There has been a tremendous amount of innovation in policing over the last 40 years, from community and problem-oriented policing to hot spots and intelligence-led policing. Many of these innovations have been subjected to empirical testing, with mixed results on effectiveness. The latest innovation in policing is the Bureau of Justice Assistance's Smart Policing Initiative (2009). Created in 2009, the SPI provides funding to law enforcement agencies to develop and test evidence-based practices to address crime and disorder. Researchers have not yet tested the impact of the SPI on the funded agencies, particularly with regard to core principles of the Initiative. The most notable of these is the collaboration between law enforcement agencies and their research partners. The current study surveyed SPI agencies and their research partners on key aspects of their Initiative. The current study uses mean score comparisons and qualitative responses to evaluate this partnership to determine the extent of its value and effect. It also seeks to determine the areas of police agency crime analysis and research units that are most in need of enhancement. Findings indicate that the research partners are actively involved in a range of aspects involved in problem solving under the Smart Policing Initiative, and that they have positively influenced police agencies' research and crime analysis functions, and to a lesser extent, have positively impacted police agencies' tactical operations. Additionally, personnel, technology, and training were found to be the main areas of the crime analysis and research units that still need to be enhanced. The thesis concludes with a discussion of the implications of these findings for police policy and practice.

The overarching purpose of my dissertation is to offer one Pueblo perspective about research and health education to contribute to critical dialogue among Pueblo people so that relevant research and health education approaches grounded in Pueblo thinking can emerge. Research was a pebble in my shoe that caused me great discomfort as I walked within academia during the many years I worked as a health educator at a university, and continues to bother me. The purpose of my journal article is to discuss why much mainstream research is problematic from a Pueblo Indian standpoint and to explore considerations for research with Pueblo people. The purpose of my book chapter is to reflect on my experiences as a Pueblo Indian health educator to add to the discussion about the importance of grounding Pueblo health education in local Pueblo knowledge systems and to discuss the limitations of delivering health education primarily grounded in a western biomedical disease model. Finally, my policy brief is an urgent call to action for tribal leaders regarding a recent change to the New Mexico Department of Health's race and ethnicity presentation in health data standard. This change resulted in 39,636 American Indians and Alaska Natives in New Mexico being reclassified as Hispanic. It is my intention to connect my ideas about research and health education with the work of other Pueblo scholars to add to the growing body of Pueblo informed writing to contribute to current and future scholarship that will ultimately benefit Pueblo people.

This case study explores American Indian student activist efforts to protect and promote American Indian education rights that took place during 2007-2008 at a predominantly white institution (PWI) which utilizes an American Indian tribal name as its institutional athletic nickname. Focusing on the experiences of five American Indian student activists, with supplementary testimony from three former university administrators, I explore the contextual factors that led to activism and what they wanted from the institution, how their activism influenced their academic achievement and long-term goals, how the institution and surrounding media (re)framed and (re)interpreted their resistance efforts, and, ultimately, what the university's response to student protest conveys about its commitment to American Indian students and their communities. Data was gathered over a seven-year period (2007-2014) and includes in-depth interviews, participant observation, and archival research. Using Tribal Critical Race Theory and Agenda Setting Theory, this study offers a theoretically informed empirical analysis of educational persistence for American Indian students in an under-analyzed geographic region of the U.S. and extends discussions of race, racism, and the mis/representation and mis/treatment of American Indians in contemporary society.

Findings suggest the university's response significantly impacted the retention and enrollment of its American Indian students. Although a majority of the student activists reported feeling isolated or pushed out by the institution, they did not let this deter them from engaging in other social justice oriented efforts and remained dedicated to the pursuit of social justice and/or the protection of American Indian education rights long after they left the in institution. Students exercised agency and demonstrated personal resilience when, upon realizing the university environment was not malleable, responsive, or conducive to their concerns, they left to advocate for justice struggles elsewhere. Unfortunately for some, the university's strong resistance to their efforts caused some to exit the institution before they had completed their degree.

A perceived link between illegal immigration and crime continues to exist. Citizens continue to believe that immigration creates crime and fear that as the immigrant population grows, their safety is jeopardized. Not much research in the field of criminology, however, has focused on examining this perceived relationship between immigration and crime. Those studies which have examined the relationship have mainly relied on official data to conduct their analysis. The purpose of this thesis is to examine the relationship between immigration and crime by examining self report data as well as some official data on immigration status and criminal involvement. More specifically, this thesis examines the relationship between immigration status and four different types of criminal involvement; property crimes, violent crimes, drug sales, and drug use. Data from a sample of 1,990 arrestees in the Maricopa County, Arizona, was used to conduct this analysis. This data was collected through the Arizona Arrestee Reporting Information Network over the course of a year. The results of the logistic regression models indicate that immigrants tend to commit less crime than U.S. citizens. Furthermore, illegal immigrants are significantly less likely than U.S. citizens to commit any of the four types of crimes, with the exception of powder cocaine use.

This dissertation explores the notion of Pueblo community engagement at multiple levels, from the communities’ role in engaging its members, the individual’s responsibility in engaging with the community, both the community and individual’s engagement relationship with external forces, and the movement towards new engagement as it relates to youth and community. This research recognizes both the existing and the changing nature of engagement in our Pueblo communities. Because the core value of contribution is critical to being a participant in community, both participants and communities need to think of what needs to be done to strengthen Pueblo community engagement , for community and for youth. On the community side, this dissertation examines past community programs impact to the social structures of Pueblo communities and highlights a couple of new strategies to incorporate community voice in programming efforts. In addition, this dissertation explores youth contribution to community. The notions of community recognizing and being receptive to new ideas for youth engagement and of instilling their sense of community in youth is critical to the ‘new engagement’ paradigm. This dissertation proposes that one strategy is to incorporate youth in the governance structures of community through innovative programming with the ultimate goal of instilling in youth the feeling that they belong to their community.

Problem-oriented policing (POP) dynamically addresses unique community issues in a way that allows police departments to be cost-effective and efficient. POP draws upon routine activities and rational choice theories, at times incorporating elements of crime prevention through environmental design. A recent systematic review found POP to be hugely popular, but not rigorously assessed or implemented. In 2009, the Glendale, Arizona Police Department and researchers from Arizona State University received funding through the Bureau of Justice Assistance’s (BJA) Smart Policing Initiative (SPI) to target crime at convenience stores through a problem-oriented policing approach. The Glendale SPI team devised an approach that mirrored the ideals put forth by Goldstein (1990), and provided a thorough undertaking of the SARA model. A comprehensive response plan was developed with several proposed responses, including: intervention with Circle K leadership, suppression, and prevention at the six highest-activity stores. Despite a thorough POP implementation, the initial descriptive evaluation of the Glendale SPI reported positive effects on crime, but left questions about the intervention’s long-term impact on convenience store crime in Glendale, Arizona. The policy and theoretical influence of the initiative warrants a more rigorous evaluation. Supplanting the original assessment, a difference in difference model, negative binomial regression, and relative effect size are calculated to ascertain the SPI’s long-term effects on target and comparison stores. Phi and weighted displacement quotient are calculated to determine the existence of displacement of crime or diffusion of benefits. Overall, results indicate support for the project’s effectiveness on crime reduction. Further, none of the six intervention stores experienced crime displacement. Five of the six stores, however, experienced a diffusion of benefits in the surrounding 500-yard area; that is, a crime reduction was observed at the intervention stores and in the surrounding areas of five of these stores. Disorder and property crimes at the targeted stores were most affected by the intervention. One of the intervention stores did experience an increase in violent crime, however. Future studies should strengthen the methodological design when evaluating POP projects and seek to flesh out more precisely the crime control effects of unique problem-oriented strategies.

Prior ethnographic research has found some relatively consistent factors that influence an officer’s use of force (e.g., organizational and suspect and officer characteristics). However, very little research has explored the effect department size in and of itself may have on force displayed during a police/citizen encounter. This study used data from the 2010 – 2013 Arizona Arrestee Reporting Information Network (AARIN) to examine the relationship between departmental size and officer use of force. Participants in this data collection cycle were limited to adult male and female arrestees (N = 2,273). AARIN personnel conducted confidential interviews and used a Police-Contact Addendum to document the type of forced employed by police during their current arrest. This study sought to answer the following research question: does the likelihood of an officer employing use of force increase (or decrease) in relation to department size the officer is nested in? The results indicate that citizens who are arrested by officers from a larger agency are more likely to report experiencing use of force during their arrest when compared to those arrested by officers from small and medium sized agencies.

ABSTRACT



This dissertation examines the role of tribal sovereignty and self-determination in research for Diné participants and elders from 1956-1986. The qualitative historical research study explored the following questions: How has past research been conducted on the Navajo Nation? What is the role of sovereignty and self-determination in research and research methodology for Diné peoples? And, how might Diné philosophy inform a research methodology that aligns with cultural protocols and practices? Six elders who participated in research from 1956-1986 participated in in-depth interviews about their experiences. Using Sa’ąh Naaghái Bik’eh Hozhǫ̨̨́ǫ́n and related Diné philosophy models, findings of this study inform an Indigenous elder knowledge protection model (i.e. Nihookáá’ Diné Nidoolkah Bindii’ą’) to support existing Diné tribal IRB protocols and policies and provides additional insight for tribal cultural protection organizations. Lastly, the researcher presents a Diné intersectional methodology for future research.
