The state of exception in Rwanda did not spontaneously occur in Rwanda, it was initially developed by German and Belgian colonizers, adopted by two successive Hutu regimes, and nurtured and fed for 35 years of Rwandan independence until its final realization in the 1994 genocide. Political theory regarding the development of the "space devoid of law" and necropolitics provide a framework with which to analyze the long pattern of state action that created a milieu in which genocide was an acceptable choice of action for a sovereign at risk of losing power. The study of little-known political theories such as Agamben's and Mbembe's is useful because it provides a lens through which we can analyze current state action throughout the world. As is true in many genocidal regimes, the Rwandan genocide did not just occur as a "descent into hell." Rather, state action over the course of decades in which the subjects of the state (People) were systematically converted into mere flesh beings (people), devoid of political or social value, creates the setting in which it is feasible to seek to eliminate those beings. A question to be posed to political actors and observers around the world today is at what point in the process of one nation's creation of the state of exception and adoption of necropolitics does the world have a right, and a duty, to intervene? Thus far, it has always occurred too late for the "people" in that sovereign to realize their political and social potential to be "People."

While the negative humanitarian effects of sanctions are widely known, scholars and policymakers often assume these costs are geographically localized. This research questions these assertions by examining the relationship between economic sanctions and refugee flight. I argue that the imposition of sanctions produces refugees for two reasons. First, in the face of rising prices and stagnant wages, people are forced to leave in order to survive. Second, sanctions increase the level of state-sponsored repression, forcing refugees to flee political violence. The empirical results offer initial support for this theory and suggest that sanctions may promote a contagion effect that could have negative consequences for regional economic and political stability.

Muslim refugees and Muslim immigrants, and undocumented immigrants have been a prominent part of American culture and have been woven into the history of the United States. Both group's presence in the United States has elicited rhetoric from U.S citizens and U.S public officials. One may infer that the narrative of Muslim refugees and Muslim immigrants overlaps the narrative of undocumented immigrants living in the United States. Both Muslim refugees and immigrants as well as unauthorized immigrants, are criminalized in the United States, or are associated to crime by default of their faith and or their legal status. The association that Muslim refugees and Muslim immigrants, and undocumented immigrants have with crime, based on their rhetoric, has elicited a policy from the United States government as well. The United States government has responded to a presumed threat that both groups pose to U.S. citizens and the nation by means of aggressive legislation, both local and federal. In this research paper, past and present discourse on Muslim refugees and Muslim immigrants and undocumented immigrants was analyzed to determine each of the group's narrative; the mainstream media, newspapers and photographic images, was also considered to determine the narrative of both groups. Based on the discourse on Muslim refugees and Muslim immigrants and on undocumented immigrants, the media portrayal of both groups, and on the change of public policy one may assert that the narratives of both groups overlaps; as both Muslim refugees and immigrants and unauthorized immigrants are seen as a possible threat to the American people.

In this dissertation, I investigate the causes of differences in the use of suicide terror by non-state armed groups, including magnitude of use, targeting decisions, and how reliant groups are on suicide attacks. I develop and test the propositions that the age of groups and the capability of the state military they face significantly impact the scale of use and targeting selection of their suicide attacks. Older groups are predicted to carry out a decreased number of suicide attacks in comparison with younger groups, but increase their focus on attacking hard targets and decrease their focus on attacking soft targets, due to older groups being more likely to possess skilled terror operatives and to follow traditional guerrilla warfare practices. Groups that began using suicide terror later in their existence are predicted to carry out less suicide attacks than groups that adopt the tactic earlier in their histories, due to organizations having increased reliance on established practices and procedures. Groups fighting strong state militaries are predicted to carry out more suicide attacks, a higher proportion of attacks on soft targets, and be more reliant on suicide terror than are groups fighting weak militaries, as increased military pressure on groups decreases the effectiveness of their individual attacks, reduces their ability to train skilled operatives, and increases their desperation and incentive to use unconventional tactics. I conduct a quantitative analysis of 140 groups from 1998-2012 and find that older groups and groups that adopt suicide terror later in their existence carry out less suicide attacks than younger groups and groups that adopt suicide terror earlier in their histories. I also find that groups respond to increases in state military personnel by carrying out more suicide attacks overall, a higher proportion of suicide attacks against soft targets, a lower proportion against hard targets, and by becoming more reliant on suicide terror. These dynamics are also illustrated in depth through case study analysis of suicide terror campaigns by the Liberation Tigers of Tamil Eelam (LTTE) and Al-Qaeda in Iraq (AQI)/Islamic State of Iraq and the Levant (ISIL), which represent two distinct models of suicide terror.

ABSTRACT

Although the US government has been using remotely piloted aircraft (RPA), more commonly referred to as drones, to conduct military strikes against terrorists and insurgents since at least 2001, only around 2011 did media outlets and polling organizations began assessing the attitudes of Americans towards the use of drones as a weapon of war. Initially, public support for drone strikes was robust with nearly 70 percent of Americans expressing approval. As the discussion of drone strikes intensified however, public support declined over 10 percentage points.

Only a handful of studies have examined public opinion and drone strikes, and all have focused exclusively on explaining support. This study seeks to fill this gap in the literature and explain opposition to drone strikes. The primary argument put forth in this dissertation is that people’s beliefs determine their opinions, and their morality determines their beliefs. Although independent opinion formation is often considered a cognitive process, I argue that, at least in the case of drone strikes, the opinion formation process is largely an affective one.

By examining media coverage and elite discourse surrounding drone strikes, I isolate three narratives which I believe communicate certain messages to the public regarding drone strikes. I argue that the messages produced by elite discourse and disseminated by the media to the public are only influential on opinion formation once they have been converted to beliefs. I further argue that conversion of message to belief is largely dependent on individual moral attitudes.

To test my arguments, I conduct a survey-experiment using subjects recruited from Arizona State University’s School of Politics and Global Studies student subject pool. My research findings lead to two key conclusions. First, opposition to drone strikes is largely the product of the belief(s) that drone strikes are not necessary for protecting the United States from terrorist attack, and that drone strikes kill more civilians than do strikes from conventional aircraft. Second, whether an individual expresses support or opposition to drone strikes, moral attitudes are a relatively good predictor of both beliefs and disposition.

This dissertation proposes a theory of authoritarian control of the armed forces using the economic theory of the firm. To establish a “master-servant” relationship, an organization structures governance as a long-term contractual agreement to mitigate the vulnerabilities associated with uncertainty and bilateral dependency. The bargaining power for civilian and military actors entering a contractual relationship is assessed by two dimensions: the negotiated political property rights and the credible guarantee of those rights. These dimensions outline four civil-military institutional arrangements or army types (cartel, cadre, entrepreneur, and patron armies) in an authoritarian system. In the cycle of repression, the more the dictator relies on the military for repression to stay in office, the more negotiated political property rights obtained by the military; and the more rights obtained by the military the less civilian control. Thus, the dependence on coercive violence entails a paradox for the dictator—the agents empowered to manage violence are also empowered to act against the regime. To minimize this threat, the dictator may choose to default on the political bargain through coup-proofing strategies at the cost to the regime’s credibility and reputation, later impacting a military’s decision to defend, defect, or coup during times of crisis. The cycle of repression captures the various stages in the life-cycle of the political contract between the regime and the armed forces providing insights into institutional changes governing the relationship. As such, this project furthers our understanding of the complexities of authoritarian civil–military relations and contributes conceptual tools for future studies.

Amidst studies attempting to fix the U.S., China, and their relationship into preconceived frameworks of international relations, presupposed definitions, and models of reality, this dissertation adopts an identity centric approach to understanding the nature of U.S.-China relations and, more generally, international politics. This approach involves utilizing an interpretive method to understanding, analyzing the narratives of self and other expressed by political actors and how their identities--expressed through narratives--interact with one another and thus how they influence or reflect social behavior. Striving for greater understanding and a more intellectually honest approach to the study of international politics, this study seeks not theory building or generalizability in a traditional "scientific" sense. Rather, informed by thinkers from Karl Popper through those more recent, this dissertation develops and outlines an in-depth, contextual approach to understanding, applying this approach to analyzing the nature of U.S.-China relations. Ultimately, this study argues that U.S. and Chinese identities and how their identities interact influence the nature of U.S.-China relations, whether the relationship tends towards cooperation or conflict, and that in order to glimpse this nature researchers must delve into the details of their subjects of study. Attempting to do so, this study analyzes U.S.-China relations surrounding the terrorist attacks of 11 September 2001, relations regarding the Diaoyu/Senkaku Islands dispute between China and Japan as it pertains to U.S. relations with China, and relations regarding encounters between the U.S. and China in cyber space (paying special note to attempts to define this "space" itself).

Since 9/11 a wide range of violent practices including indefinite detention, torture, and targeted killing have been employed by the United States and the "international community" against "international terrorism." Modern laws of war are portrayed as the bright line that distinguishes the "international community" from "unlawful combatants." The threat posed by unlawful combatants has been portrayed as so exceptionally grave that the international community is justified in the transgression of those very laws of war that constitute the distinction between "us" and "them." In consequence the efficacy of modern laws of war to provide humanitarian protections has been cast into doubt and many characterize humanitarian laws of war as obsolete. Existing work on the politics of exception and the exclusion of Guantánamo Bay detainees from US federal law does not frame the problem of the exception in terms of international law. Though many consider the prerequisites for politics of exception absent in the international system, I argue that a dispersed notion of sovereignty and constructivist approaches to law resolve obstacles to considering the exception at the level of the state system. I explore system level exceptional politics through a critical reading of modern laws of war. Rejecting essentialist historical narratives, I first conduct a genealogical study of laws of war from ancient Greece through the Middle Ages. I then conduct a critical reading of three texts from the War on Terrorism; Barack Obama's 2009 Nobel Peace Prize acceptance speech, John Brennan's "The Ethics and Efficacy of the President's Counterterrorism Strategy," and Medea Benjamin's interruption of John Brennan. I argue that modern narratives of war law venerate codification and textually privilege a "mystical" figure of modern law. This figure empowers a universalized "international community" as law's privileged agent. Violence employed by this archetypal community, even when outside the law, is rendered ethically pure and historically necessary. In consequence modern humanitarian law as a bright line always permits excluded archetypal identities and vast powers of violence are mobilized by the "international community" against discrete individual human bodies who are identified with this excluded archetype, or who simply find themselves in the way.

National infrastructure form the bedrock for economic growth and social security, both of which lowers conflict risks. This encourages states and international organizations to invest heavily in post-conflict infrastructure reconstruction efforts, believing that infrastructure provision will reduce future political instability. This belief is based largely on the perceived successes of reconstruction efforts in prior eras, especially after World War II. Today, post-conflict reconstruction efforts are much less successful in this regard and, overall, are not reducing political instability---Iraq being the quintessential example of such policy failure. In the face of both ongoing conflict and persistent needs for infrastructure reconstruction after conflicts, therefore, there is a critical need to understand two questions: Why are current reconstruction efforts failing to reduce political instability or even, in some cases, increasing it? And, how can reconstruction efforts be organized to do better? To address these questions, this dissertation examines infrastructure reconstruction across a wide range of national contexts. In doing this, an updated viewpoint is provided on the role of infrastructure in conflict-prone areas to include a long-term perspective on infrastructure system's role in society, technological integration, and relationship between the state and conflicting groups. This dissertation finds that though provision of different types of infrastructure might increase conflict risks in the short term, such provision can reduce conflict in the long run depending on how and where infrastructure is provided vis-a-vis excluded populations. These results provide crucial input towards the redesign of reconstruction policies to limit future political instability risks through infrastructure.

What explains why governments and militaries pursue accountability against some human rights violations committed by members of their armed forces during ongoing conflicts, but not other violations? Further, what are the consequences of such prosecutions for their military and governmental objectives? The theory put forth by this study suggests that rather than only the natural outcome of strong rule of law, domestic prosecutions within a state’s security apparatus represents a strategic choice made by political and military actors. I employ a strategic actor approach to the pursuit of accountability, suggesting that the likelihood of accountability increases when elites perceive they will gain politically or militarily from such actions. I investigate these claims using both qualitative and quantitative methods in a comparative study across the United States and the United Kingdom. This project contributes to interdisciplinary scholarly research relevant to human rights studies, human rights law, political science, democratic state-building, democratic governance, elite decision making, counter-insurgency, protests, international sanctions, and conflict resolution. Particularly, this dissertation speaks to the intersection of strategy and law, or “lawfare” a method of warfare where law is used as means of realizing a military objective (Dunlap 2001). It provides generalizable results extending well beyond the cases analyzed. Thus, the results of this project will interest those dealing with questions relating to legitimacy, human rights, and elite decision making throughout the democratic world.
