The majority of owners use price based practices of management (expectation and decision making, control, direction, and inspection.) The price based/management and control paradigm has not worked. Clients have now been moving toward the best value environment (hire contractors who know what they are doing, who preplan, and manage and minimize risk and deviation.) Owners are trying to move from client direction and control to hiring an expert and allowing them to do the quality control/risk management. The movement of environments changes the paradigm for the contractors from a reactive to a proactive, from a bureaucratic
on-accountable to an accountable position, from a relationship based
on-measuring to a measuring entity, and to a contractor who manages and minimizes the risk that they do not control. Years of price based practices have caused poor quality and low performance in the construction industry. This research identifies what is a best value contractor or vendor, what factors make up a best value vendor, and the methodology to transform a vendor to a best value vendor. It will use deductive logic, a case study to confirm the logic and the proposed methodology.

The U.S. Army Medical Command has been testing a leadership based structure to increase the performance of delivering construction and facility services in its system of $600M of construction and 26 major hospital facilities in the U.S. The organizational requirement was to minimize the management and oversight of contractors and simultaneously increase project performance. The research proposes that a leadership based structure can supplement the perception, preplanning, and risk minimization capability of a contractor's project manager, thus increasing the project performance (on time, within budget, and meeting expectations) and decreasing client management requirement. The projects were delivered in a best value and low price environment. The major impact of this research was that proactive management by contractors was more effective than traditional management such as direction, control, and inspection by client's professional representatives. The results based on data collection and date analyses validated that a leadership based structure can increase the performance of an organization and reduce its management requirement.

With increasing interest in sustainability and green building, organizations are implementing programs such as Leadership in Energy and Environmental Design for Existing Buildings: Operations and Maintenance (LEED-EB) in order to focus corporate sustainability goals on the operations of a facility and the practices of the building occupants. Green building programs help reduce the impact of a facility and bring about several environmental benefits including but not limited to energy conservation, water conservation and material conservation. In addition to various environmental benefits, green building programs can help companies become more efficient. The problem is that organizations are not always successful in their pursuits to achieve sustainability goals. It frequently take years to implement a program, and in many cases the goals for sustainability never come to fruition, when in the mean time resources are wasted, money is spent needlessly and opportunities are lost forever. This thesis addresses how the Six Sigma methodologies used by so many to implement change in their organizations could be applied to the LEED-EB program to help companies achieve sustainability results. A qualitative analysis of the Six Sigma methodologies was performed to determine if and how a LEED-EB program might utilize such methods. The two programs were found to be compatible and several areas for improvements to implementing a LEED-EB program were identified.

As construction and building methods advance so should their focus on reconstruction post-natural disasters. For the past 50 years there has been an average of 6.2 hurricanes making landfall, and several recent unfortunate occurrences in the past year that have caused immeasurable damage and taken priceless lives (Chris Landsea 2017).

As construction and building methods advance so should their focus on reconstruction post-natural disasters. For the past 50 years there has been an average of 6.2 hurricanes making landfall, and several recent unfortunate occurrences in the past year that have caused immeasurable damage and taken priceless lives (Chris Landsea 2017). Damages could have been significantly reduced to residential homes and lives saved if proper, hurricane-resistant construction was used. It is important to continue advancement in efficient planning and reconstructive methods to restore individuals into their homes and ensure their safety in the future. Utilizing tested resilient building methods may increase construction costs but has a visible payoff through mitigation of economic losses in the future. This can also help develop response and mitigation plans based on the very specific conditions of each community or affected location. To do so, it is crucial to continue research and test various methods of construction and materials in residential homes. This study was a comparative analysis of the current roof systems implemented in residential homes, the role of hurricane testing facilities in maintaining building codes, and how damage incurred by hurricanes can be significantly reduced through a shift in the approach of homeowner insurance incentive. The purpose of this study was to provide a feasible and practicable solution for increasing implementation of hurricane resistant construction into homes. The results of this analysis concluded that there is a low percentage of homeowners investing in making their homes hurricane resilient. By re-inventing the incentive methods that insurance companies offer, this problem can step into the right direction in making more homes hurricane resilient consequently reducing damages, deaths, and economic loss.

In a world where everything is drifting away from the intellectual into materialistic, and where everyone is rushing on the daily basis to provide their basic needs, everything is getting more expensive except the human life’s worth. Construction sites can be some of the clearer examples that show how the technical work, the communication skills, team work and management relate to one another. However, lately, the safety of the labor is neither being prioritized nor considered an important aspect to even consider at sites. Lebanon is, unfortunately, one of the countries where most construction sites are aimed to increase production and decrease cost as much as possible, on behalf of labor safety measurements. The high occurrence of such cases are the result of the lack of government control and accountability, as well as other reasonings. Similar to the majority of countries, falls are the number one cause of fatalities and serious injuries on construction sites, especially building sites, where working on higher elevations is a must. This thesis focuses on the topic of “Techniques and technologies for reducing fall hazards in use on Lebanese building construction projects”. The main goal behind it is to shed light on whether there are any traditional, technical or modern mechanisms used for safety on the Lebanese construction sites, however statistically few they might be. On the other hand, Casting the deficiencies, weaknesses and flaws are also discussed by indicating some solutions and pointers on possible methods to improve. Hence, this thesis would demonstrate the high importance of this topic and consequently help construction managers and workers realize that safety should become a priority on all sites in the country. Researches done and interviews conducted show that fall hazards prevention/protection techniques are only implemented by large scale companies, and totally ignored by other companies which constitute the highest percentage of the active companies in the market now. Several causes are behind this and the result is one: More lives are put in danger due to lack of education, absence of audits and sanctions, and insufficient budgets

ABSTRACT Upon joining Arizona State University in July 2017, the author, a registered architect, inherited the oversight of the University Project Design Guidelines. During the following four years, revisions were made to the Project Design Guidelines and implemented for ongoing and future new construction and renovation work at all five Arizona State University campuses. During this time, it became evident that many projects were not following guidelines resulting in costly rework, or hastily submitted variance requests to avoid or replace the design guidelines, typically during, versus prior to, construction. Tracking of these variance requests began in Summer 2020 identifying some commonly requested variance items for discussion by the Project Guidelines Steering Committee. In June 2021, a progressive design-build solicitation was held for a new campus building. During the interview process it was evident that not all parties on the design-build team (owner, architect and general contractor) had the same understanding of the role, importance, or reasoning for project design guidelines. The confusion demonstrated during the variance and interview process made the author curious as to the overall sentiment of design standards in the industry. What areas of project guidelines are emphasized by universities? Is there a correlation between guideline information and the greatest/least amount of construction costs? Can universities be better served by focusing on a comprehensive understanding and implementation of project design guidelines that impact the greatest construction cost of the project?

By the evolution of technologies and computing power, it is possible to capture and save large amounts of data and then find patterns in large and complex datasets using data science and machine learning. This dissertation introduces machine-learning models and econometric models to use in infrastructure transportation projects. Among transportation infrastructure projects, the airline industry and highways are selected to implement the models.The first topic of this dissertation focuses on using machine-learning models in highway projects. The International Roughness Index (IRI) for asphalt concrete pavement is predicted based on the 12,637 observations in the Long-Term Pavement Performance (LTPP) dataset for 1,390 roads and highways in the 50 states of the United States and the District of Columbia from 1989 to 2018. The results show that XGBoost provides a better model fit in terms of mean absolute error and coefficient of determination than other studied models. Also, the most important factors in predicting the IRI are identified. The second topic of this dissertation aims to develop machine-learning models to predict customer dissatisfaction in the airline industry. The relationship between measures of service failure (flight delay and mishandled baggage) and customer dissatisfaction is predicted by using longitudinal data from 2003 to 2019 from the U.S. airline industry. Data was obtained from the Air Travel Consumer Report (ATCR) published by the U.S. Department of Transportation. Flight delay is more important in low-cost airlines, while mishandled baggage is more important in legacy airlines. Also, the effect of the train-test split ratio on each machine-learning model is examined by running each model using four train-test splits. Results indicate that the train-test split ratio could influence the selection of the best model. The third topic in this dissertation uses econometric analysis to investigate the relationship between customer dissatisfaction and two measures of service failure in the U.S. airline industry. Results are: 1) Mishandled baggage has more impact than flight delay on customer complaints. 2) The effect of an airline’s service failures on customer complaints is contingent on the category of the airline. 3) The effect of flight delay on customer complaints is lower for low-cost airlines compared to legacy airlines.

The workforce demographics are changing as a large portion of the population is approaching retirement and thus leaving vacancies in the construction industry. Succession planning is an aspect of talent management which aims to mitigate instability faced by a company when a new successor fills a vacancy. Research shows that in addition to a diminishing pool of available talent, the industry does not have widespread, empirically tested and implemented models that lead to effective successions. The objective of this research was to create a baseline profile for succession planning in the construction industry by identifying currently implemented best practices. The author interviewed six companies of varying sizes and demographics within the construction industry and compared their succession planning methodologies to identify any common challenges and practices. Little consensus between the companies was found. The results of the interviews were then compared to current research literature, but even here, little consensus was found. In addition, companies lacked quantitative performance metrics demonstrating the effectiveness, or ineffectiveness, of their current succession planning methodologies. The authors recommended that additional research is carried out to focus on empirical evidence and measurement of industry practices surrounding talent identification, development, and transition leading to succession.

Owner organizations in the architecture, engineering, and construction (AEC) industry are presented with a wide variety of project delivery approaches. Implementation of these approaches, while enticing due to their potential to save money, reduce schedule delays, or improve quality, is extremely difficult to accomplish and requires a concerted change management effort. Research in the field of organizational behavior cautions that perhaps more than half of all organizational change efforts fail to accomplish their intended objectives. This study utilizes an action research approach to analyze change message delivery within owner organizations, model owner project team readiness and adoption of change, and identify the most frequently encountered types of resistance from lead project members. The analysis methodology included Spearman's rank order correlation, variable selection testing via three methods of hierarchical linear regression, relative weight analysis, and one-way ANOVA. Key findings from this study include recommendations for communicating the change message within owner organizations, empirical validation of critical predictors for change readiness and change adoption among project teams, and identification of the most frequently encountered resistive behaviors within change implementation in the AEC industry. A key contribution of this research is the recommendation of change management strategies for use by change practitioners.

Construction Management research has not been successful in changing the practices of the construction industry. The method of receiving grants and the peer review paper system that academics rely on to achieve promotion, does not align to academic researchers becoming experts who can bring change to industry practices. Poor construction industry performance has been documented for the past 25 years in the international construction management field. However, after 25 years of billions of dollars of research investment, the solution remains elusive. Research has shown that very few researchers have a hypothesis, run cycles of research tests in the industry, and result in changing industry practices.

The most impactful research identified in this thesis, has led to conclusions that pre-planning is critical, hiring contractors who have expertise will result in better performance, and risk is mitigated when the supply chain partners work together and expertise is utilized at the beginning of projects.

The problems with construction non-performance have persisted. Legal contract issues have become more important. Traditional research approaches have not identified the severity and the source of construction non-performance. The problem seems to be as complex as ever. The construction industry practices and the academic research community remain in silos. This research proposes that the problem may be in the traditional construction management research structure and methodology. The research

has identified a unique non-traditional research program that has documented over 1700 industry tests, which has resulted in a decrease in client management by up to 79%, contractors adding value by up to 38%, increased customer satisfaction by up to 140%, reduced change order rates as low as -0.6%, and decreased cost of services by up to 31%.

The purpose of this thesis is to document the performance of the non-traditional research program around the above identified results. The documentation of such an effort will shed more light on what is required for a sustainable, industry impacting, and academic expert based research program.
