In recent years we have witnessed a shift towards multi-processor system-on-chips (MPSoCs) to address the demands of embedded devices (such as cell phones, GPS devices, luxury car features, etc.). Highly optimized MPSoCs are well-suited to tackle the complex application demands desired by the end user customer. These MPSoCs incorporate a constellation of heterogeneous processing elements (PEs) (general purpose PEs and application-specific integrated circuits (ASICS)). A typical MPSoC will be composed of a application processor, such as an ARM Coretex-A9 with cache coherent memory hierarchy, and several application sub-systems. Each of these sub-systems are composed of highly optimized instruction processors, graphics/DSP processors, and custom hardware accelerators. Typically, these sub-systems utilize scratchpad memories (SPM) rather than support cache coherency. The overall architecture is an integration of the various sub-systems through a high bandwidth system-level interconnect (such as a Network-on-Chip (NoC)). The shift to MPSoCs has been fueled by three major factors: demand for high performance, the use of component libraries, and short design turn around time. As customers continue to desire more and more complex applications on their embedded devices the performance demand for these devices continues to increase. Designers have turned to using MPSoCs to address this demand. By using pre-made IP libraries designers can quickly piece together a MPSoC that will meet the application demands of the end user with minimal time spent designing new hardware. Additionally, the use of MPSoCs allows designers to generate new devices very quickly and thus reducing the time to market. In this work, a complete MPSoC synthesis design flow is presented. We first present a technique \cite{leary1_intro} to address the synthesis of the interconnect architecture (particularly Network-on-Chip (NoC)). We then address the synthesis of the memory architecture of a MPSoC sub-system \cite{leary2_intro}. Lastly, we present a co-synthesis technique to generate the functional and memory architectures simultaneously. The validity and quality of each synthesis technique is demonstrated through extensive experimentation.

This dissertation explores the megamachine, a prominent metaphor in American humanist and philosopher of technology, Lewis Mumford's Myth of the Machine series. The term refers critically to dynamic, regimented human capacities that drive scientific and technical innovation in society. Mumford's view of the nature of collectives focuses on qualities and patterns that emerge from the behavior of groups, societies, systems, and ecologies. It is my aim to reenergize key concepts about collective capacities drawn from Lewis Mumford's critique of historical and modern sociotechnical arrangements. I investigate the possibility of accessing those capacities through improved design for Technology Assessment (TA), formal practices that engage experts and lay citizens in the evaluation of complex scientific and technical issues.

I analyze the components of Mumford's megamachine and align key concerns in two pivotal works that characterize the impact of collective capacities on society: Bruno Latour's Pasteurization of France (1988) and Elias Canetti's Crowds and Power (1962). As I create a model of collective capacities in the sociotechnical according to the parameters of Mumford's megamachine, I rehabilitate two established ideas about the behavior of crowds and about the undue influence of technological systems on human behavior. I depart from Mumford's tactics and those of Canetti and Latour and propose a novel focus for STS on "sociotechnical crowds" as a meaningful unit of social measure. I make clear that Mumford's critique of the sociotechnical status quo still informs the conditions for innovation today.

Using mixed mode qualitative methods in two types of empirical field studies, I then investigate how a focus on the characteristics and components of collective human capacities in sociotechnical systems can affect the design and performance of TA. I propose a new model of TA, Emergent Technology Assessment (ETA), which includes greater public participation and recognizes the interrelationship among experience, affect and the material in mediating the innovation process. The resulting model -- the "soft" megamachine --introduces new strategies to build capacity for responsible innovation in society.

ABSTRACT For more than thirty years the gender gap in science and related careers has been a key concern of researchers, teachers, professional organizations, and policy makers. Despite indicators of progress for women and girls on some measures of achievement, course enrollment patterns, and employment, fewer women than men pursue college degrees and careers in science, technology, engineering, and mathematics. According to the results of national assessments, the gender gap in science achievement begins to be evident in the middle school years. Gender and school science achievement involve a complex set of factors associated with schools and child/family systems that may include school leadership, institutional practices, curriculum content, teacher training programs, teacher expectations, student interests, parental involvement, and cultural values. This ethnographic case study was designed to explore the context for science education reform and the participation of middle school girls. The study analyzed and compared teaching strategies and female student engagement in sixth, seventh, and eighth grade science classrooms. The setting was a middle school situated in a district that was well-known for its achievement in reading, math, and technology. Findings from the study indicated that while classroom instruction was predominantly organized around traditional school science, the girls were more disciplined and outperformed the boys. The size of the classrooms, time to prepare for hands-on activities, and obtaining resources were identified as barriers to teaching science in ways that aligned with recent national science reform initiatives. Parents who participated in the study were very supportive of their daughters' academic progress and career goals. A few of the parents suggested that the school's science program include more hands-on activities; instruction designed for the advanced learner; and information related to future careers. Overall the teachers and students perceived their science program to be gender fair. Eighth grade participants who had career goals related to science and engineering, indicated that their science instruction did not provide the rigor they needed to improve their critical skills for advanced placement in high school. Recommendations include the need for professional development on inquiry-based science, equitable student achievement, and diverse perspectives in science education.

The quality and quantity of talented members of the US STEM workforce has

been a subject of great interest to policy and decision makers for the past 40 years.

Recent research indicates that while there exist specific shortages in specific disciplines

and areas of expertise in the private sector and the federal government, there is no

noticeable shortage in any STEM academic discipline, but rather a surplus of PhDs

vying for increasingly scarce tenure track positions. Despite the seeming availability

of industry and private sector jobs, recent PhDs still struggle to find employment in

those areas. I argue that the decades old narrative suggesting a shortage of STEM

PhDs in the US poses a threat to the value of the natural science PhD, and that

this narrative contributes significantly to why so many PhDs struggle to find career

employment in their fields. This study aims to address the following question: what is

the value of a STEM PhD outside academia? I begin with a critical review of existing

literature, and then analyze programmatic documents for STEM PhD programs at

ASU, interviews with industry employers, and an examination the public face of value

for these degrees. I then uncover the nature of the value alignment, value disconnect,

and value erosion in the ecosystem which produces and then employs STEM PhDs,

concluding with specific areas which merit special consideration in an effort to increase

the value of these degrees for all stakeholders involved.

This study describes how the concept of “community” is framed in traditional public and charter high school guiding statements and interviews with school leaders. Guiding statements from public high schools in Arizona were analyzed and interviews were conducted with principals from traditional public schools and charter school principals. The findings suggested similarities between traditional public high schools and charter high schools in their framing of the concept of community, suggesting that schools are loosely coupled to state and federal education departments in particular, and to varying degrees at the district level: The guiding statements and high school leaders generally distinguished between the “school as community” frame inside the school and the “the local community” frame focused on the community outside of the school. Both traditional public high schools and charter schools emphasized the importance of both frames and their connections with “the local community.” Differences between traditional public schools and charter schools were observed, as schools appeared to attempt to legitimize themselves in different ways to the communities they are located in. Despite open enrollment policies leading to inter-district enrollment, traditional public schools have a mandate to primarily serve students from a specific area and were framed in the guiding statements and by school leaders as being part of and serving a geographically defined community that they have close ties to, the “school as a member of community” frame. Charter schools, on the other hand, focused on creating and serving a specific educational community characterized by shared interests, ideals, and expectations (‘school as community”) and contributing to the community that the school is located in (“school as a contributor to community”).

Affirmative action is an education policy adopted by higher education institutions in the 1960s, where an applicant’s race is taken into account to some degree when being evaluated for admission to a college or university. The practice of affirmative action, or race conscious-admissions, has been repeatedly challenged in the legal system and remains a controversial and polarizing topic amongst the general public, campus leaders, and policy makers. Despite a vast amount of research on the effects of affirmative action policies on student and institutional behaviors and outcomes, such as college applications and enrollments, considerably less research has examined students’ attitudes towards race-conscious admissions policies. Even less research has focused on students in academic disciplines, especially STEM or engineering. Likewise, there is a paucity of research that explores students’ perceptions and knowledge of how affirmative action is implemented in practice. To address these gaps, this study investigates undergraduate engineering students’ knowledge of and attitudes towards affirmative action admissions policies in higher education. The Student Attitudes Towards Admissions Policies Survey (SATAPS) was designed to assess students’ knowledge of and attitudes regarding affirmative action practices in higher education admissions. This survey was administered to undergraduate engineering students and a comparison group of education students at 42 colleges/universities in the United States. Data were analyzed utilizing confirmatory factor analysis and hierarchical regression. Results demonstrated that students have low levels of knowledge about affirmative action, and have misconceptions about how the policy functions in practice. There was no difference in engineering and education students’ level of support for affirmative action; however, underrepresented minority students in engineering were more supportive of affirmative action. Results also indicated that students’ beliefs and values were the strongest predictors of attitude towards affirmative action, so much so that this negated the significance of demographic and personal characteristics, which was observed in the majority of previous studies. Results highlight a complicated relationship between demographic characteristics, personal variables, knowledge, institutional context, beliefs/values, and attitude towards affirmative action admissions policies in higher education.

According to my 2016 survey of ASU undergraduate students, 33% have used stimulant medications (e.g. Adderall or Ritalin) without a prescription to study. I view this practice as a step towards cognitive enhancement, which is the deliberate application of biotechnology to radically alter the human condition. From a foresight perspective, the ability to actively improve human beings, to take our evolutionary destiny into our own hands, may be a turning point on par with agriculture or the use of fossil fuels. The existential risks, however, may be greater than the benefits—and many of the most radical technologies have made little documented progress.

I turn to an actual example where people are trying to make themselves marginally better at academic tasks, as a guide to how future transformative development in human enhancement may be incorporated into everyday practice. This project examines the history and context that led to the widespread use of stimulant medication on college campuses. I describe how Attention Deficit Hyperactivity Disorder (ADHD), for which stimulant medication is prescribed and diverted, governs students, negotiates relationships between parents and school authorities, and manages anxieties resulting from a competitive neoliberal educational system. I extend this archeology of ADHD through the actions and ethical beliefs of college students, and the bioethical arguments for and against human enhancement. Through this work, I open a new space for an expanded role for universities as institutions capable of creating experimental communities supporting ethical cognitive enhancement.

School choice reforms such as charter schools, vouchers, open enrollment, and private and public school tax credit donation programs have expanded throughout the United States over the past twenty years. Arizona’s long-standing public school choice system enrolls a higher percentage of public school students in charter schools than any state besides Washington D.C. A growing number of Arizona’s charter schools are managed by for-profit and nonprofit Education Management Organizations (EMOs). Advocates of school choice argue that free-market education approaches will make public schools competitive and nimble as parents’ choices place pressures on schools to improve or close. This, then, improves all schools: public, private, and charter. Critics are concerned that education markets produce segregation along racial and social class lines and inequalities in educational opportunities, because competition favors advantaged parents and children who can access resources. Private and for-profit schools may see it in their interest to exclude students who require more support. School choice programs, then, may further marginalize students who live in poverty, who receive special education services, and English language learners.

We do not fully understand how Arizona’s mature school choice system affects parents and other stakeholders in communities “on the ground.” That is, how are school policies understood and acted out? I used ethnographic methods to document and analyze the social, cultural, and political contexts and perspectives of stakeholders at one district public school and in its surrounding community, including its charter schools. I examined: (a) how stakeholders perceived and engaged with schools; (b) how stakeholders understood school policies, including school choice policies; and (c) what influenced families’ choices.

Findings highlight how most stakeholders supported district public schools. At the same time, some “walked the line” between choices that were good for their individual families and those they believed were good for public schools and society. Stakeholders imagined “community” and “accountability” in a range of ways, and they did not all have equal access to policy knowledge. Pressures related to parental accountability in the education market were apparent as stakeholders struggled to make, and sometimes revisit, their choices, creating a tenuous schooling environment for their families.

This thesis study describes English Language Learner (ELL) participation practices in a summer English language development (ELD) middle school classroom in a public school district in Arizona. The purpose of the study was to document Mexican immigrant and Mexican American English learners' language experiences in a prescriptive ELD program in relation to the social, historical and cultural context. The study utilizes a sociocultural framework and critical language awareness concepts as well as qualitative interpretive inquiry to answer the following research questions: What is the nature of ELL participation during language lessons? That is, what are the common participation practices in the classroom? What social or cultural values or norms are evident in the classroom talk during language lessons? That is, in what ways do participants use language for social purposes? And, what is the cultural model of ELD evident in the classroom language practices? Data collection and analyses consisted of close examination of ELL participation within official language lessons as well as the social uses of language in the classroom. Analysis of classroom discourse practices revealed that ELL participation was heavily controlled within the common Initiation-Response-Evaluation pattern and that the students were limited to repetition and recitation responses. Further, analysis of discourse content demonstrated that classroom participants used language for social purposes in the classroom, most often using regulatory, decontextualized and resistance language. The findings revealed a cultural model of constrained ELD language practices that can be considered a pedagogy of subtractive assimilation.

In the Cold War era, educational broadcasting became a new technological instrument in less industrialized countries, to enhance the quality of education. Specifically, the use of mass media in classrooms was starting to be considered a modernized way for developing the educational system in less industrialized regions. This study argues that educational broadcasting in less industrialized areas, including South Korea, reveals the effects of Cold War politics in educational development in many countries. Through the concept of localized modernization, this study highlights American educational aid programs in establishing an educational broadcasting system in a foreign country and its effects on changing the entire educational system focusing on the case of South Korea. By investigating various archival sources published by governmental agencies, international organizations, and local governments, this dissertation reveals how some less industrialized regions sought to change their educational system by using a new modern technology, educational broadcasting, and how a new educational idea—that the use of mass media in school instruction can change the entire educational system—influenced, changed, and was adopted in these areas. Although the U.S. Agency for International Development introduced mass media to modernize education, this study shows how local people adapted a new educational broadcasting system to their own purposes and unique circumstances. Korean policymakers and educators agreed with some parts of the U.S. recommended system, but used them for their own needs. The educational broadcasting system in Korea proceeded differently from the U.S. recommended system. The author thus argues that the case of educational broadcasting in South Korea is an example of how local countries constructed their own educational broadcasting systems, how individual countries adapted U.S. systems during the Cold War era to their own needs, and how the localization of the modernization process can be an alternative lens for an overview of the historical pathway of U.S. educational aid projects in the Cold War era.
