This project is a comparative exploration of the connection between descriptive representation and the substantive and symbolic representation of ethnic minorities: do Afro and indigenous representatives effectively “stand for” group members by introducing identity and empowering descriptive constituents? This project is a comparative exploration of the connection between descriptive representation and the substantive and symbolic representation of ethnic minorities: do Afro and indigenous representatives effectively “stand for” group members by introducing identity and empowering descriptive constituents? Featuring reserved seats for both minority groups, Colombia is an ideal case. In combination, the institutional design of reserved seats and the tradition of mestizaje and racial democracy add complexity to analyzing these populations. Consequently, in order to assess minority representation this work adds to extant representational theory by taking into account the crystallization of minority constituencies across elections.

I use quantitative and qualitative data to comparatively assess the use of reserved seats for integrating minority identity to the deliberative process and measuring empowerment impacts for minority-majority municipalities. This data includes an original dataset of electoral outcomes across seven cycles (1990-2010) and transcripts of congressional plenaries spanning three legislative periods (2002-2014). I take into account constituency dynamics identifying the concentration and geographical sources of votes in minority districts. These outcomes translate to expectations of representative behavior, hinging on the theoretical belief that constituency dynamics act as signals of legislator accountability to minority constituents.

This dissertation is located at the intersection of the comparative politics literature on minority quotas and representation, on one hand, and ethno-racial minority politics in Latin America, on the other. I find that ongoing electoral reforms have impacted constituency outcomes in post-reform cycles. More importantly, I observe that reserved representatives from both groups have integrated identity into deliberative processes often, but that only in the case of indigenous representation has the use of identity in plenaries been responsive to constituency variables. In addition, empowerment effects are identified in indigenous-majority communities that have strong linkages to minority districts, while the same empowerment cannot be conclusively identified in Afro-majority communities.

ABSTRACT

In the 19th and 20th centuries, many Latin American intellectuals began to question why their countries had failed to modernize and produce the type of economic prosperity and democratic societies that they desired. Influenced by the scientific theories of their time, many of the explanations offered by these intellectuals centered on a single issue—race. Yet scientific and historical definitions regarding “race” have varied greatly ranging from a conceptualization of race as a cultural to a biological construct. This same time period also saw the emergence of two new literary genres which addressed “racial” conflict in their own right—indigenismo and neo-indigenismo. In the last thirty years, postmodernist and postcolonialist readings of these texts have tended to articulate these interethnic conflicts in highly racialized terms which diminish the importance of any cultural differentiation that may exist (i.e. attitudes, aptitudes, norms, religions, expectations) while simultaneously augmenting perceived racial discord between groups—even where racial difference barely exists.

This dissertation is an analysis of Pueblo enfermo (1909) and Raza de bronce (1919) by Alcides Arguedas, as well as Sociología guatemalteca: el problema social del indio (1923) and Hombres de maíz (1949) by Miguel Ángel Asturias. By taking an interdisciplinary approach and drawing on texts from history, anthropology, economics and literature I challenge many of the commonly held notions regarding the issues of race in these texts. I argue that, despite tinges of what social scientists have termed “scientific racism” that these works should be interpreted as criticisms of what the authors understood as cultural problems and deficiencies within their societies. Additionally, I argue that this highly politicized cultural criticism of their countries by Arguedas and Asturias was meant to challenge the mestizo and Ladino hegemony of their times as a means of making their countries more democratic, and that the strident postmodernist and would-be postcolonial readings reveal actually hidden anachronistic and ahistorical bias of their authors.

Globalization has brought a renewed interest in the discourses of the past and national/ethnic identities that has been reflected in the cultural production and the social sciences around the globe. Historical novel (and their sequel telenovelas), a literary field closely linked to historiography, reflects, and has contributed to (re)shape the discourses of the past and identity in Latin America. Since the first decades of the 19th century until nowadays, Colombian novelists have explored Colombian identity through historical novels. Their plots and characters are highly influenced by new historiographical trends. During the19th and the first half of the 20th century, Romantic and Realist novels were generally constructed over historicist assumption of the past: the belief that it is possible to acquire a completely “objective” knowledge of the past. However, some outstanding Colombian historical novels, such as La Marquesa de Yolombó (1928), challenged this notion of the past. Since the last decades of the 20th century, Colombian historical novels share an attitude toward the past that Linda Hutcheon has defined as Historiographical Metafiction. This approach to history challenges the idea of an objective total history, and emphasizes the importance of the personal experiences, the subjectivity, of their characters and of the narrative voices. Donde no te Conozcan (2007), Trí¬ptico de la Infamia (2016), and Mancha de la Tierra (2014) are three Colombian historical novels written in the 21st century that share this attitude towards history. They question the nineteenth-century interpretations of Colombian history, especially those related to the role of Jews, Moors, Indigenous, Africans, and mestizos in the colonial social dynamics, and, therefore, in Colombian culture.

Despite the initial emergence of the infectious disease in the 1950's, Zika virus did not gain notoriety as an epidemic until 2015. It's rapid dissemination and potentially lethal and expensive consequences have afforded Zika the title of Public Health Emergency of International Concern. While the flu-like symptoms of the mosquito-borne illness are a mere mild nuisance, the links between Zika and Guillian-Barre Syndrome as well as a birth defect known as microcephaly are alarming to say the least. Guillian-Barre Syndrome causes temporary or permanent paralysis, which can sometimes lead to fatality. Microcephaly is a fetal anomaly that causes physical and mental defects and disabilities for a lifetime. Though most countries in Latin America are solely pursuing mosquito-prevention tactics including aerial sprays, bug kits, and door-to-door educational efforts, this is not enough to solve the problem at large. Antiquated laws restricting abortions must be jettisoned, and contraceptives must be accessible to all women in order to mitigate these disastrous effects. With Brazil at the epicenter of this crisis, policy makers in Latin America have no choice but to address this impending disaster. Without a firm grasp on a solution and potential vaccination, the near-isolated cases in Latin America are going to gain a wider global spread. Mosquito season is looming overhead, and there have already been confirmed cases in the United States. Due to constraints in the political, cultural, and religious environments of Latin America, any and all solutions to mitigate the effects of Zika are going to include major changes to the laws and social norms.

Human trafficking is not a new problem, but has gained recognition in the last decade as one of the world's most serious and large-scale violations of human rights. Though the figures vary wildly due to insufficient data, the U.S. State Department estimates that there are as many as 20 million victims of trafficking around the world. As more attention is shifted towards the problem, even the most developed nations of the world are recognizing the gravity of human trafficking and slavery within their borders. Stories of trafficking have many similarities across borders and cultures, but all countries have unique methods of addressing this issue in their own backyard. In response to the rising interest in this issue both academically and politically, this honors thesis is intended to contribute to the literature on human trafficking in the Peruvian case. Specifically, this document examines how U.S. Embassies can influence anti trafficking efforts abroad through effective collaboration with host county governments and NGOs. The argument of this paper is that, through collaboration with these two partners, U.S. Embassies can improve the existing anti-trafficking efforts, or aid in the creation of new ones. In order to explore this argument, I examine how the U.S. Embassy in Lima works with the Peruvian government and Peruvian non-governmental organizations (NGO) on combating trafficking.

Due to its interdisciplinary nature, the history of emotions has engaged much scholarly interest. This project draws from the historical, sociological and philosophical research on emotions to analyze the representation of emotions in narratives from Argentina and Chile. This historical investigation posits that socio-political, cultural and economic forces, which are represented in literature and film, shape emotions and emotional standards. The analysis of Rayuela (1963) by Julio Cortázar and Raúl Ruiz’s Tres Tristes Tigres (1968) is centered on the impact of Existentialism, capitalism and modernity on the construction of emotional standards in urban societies. The impact of militant groups in the shaping of collective emotions in Latin America during the 1960s and 70s is examined in Reina Roffé’s novel Monte de Venus (1973) and Aldo Francia’s film Ya no basta con rezar (1972). The analysis of Alberto Fuguet’s Las películas de mi vida (2002) and Pablo Larraín’s No (2012) sheds light on the paradigmatic shift in the construction of emotional standards resulting from the implementation of neoliberalism through dictatorships as well as the insertion into the globalized consumerist culture by way of technology and media. Finally, this project encourages future research of the emotions in literary and cultural studies of Latin America.

The 1920s have played a key role in the formation of the Latin American consciousness of its own cultural identity. In approaching the selected three heterogeneous regions of Latin America, the Southern Cone, the Andean Zone and the Afroantillan Caribbean, this research focuses on Latin American identity issues as a literary avant-garde construct found in the poetics and in the programmatic texts of the leading avant-garde journals of each corresponding region: Martín Fierro (1924-1927) in Argentina; revista de avance (1927-1930) in Cuba, and Amauta (1926-1930) in Perú. To carry out this kind of analysis and to fully understand the historic implications characteristics of each region, one of the initial tasks of the study has been to contextualize the period in each country in which the journals were published. After that, an analysis of each region's avant-garde production has been performed in order to categorize and situate the underlying questions of identity expressed in corresponding journals. Each region has been studied separately, yet all in view of contributing to a comprehensive and comparative study of the regions selected. The final result has been an organization of diverse principal semantic and ideological fields overlapping in and cross-crossing different regions as represented by the selected literary journals. Starting from the very same literature, which was inspired by the spirit of its time, this research has aimed at reconstructing the notions of identity that were common within the intellectual circles of the avant-garde times as expressed in the journals Martín Fierro, revista de avance, and Amauta, and, in the end, played a signal role in the development of national and continental cultural identity consciousness throughout Latin America from the beginning of the 20th century until today.

The nature of the link between a literary text and its film adaptation has been a point of contention within academic thought since the inception of cinema due to the fact that film adaptation forms part of film history since the early 20th century. For most of the past century, the main concern of critics has been the level of fidelity that adaptations exhibit in terms of their relationship with the text, which was viewed as "the original" that directors needed to use as a model. In the last 25 years, however, the discourse of fidelity has been challenged by a number of intellectuals as a result of poststructuralist thought, which rejects the notion of an "original" text and proclaims the existence of infinite meanings within each text that are constructed by the reader, not the writer. The present investigation will take into account this type of epistemology as its starting point in order to review and defy a number of theoretical approximations from the last several decades that deal with the relationship between literature and cinema towards its main goal of overcoming the limitations of fidelity discourse. This will be carried out through an in-depth analysis of Latin American texts that have been adapted to film. Thematically both the literary texts and the films contain elements that portray the reality of marginalized groups that build their existence in opposition to the model of patriarchal heteronormativity. In current epistemological thought such a modus vivendi falls within the realm of queer theory. Another common thread that unites all the cultural productions is the presence of violence that showcases the high level of intolerance towards any subject who somehow seems to be different, hence threatening the dominant configuration of patriarchy. Furthermore, the different texts and films expose a general fragmentation within Latin American society, a result of the constant struggles among its diverse social groups, between the ones who occupy the position of socioeconomic power and those who are left outside of it; such a fragmentation also stems from the multiple clashes that occur within the marginalized groups themselves.

Focusing primarily on the works of Luis Ospina and Carlos Mayolo during the period ranging between 1971 and 1991,

This dissertation proposes a re-evaluation of the films of Caliwood—a close-knit group of film fanatics who produced socially-minded independent cinema in Cali, Colombia—and the group’s contribution towards a national film industry. Focusing primarily on the works of Luis Ospina and Carlos Mayolo during the period ranging between 1971 and 1991, this study analyzes six key films—Oiga vea! (1972), Cali de Película (1973), Agarrando Pueblo (1977), Pura Sangre (1982), Carne de tu carne (1983)—which showcase the evolution of the group’s production from experimental documentaries to pseudo-documentaries and fictional films. Additionally, It All Started at the End (2015) is analyzed because it is the last film produced by Luis Ospina and it showcases the history of the group from his own perspective. In totality, these films represent a political stance derived from the tenets of the Third Cinema movement—a call for a revolutionary cinema which reverberated throughout Latin America—which denounces neocolonialism, the capitalist system, and the Hollywood model of cinema as mere entertainment for profit. Furthermore, this comprehensive analysis of Caliwood’s films covers a representative sample of their film legacy, as well as their critique of socio-political and cultural issues in Colombia. The reflections yielded from this study propose a reframing of Colombian film history and acknowledges the importance of Ospina’s and Mayolo’s contribution to the development of a “national” film tradition in Colombia.
