Transportation systems in the U.S. are in a poor state of disrepair. A significant investment is needed to replace or rehabilitate current transportation infrastructure. Currently, transportation investments are lackluster with the recession of 2008 heavily impacting transportation spending, inciting deficits and budgetary cuts at state and federal government levels. As a result, policy makers and public officials are increasingly looking for innovative financing and alternative delivery methods to supplement traditional financing and delivery for transportation projects. Subsequently, the number of public-private partnerships (PPP or P3) has increased substantially over the last two decades.

There is a growing need to quantify the project performance and financial benefits of PPP. This dissertation fills this gap in knowledge by performing a comprehensive quantitative analysis of PPP project performance and financial sources for transportation projects in the U.S. This study’s specific research objectives are:

(1) Develop a solid baseline for comparison, comprised of non-PPP projects;

(2) Quantify PPP project cost and schedule performance; and

(3) Quantify private versus public financing sources of PPP.

A thorough literature review led to the development of a structured data collection process for PPP and comparable non-PPP projects. Financing data was collected and verified for a total of 133 ongoing and completed projects; while performance data was verified for a subset of 81 completed projects. Data analysis included regression analysis, descriptive statistics, inferential statistics and non-parametric statistical tests.

The results provide benchmarks for PPP project performance and financing sources. For the performance results, non-PPP projects have an average cost change of 8.46 percent and an average schedule change of -0.22 percent. PPP projects have an average cost change of 3.04 percent and average schedule change of 1.38 percent. Statistical analysis showed cost change for PPP projects were superior to that of non-PPP; however, schedule change differences were not significant. For the financing results, private financing totaled 44.5 percent while public financing totaled 55.5 percent. This result shows private financing can be used to leverage public financing with close to a one-to-one ratio and that PPP has the potential to double the amount of infrastructure delivered to the public.

The major challenge for any pavement is the freight transport carried by the structure. This challenge is expected to increase in the coming years as freight movements are projected to grow and because these movements account for most of the load related distresses for the pavement. Substantial effort has been devoted to identifying the impacts of these future national freight trends with respect to the environment, economic growth, congestion, and reliability. These are all important aspects relating to the freight question, but an equally important and often overlooked aspect of this issue involves the impact of freight trends on the physical infrastructure. This study analyzes the impact of future freight traffic trends on 26 major interstates representing 68% of the total system mileage and carrying 80% of the total national roadway freight. The pavement segments were analyzed using the Mechanistic Empirical Pavement Design Guide software after collecting the relevant traffic, climate, structural, and material properties. Comparisons were drawn between the expected pavement performance using current design standards for traffic growth and performance predictions that incorporated more detailed freight projections which themselves considered job growth and six key drivers of freight movement. The differences in the resultant performance were used to generate maps that provide a bird’s eye view of locations that are especially vulnerable to future trends in freight movement. The analysis shows that the areas of greatest vulnerability include segments that are directly linked to the busiest ports, and surprisingly those from Atlantic and Central states that provide long distance connectivity, but do not currently carry the highest traffic volumes.

This study examines the outcomes of roundabouts in the State of Arizona. Two types of roundabouts are introduced in this study, single-lane roundabouts and double-lane roundabouts. A total of 17 roundabouts across Arizona were chosen upon several selection criteria and according to the availability of data for roundabouts in Arizona.

This study examines the outcomes of roundabouts in the State of Arizona. Two types of roundabouts are introduced in this study, single-lane roundabouts and double-lane roundabouts. A total of 17 roundabouts across Arizona were chosen upon several selection criteria and according to the availability of data for roundabouts in Arizona. Government officials and local cities’ personnel were involved in this work in order to achieve the most accurate results possible. This thesis focused mainly on the impact of roundabouts on the accident rates, accident severities, and any specific trends that could have been found. Scottsdale, Sedona, Phoenix, Prescott, and Cottonwood are the cities that were involved in this study. As an overall result, both types of roundabouts showed improvements in decreasing the severity of accidents. Single-lane roundabouts had the advantage of largely reducing the overall rate of accidents by 18%, while double-lane roundabouts increased the accident rate by 62%. Although the number of fatalities was very small, both types of roundabouts were able to stop all fatalities during the analysis periods used in this study. Damage rates increased by 2% and 60% for single-lane and double-lane roundabouts, respectively. All levels of injury severities dropped by 44% and 16% for single-lane and double-lane roundabouts, respectively. Education and awareness levels of the public still need to be improved in order for people to be able to drive within the roundabouts safely.

Crack sealing is considered one of the least expensive and cost effective maintenance activity used on pavements. In some cases, crack sealing suffers from premature failure due to various material, environmental, and construction issues. A survey that was conducted as part of this study showed that the highest sealant failure year occurring on the second year. Therefore, any attempt to increase the sealants’ service life by addressing and improving the sealant properties and their resistance to failure will benefit the effectiveness of this treatment.

The goal behind this study was to evaluate the potential improvement in performance of hot applied sealant material commonly used in the Phoenix area, and evaluate the performance of using a neat binder modified with crumb rubber (at 5 and 10% by weight of binder) as a low-grade sealing material. The sealants was also modified with crumb rubber at 2.5, and 5% by weight fo the sealant. Six ASTM tests were conducted for the comparison. These tests are the Standard Penetration Test (SPT) and Cone Penetration Test (CPT), Resilience Test, Softening Point Test, Brookfield Viscometer Test, and Dynamic Shear Rheometer (DSR).

The results showed that adding only crumb rubber to a neat binder for its potential use as a crack sealant is inadequate to meet the specifications expected for sealants. However, the modification of the sealant with crumb rubber showed some benefits, such as increased elasticity and decreased temperature susceptibility. A crumb rubber content of 2.5% by weight of the sealant was recommended.

The combination of rapid urban growth and climate change places stringent constraints on multisector sustainability of cities. Green infrastructure provides a great potential for mitigating anthropogenic-induced urban environmental problems; nevertheless, studies at city and regional scales are inhibited by the deficiency in modelling the complex transport coupled water and energy inside urban canopies. This dissertation is devoted to incorporating hydrological processes and urban green infrastructure into an integrated atmosphere-urban modelling system, with the goal to improve the reliability and predictability of existing numerical tools. Based on the enhanced numerical tool, the effects of urban green infrastructure on environmental sustainability of cities are examined.

Findings indicate that the deployment of green roofs will cool the urban environment in daytime and warm it at night, via evapotranspiration and soil insulation. At the annual scale, green roofs are effective in decreasing building energy demands for both summer cooling and winter heating. For cities in arid and semiarid environments, an optimal trade-off between water and energy resources can be achieved via innovative design of smart urban irrigation schemes, enabled by meticulous analysis of the water-energy nexus. Using water-saving plants alleviates water shortage induced by population growth, but comes at the price of an exacerbated urban thermal environment. Realizing the potential water buffering capacity of urban green infrastructure is crucial for the long-term water sustainability and subsequently multisector sustainability of cities. Environmental performance of urban green infrastructure is determined by land-atmosphere interactions, geographic and meteorological conditions, and hence it is recommended that analysis should be conducted on a city-by-city basis before actual implementation of green infrastructure.

The activity-based approach to travel demand analysis and modeling, which has been developed over the past 30 years, has received tremendous success in transportation planning and policy analysis issues, capturing the multi-way joint relationships among socio-demographic, economic, land use characteristics, activity participation, and travel behavior. The development of synthesizing population with an array of socio-demographic and socio-economic attributes has drawn remarkable attention due to privacy and cost constraints in collecting and disclosing full scale data. Although, there has been enormous progress in producing synthetic population, there has been less progress in the development of population evolution modeling arena to forecast future year population. The objective of this dissertation is to develop a well-structured full-fledged demographic evolution modeling system, capturing migration dynamics and evolution of person level attributes, introducing the concept of new household formations and apprehending the dynamics of household level long-term choices over time. A comprehensive study has been conducted on demography, sociology, anthropology, economics and transportation engineering area to better understand the dynamics of evolutionary activities over time and their impacts in travel behavior. This dissertation describes the methodology and the conceptual framework, and the development of model components. Demographic, socio-economic, and land use data from American Community Survey, National Household Travel Survey, Census PUMS, United States Time Series Economic Dynamic data and United States Center for Disease Control and Prevention have been used in this research. The entire modeling system has been implemented and coded using programming language to develop the population evolution module named `PopEvol' into a computer simulation environment. The module then has been demonstrated for a portion of Maricopa County area in Arizona to predict the milestone year population to check the accuracy of forecasting. The module has also been used to evolve the base year population for next 15 years and the evolutionary trend has been investigated.

Nighttime visibility of pavement markings is provided by glass beads embedded into the striping surface. The glass beads take light from the vehicle headlamps and reflect it back to the driver. This phenomenon is known as retroreflection. Literature suggests that the amount of the bead embedded into the striping surface has a profound impact on the intensity of the retroreflected light. In order to gain insight into how the glass beads provide retroreflection, an experiment was carried out to produce paint stripes with glass beads and measure the retroreflection. Samples were created at various application rates and embedment depths, in an attempt to verify the optimal embedment and observe the effect of application rate on retroreflection. The experiment was conducted using large, airport quality beads and small, road quality beads. Image analysis was used to calculate the degree to which beads were embedded and in an attempt to quantify bead distribution on the stripe surface. The results from the large beads showed that retroreflection was maximized when the beads were embedded approximately seventy percent by bead volume. The results also showed that as the application rate increased, the retroreflection increased, up to a point and then decreased. A model was developed to estimate the retroreflectivity given the amount of beads, bead spacing, and distribution of bead embedment. Results from the small beads were less conclusive, but did demonstrate that the larger beads are better at providing retroreflection. Avenues for future work in this area were identified as the experiment was conducted.

ABSTRACT Pre-treated crumb rubber technologies are emerging as a new method to produce asphalt rubber mixtures in the field. A new crumb rubber modifier industrially known as "RuBind" is one such technology. RuBindTM is a "Reacted and Activated Rubber" (RAR) that acts like an elastomeric asphalt extender to improve the engineering properties of the binder and mixtures. It is intended to be used in a dry mixing process with the purpose of simplifying mixing at the asphalt plant. The objectives of this research study were to evaluate the rheological and aging properties of binders modified with RuBindTM and its compatibility with warm mix technology. Two binders were used for this study: Performance Grade (PG) 70-10 and PG 64-22, both modified with 25% by weight of asphalt binder. Laboratory test included: penetration, softening point, viscosity, Dynamic Shear Rheometer (DSR) and Bending Beam Rheometer (BBR). Tests were conducted under original, short and long -term aging conditions. Observations from the test results indicated that there is a better improvement when RuBindTM is added to a softer binder, in this case a PG 64-22. For short-term aging, the modified binder showed a similar aging index compared to the control. However, long term aging was favorable for the modified binders. The DSR results showed that the PG 64-22 binder high temperature would increase to 82 °C, and PG 70-10 would be increased to 76 °C, both favorable results. The intermediate temperatures also showed an improvement in fatigue resistance (as measured by the Superpave PG grading parameter |G*|sinä). Test results at low temperatures did not show a substantial improvement, but the results were favorable showing reduced stiffness with the addition of RuBindTM. The evaluation of warm mix additive using EvothermTM confirmed the manufacturer information that the product should have no negative effects on the binder properties; that is the modified binder can be used in a warm mix process. These results were encouraging and the recommendation was to continue with a follow up study with mixture tests using the RuBindTM modified binders.

This study investigates the mastic level structure of asphalt concrete containing RAP materials. Locally sourced RAP material was screened and sieved to separate the coated fines (passing #200) from the remaining sizes. These binder coated fines were mixed with virgin filler at proportions commensurate with 0%, 10%, 30%, 50% and 100% RAP dosage levels. Mastics were prepared with these blended fillers and a PG 64-22 binder at a filler content of 27% by volume. Rheological experiments were conducted on the resulting composites as well as the constituents, virgin binder, solvent extracted RAP binder. The results from the dynamic modulus experiments showed an expected increase in stiffness with increase in dosage levels. These results were used to model the hypothesized structure of the composite. The study presented discusses the different micromechanical models employed, their applicability and suitability to correctly predict the blended mastic composite. The percentage of blending between virgin and RAP binder estimated using Herve and Zaoui model decreased with increase in RAP content.

Traffic congestion is a major externality in modern transportation systems with negative economic, environmental and social impacts. Freeway bottlenecks are one of the key elements besides the demand for travel by automobiles that determine the extent of congestion. The primary objective of this research is to provide a better understanding of factors for variations in bottleneck discharge rates. Specifically this research seeks to (i) develop a methodology comparable to the rigorous methods to identify bottlenecks and measure capacity drop and its temporal (day to day) variations in a region, (ii) understand the variations in discharge rate of a freeway weaving bottleneck with a HOV lane and (iii) understand the relationship between lane flow distribution and discharge rate on a weaving bottleneck resulted from a lane drop and a busy off-ramp. In this research, a methodology has been developed to de-noise raw data using Discrete Wavelet Transforms (DWT). The de-noised data is then used to precisely identify bottleneck activation and deactivation times, and measure pre-congestion and congestion flows using Continuous Wavelet Transforms (CWT). To this end a methodology which could be used efficiently to identify and analyze freeway bottlenecks in a region in a consistent, reproducible manner was developed. Using this methodology, 23 bottlenecks have been identified in the Phoenix metropolitan region, some of which result in long queues and large delays during rush-hour periods. A study of variations in discharge rate of a freeway weaving bottleneck with a HOV lane showed that the bottleneck discharge rate diminished by 3-25% upon queue formations, however, the discharge rate recovered shortly thereafter upon high-occupancy-vehicle (HOV) lane activation and HOV lane flow distribution (LFD) has a significant effect on the bottleneck discharge rate: the higher the HOV LFD, the lower the bottleneck discharge rate. The effect of lane flow distribution and its relationship with bottleneck discharge rate on a weaving bottleneck formed by a lane drop and a busy off-ramp was studied. The results showed that the bottleneck discharge rate and lane flow distribution are linearly related and higher utilization of the median lane results in higher bottleneck discharge rate.
