In many respects, the current public child welfare system closely resembles that of over 100 years ago. Then, as well as now, nonprofit child welfare agencies are the critical providers of service delivery to vulnerable children and their families. Contemporary nonprofits, however, are confronted with social and fiscal pressures to conform to normative practices and behaviors of governmental and for-profit organizations. Simultaneously, these agencies may also feel compelled to behave in accordance with a nonprofit normative ethic. Yet, scholars and practitioners are often unaware of how these different forces may be shaping the practices of child welfare agencies and, the nonprofit sector in general. This multi-paper dissertation examines how managerial and organizational practices of child welfare nonprofits are influenced business, government, and other nonprofit organizations and the extent to which processes process of institutional isomorphism in child welfare nonprofits are happening. Data was collected from a national ample of 184 child welfare administrators to explore marketization practices, collaboration behaviors, and managerial priorities of these agencies. Multinomial logistic, ordered logistic, and ordinary least squares regression, and historical analysis help shed light on the contemporary practices of these agencies. The results reveal that these agency's behaviors are shaped by government control, influences from the business community, identification with a nonprofit mindset (i.e., nonprofitness), funding streams, and various other factors. One key finding is that identification with a nonprofit mindset encourages certain behaviors like collaboration with other nonprofits and placing greater importance on key managerial priorities, but it does not reduce the likelihood of adopting business management strategies. Another important finding is that government control and funding does not have as strong as an influence on child welfare nonprofits as expected; however, influence from the business community does strongly affect many of their practices. The implications of these findings are discussed for child welfare agencies and the nonprofit sector in general. The consequences of nonprofits operating similarly to business and government are considered.

The current study sought to reevaluate Cass' Theory of sexual identity formation in terms of lesbian identity development over the past twenty years and how media acts as mediation in lesbian identity development. Ten semi-structured interviews were conducted with only nine useable transcripts analyzed for this thesis. This study is an explanatory investigation into linear stage theory, specifically Cass' theory, as well as the impact of media as a mediator during lesbian identity development. This study had three objectives 1) to gain an understanding of the theory and its components related to lesbian identity development 2) to understand the lesbian identity formation process and 3) to understand the impact and influence if any, media has had on lesbian self-reported identity development. Qualitative methods were used to obtain information and analyze the responses. Results indicate that the participants in this study believed that the coming out process was important. This study's results showed that several of the participants entered each stage of the theory, while others did not. Media had little influence on the identity development, and the participants had mixed reviews of medias portrayal of lesbians. Implications for practice and further research are discussed.

ABSTRACT Research suggests that there are benefits of early intervention and in focusing on mental health for infants and toddlers who have been maltreated. Court Teams for Infants and Toddlers is a model program designed to improve developmental outcomes using a systemic change approach. Multi-system collaboration between the courts, child welfare, health professionals, child advocates, and community partners are promoted to increase awareness and improve outcomes for infants and toddlers who have been removed from their parents. The Court Teams model in Arizona is known as Best for Babies. This study looks at implementation efforts of Best for Babies in two counties, Yavapai and Pima, and the unique perspectives of foster parents and attorneys representing the infants and toddlers while in the foster care system. It is important for purposes of effective program implementation to understand whether the Best for Babies program has impacted how these stakeholders address the unique needs of infants and toddlers. Findings reveal that most foster parents in this study were not familiar with the Best for Babies program; however, many of the comments shared are aligned with the values of the program. For example, all participants commented that collaboration among various stakeholders is necessary. Areas of opportunity were also illustrated in the findings regarding Best for Babies program implementation. For instance, the study found that even those foster parents familiar with the program could not attribute an impact on their care of infants and toddlers specifically to Best for Babies.

In response to the need to accurately define group home types, this dissertation focused on providing a clear and distinct definition of the types of group home care, an articulated understanding of the role of group home staff, and an awareness of the impact individuals working in group homes have on the lives of the youth they serve and their influence on the group home environment. Using the qualitative research method Grounded Theory, ten in-depth interviews were conducted with staff who both currently work in group homes, and staff who have left the group home environment. The research question was “What is the influence of group home staff on the ecological environment of the group home?” Ecological framework was the overarching theory, and participants were asked questions regarding their relationships with youth and their impressions of staff impact within the group home. Data analysis influenced by Grounded Theory produced 5 themes: Walking into the unknown, in loco parentis with two sub- themes consanguinity and group home as a home, engagement with two sub- themes of staff/staff engagement and staff/youth engagement, staff impact on youth, with three sub-themes, managing transitions, loss and boundaries, and the final theme of supervisor support. The results indicate that staff do have an impact on the group home, both positive and negative. Also, the group home operates as an intricate ecological environment containing relationships and interactions that influence multiple internal systems. Currently there is a gap in the literature as it relates to clarity within definition of care settings. This dissertation provided a clear definition for the chosen research environment, non-locked, non-therapeutic group home. The results of this dissertation have implications for group home agencies and more broadly child welfare agencies and child welfare social workers in regard to hiring practices, training and supervision. This dissertation provides a springboard for a future research on the ecological group home environment and the people who work there and are responsible for the care of vulnerable children.

Child abuse and neglect is a devastating yet preventable social problem. Currently, early childhood home visitation services are the primary approach to preventing maltreatment and improving child well-being in the United States. However, existing literature suggests that improvement is needed regarding how home visitation professionals identify and respond to risk factors for child abuse and neglect. Although there is substantial multidisciplinary literature that investigates the utility of standardized measures to determine future risk for maltreatment, there has been minimal inquiry into the validity of early childhood home visitation assessment instruments to accurately identify and classify children and their families by their risk for future maltreatment. In response to the dearth in the literature, the purpose of this dissertation was to examine the utility of the Healthy Families Parenting Inventory (HFPI) to predict a family’s risk for future maltreatment. Families enrolled in Healthy Families Arizona, a child abuse and neglect prevention program, were followed for 12 months after the completion of the baseline HFPI to measure if the family had received an investigation of maltreatment from the public child welfare system. Bivariate results indicated that the generated risk classifications of the HFPI and the overall total composite score were related to the occurrence of a future maltreatment investigation. Specifically, the results from the binary logistic regression models provided evidence that as a family’s score increased on the inventory, the likelihood of receiving an investigation of maltreatment decreased. Further, significant relationships were found between a family’s score on several individual items of the HFPI and the occurrence of a maltreatment investigation. This dissertation concludes with a discussion of potential avenues of research on the topic of risk assessment in prevention programs serving at-risk families.

Early experiences of trauma impact their mental health and receipt of services both while in care as well as decisions whether to continue services after leaving care.

Youth who turn 18 in the foster care system often face the difficulty of transitioning to adulthood without traditional emotional and financial supports. Early experiences of trauma impact their mental health and receipt of services both while in care as well as decisions whether to continue services after leaving care.

Using the behavior analytic model, this dissertation explores the challenging and supportive situations former foster youth experience with mental health services while transitioning to adulthood. Qualitative interviews and focus groups inform the development of a quantitative instrument in a mixed methods, sequential exploratory research design. The resulting instrument identifies the most intense and frequently encountered situations former foster youth experience, related to their mental health and transitions to adulthood.

Results indicate the most challenging situations foster youth experience during the transition are related to overwhelming expectations, receiving mixed messages from professionals, feelings of isolation, and a lack of voice and choice with regard to mental health services. Young adults in this study also emphasized the importance of responsive engagement, self-efficacy, and consistency in relationships both formally and informally.

This research provides important implications for social work practice, policy, and education. Acknowledging the voice of foster youth gives them a choice in services and allows for realistic transition planning. Developing problem-solving skills and a support network beyond foster care are necessary strategies of preparation to age out. Finally, practitioners should recognize the impact of trauma and other contextual factors when conducting assessment and treatment, to promote positive outcomes.

Events may include violence, neglect, and abuse and are best understood through a lifecourse perspective. Preventable and treatable, traumatic exposure promotes the development of trauma symptoms including avoidance, hyperarousal, increased fear, intrusive experiences, and aggression/violence. Trauma symptomology is thought to be an underlying cause of child maltreatment and intergenerational cycles of abuse
eglect. Traumatic symptoms may interfere with the ability to work, function, and care for young children and may accompany a Post-Traumatic Stress Disorder (PTSD) diagnosis.

Although these experiences are known to be harmful, little research has focused on experiences of mothers involved in the child welfare system with young children (< 5 years). Subsequently, this study explored maternal experiences of trauma whilst calculating one of the first PTSD estimates. Types of trauma exposure, age of exposure, and event details were explored alongside history of substance use, domestic violence, and mental illness. Trauma symptom type, severity, and frequency were assessed. Utilizing adult attachment as a partial mediator, relationships between trauma exposure, trauma symptoms, and parenting were examined.

Supported by a university-community collaboration within the Safe Babies Court Teams Program in Maricopa County, Arizona, this study is exploratory and cross-sectional. A convenience sample of child welfare involved mothers (N = 141) with young children were recruited who were new clinical intakes with open court dependencies. Data on child/adult traumatic events, trauma symptoms, adult attachment, and parenting were collected. Results indicated high rates of complex/chronic trauma, specifically domestic violence and physical/sexual abuse. Mothers experienced higher than average childhood adversity/emotional abuse with significant overlap between trauma exposure and reduced mental health. PTSD rates ranged from 35-39%. Adult attachment did not to mediate trauma on parenting behaviors however strong and significant direct effects were found. Insecure-disorganized and insecure-resistant were the most dominant attachment styles.



Overall, these findings indicate the complex lifecourse nature of trauma exposure and the need to pay special attention to mental health and domestic violence histories in child welfare involved mothers of young children. Implications for social work practice, policy, and research are presented and provide impetus for continued future work.

The child welfare workforce is charged with the demanding work of ensuring the safety, well-being, and permanency of maltreated children. Although child welfare work can be rewarding, it is also associated with high levels of stress and burnout, causing challenges to retain staff. Developing organizational cultures and climates within child welfare agencies that are supportive of the workforce and strive to improve outcomes is essential. Applying the ecological systems theory to a child welfare agency provides for an understanding that the agency is comprised of different levels of systems with interactions between the systems. This study examined the association between the individual level factors of job satisfaction, coping skills, self-efficacy, burnout, job stress, and individual affect with organizational level factors including culture and climate. Child welfare workers from one regional area were invited to participate in an online survey utilizing the Comprehensive Organizational Health Assessment and the Positive and Negative Affect Scale. Results indicate that there is an association between each of the individual level factors and the organizational factors. The importance of the role of individual affect was highlighted in the results in that the level of affect reported was associated with corresponding ratings of the perception of the organizational culture and climate. These results provide implications for hiring, training, mentoring, and supervision. This study attempted to assess if the organizational culture and climate of individual child welfare units could be linked to permanency outcomes. This linkage was not possible in this study, however implications to conduct this type of research are made. Advancing the study of organizational culture and climate beyond the impact of such factors as job satisfaction and retention to linking to direct client outcomes is an emerging and important field of research.

Camp Hope is an organization dedicated to motivating children in foster care to pursue higher education. In this paper, the organization's founder applies the engineering design process to the problems currently facing Arizona's foster care system. What emerges is Camp Hope (i.e. the "product") and in turn a model by which it can be promulgated throughout the Phoenix metropolitan area and abroad. Prototype camps held abroad in Mexico, and at local group homes in Tempe, Arizona verify the initial user inputs with 68% of campers reporting new academic interests in pre/post camp surveys. Future work includes continued fine-tuning of the model through continued Arizona camps, and longer-term surveys tracking the development of children who participate in the program.

The Arizona state child welfare system has recently experienced an increase in the number of children and youth living in out-of-home care. A lack of licensed foster homes has resulted in many of these children residing in congregate care. This study sought to determine what role, if any, personal and policy bias against five demographic groups (i.e., ethnicity, sexual orientation, marital status for individuals and couples, and educational level) plays in this insufficiency of foster homes. In this pilot study a group of foster and adoption licensing agency executives and directors (n=5) were surveyed and qualitatively interviewed with the aim of discerning if bias is present at the personal and agency policy levels and to seek input for a future study with direct-service staff. Results indicate a discrepancy between personal and policy bias within agencies. Additionally, evidence suggests a policy bias which results in unmarried couples and single parents being perceived as inferior placement options. Implications for future research are discussed.
