The passage of 2007's Legal Arizona Workers Act, which required all new hires to be tested for legal employment status through the federal E-Verify database, drastically changed the employment prospects for undocumented workers in the state. Using data from the 2007-2010 American Community Survey, this paper seeks to identify the impact of this law on the labor force in Arizona, specifically regarding undocumented workers and less educated native workers. Overall, the data shows that the wage bias against undocumented immigrants doubled in the four years studied, and the wages of native workers without a high school degree saw a temporary, positive increase compared to comparable workers in other states. The law did not have an effect on the wages of native workers with a high school degree.

The Colorado River is the lifeblood for seven Basin States including Colorado, Utah, Wyoming, New Mexico, Arizona, California and Nevada. This water source aided westward expansion and allowed the arid Southwest to grow. Today, the river is over-allocated resulting in reduced flows. This could lead to water challenges in Arizona and the other Basin states. This river is the single largest entity from which Arizona receives water. Despite this, Arizona is still better situated for water cutbacks than other states like California. Arizona has more than nine million acre-feet of banked underground water and access to other water sources including the Salt and Verde rivers. Government officials are making decisions now that will affect water usage in Arizona for decades and generations to come. Digital media, such as iPad magazines are a good way to reach this technologically savvy generation and engage them concerning important issues. Designing for digital platforms presents unique opportunities. This platform requires solid content and visually appealing design to attract a Millennial audience born between the years 1981 and 1996, according to Pew Research Center. Digital magazines currently present a small segment of the media market, however this segment is growing exponentially. A study by Pew Research Center reports that this slice of the population is interested in consuming the news and emerging technologies such as digital magazines. These are good ways to reach and interest a digitally engaged readership. Reaching this age group is important because the Millennial generation will need to determine the future of the Colorado River and water use in Arizona. To ensure the future of water in the West, this generation needs to "learn about the reality of our water supply, what our real water challenges are and then get engaged and have a voice in what we do about our water planning for the future" (Porter, 2015). Social impact bonds (SIBs) are a multi-year contract between social service providers, the government, and private investors. The three parties agree on a specific outcome for a societal issue. Investors provide capital required for the service provider to operate the project. The service provider then delivers the service to the target population. The success of the project is evaluated by outside party. If the target outcome is met, the government repays the investors at a premium. Nonprofit service providers can only serve a small community as they lack the funding to scale their programs and their reliance on government funding and philanthropy leads to a lot of time focused on raising money in the short-term and inhibits them from evolving their programs and projects for long-term strategic success. Government budgets decline but social problems persist. These contracts share risk between the government and the investors and allow governments to test out programs and alleviate taxpayer burdens from unsuccessful social service programs. Arizona has a severe homelessness problem. Nightly, 6000 people are homeless in Maricopa County. In a given year, over 32,000 individuals were homeless, composed of single adults, families, children, and veterans. Homelessness is not only a debilitating and difficult experience for those who experience it, but also has considerable economic costs on society. Homeless individuals use a number of government programs beyond emergency shelters, and these can cost taxpayers billions of dollars per year. Rapid rehousing was a successful intervention model that the state has been heavily investing in the last few years. This thesis aimed to survey the Arizona climate and determine what barriers were present for enacting an SIB for homelessness. The findings showed that although there are many competent stakeholder groups, lack of interest and overall knowledge of SIBs prevented groups from taking responsibility as the anchor for such a project. Additionally, the government and nonprofits had good partnerships, but lacked relationships with the business community and investors that could propel an SIB. Finally, although rapid rehousing can be used as a successful intervention model, there are not enough years of proven success to justify the spending on an SIB. Additionally, data collection for homelessness programming needs to be standardized between all relevant partners. The framework for an SIB exists in Arizona, but needs a few more years of development before it can be considered.

In Arizona's early history, Females garnered more independence than most other women in the United States because they were forced to build a completely new life in settlements with little to no infrastructure. Now, Arizona has achieved a level of equality that no other state has yet to achieve in regard to gender representation. Yet, we have yet to achieve total equity. This paper looks to analyze responses that female senators from the Arizona State Legislature gave while being interviewed by the author. With questions derived from previous research conducted on women in politics at the state and federal level, this paper will delve into the personal experiences of six female senators. Although their personal narratives differ, their stories seem to reflect a collective tie that unites the female members together, beyond party allegiance. Each of the responses given by the senators had some aspects that showed trends supporting the majority of the hypotheses. Moving forward, in order to achieve 50% equality, two more senators would need to be elected and replace male senators.

This thesis investigates the environment of support for reclassified English Language Learners (RCELLs) in Arizona schools. Arizona English Language Learner (ELL) policy and pedagogy have been the subjects of research nationwide; many studies demonstrate that ELLs struggle before, during and after participating in Arizona ELL programs (Lillie et al. 2012; Roa 2012; Garcia, Lawton & de Figuieredo 2012; Office of Civil Rights 2012). Despite evidence that the achievement gap between RCELLs and mainstream students is not closing, little information is available about additional language support that RCELLs might receive in mainstream classrooms. This thesis addresses that void of information through: 1) A literature review of the framework of RCELL support, as outlined by the Arizona Department of Education and relevant studies, and 2) a study of teacher and principal opinion about support components for RCELLs and whether such support is adequate. Study findings present that teachers and principals generally believe RCELLs are well-supported, in terms of both the availability and quality of study-defined support components. Yet there is only weak consensus among teachers that support components are adequate. Additionally, teachers' knowledgeability related to important RCELL support components is low, undermining the reliability of teacher responses. The disconnect between participants' optimistic perceptions of support and the external evidence of low RCELL achievement is rationalized by two conjectures. The first is that teachers are not knowledgeable about RCELL support components and cannot accurately gauge the quality of such support. The second is that existing support components are effective at assisting RCELLs with English learning but are not sufficient to close RCELL academic content achievement gaps.

As Arizona enters its fifteenth year of drought and Lake Mead hits historic lows, water management and policy planning will become increasingly important to ensure future water security in the Southwestern region of the United States. This thesis compares water demand trends and policies at the municipal level in Phoenix and Tucson, Arizona over the time period from 1980-2010. By analyzing gallons per capita per day (GPCD) trends for each city in the context of population growth, drought, and major state and local policies over the twenty year period, reasons for declines in per capita water demand were explored. Despite differences in their available water sources and political cultures, both the City of Phoenix and the City of Tucson have successfully reduced their per capita water consumption levels between 1980 and 2010. However, this study suggests that each city's measured success at reducing GPCD has been more a result of external events (supply augmentation, drought, and differing development trends) rather than conservation and demand reduction regulations adopted under the auspices of the Groundwater Management Act.

This thesis project provides a thorough cost-benefit analysis of the golf industry in Arizona. We begin by examining the economic, environmental, and social costs that the industry requires. One of the largest costs of the industry is water consumption. Golf courses in Arizona are currently finding ways to reduce water consumption through various methods, such as turf reduction and increasing the usage of drip irrigation. However, even at current levels of consumption, golf only consumes 1.9% of water in Arizona, compared to the 69% consumed by agriculture. Of the water consumed by the golf industry, 26.3% is wastewater, otherwise known as effluent water. Since the population in Arizona is projected to grow significantly over the next decade, the amount of effluent water produced will also increase. Due to this, we recommend that the golf industry move towards using as much effluent water as possible to conserve clean water sources. Additionally, we examine land allocation and agricultural tradeoffs to the state. Most golf courses are built in urban areas that would not be suitable for agriculture. The same land could be used to build a public park, but this would not provide as many economic benefits to the state. Many courses also act as floodplains which protect the communities surrounding them from flooding. These floodplains have proven to be crucial to protect from occasional flash floods by diverting the excess water away from homes. We also discuss golf's primary social cost in terms of its perception as being a sport played exclusively by privileged and wealthy people. This is proven to be false due to many non-profit organizations centered around the game, as well as municipal courses that provide affordable options for all citizens who want to play. We provide an in-depth analysis of the benefits that the industry provides to the state and its citizens primarily through business and tax revenue, employment, and property values. Including multiplier effects, the golf industry contributed 42,000 full- and part-time jobs, $3.9 billion in sales, $1.5 billion in labor income, and $2.1 billion value added in 2014. An estimated $72 million in state and local taxes were generated from golf facilities alone, without including taxes from indirectly impacted businesses. This tax revenue provides a great benefit to the public sector and increases Arizona's GDP. Also, much of this economic contribution is from the golf tourism industry, which brings new revenue into the state that would otherwise not exist. Golf courses also increase the surrounding real estate prices anywhere from 4.8% to 28%, providing a positive externality to community members in addition to scenic views. Finally, we provide a case study of the Waste Management Phoenix Open (WMO) to illustrate the impact of Arizona's single largest golf event each year. In 2017, the event brought an estimated $389 million into Arizona's economy in one week alone. Also, it regularly hosts massive crowds with a record-breaking 719,179 people attending the event in 2018. The WMO has also taken a "Zero Waste Challenge" to promote eco-friendly and sustainable practices by diverting all of the waste and materials produced by the tournament from landfills. The WMO has been dubbed both the "Greatest Show On Grass" and the "Greenest Show On Grass" due to the entertainment value provided as well as its effort to improve the environment.

Each year the United States' interstates and roadways become increasingly congested, with little development of useful mass transit. Elon Musk released a whitepaper titled Hyperloop Alpha in order to generate conversation around a potential "fifth mode of transportation" as an alternative to current high-speed rail technologies. This case study analyzes the implications of implementing the Hyperloop along the 120-mile Phoenix-Tucson route in terms of the State's geographic, economic, political, and environmental advantages for the Hyperloop design. This case study was not meant to investigate the engineering aspects of an untested technology, but rather to generate conversation and elicit enthusiasm in the State of Arizona in order to bring the project in-house. Through comparison of the California context of the Hyperloop and other megaregions this report proposes that given Arizona's solar power production potential, short, flat, undeveloped route, explosive population growth, urban density distribution, recognized need for HSR, and strong research institutions make it the ideal site and premiere candidate for initial Hyperloop testing and construction.

This Creative Project contains a short movie that is comprised of interviews with various business owners and entrepreneurs based in Arizona. The purpose of this project was originally to explore "how businesses finance their initial venture" but quickly evolved into open-ended interviews. Originally, one of the listed goals for the project was to ensure that the movie be entertaining for the viewer. In order to gain the richest experience, it was decided that at least 8-10 entrepreneurs be interviewed for a 25 minute video. Since the creator of the video had no prior videography experience, it was assumed to be feasible \u2014 but in order to maintain the integrity of the interviews, and in order to provide the viewer with a better background, the format was changed to a 44 minute movie with 5 featured businesses, though more than 30 businesses were considered. It became clear that the diversity of available interviewees and the complexity of the businesses and financing methods made it impractical to feature such a technical topic in the movie. Balancing the entertainment value of the film and its functional, educational purpose proved to be one of the challenges for the completion of the project. Each interview stands alone its own right, but it's highly recommended that the viewer watch the entire feature. The businesses are featured in the following order: DryClean U.S., Jeffrey Rivera (sole-proprietor), Arizona Hops and Vines, Rune Wines, and The Duquesne House Inn and Gardens. The viewer will find that the businesses featured include both service-based businesses and product-based businesses. In all, over 300 hours of planning, filming, writing, and video-editing contributed to successful completion of this project.

Dual Language Immersion programs have been growing exponentially as a result of an urgent need for globally competent, bilingual or multilingual citizens. The US is currently facing a language deficit, which negatively affects national security, international relations and even the economy. If America wants to stay in contention as one of the strongest world powers, the US needs to foster more interest in learning foreign languages earlier and invest in the development of foreign language education. The purpose of this paper is to provide an overview of the history and implementation of different Dual Language Immersion program models. The geographical scope of the paper will cover historical background in Canada and the current implementation of Dual Language Immersion models in three Southwestern states: California, Utah and Arizona. The paper also outlines challenges related to the implementation of these dual language immersion programs.
