subcommittee, Public Works Department, and Solid Waste Division indicated that Phoenix’s decision-makers don’t consider environmental justice as part of sustainability. However, they seem to consider stakeholder engagement as important for decision-making.

To help mitigate future injustices, Phoenix needs buffer zone policies for waste facilities and stakeholder engagement policies for decision-making to ensure the public is engaged appropriately in all circumstances. Enacting these policies will help Phoenix become both a more sustainable city and one in which stakeholders have the opportunity to provide feedback and are given decision-making power.

The Kilombero Valley lies at the intersection of a network of protected areas that cross Tanzania. The wetlands and woodlands of the Valley, as well as the forest of surrounding mountains are abundant in biodiversity and are considered to be critical areas for conservation. The Kilombero Valley lies at the intersection of a network of protected areas that cross Tanzania. The wetlands and woodlands of the Valley, as well as the forest of surrounding mountains are abundant in biodiversity and are considered to be critical areas for conservation. This area, however, is also the home to more than a half million people, primarily poor smallholder farmers. In an effort to support the livelihoods and food security of these farmers and the larger Tanzanian population, the country has recently targeted a series of programs to increase agricultural production in the Kilombero Valley and elsewhere in the country. Bridging concepts and methods from land change science, political ecology, and sustainable livelihoods, I present an integrated assessment of the linkages between development and conservation efforts in the Kilombero Valley and the implications for food security.

This dissertation uses three empirical studies to understand the process of development in the Kilombero Valley and to link the priorities and perceptions of conservation and development efforts to the material outcomes in food security and land change. The first paper of this dissertation examines the changes in land use in the Kilombero Valley between 1997 and 2014 following the privatization of agriculture and the expansion of Tanzania’s Kilimo Kwanza program. Remote sensing analysis reveals a two-fold increase in agricultural area during this short time, largely at the expense of forest. Protected areas in some parts of the Valley appear to be deterring deforestation, but rapid agricultural growth, particularly surrounding a commercial rice plantation, has led to loss of extant forest and sustained habitat fragmentation. The second paper focuses examines livelihood strategies in the Valley and claims regarding the role of agrobiodiversity in food security.

The results of household survey reveal no difference or lower food security among households that diversify their agricultural activities. Some evidence, however, emerges regarding the importance of home gardens and crop diversification for dietary diversity. The third paper considers the competing discourses surrounding conservation and development in the Kilombero Valley. Employing q-method, this paper discerns four key viewpoints among various stakeholders in the Valley. While there are some apparently intractable distinctions between among these discourses, consensus regarding the importance of wildlife corridors and the presence of boundary-crossing individuals provide the promise of collaboration and compromise.

There is never a better time for this study than now when Nigeria as a country is going through the worst time in power supply. In Lagos city about 12,000 tons of waste is generated daily, and is expected to increase as the city adds more population. The management of these waste has generated great concern among professionals, academia and government agencies. This study examined the regenerative management of organic waste, which accounts for about 45% of the total waste generated in Lagos. To do this, two management scenarios were developed: landfill methane to electricity and compost; and analyzed using data collected during field work and from government reports. While it is understood that landfilling waste is the least sustainable option, this study argued that it could be a viable method for developing countries.

Using U.S EPA LandGEM and the IPCC model, estimates of capturable landfill methane gas was derived for three landfills studied. Furthermore, a 35-year projection of waste and landfill methane was done for three newly proposed landfills. Assumptions were made that these new landfills will be sanitary. It was established that an average of 919,480,928m3 methane gas could be captured to generate an average of 9,687,176 MW of electricity annually. This makes it a significant source of power supply to a city that suffers from incessant power outages.

Analysis of composting organics in Lagos was also done using descriptive method. Although, it could be argued that composting is the most regenerative way of managing organics, but it has some problems associated with it. Earthcare Compost Company processes an average of 600 tons of organics on a daily basis. The fraction of waste processed is infinitesimal compared to the rate of waste generated. One major issue identified in this study as an obstacle to extensive use of this method is the marketability of compost.

The study therefore suggests that government should focus on getting the best out of the landfill option, since it is the most feasible for now and could be a major source of energy.

This study explores the potential risks associated with the 65 U.S.-based commercial nuclear power plants (NPPs) and the distribution of those risks among the populations of both their respective host communities and of the communities located in outlying areas. First, I examine the relevant environmental justice issues. I start by examining the racial/ethnic composition of the host community populations, as well as the disparities in socio-economic status that exist, if any, between the host communities and communities located in outlying areas. Second, I estimate the statistical associations that exist, if any, between a population's distance from a NPP and several independent variables. I conduct multivariate ordinary least square (OLS) regression analyses and spatial autocorrelation regression (SAR) analyses at the national, regional and individual-NPP levels. Third, I construct a NPP potential risk index (NPP PRI) that defines four discrete risk categories--namely, very high risk, high risk, moderate risk, and low risk. The NPP PRI allows me then to estimate the demographic characteristics of the populations exposed to each so-defined level of risk. Fourth, using the Palo Verde NPP as the subject, I simulate a scenario in which a NPP experiences a core-damage accident. I use the RASCAL 4.3 software to simulate the path of dispersion of the resultant radioactive plume, and to investigate the statistical associations that exist, if any, between the dispersed radioactive plume and the demographic characteristics of the populations located within the plume's footprint. This study utilizes distributive justice theories to understand the distribution of the potential risks associated with NPPs, many of which are unpredictable, irreversible and inescapable. I employ an approach that takes into account multiple stakeholders in order to provide avenues for all parties to express concerns, and to ensure the relevance and actionability of any resulting policy recommendations.
