The electric transportation (ET) and electric vehicle (EV) landscape is currently inequitable and inaccessible for many living in the Phoenix area. This is especially true for people without single-occupancy vehicles (SOVs), who are reliant on public transit, or do not live in the Metropolitan center. Transit is intricately related to the environment and, due to societal and political structures, most of these environmental injustices are concentrated in low-income and minority communities. The lack of political representation within these communities has led to increased exposure to a variety of issues. Equitable transportation has also suffered due to a significant gap in addressing the needs of these underserved communities (Bolin, et al., 2005). The concentration of inequities and environmental injustices is a direct result of the lack of representation. Therefore, equitable and inclusive collaboration on solutions is required in order to maintain fairness and access, (Clement, 2020) considering the legacy of institutional harm within historically marginalized communities. The TE Activator was created by Salt River Project (SRP) and Anthesis Group, a sustainability consulting agency. The Activator is a group of Phoenix-area organizations interested in shaping the ET landscape to positively influence the well-being of Arizonans. With this in mind, they have asked our team to focus on making the transition to electric transportation equitable and inclusive. Our report details the current state of electric transportation nationally and locally, analyzes equitable EV/ET programs and utility plans across the country, and reviews the City of Tempe’s electric transportation related efforts. For this, we conducted listening sessions with a national expert, the City of Tempe, Tempe Community Action Agency, and CHISPA, creating a Community Listening Pilot Project based on the preliminary listening sessions. Through our research, listening, and discussions we compiled tiered recommendations for the TE Activator that suggest systemic policy changes based on community priorities. Accompanying the report is an Equity Roadmap, Community Listening Script, and one-page Debrief.

This paper addresses the issue of conservation funding in Arizona, particularly for the Arizona Game and Fish Department. This department is traditionally funded by the Pittman-Robertson act, which places excise taxes on hunting equipment to fund species conservation, and sales of hunting tags and licenses, but there is concern that these sources are unable to cover the increasing costs of climate change. A decrease in hunter participation and expenditures on hunting equipment also brings into question the stability of these revenue sources. This paper explains and analyzes four methods to supplement the department's funding to ensure adequate financial resources are available to conserve state wildlife and wildlife areas and draws conclusions about which method is best for the state of Arizona.

Nature-based recreation is a popular way for people to interact with the environment that also confers numerous economic and health benefits. It is important that the social-ecological systems (SES) that host nature-based recreation be managed effectively, both to preserve the benefits of this important human-environment interaction, and to avoid the potential negative outcomes of recreational commons. The SES that host nature-based recreation are characterized by complex and dynamic feedbacks that complicate their management. Managing these systems is made more complex by the suite of external, multi-scalar, and anthropogenic forces (e.g., climate change, trans-boundary pollution) that plague them with increasing frequency. This dissertation investigates the importance of accounting for this full range of system feedbacks when managing for nature-based recreation. I begin with a broad discussion of the types of dilemmas faced by managers of nature-based recreation. I create a systems-thinking typology of management dilemmas that apply across different recreation modes and system contexts, and which are characterized as feedbacks within the broader recreational system. My findings in this chapter have important implications for understanding and anticipating how different exogenous and endogenous shocks (including management interventions, themselves) may work through or change the processes in SES that host nature-based recreation. In the following two chapters, I narrow my focus to examine case studies of specific dilemma archetypes and proposed management interventions. First, I perform an ex ante analysis of a prospective policy response to a regulatory spiral of excess recreational fishing effort and abridged fishing seasons in the U.S. Gulf of Mexico. I estimate behavioral models of fishers’ responses to a prospective incentive-based intervention, and find evidence that such a policy could improve multiple fishery outcomes. Second, I perform an ex post program evaluation of an invasive species bounty program. My results suggest that the program underperformed because it failed to overcome countervailing incentives. Together, my case study analyses reveal the value of modeling for designing policy for these complex SES and show the importance of accounting for the full set of system feedbacks (including the incentives that drive recreator behaviors and the impacts of those behaviors) when managing nature-based recreation.

Water scarcity in the Western United States has been the focus of recent policy discussion. Researchers and policymakers agree that the implications of water scarcity are severe and widespread, and as such have stressed the importance of addressing water allocation in the short term and long term. However, this urgency has led to some short-term solutions, like rotational fallowing, being implemented without evaluation, or some long-term solutions, like re-structuring of rights, being suggested without precedent. This dissertation aims at reducing the gap between proposed solutions, existing data, and program evaluation by developing and analyzing two novel datasets useful for causal identification, evaluating both a long-term and short-term approach to water scarcity with these data, and finally demonstrating the ability of overlapping institutions to respond to increasing weather variability. Chapter 1 evaluates a short-term approach, rotational fallowing, and identifies the impact of this approach on water savings. Chapter 2 develops novel trade panel data and exploits the only share-based water market in the US: the Colorado-Big Thompson Project. This chapter compares trade and crop choice outside of the CBT, to those same outcomes within the CBT, and identifies the differences. Chapter 3 expands on crop choice within the CBT and identifies the extent to which overlapping institutions can mediate weather variability compared to prior appropriation.

In many social-ecological systems, shared resources play a critical role in supporting the livelihoods of rural populations. Physical infrastructure enables resource access and reduces the variability of resource supply. In order for the infrastructure to remain functional, institutions must incentivize individuals to engage in provision and maintenance. The objective of my dissertation is to understand key formal and informal institutions that affect provision of shared infrastructure and the policy tools that may improve infrastructure provision. I examine these questions in the context of irrigation systems in India because infrastructure maintenance is a persistent challenge and system function is critical for global food production.

My first study investigates how the presence of private infrastructure, such as groundwater pumps, affects the provision of shared infrastructure, such as shared tanks or surface reservoirs. I examine whether formal institutions, such as water pricing instruments, may prevent under-provision of the shared tanks. My findings suggest that in the absence of rules that coordinate tank maintenance, the presence of private pumps will have a detrimental effect on system productivity and equality. On the other hand, the combination of a fixed groundwater fee and a location-based maintenance fee for tank users can improve system productivity and equality.

The second study examines the effect of power asymmetries between farmers, caused by informal institutions such as caste, on the persistence of political institutions that govern infrastructure provision. I examined the effect of policy tools, such as non-farm wage employment and informational interventions, on the persistence of two types of political institutions: self-governed and nested. Results suggest that critical regime shifts in political institutions can be generated by either intervening in formal institutions, such as non-farm wage employment, or informal institutions, such as knowledge transmission or learning mechanisms.

The third study investigates how bureaucratic and political corruption affect public good provision. I examine how institutional and environmental factors affect the likelihood of corruption and infrastructure provision. I demonstrate that cracking down on corruption is only beneficial when infrastructure provision is poor. I also show that bureaucratic wages play an important role in curbing extralegal transactions and improving infrastructure provision.

Background: Household activities are responsible for up to 80% of direct and indirect greenhouse gas emissions in the United States. These greenhouse gas emissions come from activities including actions taken in relation to food, energy, and water (FEW) resource consumption. Therefore, actions taken at a household level have the potential to significantly reduce greenhouse gas emissions. A game-based learning approach can be used to educate youth on what actions they can take around their household to reduce their carbon footprint. <br/>Aim: FEWS for change is a first player role-playing game developed to educate high school students on how their actions impact the FEW resources and carbon emissions. The game also aims to measure how player’s beliefs and worldview effect their game play regarding sustainability and the environment. <br/>Methods: We developed the FEWS (Food, Energy, and Water Systems) for Change role-playing game based on transdisciplinary research of the food, energy, and water nexus, social, economic, and environmental factors. We piloted the game with a few students for initial results and will have a high school classroom pilot the game in mid-May.<br/>Preliminary Results: Results from the 4 participants demonstrated achievement of the learning goal of the pilot testing. This is objective was met by measuring the players improvement on the postsurvey compared to the presurvey. Due to limitations of time and virtual facilitation of this game, the other two learning objectives could not be measured in this initial pilot because not all post-game activities were included which are needed to measure the other learning objectives. When the game is piloted in mid-May, the other two learning objectives will be tested and measured.

Society is heavily dependent on a reliable electric supply; all infrastructure systems depend on electricity to operate. When the electric system fails, the impacts can be catastrophic (food spoilage, inoperable medical devices, lack of access to water, etc.). The social impacts, defined as the direct and indirect impacts on people, of power outages must be explored as the likelihood of power outages and blackouts are increasing. However, compared to other hazards, such as heat and flooding, the knowledge base on the impacts of power outages is relatively small. The purpose of this thesis is to identify what is currently known about the social impacts of power outages, identify where gaps in the literature exist, and deploy a survey to explore power outage experiences at the household level. This thesis is comprised of two chapters, a systematic literature review on the current knowledge of the social impacts of power outages and a multi-city survey focused on power outage experiences.

The first chapter comprised of a systematic literature review using a combined search of in Scopus which returned 762 candidate articles were identified that potentially explored the social impacts of power outages. However, after multiple filtering criteria were applied, only 45 articles met all criteria. Four themes were used to classify the literature, not exclusively, including modeling, social, technical, and other. Only papers that were classified as “social” - meaning they observed how people were affected by a power outage - or in combination with other categories were used within the review.

From the literature, populations of concern were identified, including minority demographics - specifically Blacks or African Americans, children, elderly, and rural populations. The most commonly reported health concerns were from those that rely on medical devices for chronic conditions and unsafe generator practices. Criminal activity was also reported to increase during prolonged power outages and can be mitigated by consistent messaging on where to receive assistance and when power will be restored. Providing financial assistance and resources such as food and water can reduce the crime rate temporarily, but the crime rate can be expected to increase once the relief expires. Authorities should expect looting to occur, especially in poorer areas, during prolonged power outages. Gaps in the literature were identified and future directions for research were provided.

The second chapter consists of a multi-city survey that targeted three major cities across the United States (Detroit, MI; Miami, FL; and Phoenix, AZ). The survey was disseminated through Amazon’s Mechanical Turk and hosted by Qualtrics. 896 participants from the three cities qualified to complete the full version of the survey. Three criteria had to be met for participants to complete the full survey including residing in one of the three target cities, living at their primary address for a majority of the year, and indicate they had experienced a power outage within the last five years.

Participants were asked questions regarding the number of outages experienced in the last five years, the length of their most recent and longest outage experienced, if they owned a generator, how they managed their longest power outage, if participants or anyone in their household relies on a medical device, the financial burden their power outage caused, and standard demographic- and income-related questions. Race was a significant variable that influenced the outage duration length but not frequency in Phoenix and Detroit. Income was not a significant variable associated with experiencing greater economic impacts, such as having thrown food away because of an outage and not receiving help during the longest outage. Additional assessments similar to this survey are needed to better understand household power outage experiences.

Findings from this thesis demonstrate traditional metrics used in vulnerability indices were not indicative of who experienced the greatest effects of power outages. Additionally, other factors that are not included in these indices, such as owning adaptive resources including medical devices and generators in Phoenix and Detroit, are factors in reducing negative outcomes. More research is needed on this topic to indicate which populations are more likely to experience factors that can influence positive or negative outage outcomes.

Day-to-day decision makers on agricultural operations play a key role in maintaining both a sustainable and food secure agricultural society. This population, also defined as Principal Producers by the 2017 USDA Agricultural Census Report, has witnessed a significant decline in recent years, raising many questions surrounding why farmers are retiring faster than they can be replaced. To look closely at this phenomenon, this study focuses on the State of Ohio to hear first-hand from producers what they need to be successful through a series of semi-structured interviews. This study also maps recent changes in variables that define this issue from 2007-2017 using QGIS and USDA Agricultural Census data. The findings from this study show the recent decline of mid-sized agricultural operations and provide evidence linking declining rates of principal producer populations with specific features consistent with industrial agriculture. These findings are specific to the State of Ohio, but also raise much larger questions about which populations are experiencing more rapid rates of farm exit, and what implications these trends have for food security on a broader scale.

Community-based volunteer organizations are critical to natural resource management in the United States. However, due to volunteer involvement, these organizations struggle with collective action problems: coping with free riding, solving commitment problems, arranging for the supply of new institutions, and monitoring individual compliance with sets of rules. In this study, we explore how volunteer organizations can overcome these challenges. To explore how they overcome these challenges, we use the Institutional Analysis and Development framework and the Institutional Design Principles. These frameworks help us understand the impact of natural resource conditions, community attributes, and the rules in use impact volunteer organizations. For this research, we focused on lake organizations in Wisconsin. We collected our data through semi-structured interviews with thirty-one lake organizations and public data. The data were analyzed using constant comparison and linear regression, followed by qualitative comparative analysis (QCA). We reinforce the importance of considering the system holistically when managing a resource the natural resource conditions, the community attributes, and the rules in use. Our study shows the importance of graduated sanctions and low-cost conflict resolution on social-ecological system outcomes. Volunteer-based resource management are an effective way to tailor management strategies to the natural resource condition and the community attributes.
