The most recent decision of the 2012 Conference of the Parties (CoP) to the United Nations Framework Convention on Climate Change (UNFCCC) recognizes that in order to create climate policies that respond to the different needs of men and women a more balanced representation of women from developed and developing countries is needed. National Adaptation Programmes of Action (NAPAs) provide a process for Least Developed Countries (LDCs) to “identify priority activities that respond to their urgent and immediate needs to respond to impending threats from climate change.” Since 1997, the United Nations has agreed to gender mainstreaming- a globally accepted strategy for promoting gender equality by ensuring that gender perspectives and attention to the goal of gender equality are central to all activities in the all UN systems.

Due to the gender division of labor climate change will affect men and women differently. Policies and programs that do not take into account the needs and capacities of both men and women will fail to be effective and may worsen preexisting conditions that historically favor men. My research investigates the UN’s commitment towards gender mainstreaming. More specifically my objective is to understand how and to what extent the NAPAs from 49 countries integrate a gender dimension into their national climate adaptation policy. For the purpose of this research, I consider three interrelated issues: whether gender-specific needs and vulnerabilities were identified by the NAPA; if these needs and vulnerabilities were addressed by proposed adaptation projects; and in what forms women participated in the formulation of the NAPA. The scope of this research begins with an overview assessment of 49 NAPAs followed by a comparative assessment of NAPAs from four countries- Afghanistan, Bangladesh, Maldives, and Niger, and an in-depth analysis of Nepal’s NAPA, which incorporates field study. Nepal was chosen as a focus country due to its identification as being both inclusive and gender sensitive.

The method of inquiry consists of both quantitative and qualitative analysis, utilizing the quantitative measures of HDI and GII and the qualitative methods of content analysis and case study. The findings suggest that the response to the gender dimensions of climate change found in adaptation policies vary widely among the LDCs and the level of response is dependent upon social, cultural, economic, and political contexts within each LDC. Additionally, I find that gender mainstreaming techniques have not been fully integrated into the NAPA policy and processes, and have not been effective at promoting gender equality through adaptation strategies. Recommendations are provided in order to help mainstream gender in NAPAs as they continue to be developed, revised, and implemented.

This dissertation focuses on traditional arts at the Institute of American Indian Arts (IAIA) as a form of place-based education by asking the question, what is the role of traditional arts at IAIA? Through a qualitative study students, faculty, staff, and alumni were interviewed to gain their perspectives on education, traditional arts, and the role of traditional arts at IAIA. Through analysis of these interviews, it was found that participants viewed traditional arts as a form of place-based education and that these practices should play an important role at IAIA. This study also looks at critical geography and place-based practice as a form of anti-colonial praxis and an exercise of tribal sovereignty. Colonization restructures and transforms relationships with place. Neo-colonialism actively seeks to disconnect people from their relationship with the environment in which they live. A decline in relationship with places represents a direct threat to tribal sovereignty. This study calls on Indigenous people, and especially those who are Pueblo people, to actively reestablish relationships with their places so that inherent sovereignty can be preserved for future generations. This study also looks at the academic organization of IAIA and proposes a restructuring of the Academic Dean and Chief Academic Officer (AD&CAO) position to address issues of transition, efficiency, and innovation. The extensive responsibilities of this position cause several serious concerns. The policy paper proposes that the academic programs be divided thematically into 2 schools that will allow greater flexibility and adaptive practices to emerge out of the academic division at IAIA. The combination of restructuring the academic division at IAIA, my theoretical argument promoting place-based praxis as anti-colonial practice, and my research into the application of place-based programming at IAIA all support my overall goal of supporting Pueblo communities through my own work.

ABSTRACT

Human and wildlife behavior, governance, and economics are often cited obstacles to wildlife conservation. Accordingly, conservation research has historically been conducted in the exterior terrains of behavior and systems, which can be empirically observed or known through systemic analysis and applied through institutional or technical fixes. However, conservation interventions are failing because they do not adequately address the influence of individual and collective interior phenomena including psychological states, worldviews, values, and identities of stakeholders, which can bear decisively on conservation outcomes.

This critical analysis of wildlife conservation science and the social and political histories of Southwestern landscapes illustrates the mechanism of social, cultural, and media narrative linking four irreducible perspectives of the natural world: the I, WE, IT and ITS, or the psychological, cultural, behavioral and structural/systemic terrains, which ground contemporary conservation. Through the conceptual [Re]animation of conservation, this research justifies a more-than-human approach to wildlife conservation that resists the ontological privilege of the human and contemplates human and non-human animals as vitally linked in their mutually relational, perceptual and material environments. The approach extends the human to the natural environment and also accounts for the individual and social needs and perspectives of wild animals, which shape their adaptation to changing environments and conservation interventions.

A qualitative analysis of emotion, metaphor, and narrative utilizing an Integral Ecology framework explores how psychological and cultural terrains link to, and influence, the behavioral and systemic terrains of Mexican gray wolf (Canis lupus baileyi) conservation in the U.S. Southwest. This research disentangles and comprehensively maps influential elements in the four terrains; enhancing relational knowledge on human-predator coexistence and conservation governance in the Southwest.

Farmer-Managed Irrigation Systems (FMIS) are community managed and operated irrigation systems, celebrated for their successful governance of water resources for many decades and in several countries. Nevertheless, in the face of climatic, political, and social change, their future is uncertain. This dissertation utilizes household adaptive capacity, socio-ecological system (SES) robustness, and the Institutional Analysis and Development framework to structure a multi-scalar and multi-stressor analysis of changes experienced in Nepal’s FMIS. The dissertation documents irrigators’ perception of environmental change, impacts, and response; diagnoses the multiple disturbances impacting the robustness of the FMIS; and analyzes changes in the FMIS as an institution over time, in an effort to understand the major drivers of SES change. Fifteen FMIS from five districts of Nepal were selected for the study. Data were collected through field observations, household surveys, key informant interviews, and focus group discussions. The status of the existing rules was compared with the data collected three decades ago in the Nepal Irrigation Institutions and Systems database. This study finds that FMIS’s robustness is threatened by uncertain water supply, inefficient infrastructure, scarcity of farm labor, weakening collective action, and natural disasters. Farm households, whose actions are necessary to sustain the management of FMIS, perceive environmental change differently according to their ecological region and position along the irrigation canal, leading to different adaptation strategies. Despite livelihood diversification, irrigators rely primarily on irrigation infrastructure management to respond to the impacts of environmental change. Institutional analysis demonstrates the evolution of FMIS in terms of working rules in the face of multiple stressors. In this study, payoff, information, and position rules have exhibited the most substantive change. However, boundary, choice, aggregation, and scope rules are less likely to change. The findings of this work point to the need for geographically differentiated adaptation support policies, and a need for closer attention to the dynamics of labor, environmental change, and institutional persistence in agriculture and irrigation sectors. FMIS being an exemplary institutional arrangement for the study of a SES, the research findings benefit similar institutions globally facing challenges to the sustainable governance of common pool resources.

A growing body of literature on the commons has provided fascinating and intricate insights on how some local institutions have successfully managed to avoid a seemingly inevitable “tragedy of the commons” once popularized by Garrett Hardin. Primarily benefitting from the recent studies on the commonpool resources conducted by Elinor Ostrom and colleagues, polycentric selforganization and autonomy, rather than the direct state or market control over the commons, are often recognized as key features of the long enduring commons. However, these commons are quite diverse and the outcomes are often multiple and complex, accentuating the needs to differentiate among multiple commons outcomes. Furthermore, relatively under-reported are the cases where the degradation of common-pool resources are actually halted, and even restored. This study examines both the turbulent history of fishery mismanagement in Rupa Lake, Nepal and its reversal built around the participation, engagement and inclusiveness in the governance of its watershed. We find that Rupa Lake’s experience tells two stories. Reflecting Hardin’s dire forecast, the Rupa Lake watershed verged on collapse as population grew and seemingly selfish behavior intensified under an open-access regime. But the users also found a way to rebound and reverse their course as they adopted a bottom-up approach to fishery management and established an innovative community institution, the ‘Rupa Lake Rehabilitation and Fishery Cooperative’, dedicated to the sustainable governance of the commons. This case highlights how one community at the threshold of ‘tragedy’ transformed itself by turning conflict into collaboration, which we hope contributes to the effort of better understanding multiple commons.

The Kathmandu Valley of Nepal epitomizes the growing urbanization trend spreading across the Himalayan foothills. This metropolitan valley has experienced a significant transformation of its landscapes in the last four decades resulting in substantial land use and land cover (LULC) change; however, no major systematic analysis of the urbanization trend and LULC has been conducted on this valley since 2000. When considering the importance of using LULC change as a window to study the broader changes in socio-ecological systems of this valley, our study first detected LULC change trajectories of this valley using four Landsat images of the year 1989, 1999, 2009, and 2016, and then analyzed the detected change in the light of a set of proximate causes and factors driving those changes. A pixel-based hybrid classification (unsupervised followed by supervised) approach was employed to classify these images into five LULC categories and analyze the LULC trajectories detected from them. Our results show that urban area expanded up to 412% in last three decades and the most of this expansion occurred with the conversions of 31% agricultural land. The majority of the urban expansion happened during 1989–2009, and it is still growing along the major roads in a concentric pattern, significantly altering the cityscape of the valley. The centrality feature of Kathmandu valley and the massive surge in rural-to-urban migration are identified as the primary proximate causes of the fast expansion of built-up areas and rapid conversions of agricultural areas.

In universities, such as Arizona State, students are becoming homeless at an alarming rate. These homeless ASU students are often invisible, as seen through the lack of information on who they are and what resources the university has developed to help them. Typically, students arrive at university campuses with most of the resources required for them to pursue a degree. However, several economic factors such as unemployment or financial instability can impact these resources which influence students ability to stay enrolled in classes. This feature is reflected in the well understood concept of the starving student. Despite this paradigm, the fact remains that students under this stress are attending classes and are under financial stress to do so while being unable to meet their basic needs. These intertwined elements result in ASU students becoming exposed to cyclical needs-insecurities including homelessness.

Therefore, the team decided to develop a project called Sun Devils Together which addresses the needs of ASUs students facing homelessness and overall aims to help increase the accessibility of available resources through reducing the silo effect that occurs due to lack of communication between different departments and increases faculty, staff, and student awareness regarding the issue. In order to achieve this, the team has collaborated with the Assistant Dean of Students to produce a training module for ASU faculty, professional staff, and students. The team is contributing information to the creation of a new website that will have all the resources available to students in one place. In addition, the team will create a coded pamphlet with a map of resources that will be given out to different departments around campus that students may potentially reach out to for help while informing those departments regarding the existence of other departments that work towards the same cause.

Institutional factors are rarely examined in disaster risks in the Himalayan region, as much of the focus so far has been on improving the scientific understanding of the natural hazards and risks. This is particularly true for glacial lake outburst floods (GLOFs), which are natural hazards endemic to high mountain ranges such as the Andes, Alps, and Himalayas. While these have put mountain communities at risk for centuries, vulnerability is viewed to be increasing due to climate change. While the science behind the causes and characteristics of these hazards is now better understood, there is an absence of research understanding the social, cultural and institutional drivers behind creating effective strategies to mitigate risks from GLOFs. This is more so for the Himalayan region, where institutions have recently started to address this risk, but contention between local communities and external organizations can hinder mitigation efforts. To better understand how people’s perception towards disaster risk, a study conducted by Sherpa et al. (2019) examined the socio-economic and cultural perceptions surrounding GLOF hazards.

This research highlighted gaps in how scientific knowledge is disseminated to local communities, and the resulting distrust in government mitigation projects such as lake lowering and Early Warning Systems. A clear need developed to conduct an institutional analysis of the governance systems responsible for disaster risk management and their interaction with local communities. This study examines the institutional conditions under which mountain communities create effective adaptation strategies to address climate induced hazards. We use a mixed-methods approach, combining: a) quantitative analysis of household surveys collected in 2016-2017 and b) qualitative analysis that maps out the various factors of institutions that influence the success of community-based adaptation efforts. Additionally, GLOF case studies from Nepal are compared to those in Peru, where institutions have a longer history of managing GLOF risks. The research finds that there are several considerations including: lack of cross-scalar communication networks, lack of local knowledge and participation in policy processes, and ineffective interorganizational coordination of knowledge sharing and funding streams for local projects. This disconnect between external versus local and informal institutions becomes an inherent issue in projects where agenda setting by external organizations plays prevalent roles in project implementation.

The City of Apache Junction is located in an environmentally and culturally rich location on the eastern edge of the Phoenix Metropolitan area. This suburb is expected to grow in the future with undeveloped land zoned for development. Despite its uniqueness, the city is challenged by a negative reputation in the region. To help improve the city's image and promote development, the City of Apache Junction has partnered with Arizona State University's Project Cities program. Through this partnership both parties work to work toward sustainable development of Apache Junction. This Culminating Experience project is one of several initiatives working for and with the city to help improve quality of life for residents. The project asks, how can we measure, identify, and promote locations of high community value in Apache Junction to attract new residents and create more development opportunities? A Public Participation GIS methodology was used to survey residents about their favorite locations in Apache Junction, participants were asked to mark their favorite locations on a paper map with stickers. Each sticker had a different color and corresponded with different values. The values were: recreational, cultural, spiritual, aesthetic, and special place values. All survey responses were transferred from physical maps to online geographic survey website Maptionnaire. Running statistical and geospatial analysis, survey found 6 locations in Apache Junction with highest density values. Findings from this project will be delivered to city of Apache Junction for integration into the Positively Apache Junction rebranding campaign and future urban development decisions.

This project explored the potential effectiveness of sustainable initiative programs in a typical office setting. The project area was focused on the Arizona offices of Expeditors International, a global, Fortune 500, third-party logistics company. The goal of the project was to set up recycling and composting services as well as create a culture of sustainability through educational materials distributed through various means to the employees. Throughout the project, it was discovered that there can be many barriers to effective implementation of sustainable initiatives, such as resistance to change. However, this project also highlighted that with a reasonable amount of effort and a strong logic behind the why, it it possible to shift the behaviors of normal office employees. This project also showed that using small improvements and occasional reminders of the value of being sustainable, behavior can be altered for the better. Despite the obstacles and challenges that are present in every office setting, this project has provided evidence that similar initiatives are very possible and can have a large impact for any company and for the planet.
