In recent years environmental life-cycle assessments (LCA) have been increasingly used to support planning and development of sustainable infrastructure. This study demonstrates the application of LCA to estimate embedded energy use and greenhouse gas (GHG) emissions related to materials manufacturing and construction processes for low and high density single-family neighborhoods typically found in the Southwest. The LCA analysis presented in this study includes the assessment of more than 8,500 single family detached units, and 130 miles of related roadway infrastructure. The study estimates embedded and GHG emissions as a function of building size (1,500 - 3000 square feet), number of stories (1 or 2), and exterior wall material composition (stucco, brick, block, wood), roof material composition (clay tile, cement tile, asphalt shingles, built up), and as a function of roadway typology per mile (asphalt local residential roads, collectors, arterials). While a hybrid economic input-out life-cycle assessment is applied to estimate the energy and GHG emissions impacts of the residential units, the PaLATE tool is applied to determine the environmental effects of pavements and roads. The results indicate that low density single family neighborhoods are 2 - 2.5 X more energy and GHG intensive, per residential dwelling (unit) built, than high density residential neighborhoods. This relationship holds regardless of whether the functional unit is per acre or per capita. The results also indicate that a typical low density neighborhood (less than 2 dwellings per acre) requires 78 percent more energy and resource in roadway infrastructure per residential unit than a traditional small lot high density (more than 6 dwelling per acre). Also, this study shows that new master planned communities tend to be more energy intensive than traditional non master planned residential developments.

Medical practice surrounding tuberculosis (TB) treatment in two nineteenth-century Scottish charitable hospitals reveals that in developing empirically-positioned constructs of this and related diseases, medical practitioners drew upon social assumptions about women and the working classes, thus reinforcing rather than shedding cultural notions of who becomes ill and why. TB is a social disease, its distribution determined by relationships among human groups; primary among these is the patient-practitioner relationship, owing to the social role of medical treatment in restoring the ill to both health and society. To clarify the influence of cultural context upon the evolution of medical constructs of TB, I examined Glasgow Royal Infirmary (GRI) and Royal Infirmary of Edinburgh (RIE) ward journals, admissions registers, and institution management records from 1794 through 1905. Medical practice at the turn of the nineteenth century was dominated by observation and questioning of the patient, concordant with conceptions of physicians' labor as mental rather than physical. This changed with the introduction of the stethoscope in the 1820s, which together with the dissection of the poor allowed by the 1832 Anatomy Act ushered in disease concepts emphasizing pathological anatomy. Relationships between patient and practitioner also altered at this time, exhibiting distrust and medical dominance. The mid-Victorian era was notable for clinicians' increasing interest in immorality's contributions to ill health, absent in earlier practice and linked to conceptions of women and the working classes as inherently pathological. In 1882, discovery of the tubercle bacillus challenged existing nutritional, hereditary, and environmental explanations for TB. Although practitioners utilized bacteriological methods, this discovery did not revolutionize diagnosis or treatment. Rather, these older models were incorporated with perceived behavioral, environmental, and biological degradation of the working classes, rendering marginalized groups "soil" prepared for the "seeds" of disease -- at risk, but also to blame. This framework, in which marginalized groups contribute to their increased risk for disease through refusal to accord with hegemonically-established "healthy" behavior, persists. As a result, meaningful change in TB rates will need to address these longstanding contributions of social inequality to Western medical treatment.

Extreme hot-weather events have become life-threatening natural phenomena in many cities around the world, and the health impacts of excessive heat are expected to increase with climate change (Huang et al. 2011; Knowlton et al. 2007; Meehl and Tebaldi 2004; Patz 2005). Heat waves will likely have the worst health impacts in urban areas, where large numbers of vulnerable people reside and where local-scale urban heat island effects (UHI) retard and reduce nighttime cooling. This dissertation presents three empirical case studies that were conducted to advance our understanding of human vulnerability to heat in coupled human-natural systems. Using vulnerability theory as a framework, I analyzed how various social and environmental components of a system interact to exacerbate or mitigate heat impacts on human health, with the goal of contributing to the conceptualization of human vulnerability to heat. The studies: 1) compared the relationship between temperature and health outcomes in Chicago and Phoenix; 2) compared a map derived from a theoretical generic index of vulnerability to heat with a map derived from actual heat-related hospitalizations in Phoenix; and 3) used geospatial information on health data at two areal units to identify the hot spots for two heat health outcomes in Phoenix. The results show a 10-degree Celsius difference in the threshold temperatures at which heat-stress calls in Phoenix and Chicago are likely to increase drastically, and that Chicago is likely to be more sensitive to climate change than Phoenix. I also found that heat-vulnerability indices are sensitive to scale, measurement, and context, and that cities will need to incorporate place-based factors to increase the usefulness of vulnerability indices and mapping to decision making. Finally, I found that identification of geographical hot-spot of heat-related illness depends on the type of data used, scale of measurement, and normalization procedures. I recommend using multiple datasets and different approaches to spatial analysis to overcome this limitation and help decision makers develop effective intervention strategies.

The lack of substantive, multi-dimensional perspectives on civic space planning and design has undermined the potential role of these valuable social and ecological amenities in advancing urban sustainability goals. Responding to these deficiencies, this dissertation utilized mixed quantitative and qualitative methods and synthesized multiple social and natural science perspectives to inform the development of progressive civic space planning and design, theory, and public policy aimed at improving the social, economic, and environmental health of cities. Using Phoenix, Arizona as a case study, the analysis was tailored to arid cities, yet the products and findings are flexible enough to be geographically customized to the social, environmental, built, and public policy goals of other urbanized regions. Organized into three articles, the first paper applies geospatial and statistical methods to analyze and classify urban parks in Phoenix based on multiple social, ecological, and built criteria, including landuse-land cover, `greenness,' and site amenities, as well as the socio- economic and built characteristics of park neighborhoods. The second article uses spatial empirical analysis to rezone the City of Phoenix following transect form-based code. The current park system was then assessed within this framework and recommendations are presented to inform the planning and design of civic spaces sensitive to their social and built context. The final paper culminates in the development of a planning tool and site design guidelines for civic space planning and design across the urban-to-natural gradient augmented with multiple ecosystem service considerations and tailored to desert cities.

Despite the arid climate of Maricopa County, Arizona, vector-borne diseases have presented significant health challenges to the residents and public health professionals of Maricopa County in the past, and will continue to do so in the foreseeable future. Currently, West Nile virus is the only mosquitoes-transmitted disease actively, and natively, transmitted throughout the state of Arizona. In an effort to gain a more complete understanding of the transmission dynamics of West Nile virus this thesis examines human, vector, and environment interactions as they exist within Maricopa County. Through ethnographic and geographic information systems research methods this thesis identifies 1) the individual factors that influence residents' knowledge and behaviors regarding mosquitoes, 2) the individual and regional factors that influence residents' knowledge of mosquito ecology and the spatial distribution of local mosquito populations, and 3) the environmental, demographic, and socioeconomic factors that influence mosquito abundance within Maricopa County. By identifying the factors that influence human-vector and vector-environment interactions, the results of this thesis may influence current and future educational and mosquito control efforts throughout Maricopa County.

Cordon pricing strategies attempt to charge motorists for the marginal social costs of driving in heavily congested areas, lure them out of their vehicles and into other modes, and thereby reduce vehicle miles traveled and congestion-related externalities. These strategies are gaining policy-makers` attention worldwide. The benefits and costs of such strategies can potentially lead to a disproportionate and inequitable burden on lower income commuters, particularly those commuters with poor accessibility to alternative modes of transportation. Strategies designed to mitigate the impacts of cordon pricing for disadvantaged travelers, such as discount and exemptions, can reduce the effectiveness of the pricing strategy. Transit improvements using pricing fee revenues are another mitigation strategy, but can be wasteful and inefficient if not properly targeted toward those most disadvantaged and in need. This research examines these considerations and explores the implications for transportation planners working to balance goals of system effectiveness, efficiency, and equity. First, a theoretical conceptual model for analyzing the justice implications of cordon pricing is presented. Next, the Mobility Access and Pricing Study, a cordon pricing strategy examined by the San Francisco County Transportation Authority is analyzed utilizing a neighborhood-level accessibility-based approach. The fee-payment impacts for low-income transportation-disadvantaged commuters within the San Francisco Bay area are examined, utilizing Geographic Information Systems coupled with data from the Longitudinal Employment and Household Dynamics program of the US Census Bureau. This research questions whether the recommended blanket 50% discount for low-income travelers would unnecessarily reduce the overall efficiency and effectiveness of the cordon pricing system. It is proposed that reinvestment of revenue in transportation-improvement projects targeted at those most disproportionately impacted by tolling fees, low-income automobile-dependent peak-period commuters in areas with poor access to alternative modes, would be a more suitable mitigation strategy. This would not only help maintain the efficiency and effectiveness of the cordon pricing system, but would better address income, modal and spatial equity issues. The results of this study demonstrate how the spatial distribution of the toll-payment impacts may burden low-income residents in quite different ways, thereby warranting the inclusion of such analysis in transportation planning and practice.

A sequence of models is developed to describe urban population growth in the context of the embedded physical, social and economic environments and an urban disease are developed. This set of models is focused on urban growth and the relationship between the desire to move and the utility derived from city life. This utility is measured in terms of the economic opportunities in the city, the level of human constructed amenity, and the level of amenity caused by the natural environment. The set of urban disease models is focused on examining prospects of eliminating a disease for which a vaccine does not exist. It is inspired by an outbreak of the vector-borne disease dengue fever in Peru, during 2000-2001.

Education for sustainable development (ESD) is an academic goal for many courses in higher learning. ESD encompasses a specific range of learning outcomes, competencies, skills and literacies that include and exceed the acquisition of content knowledge. Methods and case studies for measuring learning outcomes in ESD is absent from the literature. This case study of an undergraduate course in urban sustainability examines the processes, curriculum, pedagogies, and methods to explore whether or not learning outcomes in education for sustainable development are being reached. Observations of the course, and the statistical analysis of student surveys from course evaluations, are explored to help identify the relationships between learning outcomes in ESD and the processes of learning and teaching in the case study. Recommendations are made for applying the lessons of the case study to other courses, and for continuing further research in this area.

Food deserts are the collection of deprived food environments and limit local residents from accessing healthy and affordable food. This dissertation research in San Lorenzo, Paraguay tests if the assumptions about food deserts in the Global North are also relevant to the Global South. In the Global South, the recent growth of supermarkets is transforming local food environments and may worsen residential food access, such as through emerging more food deserts globally. This dissertation research blends the tools, theories, and frameworks from clinical nutrition, public health, and anthropology to identify the form and impact of food deserts in the market city of San Lorenzo, Paraguay. The downtown food retail district and the neighborhood food environment in San Lorenzo were mapped to assess what stores and markets are used by residents. The food stores include a variety of formal (supermarkets) and informal (local corner stores and market vendors) market sources. Food stores were characterized using an adapted version of the Nutrition Environment Measures Survey for Stores (NEMS-S) to measure store food availability, affordability, and quality. A major goal in this dissertation was to identify how and why residents select a type of food store source over another using various ethnographic interviewing techniques. Residential store selection was linked to the NEMS-S measures to establish a connection between the objective quality of the local food environment, residential behaviors in the local food environment, and nutritional health status. Using a sample of 68 households in one neighborhood, modeling suggested the quality of local food environment does effect weight (measure as body mass index), especially for those who have lived longer in poorer food environments. More generally, I find that San Lorenzo is a city-wide food desert, suggesting that research needs to establish more nuanced categories of poor food environments to address how food environments emerge health concerns in the Global South.

Understanding more about the similarities and differences in cultural perceptions of climate change-related disease causation can better inform culturally specific public health measures. Using interviews conducted with 685 adults in eight diverse global locations ranging from Fiji and China to England and Phoenix, Arizona, this study explores climate change-disease beliefs within and across diverse cultures and comparisons between cultural and scientific models. A cultural consensus analysis was employed to identify a "culturally correct" model for each study site. Next, a scientific model was generated based on current scientific consensus regarding climate change- disease connections. Using the Quadratic Assignment Procedure (QAP), we determined the amount of correlation shared between the scientific model and each cultural model. The analysis revealed a high level of intercorrelation between the models of English speaking, economically developed sites such as Phoenix, Arizona. Additionally, cultural models from the non-English speaking sites were highly intercorrelated with one another. Overall, the English speaking sites tended to have more complex models with a greater density of causal links. Cultural models from the English speaking sites also demonstrated high levels of correlation with the scientific model. In comparison, the cultural models from the non-English speaking sites exhibited little correlation with the scientific model. Based on these findings, we suggest that cultural beliefs related to climate change-related disease causation may be influenced by complex local factors. For example, differences in education and media influences along with localized differences in climate change impacts may, in part, contribute to divergences between the cultural models.
