ABSTRACT The origins of School Choice in the United States can be predominantly attributed to Milton Friedman's 1955 essay, "The Role of Government in Education." Since that time, the idea of leveling the educational playing field with a free market approach has been championed by conservatives and abhorred by liberals. Currently, there is overwhelming evidence to support the fact that public schools are failing today's youth and are not providing them with the tools to succeed post-high school graduation. Many policymakers have attempted to improve the education system by increasing the options available to parents. Today, that choice comes in the form of charter schools, Education Savings Accounts (ESAs), Vouchers, and Tax-Credit Scholarships (STOs). Each of these mechanisms seeks to empower families to make the best decision for their child, yet each comes with its own set of advantages and disadvantages. Fraud and abuse plague every system and School Choice is not immune to such problems. However, the root concept at the core of school choice - that every child should have to opportunity to attend any school of their choosing, whether public, private, or charter - is fundamentally positive for society. The concept of School Choice is a noble and intelligent solution to the complex task of educating millions of youth across the United States. However, the process must be properly executed, through ESAs and Vouchers, to truly promote access and opportunity for all. Specifically, in Arizona, tax credit programs should be phased out in lieu of more efficient programs readily available. If this is not achieved, then School Choice becomes just another piece in an already dysfunctional puzzle.

Homelessness is one of the most visible and tragic problems facing Phoenix today. As Tucson cut its homelessness count nearly in half over the past six years, Phoenix only saw a reduction of 25%. The question remains: what is the best solution for Phoenix to reduce and eventually eliminate homelessness?

Homelessness is one of the most visible and tragic problems facing Phoenix today. As Tucson cut its homelessness count nearly in half over the past six years, Phoenix only saw a reduction of 25%. The question remains: what is the best solution for Phoenix to reduce and eventually eliminate homelessness? This paper examined costs and benefits as well as examples in other cities and states of Housing First solutions' effectiveness at reducing the number of people suffering from homelessness. It was found that Housing First solutions, namely Permanent Supportive Housing and Rapid Re-Housing, would be highly effective in combating the homelessness experienced by those in the Phoenix area.

Social impact bonds (SIBs) are a multi-year contract between social service providers, the government, and private investors. The three parties agree on a specific outcome for a societal issue. Investors provide capital required for the service provider to operate the project. The service provider then delivers the service to the target population. The success of the project is evaluated by outside party. If the target outcome is met, the government repays the investors at a premium. Nonprofit service providers can only serve a small community as they lack the funding to scale their programs and their reliance on government funding and philanthropy leads to a lot of time focused on raising money in the short-term and inhibits them from evolving their programs and projects for long-term strategic success. Government budgets decline but social problems persist. These contracts share risk between the government and the investors and allow governments to test out programs and alleviate taxpayer burdens from unsuccessful social service programs. Arizona has a severe homelessness problem. Nightly, 6000 people are homeless in Maricopa County. In a given year, over 32,000 individuals were homeless, composed of single adults, families, children, and veterans. Homelessness is not only a debilitating and difficult experience for those who experience it, but also has considerable economic costs on society. Homeless individuals use a number of government programs beyond emergency shelters, and these can cost taxpayers billions of dollars per year. Rapid rehousing was a successful intervention model that the state has been heavily investing in the last few years. This thesis aimed to survey the Arizona climate and determine what barriers were present for enacting an SIB for homelessness. The findings showed that although there are many competent stakeholder groups, lack of interest and overall knowledge of SIBs prevented groups from taking responsibility as the anchor for such a project. Additionally, the government and nonprofits had good partnerships, but lacked relationships with the business community and investors that could propel an SIB. Finally, although rapid rehousing can be used as a successful intervention model, there are not enough years of proven success to justify the spending on an SIB. Additionally, data collection for homelessness programming needs to be standardized between all relevant partners. The framework for an SIB exists in Arizona, but needs a few more years of development before it can be considered.

In Arizona's early history, Females garnered more independence than most other women in the United States because they were forced to build a completely new life in settlements with little to no infrastructure. Now, Arizona has achieved a level of equality that no other state has yet to achieve in regard to gender representation. Yet, we have yet to achieve total equity. This paper looks to analyze responses that female senators from the Arizona State Legislature gave while being interviewed by the author. With questions derived from previous research conducted on women in politics at the state and federal level, this paper will delve into the personal experiences of six female senators. Although their personal narratives differ, their stories seem to reflect a collective tie that unites the female members together, beyond party allegiance. Each of the responses given by the senators had some aspects that showed trends supporting the majority of the hypotheses. Moving forward, in order to achieve 50% equality, two more senators would need to be elected and replace male senators.

Since their inception in 1997, Arizona policymakers have debated the merits of Arizona’s income tax credits for contributions to certified school tuition organizations (STOs), though the programs have grown year over year. This study aims to answer lingering questions about the beneficiaries of STO scholarships. First, using publicly available reports from the Arizona Department of Revenue, the Arizona Board of Education, and American Community Survey 5-year estimates, multiple regression analysis indicates a weakly negative relationship between scholarship dollars and family income but no statistically significant effect of public-school quality on scholarship dollars. Second, using data from a survey of parents whose students’ attend Arizona private schools, logistic regression suggests a weakly negative relationship between scholarship utilization and family income, with public school quality having no statistically significant effect on STO scholarship utilization. Moreover, multiple regression analysis again shows a weakly negative relationship between scholarship dollars and family income but no statistically significant relationship between public school quality and scholarship dollars. This paper concludes by offering policy suggestions to improve the accountability of these programs.

In the rare defeat of an incumbent president, Joseph Biden secured the title of President of the United States over President Donald Trump. In this victory, Biden flipped several historic battleground states in his favor, in addition to two formerly safe conservative states: Arizona and Georgia. This research seeks to examine the role that the mobilization of voters from working class and majority-minority state legislative districts played in determining the outcome of the election in Arizona and Georgia.

Since the 1980’s, there has been a growing interest in the concept of sustainability. The prime directive of sustainability is to balance the needs of economics, environmental health, and human society. The change in the global climate, loss of biodiversity, increased levels of pollution, and general trend toward resource scarcity have all increased the momentum of the contemporary sustainability movement. Simultaneously, poverty and nutrition scarcity have attracted many to sustainability’s principles of resource equity. What one can gather from the diversity of sustainability’s intended functions is that it’s meant to solve several problems at once. In another sense, the most impactful sustainability solutions are multipurpose. This is not to say that any given solution is a panacea. On the contrary, sustainability advocates often dispute the existence of so-called “silver bullets” for these global issues. While this tends to reign true, it does not stop policy makers, communities, or researchers from attempting to employ multifaceted solutions. One such example is the myriad of sustainability issues associated with industrial agriculture. With the compounding issues of high water consumption, habitat destruction via land use change, biodiversity loss and climate change, industrial agriculture appears to be a damaging system. Areas like Arizona are projected to be affected by many of these issues. It thus stands to reason that if Arizona is to aggressively address its long-term drought, as well as global sustainability issues, a systematic change in farming practices needs to be made. Firstly, an analysis of the agricultural and water histories of Arizona will highlight the events most relevant to the region’s contemporary issues. Following this, the analysis will frame the greater problem through specific pieces of evidence associated with water scarcity in Arizona. Then, a summary of findings will illustrate the fundamental theories surrounding regenerative agriculture and three of its alternative forms: permaculture, dryland farming, and carbon farming. These theories will be instrumental in recommending a useful conception of regenerative agriculture for Arizona; it will be known as a Regenerative Dryland Farming System (RDFS). The extent and utility of current solutions will then be explored. The remainder of the section will illustrate the principles of the RDFSs, explore their potential weaknesses, and recommend policy for their successful deployment. Overall, it will be argued that RDFSs should fully replace industrial agriculture in Arizona. This will be vital in addressing the nine planetary boundaries and freshwater reality of the region.

Textbooks are crucial in classrooms when it comes to developing lesson plans and curriculum for the classroom. They serve as a way for students to learn more about a certain topic in depth and can improve reading comprehension skills. However, as past studies have shown (Grever and van der Vlies), textbooks can be one-sided and leave out stories and perspectives from marginalized groups, such as African Americans and Indigenous peoples. Multiple perspectives in textbooks allow students to use historical consciousness to reflect how these historical events have an impact on modern society. Arizona has been in a unique political position over the past decade. In 2011, the state legislature passed a bill banning ethnic studies to be taught in schools. This was eventually reversed by the Court in 2017. Recently, the Governor signed two bills regarding education, which are improving curriculum on the Holocaust and banning critical race theory from being taught in schools. Because of Arizona’s geographic diversity, textbook content might vary since Arizona holds the most federally recognized tribes and borders Mexico. To analyze those differences, the 15 counties of Arizona are grouped into five regions, and from each region, one textbook will be analyzed. The textbooks will be coded for each racial community, which will be Asian American, Hispanic American, Black American, and Indigenous American. It is concluded that there is a direct relationship between the textbooks chosen and the racial groups that are covered in these books. Counties that had a larger Indigenous population tended to have a textbook that would cover more Indigenous history.

Recidivism is one of the most discussed issues in the topic of criminal justice reform due to how it contributes to the problems of crime and mass incarceration. To address this problem, correctional facilities across the United States have developed reentry systems, which prepare an incarcerated individual for their release back into society near the completion of their sentence. When implemented and run correctly, reentry programs can be effective at significantly reducing the likelihood that individuals will recidivate. This thesis focuses on programs run in Arizona and Michigan, which both have significantly lower recidivism rates than the national average. The programs analyzed in this paper were found to be particularly efficient at reducing recidivism by providing individuals with essential services and opportunities for reintegrating back into society. The common factors between these programs included large amounts of funding, collaboration between state agencies and non-profit organizations, and providing access to services from the beginning of an individual’s sentence to months after their release. By adopting similar practices and programs, other states may be able to more effectively address recidivism in the way that Arizona and Michigan have.

Scorpions are predatory arachnids that are among the most ancient terrestrial invertebrates. They are typically found residing in desert and riparian environments. Viruses associated with scorpions have been explored in the past, unveiling partial RNA virus sequences and polyomaviruses, but more research in this area is necessary. Scorpions are predatory arachnids that are among the most ancient terrestrial invertebrates. They are typically found residing in desert and riparian environments. Viruses associated with scorpions have been explored in the past, unveiling partial RNA virus sequences and polyomaviruses, but more research in this area is necessary. Cycloviruses are non-enveloped viruses with circular single-stranded DNA genomes (~1.7 to 1.9 kb). Cycloviruses were initially identified in mammals and have now been detected in samples from a wide range of mammalian and insect species. Polyomaviruses are double-stranded DNA viruses (~4 to 7 kb). They are known for causing tumors in the host it infects, and have previously been identified in a diverse array of organisms, including scorpions. The objective for this study was to identify known and novel viruses in scorpions. Using high-throughput sequencing and traditional molecular techniques we determine the genome sequences of cycloviruses and polyomaviruses. Sixteen of the forty-three scorpion samples were positive for eight different species of cycloviruses. According to ICTV guidelines, seven of the eight species were novel cycloviruses which were found in bark scorpions, stripe-tailed scorpions, yellow ground scorpions, and giant hairy scorpions (Centruroides sculpturatus, Paravaejovis spinigerus, Paravaejovis confusus & Hadrurus arizonensis) from Maricopa, Pinal, and Pima county in Arizona, USA. Additionally, one previously known cyclovirus species was recovered in bark scorpions (Centruroides sculpturatus) in Pima county which had previously been documented in guano from a Mexican free-tailed bat in Arizona. There were ten scorpions out of forty-three for which we recovered polyomavirus scorpion samples that grouped into four different polyomavirus species. Polyomaviruses were only identified in bark scorpions (Centruroides sculpturatus) from Maricopa, Pinal, and Pima county. Of the polyomavirus genomes recovered three belong to previously identified scorpion polyomavirus 1 and five to scorpion polyomavirus 3, and two represent two new species named scorpion polyomavirus 4 and scorpion polyomavirus 5. The implications of the discovery of cycloviruses and polyomaviruses from this study contributes to our understanding of viral diversity associated with Scorpions.
