Mixed-income housing policy has been an approach to address the problem of concentrated poverty since the 1990s. The idea of income mix in housing is founded on the proposition that economic opportunities of the poor can be expanded through the increasing of their social capital. The current in-depth case study of Vineyard Estates, a mixed-income housing development in Phoenix, AZ tests a hypothesis that low-income people improve their chances of upward social mobility by building ties with more affluent residents within the development. This study combines qualitative and quantitative methods to collect and analyze information including analysis of demographic data, resident survey and in-depth semi-structured interviews with residents, as well as direct observations. It focuses on examining the role of social networks established within the housing development in generating positive economic outcomes of the poor. It also analyzes the role of factors influencing interactions across income groups and barriers to upward social mobility. Study findings do not support that living in mixed-income housing facilitates residents' upward social mobility. The study concludes that chances of upward social mobility are restrained by structural factors and indicates a need to rethink the effectiveness of mixed-income housing as an approach for alleviating poverty.

Based upon personal involvement from August 2010 to July 2014 as a Marine Option Midshipman within the ASU Naval Reserves Officer Training Corps (NROTC), being a student of leadership training within my degree plan, and gender difference research I conducted, this creative project addresses potential issues that reside within the ASU NROTC and the ways in which the program overall can be changed for the Marine Options in order to bring about proper success and organization. In order to officially become a Marine within the Unites States Marine Corps, it is necessary for Marine Option students to fulfill Officer Candidate School (OCS) at Quantico, Virginia. As the first female to go through OCS as a midshipman from the ASU NROTC, I found that there is an inadequate amount of preparation and training given in regards to the gender differences and what is to be expected for successful completion. I will offer a brief history regarding the NROTC across the Unites States and the ASU NROTC itself. These subjects will cover the program layouts as well as the leadership training that is required and provided within it and the ways in which this is conducted. I will then compare and contrast this to the leadership training given to me within my study of Leadership and Ethics regarding the transformational leadership, gender-based leadership, and coercive leadership. Finally, I end my thesis with a reflection of personal experiences taken away from these avenues and offer recommendations to better equip the ASU NROTC program in having successful retention and success of the female Marine Option midshipman.

The Housing Choice Voucher Program (“HCVP”) is one of the largest housing subsidy programs targeting low-income households. Despite its history and scale of the program, however, the impact of the HCVP is still unsatisfactory. One of the reasons is landlord discrimination against housing vouchers that prevents voucher families from moving to ‘opportunity neighborhoods’. Although landlord participation in the HCVP is instrumental in achieving the program’s policy goals, as the vouchers’ high demand for rental housing units in ‘opportunity neighborhoods’ cannot be met without it, little systematic discussion has taken place regarding landlords’ perception and strategies for housing vouchers. Based on idiosyncratic text data scraped from five U.S. landlords’ forums, three essays in this dissertation answer questions of housing vouchers, discrimination, and landlords. The first essay identifies the topics that are discussed among landlords regarding housing vouchers and voucher tenants. The second essay examines landlords’ emotions regarding the HCVP and voucher households and analyzes the factors that contribute to their perceptions. The third essay delves into landlords’ strategies toward tenants with housing vouchers and analyzes how their reactions may vary depending on contexts such as the existence of Source of Income protections in state and local jurisdictions. Findings from the three essays provide theoretical and practical implications on landlords and housing vouchers, and the analytic strategies employed in this dissertation expand the scope of methodological approaches that could be used in social science and policy research.
