Since its inception in 1973, the Endangered Species Act has been met with both praise and criticism. More than 40 years later, the Act is still polarizing, with proponents applauding its power to protect species and critics arguing against its perceived ineffectiveness and potential mismanagement. Recovery plans, which were required by the 1988 amendments to the Act, play an important role in organizing efforts to protect and recover species under the Act. In 1999, in an effort to evaluate the process, the Society for Conservation Biology commissioned an independent review of endangered species recovery planning. From these findings, the SCB made key recommendations for how management agencies could improve the recovery planning process, after which the Fish and Wildlife Service and the National Marine Fisheries Service redrafted their recovery planning guidelines. One important recommendation called for recovery plans to make threats a primary focus, including organizing and prioritizing recovery tasks for threat abatement. Here, I seek to determine the extent to which SCB recommendations were incorporated into these new guidelines, and if, in turn, the recommendations regarding threats manifested in recovery plans written under the new guidelines. I found that the guidelines successfully incorporated most SCB recommendations, except those that addressed monitoring. As a result, recent recovery plans have improved in their treatment of threats, but still fail to adequately incorporate threat monitoring. This failure suggests that developing clear guidelines for monitoring should be an important priority in future ESA recovery planning.

The Great Bustard (Otis tarda) is an iconic species of the temperate grasslands of Europe and Asia, a habitat that is among the least protected ecosystems in the world. A distinct subspecies, the Asian Great Bustard (O. t. dybowskii), is poorly understood due to its wary nature and remote range in Siberia, Mongolia, and northern China. This subspecies is now endangered by rapid development.

Using satellite telemetry and remote sensing, I investigated three aspects of the Asian Great Bustard’s ecology critical to its conservation: migratory routes, migratory cues, and habitat use patterns. I found that Asian Great Bustards spent one-third of the year on a 2000 km migratory pathway, a distance twice as far as has previously been recorded for the species. Tracked individuals moved nomadically over large winter territories and did not repeat migratory stopovers, complicating conservation planning. Migratory timing was variable and migratory movements were significantly correlated with weather cues. Specifically, bustards migrated on days when wind support was favorable and temperature presaged warmer temperatures on the breeding grounds (spring) or advancing winter weather (fall). On the breeding grounds, Asian Great Bustards used both steppe and wheat agriculture habitat. All recorded reproductive attempts failed, regardless of habitat in which the nest was placed. Agricultural practices are likely to intensify in the coming decade, which would present further challenges to reproduction. The distinct migratory behavior and habitat use patterns of the Asian Great Bustard are likely adaptations to the climate and ecology of Inner Asia and underscore the importance of conserving these unique populations.

My research indicates that conservation of the Asian Great Bustard will require a landscape-level approach. This approach should incorporate measures at the breeding grounds to raise reproductive success, alongside actions on the migratory pathway to ensure appropriate habitat and reduce adult mortality. To secure international cooperation, I proposed that an increased level of protection should be directed toward the Great Bustard under the Convention on Migratory Species (CMS). That proposal, accepted by the Eleventh Conference of Parties to CMS, provides recommendations for conservation action and illustrates the transdisciplinary approach I have taken in this research.

The plateau pika (Ochotona curzoniae), a small burrowing lagomorph that occupies the high alpine grassland ecosystems of the Qinghai-Tibetan Plateau in western China, remains a controversial subject among policymakers and researchers. One line of evidence points to pikas being a pest, which has led to massive attempts to eradicate pika populations. Another point of view is that pikas are a keystone species and an ecosystem engineer in the grassland ecosystem of the QTP. The pika eradication program raises a difficult ethical and religious dilemma for local pastoralists, and is criticized for not being supported by scientific evidence. Complex interactions between pikas, livestock, and habitat condition are poorly understood. My dissertation research examines underpinning justifications of the pika poisoning program leading to these controversies. I investigated responses of pikas to habitat conditions with field experimental manipulations, and mechanisms of pika population recovery following pika removal. I present policy recommendations based on an environmental ethics framework and findings from the field experiments. After five years of a livestock grazing exclusion experiment and four years of pika monitoring, I found that grazing exclusion resulted in a decline of pika habitat use, which suggests that habitat conditions determine pika population density. I also found that pikas recolonized vacant burrow systems following removal of residents, but that distances travelled by dispersing pikas were extremely short (~50 m). Thus, current pika eradication programs, if allowed to continue, could potentially compromise local populations as well as biodiversity conservation on the QTP. Lethal management of pikas is a narrowly anthropocentric-based form of ecosystem management that has excluded value-pluralism, such as consideration of the intrinsic value of species and the important ecological role played by pikas. These conflicting approaches have led to controversies and policy gridlock. In response, I suggest that the on-going large-scale pika eradication program needs reconsideration. Moderation of stocking rates is required in degraded pika habitats, and Integrated Pest Management may be required when high stocking rate and high pika density coexist. A moderate level of livestock and pika density can be consistent with maintaining the integrity and sustainability of the QTP alpine steppe ecosystem.

With a growing majority of humans living within cities and towns, urbanization is one of the most persistent drivers of change in global land use and challenges to sustainability and biodiversity conservation. The development of cities and towns can substantially shape local and regional environments in which wildlife communities persist.

With a growing majority of humans living within cities and towns, urbanization is one of the most persistent drivers of change in global land use and challenges to sustainability and biodiversity conservation. The development of cities and towns can substantially shape local and regional environments in which wildlife communities persist. Although urbanization can negatively affect wildlife communities – through processes such as habitat fragmentation and non-native species introduction – cities can also provide resources to wildlife, such as through food, water, and space, creating potential opportunities for conservation. However, managing wildlife communities persisting in urbanizing landscapes requires better understanding of how urbanized landscapes influence the ability of wildlife to coexist with one another and with people at local and regional scales. In this dissertation, I addressed these research needs by evaluating the environmental and human factors driving dynamic wildlife community distributions and people’s attitudes towards wildlife. In my first two chapters,I used wildlife camera data collected from across the Phoenix Metropolitan Area, AZ to examine seasonal patterns of wildlife space use, species richness, and interspecific interactions across levels of urbanization with varying landscape characteristics, including plant productivity and spatial land use heterogeneity. Here I found that urbanization was a primary driver of wildlife community characteristics within the region, but that seasonal resource availability and landscape heterogeneity could have mediating influences that require further exploration. In my third chapter, I partnered with wildlife researchers across North America to examine how relationships between urbanization and community composition vary among cities with distinct social-ecological characteristics, finding that effects of local urbanization were more negative in warmer, less vegetated, and more urbanized cities. In my fourth and final chapter, I explored the potential for human-wildlife coexistence by examining how various ideological, environmental, and sociodemographic factors influenced Phoenix area residents’ level of comfort living near different wildlife groups. Although I found that residents’ attitudes were primarily shaped by their relatively static wildlife values, comfort living near wildlife also depended on the characteristics of the neighboring environment, of the residents, and of the wildlife involved, indicating the potential for facilitating conditions for human-wildlife coexistence. Altogether, the findings of this dissertation suggest that the management of wildlife and their interactions with people within cities would benefit from more proactive and holistic consideration of the interacting environmental, wildlife, and human characteristics that influence the persistence of biodiversity within an increasingly urbanized world.

The issue of wild horse management in the American West has become prevalent in the media recently and management strategies are often criticized and opposed by the public. Horses have been a core feature of American history and culture nearly since the colonization of the western frontier, and popular media such as television and movies paint a romantic but often unrealistic picture of wild horses. Land management agencies must balance limited resources with an ever-growing wild horse population in order to properly manage public land so that it retains its ecological integrity and is still able to be used by multiple stakeholders, and they also must endure public criticism throughout the process. I used a photo elicitation survey to gather responses to photographic images of wild horses and determine how the public feels about wild horse management, given that horses are seen as a symbol of freedom and the American West. It was revealed that people who are unfamiliar with the issue still have opinions about how the horses should be managed, and these opinions often mirror what can be found in popular media.
