This project is a comparative exploration of the connection between descriptive representation and the substantive and symbolic representation of ethnic minorities: do Afro and indigenous representatives effectively “stand for” group members by introducing identity and empowering descriptive constituents? Featuring reserved seats for both minority groups, Colombia is an ideal case.

This project is a comparative exploration of the connection between descriptive representation and the substantive and symbolic representation of ethnic minorities: do Afro and indigenous representatives effectively “stand for” group members by introducing identity and empowering descriptive constituents? Featuring reserved seats for both minority groups, Colombia is an ideal case. In combination, the institutional design of reserved seats and the tradition of mestizaje and racial democracy add complexity to analyzing these populations. Consequently, in order to assess minority representation this work adds to extant representational theory by taking into account the crystallization of minority constituencies across elections.

I use quantitative and qualitative data to comparatively assess the use of reserved seats for integrating minority identity to the deliberative process and measuring empowerment impacts for minority-majority municipalities. This data includes an original dataset of electoral outcomes across seven cycles (1990-2010) and transcripts of congressional plenaries spanning three legislative periods (2002-2014). I take into account constituency dynamics identifying the concentration and geographical sources of votes in minority districts. These outcomes translate to expectations of representative behavior, hinging on the theoretical belief that constituency dynamics act as signals of legislator accountability to minority constituents.

This dissertation is located at the intersection of the comparative politics literature on minority quotas and representation, on one hand, and ethno-racial minority politics in Latin America, on the other. I find that ongoing electoral reforms have impacted constituency outcomes in post-reform cycles. More importantly, I observe that reserved representatives from both groups have integrated identity into deliberative processes often, but that only in the case of indigenous representation has the use of identity in plenaries been responsive to constituency variables. In addition, empowerment effects are identified in indigenous-majority communities that have strong linkages to minority districts, while the same empowerment cannot be conclusively identified in Afro-majority communities.

Based upon personal involvement from August 2010 to July 2014 as a Marine Option Midshipman within the ASU Naval Reserves Officer Training Corps (NROTC), being a student of leadership training within my degree plan, and gender difference research I conducted, this creative project addresses potential issues that reside within the ASU NROTC and the ways in which the program overall can be changed for the Marine Options in order to bring about proper success and organization. In order to officially become a Marine within the Unites States Marine Corps, it is necessary for Marine Option students to fulfill Officer Candidate School (OCS) at Quantico, Virginia. As the first female to go through OCS as a midshipman from the ASU NROTC, I found that there is an inadequate amount of preparation and training given in regards to the gender differences and what is to be expected for successful completion. I will offer a brief history regarding the NROTC across the Unites States and the ASU NROTC itself. These subjects will cover the program layouts as well as the leadership training that is required and provided within it and the ways in which this is conducted. I will then compare and contrast this to the leadership training given to me within my study of Leadership and Ethics regarding the transformational leadership, gender-based leadership, and coercive leadership. Finally, I end my thesis with a reflection of personal experiences taken away from these avenues and offer recommendations to better equip the ASU NROTC program in having successful retention and success of the female Marine Option midshipman.

This thesis deals primarily with contemporary Brazilian civil-military relations. For most of the 20th century Brazil’s political system was stuck in a cycle of repeated military intervention. At present, Brazil operates as an electoral democracy and has kept the military out of politics since 1985. In order to understand the likelihood of another coup d’état, this thesis considers threats to the military’s corporate interests and deflations of the government’s political legitimacy within Brazil. Given the lack of significant threats to the military’s self-interest and the absence of serious legitimacy deflations, the Brazilian government appears unlikely to have a coup d’état in the near future. It is, however, important to remember that the 2014 World Cup and 2016 Summer Olympics could challenge Brazil’s current political stability and alter the likelihood of military intervention.

In September 1974, a guerrilla organization called the Montoneros captured Juan and Jorge Born, two Argentinean heirs to a massive food processing conglomerate, and held them for ransom. After months of negotiations between this radical political group and the brothers' family, the Montoneros received $61.5 million dollars for the brothers' re- lease. Other kidnappings followed, netting the revolutionaries close to $100 million dol- lars. Although their tactics initially brought them recognition, they also unleashed a vio- lent response. Through a military coup, General Jorge Videla assumed power and used counterinsurgency tactics against the radical left wing of the Peronist party members. The coming years of military repression put an end to the revolutionary efforts of the Mon- toneros and gave the military leaders a reputation of violators of human rights. Even the Argentine people called the repression the "Dirty War," and investigations estimate that 30,000 people, the Montoneros among them, disappeared.

The Doula Project, cofounded in 2007 as The Abortion Doula Project by Mary Mahoney, Lauren Mitchell, and Miriam Zoila Perez, is a nonprofit organization of full-spectrum doulas based in New York City, New York, and is one of the first organizations to provide free full-spectrum doula care to pregnant people. Full-spectrum doulas provide non-medical physical, emotional, and informational support to pregnant people through a wide range of pregnancy experiences, including birth, miscarriage, stillbirth, fetal anomalies, and abortion. Since 2007, The Doula Project has trained doulas to provide emotional and informational comfort to those experiencing fetal loss in support of its goal to create a society in which all pregnant people have access to care and support for both their emotional and physical, regardless of their pregnancy outcome.

From 1936 to 1945, the Women’s Field Army, hereafter the WFA, educated women in the US on the early symptoms, prevention, and treatment of reproductive cancers. The WFA was a women-led volunteer organization and a branch of, what was then called, the American Society for the Control of Cancer, or ASCC. The WFA, headquartered in New York City, New York, recruited hundreds of thousands of women volunteers across the country. They distributed pamphlets, showed movies, and participated in other grassroots efforts to foster an understanding of reproductive cancers, namely breast and cervical cancer, among other women. The Women’s Field Army aided in reducing the number of cancer-related deaths by spreading cancer prevention awareness and teaching women about their reproductive health and the early detection of cancer, which was one of the first widespread educational resources about reproductive cancers for women.

To facilitate their solutions, Revive and Restore utilizes genetic engineering, which is the process of making changes to an organism’s DNA, or the set of instructions for how an organism develops and functions. One of their broad solutions is genetic rescue, which involves imbuing populations of endangered species with a wider variety of traits to make them more adaptable to a changing environment. Their other solution is de-extinction, which takes a more radical approach by attempting to recreate extinct species that performed important roles in their ecosystems. While scientists working with Revive and Restore have helped advance genome editing technology on a theoretical and technical level, their research has also prompted practical and ethical concerns over the extent of permissible human interference with nature, even when attempting to conserve it.

The ASMF partnered with numerous women’s organizations throughout the United States, providing educational information to women of varying backgrounds. Though the ASMF existed for only five years, it was one of the first organizations to directly reach out to women to explain the importance of regular pelvic exams and early detection of cervical cancer, creating a platform for later organizations to continue that mission.

In 2015, Revive & Restore launched the Woolly Mammoth Revival Project with a goal of engineering a creature with genes from the woolly mammoth and introducing it back into the tundra to combat climate change. Revive & Restore is a nonprofit in California that uses genome editing technologies to enhance conservation efforts in sometimes controversial ways. In order to de-extinct the woolly mammoth, researchers theorize that they can manipulate the genome of the Asian elephant, which is the mammoth’s closest living evolutionary relative, to make it resemble the genome of the extinct woolly mammoth. While their goal is to create a new elephant-mammoth hybrid species, or a mammophant, that looks and functions like the extinct woolly mammoth, critics have suggested researchers involved in the project have misled and exaggerated the process. As of 2021, researchers have not yet succeeded in their efforts to de-extinct the woolly mammoth, but have expressed that it may become a reality within a decade.

In 2014, the Center for Reproductive Rights, SisterSong Women of Color Reproductive Justice Collective, and the National Latina Institute for Reproductive Health released a co-authored report titled “Reproductive Injustice: Racial and Gender Discrimination in U.S. Healthcare,” hereafter “Reproductive Injustice.” In “Reproductive Injustice,” the organizations evaluate trends in the US federal system concerning racial and gender discrimination in sexual and reproductive healthcare. The organizations presented “Reproductive Injustice” to the United Nations, or UN, to review US compliance with the International Convention on the Elimination of All Forms of Racial Discrimination, a UN treaty that obligates participating nations to commit to eliminating racial discrimination. The authors of “Reproductive Injustice” argue that the US had not met its treaty obligations as evidenced by racial disparities in maternal mortality rates and legal barriers to healthcare coverage and access for non-citizen women.
