Globally, more than 350 000 women die annually from complications during pregnancy and childbirth (UNFPA, 2011). Nearly 99% of these, according to World Health Organization (WHO) trends (2010) occur in the developing world outside of a hospital setting with limited resources including emergency care (WHO, 2012; UNFPA, 2011). The most prevalent cause of death is postpartum hemorrhage (PPH), accounting for 25% of deaths according to WHO statistics (2012). Conditions in Afghanistan are reflective of the scope and magnitude of the problem. In Afghanistan, maternal mortality is thought to be among the highest in the world. The Afghan Mortality Survey (AMS) data implies that one Afghan woman dies about every 2 hours from pregnancy-related causes (AMS, 2010). Lack of empowerment, education and access to health care resources increase a woman's risk of dying during pregnancy (AMS, 2010). This project aims to investigate the prospects of scaling-up the correct use of misoprostol, a prostaglandin E1 analogue, to treat PPH in developing countries where skilled assistance and resources are scant. As there has been little published on the lessons learned from programs already in place, this study is experience-driven, based on the knowledge of industry experts. This study employs a concurrent triangulation approach to synthesize quantitative data obtained from previous studies with qualitative information gathered through the testimonies of key personnel who participated in pilot programs involving misoprostol. There are many obstacles to scaling-up training initiatives in Afghanistan and other low-resource areas. The analysis concludes that the most crucial factors for scaling-up community-based programs include: more studies analyzing lessons learns from community driven approaches; stronger partnerships with community health care workers; overcoming barriers like association with abortion, misuse and product issues; and a heightened global and community awareness of the severity of PPH without treatment. These results have implications for those who actively work in Afghanistan to promote maternal health and other countries that may use Afghanistan's work as a blueprint for reducing maternal mortality through community-based approaches. This thesis examines why young Western Muslim women from the UK are drawn to join and support ISIS in its established territories in Syria and Iraq and identifies their role within these territories. The critical role of technology, specifically social media, in facilitating the recruitment, radicalization, and mobilization of young Muslim women online to join ISIS is also explored. Females emigrating from the UK appear equally drawn to ISIS's ideology and state-building mission as Muslim men. Claims from the media suggest women serve as 'fighters,' however this research finds that women are not permitted by ISIS to participate in fighting. Using Britain as a case study, this study analyzes the social media content of eight young British Muslim women, known as female migrants, for themes motivating them to mobilize. Themes, culled from the literature, include Muslim attitudes and perceptions in the UK regarding Islamophobia or religious discrimination, the erosion of multiculturalism, identity and belonging, and finding purpose in the ummah, and measures whether these variables influence women to mobilize. Excerpts from blog posts and original tweets from their Tumblr, Twitter, and ask.fm accounts provide the actual voices of British female migrants choosing to live within ISIS territory and offers insight on their role as female migrants. Research suggests that, for British Muslim women in the UK, Muslim identity and belonging, both individually and within the ummah, along with attitudes and perceptions of religious discrimination (Islamophobia) and the failing of multiculturalism are influencing them to join ISIS. Additional motives for migration found within the study are based on the following beliefs: that the ummah is under attack, a strong desire to help build a new society, their religious duty as a Muslim, and the opportunity to belong and find purpose in the new "caliphate sisterhood." The role of female migrants residing in ISIS territory is domestic in nature, where they primarily function as wives and mothers of jihadists, as well as serve in online roles as propagandists, proselytizers, and recruiters for ISIS. The strong online presence of women demands an effective counter narrative to deter prospective female migrants from emigrating.

East Asia in the aftermath of the Cold War might provide the most favorable case for realist theory due to historical rivalries, territorial disputes, economic competition, great power politics and deep-rooted realist beliefs among politicians in the region. Yet the fundamental realist prediction of balance of power in the region has not materialized. Neither internal nor external balancing in their original senses is explicitly present. This poses a serious challenge to realism and more broadly, western international relations theories for understanding regional dynamics. Several explanations have been put forward in previous research, such as a total rejection of the applicability of realism for explaining East Asian politics, modifying realism by adding new variables, and focusing on domestic variables. Using a neoclassical realist term, underbalancing, this dissertation goes beyond neoclassical realist theory of underbalancing by reintroducing the distinction between external and internal balancing, which has direct implications for the resources needed for a balancing policy and external reactions to balancing policy. In particular, this approach emphasizes the effect of interaction between states on underbalancing. By doing so, it also highlights what is omitted by realism, namely, the agency of the targeted state at risk of being balanced. In other words, the policy of the state that is aware of its risk of being balanced could draw upon foreign policy tools it possesses to neutralize the balancing efforts from others. This notion of state policies influencing the outcome of balance of power is tested with post-Cold War East Asian politics. The cases included China-Japan and China-ASEAN strategic interactions after the Cold War. Based on materials from public media outlets, official documents and recently leaked U.S. diplomatic cables, this dissertation argues that China's policies towards neighboring states- policies expressed variously through cultural, diplomatic, economic and security initiatives- are indispensable to explain the fact of underbalancing in the region.

This dissertation proposes a theory of authoritarian control of the armed forces using the economic theory of the firm. To establish a “master-servant” relationship, an organization structures governance as a long-term contractual agreement to mitigate the vulnerabilities associated with uncertainty and bilateral dependency. The bargaining power for civilian and military actors entering a contractual relationship is assessed by two dimensions: the negotiated political property rights and the credible guarantee of those rights. These dimensions outline four civil-military institutional arrangements or army types (cartel, cadre, entrepreneur, and patron armies) in an authoritarian system. In the cycle of repression, the more the dictator relies on the military for repression to stay in office, the more negotiated political property rights obtained by the military; and the more rights obtained by the military the less civilian control. Thus, the dependence on coercive violence entails a paradox for the dictator—the agents empowered to manage violence are also empowered to act against the regime. To minimize this threat, the dictator may choose to default on the political bargain through coup-proofing strategies at the cost to the regime’s credibility and reputation, later impacting a military’s decision to defend, defect, or coup during times of crisis. The cycle of repression captures the various stages in the life-cycle of the political contract between the regime and the armed forces providing insights into institutional changes governing the relationship. As such, this project furthers our understanding of the complexities of authoritarian civil–military relations and contributes conceptual tools for future studies.

Longstanding conflict in Afghanistan has fostered an environment in which the interest of the nation's influential individuals tips more in favor of instability than in favor of creating a peaceful, stable country under the rule of law. Progress in securing the nation and defeating the Taliban insurgents will not win the counterinsurgency campaign alone. Dramatic political and economic reforms are required if the nation is to have a future after the withdrawal of ISAF troops and eventual reduction in foreign aid. Only permanent changes in behavior in the country can have permanent effects on the government, economy, and welfare of the population.

How do political elites perceive regional intergovernmental organizations that seek to promote democracy? When do political elites view regional intergovernmental institutions promoting democracy as legitimate? Many informal and formal types of regional intergovernmental institutions have sought to spread democracy. However, previous research on the nexus of regional intergovernmental institutions and democracy has focused primarily on the latter. Furthermore, these studies claim that membership in these formal international institutions (a.k.a. international organizations) increases the likelihood of the democratic survival of a newly democratic regime. Membership in these organizations provides a seal of approval that the newly democratic country intends to remain democratic. This kind of external validation should dissuade spoilers from undermining the transition and encourage ordinary people to support the transitional regime. This argument assumes that the domestic audience trusts this organization and believes it plays a vital role in society. Whether elites have confidence that the regional organization can positively impact democratic consolidation and how they perceive different types of regional organizations promoting democracy are empirical questions. This project seeks to answer these questions through a small sample and non-population-based elite survey experiment in Malaysia, Indonesia, and the Philippines. I also run a laboratory survey experiment with a larger sample of university students, giving me the opportunity for statistical power. The results suggest that political elites are skeptical of regional intergovernmental bodies promoting democracy. Meanwhile, non-elites consider regional institutions promoting democracy illegitimate when they are informal, i.e., no written shared expectations, rules, and permanent secretariat. When regional interstate cooperation on democracy operates under a formal procedure or codified in an international treaty and supported by a permanent secretariat, non-elites tend to consider them more legitimate.
