This work explores the dynamics in emergence, deployment, and execution of modern technoscientific initiatives in the U.S. government. I focus on the federal initiative that developed vaccine and other responses to the Covid-19 crisis. This included federal policy mechanisms used during crisis, political and financial risk in federal technoscientific solutions, and conditions for technoscientific solutions success. The focus on these dynamics during crisis response is an approach to understanding overarching governance of technoscientific initiatives in non-crisis times. The process of exploration includes a series of interviews with senior officials engaged in technoscientific initiative development. Two studies governed by the tenets of the Delphi approach were completed, one in 2020 with senior government officials engaged in Operation Warp Speed, and another in 2021 with former senior government officials involved in government-funded technoscientific initiatives including the National Nanotechnology Initiative, the National Manufacturing Initiative, and the Precision Medicine Initiative. These results were coded and then the data were triangulated and corroborated through the use of public media, follow up interviews, and fact-checking in the local Washington, D.C. policy network. This work reveals a series of theoretical, policy, and practical results. The theoretical contributions include that high profile technoscientific initiatives are undertheorized in Innovation Policy and Science and Technology Studies. This work also establishes an early typology of U.S. government technoscientific initiatives. In addition, this work suggests policy and practical contributions regarding federal responses to emerging crises, as well as lessons from crisis-intervention policies that might be useful without crises.

Subjectivity, phenomenology, and the expression of the human/nonhuman other are critical impasses for makers to challenge, curate, or circumvent within Posthumanism. Through an Abnatural aesthetic ungrounding of the WE as self/other/avatars, identities of a maker are infinitely reconstituted into variable signatures, logics, ethics, and moralities.Avatars exist as differentiable iterations of the perceived self, but they are also independent beings that flicker between states of the real/fake as simulacrums and contradictions embedded within the WE. This unfixity of a formal silhouette provides the self, as a maker, the opportunity to move beyond Paragonical structures toward x. Troubling in an unpredictable liminal directionality, the WE is subjected to another kind of alterity that fronts imperceivable biases. This process, rather than being extractive and intrusive, seeks expansive freedoms into the unexplored landscapes of each maker by dismantling the socio-cultural confines of practice. As an amateur, as a maker, and as an avatar, the WE is challenged to perceive otherness from within. In so doing, it becomes embedded, knowable, demystified, and embodied as a new modality for made/maker. How far can these tentacular forms reach, stray, and grasp? Pushing toward a nonhuman space, to critique the Posthuman, an Abnatural aesthetic produces elastic, generative collaborations that simultaneously critique the WE. Through case studies on Combinatorial strategies to frame objects, subjects, and making practices, an asymptote of trouble arises where subjects are entangled within their unfixable subjectivity. Experiencing as an avatar, how can an Abnatural aesthetic generate pathways toward inclusive and expansive making practices?

My dissertation topic engages in the trajectory of Roma/Gitano culture and flamenco and its implications for Chicanx culture in New Mexico. New Mexicans have the reputation amongst US Chicanx as referring to themselves as Hispanic and aligning culturally with a Spanish sensibility. Historically in the larger US Chicanx community this type of popularity for flamenco would be described as typical of New Mexico’s wavering Chicanidad that yearns to be connected to a Spanish colonial past more than to its indigenous Mexican roots. However, I believe the reality is a bit different. What makes New Mexican Chicanx different from the larger US Chicanx community is that they utilize flamenco and its Gitano roots as a cultural example of their Chicanidad. There is scant research on how Chicanidad as a historical movement has been influenced by the flamenco culture that exists in New Mexico. This dissertation will begin a conversation that places flamenco and the precarious identity of Chicanx, Gitanos and Nuevomejicanos in dialogue through the body, the art form, and the cultural stylings of flamenco rooted in the Flamenco Festival Internacional de Albuquerque (FFI).

During the early twentieth century, a caste dispute known as the Eki-Beki dispute erupted among a group of historically related Konkani-speaking Brahman castes on the western coast of India. A faction among the castes argued that the variously related Konkani-speaking Brahman castes were originally one caste called the Gauda Saraswat

During the early twentieth century, a caste dispute known as the Eki-Beki dispute erupted among a group of historically related Konkani-speaking Brahman castes on the western coast of India. A faction among the castes argued that the variously related Konkani-speaking Brahman castes were originally one caste called the Gauda Saraswat Brahman (GSB) caste, which got split into several sub-castes. They further argued that the time had come to unite all these castes into one unified GSB caste. This faction came to be known as the Eki-faction, which meant the unity-faction. The Eki-faction was opposed by the majority of the members of the above-mentioned castes who disagreed with the idea of unification. This opposing faction came to be known as the Beki-faction, i.e. the disunity-faction. Despite the opposition from the majority, the Eki-faction managed to unite these different castes to form the contemporary unified GSB caste. The Gaud Saraswat Brahman caste in its current form is the product of this dispute. The formation of the GSB caste was initiated by members of these castes who had migrated from different rural regions of the western coast of India to the urban center Bombay. The rise of the GSB caste, however, became a contested process. Dominant non-GSB Brahman groups in Bombay discredited the migrants as being outsiders of lower ritual status. The unification movement was also opposed by the majority of these Konkani-speaking castes residing in the rural regions of the west coast of India. The struggle of the urban migrants for unification involved publication of Hindu texts and changes of normative practices, such as dining regulations and marriage arrangements, that affected the long-standing norms of maintaining ritual purity. Despite the opposition, the urban migrants partially succeeded in unifying the variously related Konkani-speaking Brahman castes. My dissertation is a history of this process.

Urban planning in the neoliberal era is marred by a lack of public engagement with urban inhabitants. Henri Lefebvre’s ‘right to the city’ theory is often treated as a way to empower disenfranchised urban inhabitants who are lacking control over the urban spaces they occupy. Though the right to the city has seen a resurgence in recent literature, we still lack a deep understanding of how right to the city movements work in practice, and what the process looks like through the lens of the everyday urban inhabitant. This dissertation seeks to fill these gaps by examining: 1) how a minority-led grassroots movement activates their right to the city in the face of an incoming light rail extension project in South Phoenix, Arizona, USA, and 2) how their right to the city movement demonstrates the possibility of urban society beyond the current control of neoliberalism. Through the use of participant observation, interviews, and media analysis, this case reveals the methods and tactics used by the group to activate their right to the city, the intra-and inter-group dynamics in the case, and the challenges that ultimately lead to the group’s demise.Tactics used by the group included protesting, organizing against city council, and creating a ballot initiative. Intra-group dynamics were often marred by conflicts over leadership and the acceptance of outside help, while inter-group conflicts erupted between the group, politicians, and pro-light rail supporters. The primary challenge to the group’s right to the city movement included neoliberal appropriation by local politicians and outside political group. By possessing limited experience, knowledge, and resources in conducting a right to the city movement, the grassroots group in this case was left asking for help from neoliberal supporters who used their funding as a way to appropriate the urban inhabitant’s movement. Findings indicate positive possibilities of a future urban society outside of neoliberalism through autogestion, and provide areas where urban planners can improve upon the right to the city. If urban planners seek out and nurture instances of the right to the city, urban inhabitants will have greater control over planning projects that effect their neighborhoods.

In this dissertation, I translate and provide a critical analysis of the Iranian play, Tomb Dwellers (2009), by Hussein Kiyani. It was first staged after the contested presidential election in Iran in 2009 which brought Mahmoud Ahmadinejad into power for a second term. The play depicts the socioeconomic situation of Iran and its relation to other countries, the situation of women and the working class during Ahmadinejad’s two terms of presidency. Tomb Dwellers is written as a comedy, a genre more likely to make it past censors in Iran or other despotic countries. My research and translation project are sparked by questions that move in two directions simultaneously: one, toward understanding the sociopolitical context for theatre in Iran after the revolution of 1979; the other, toward the challenges of translating into English a play that stands as a social metaphor in its own historical context. Regarding the former, which forms the basis of my critical analysis, I explore the strategies artists have used to avoid the limitations imposed by the authorities. In making this play available to English-speaking readers at a time of political tension between Iran and the United States I offer to USAmerican audiences a more nuanced perspective of the way Iranian people feel about their government and its relation to other countries. This play is both timely and informative. Timely because of the tensions between the US and the Middle East. Informative because it represents the Iranian community and may serve to create a bridge between the two cultures. Translating and staging this play along with the critical analysis I am providing will help American audiences and immigrants from other countries to know more about Iran in a creative and entertaining way.

With organizations’ rising interest in creativity as one of the most sought out skill sets for graduates, it has become crucial to infuse creativity training in academic programs. This study evaluated freshmen business students’ perceptions about their personal, everyday creativity and examined the influence of infusing creativity training in their freshmen seminar course.

This action research study drew upon the intersection of three creative self-belief theories from management and education psychology literature: Jaussi, et al (2007) Creative Identity Theory; Karwowski (2014) Creative Mindset Theory; and Tierney & Farmer (2002) Creative Self-efficacy Theory. These theories arguably stemmed from Burke (1991) Identity Theory; Dweck (2006) Mindset Theory; and Bandura (1977, 1997) Self-efficacy Theory, respectively. This approach was used to understand what factors influenced students’ perceptions about their personal, everyday creativity.

Freshmen business students participated in the study. A concurrent mixed methods approach was used to gather data from the students. Quantitative data came from a post- and retrospective pre-intervention survey that assessed four constructs: creative identity, creative self-efficacy, growth mindset, and fixed mindset. The data also came from the quantitative section of a post-workshop feedback survey asking to rate the effectiveness of each workshop. Qualitative data were gathered in several ways. Student interviews focused on asking how they defined creativity, shared reasons that motivated or inhibited them to practice creativity, and explained to what extent the workshops influenced them. Additional qualitative data came from student reflection essays and the qualitative section of a post-workshop feedback survey.

Research results suggested students gained an increased understanding in the importance of adopting a growth mindset, designating ‘creative’ as a critical identity and building confidence in their creative endeavors. The students’ interview and reflection essay data were consistent with the survey data. Finally, research results from the study highlighted the benefit of creativity training as a crucial, complementary, and iterative form of study in an academic setting allowing students to know themselves better and to prioritize their creative performances as part of their program learning outcomes.

Decades of research confirms that urban green spaces in the form of parks, gardens, and urban forests provide numerous environmental and social services including microclimate regulation, noise reduction, rainwater drainage, stress amelioration, etc. In post-industrial megacities of the twenty-first century, densely populated, violent and heavily polluted such as Mexico City, having access to safe and well-maintained green public space is in all respects necessary for people to maintain or improve their quality of life. However, according to recent reports by the Mexican Ministry of Environment, green public spaces in Mexico City are insufficient and unevenly distributed across the sixteen boroughs of the Mexican Distrito Federal. If it is known that parks are essential urban amenities, why are green public spaces in Mexico City scarce and so unevenly distributed? As a suite of theoretical frameworks, Urban Political Ecology (UPE) has been used to study uneven urban development and its resulting unequal socio-ecological relations. UPE explores the complex relationship between environmental change, socio-economic urban characteristics and political processes. This research includes a detailed analysis of the distributive justice of green public space (who gets what and why) based on socio-spatial data sets provided by the Environment and Land Management Agency for the Federal District. Moreover, this work went beyond spatial data depicting available green space (m2/habitant) and explored the relation between green space distribution and other socio-demographic attributes, i.e. gender, socio-economic status, education and age that according to environmental justice theory, are usually correlated to an specific (biased) distribution of environmental burdens and amenities. Moreover, using archival resources complemented with qualitative data generated through in-depth interviews with key actors involved in the creation, planning, construction and management of green public spaces, this research explored the significant role of public and private institutions in the development of Mexico City's parks and green publics spaces, with a special focus on the effects of neoliberal capitalism as the current urban political economy in the city.

This research investigates the dialectical relationships between water and social power. I analyze how the coupled processes of development, water privatization, and climate change have been shaping water struggles in Chile. I focus on how these hydro-struggles are reconfiguring everyday practices of water management at the community scale and the ways in which these dynamics may contribute to more democratic and sustainable modes of water governance at both regional and national scales. Using a historical-geographical and multi-sited ethnographical lens, I investigate how different geographical projects (forestry, irrigated agriculture, and hydropower) were deployed in the Biobio and Santiago regions of Chile during the last 200 hundred years. I analyze how since the 1970s, these hydro-modernization projects have been gradually privatized, which in turn has led to environmental degradation and water dispossession affecting peasants and other rural populations. I frame these transformations using the political-ecological notion of hydrosocial assemblages produced by the different stages of the hydro-modernity—Liberal, Keynesian, Socialist, Neoliberal. I detail how these stages have repeatedly reshaped Chilean hydrosocial processes. I unpack the stages through the analysis of forestry, irrigation and hydropower developments in the central and southern regions of Chile, emphasizing how they have produced both uneven socio-spatial development and growing hydrosocial metabolic rifts, particularly during neoliberal hydro-modernity (1981-2015). Hydrosocial metabolic rifts occur when people have been separated or dispossessed from direct access and control of their traditional water resources. I conclude by arguing that there is a need to overcome the current unsustainable market-led approach to water governance. I propose the notion of a 'commons hydro-modernity', which is based on growing environmental and water social movements that are promoting a socio-spatial project to reassemble Chilean hydrosocial metabolic relations in a more democratic and sustainable way.

Drawing from the fields of coastal geography, political ecology, and institutions, this dissertation uses Cape Cod, MA, as a case study, to investigate how chronic and acute climate-related coastal hazards, socio-economic characteristics, and governance and decision-making interact to produce more resilient or at-risk coastal communities. GIS was used to model the impacts of sea level rise (SLR) and hurricane storm surge scenarios on natural and built infrastructure. Social, gentrification, and tourism indices were used to identify communities differentially vulnerable to coastal hazards. Semi-structured interviews with planners and decision-makers were analyzed to examine hazard mitigation planning.

The results of these assessments demonstrate there is considerable variation in coastal hazard impacts across Cape Cod towns. First, biophysical vulnerability is highly variable with the Outer Cape (e.g., Provincetown) at risk for being temporarily and/or permanently isolated from the rest of the county. In most towns, a Category 1 accounts for the majority of inundation with impacts that will be intensified by SLR. Second, gentrification in coastal communities can create new social vulnerabilities by changing economic bases and disrupting communities’ social networks making it harder to cope. Moreover, higher economic dependence on tourism can amplify towns’ vulnerability with reduced capacities to recover. Lastly, low political will is an important barrier to effective coastal hazard mitigation planning and implementation particularly given the power and independence of town government on Cape Cod. Despite this independence, collaboration will be essential for addressing the trans-boundary effects of coastal hazards and provide an opportunity for communities to leverage their limited resources for long-term hazard mitigation planning.

This research contributes to the political ecology of hazards and vulnerability research by drawing from the field of institutions, by examining how decision-making processes shape vulnerabilities and capacities to plan and implement mitigation strategies. While results from this research are specific to Cape Cod, it demonstrates a broader applicability of the “Hazards, Vulnerabilities, and Governance” framework for assessing other hazards (e.g., floods, fires, etc.). Since there is no “one-size-fits-all” approach to mitigating coastal hazards, examining vulnerabilities and decision-making at local scales is necessary to make resiliency and mitigation efforts specific to communities’ needs.
