Growing concerns over climate change and the lack of a federal climate policy have prompted many sub-national organizations to undertake greenhouse gas (GHG) mitigation actions on their own. However, the interventions associated with these efforts are typically selected in a top-down and ad hoc manner, and have not created the desired GHG emissions reductions. Accordingly, new approaches are needed to identify, select, develop, and coordinate effective climate change mitigation interventions in local and regional contexts. This thesis develops a process to create a governance system for negotiating local and regional climate interventions. The process consists of four phases: 1) mapping the overall transition, 2) reconstructing the current intervention selection system, 3) assessing the system against principles identified in the literature, and 4) creating an improved system based on the assessment. This process gives users a detailed understanding of how the overall transition has progressed, how and why interventions are currently selected, what changes are needed to improve the selection system, and how to re-structure the system to create more desirable outcomes. The process results in an improved system that relies on participation, coordination, and accountability to proactively select evidence-based interventions that incorporate the interests of stakeholders and achieve system-level goals. The process was applied to climate change mitigation efforts underway in Sonoma County, California to explore the implications of real-world application, and demonstrate its utility for current climate change mitigation efforts. Note that results and analysis from interviews with Sonoma County climate actors are included as a supplementary file.

Local government is an area of politics that is often put on the back burner by citizens. As compared to national government, participation at the local level is dismal. Participation in governments includes (but is not limited to) voting, attending public meetings, working with neighbors, and having baseline knowledge of current events in local government. This disinterest is particularly concerning with young voters. This thesis seeks to provide possible remedies for local governments to increase "millennial" participation and knowledge of the local government process. This project serves as a pilot study and draws upon interviews from sixty young people (ages 18-30) regarding their involvement in Arizona local government. These interviews determined their level of interest, knowledge, and participation in their local government. I used my findings to create a prescriptive approach for local government officials to increase the participation of young people in local government.

Although smaller and more local elections could have implications more dramatic to an individual than larger district-, state-, and nation-wide elections do, very few citizens vote in them. Moreover, citizens are limited in procuring further information on candidates, issues, and the overall election when there are fewer sources of such information across various mediums. While existing literature on political communication and voter participation does not yet extend far enough to sufficiently address the most local aspects of media effects on elections, the political science field’s dominating frameworks would suggest that an increase in news media, social media, and ground mobilization tactics would increase civic engagement and voter participation. My research, which focuses on hyperlocal elections, both supports a​nd​refutes certain elements of that suggestion. Based on surveys of potential voters in a university’s student government election and a school board election, interviews with two student government presidential candidates, and an analysis of social media engagement, my research compares three mass media platforms and two elections to characterize the effects of media on hyperlocal elections—that certain tactics have drastically different results on different populations. My research expands the body of media and politics knowledge to include hyperlocal elections, suggesting that civic engagement on the local levels require increased further study.
