The controversy over law enforcement use of TASER devices and the potential for the devices to cause death has proliferated in recent years. In 2005 the Police Executive Research Forum (PERF) and International Association of Chiefs of Police (IACP) published national-level policy guidelines for the use of TASER devices, with one of the goals being to reduce the occurrence of deaths proximal to their use. What remains unknown in regard to these guidelines is whether or not departments that adhere to these guidelines are experiencing fewer TASER-proximate arrest related deaths (ARDs) than departments who are not. This study seeks to determine preliminary answers to this question by conducting a comparison of the policies of departments with three or more TASER-proximate ARDs to a matched sample of police departments that deploy the TASER, but have no (or one to two) TASER-proximate ARDs. The departments were matched on the number of full time sworn officers, geography (region, division, or state), and department type. Once matched, all department policies were coded based on how closely they adhered to the following areas of PERF and IACP guidelines: use of force against vulnerable/at risk populations, policies governing the TASER device deployment, training, reporting, and post-exposure requirements. Study departments, when compared to matched departments, had a greater number of policy areas with higher failure to comply rates. The same was true when looking at the category totals, as well as the overall totals, with the difference in failure to comply rates being larger for PERF than IACP. These findings show an association between departments with three or more TASER-proximate ARDs and higher failure to comply rates with national model policies. Additionally, it appears that many departments are failing to heed research findings or advice from outside their department. Based on this, future research may want to address the ways in which greater compliance with national policies can be obtained nationwide.

Problem-oriented policing (POP) dynamically addresses unique community issues in a way that allows police departments to be cost-effective and efficient. POP draws upon routine activities and rational choice theories, at times incorporating elements of crime prevention through environmental design. A recent systematic review found POP to be hugely popular, but not rigorously assessed or implemented. In 2009, the Glendale, Arizona Police Department and researchers from Arizona State University received funding through the Bureau of Justice Assistance’s (BJA) Smart Policing Initiative (SPI) to target crime at convenience stores through a problem-oriented policing approach. The Glendale SPI team devised an approach that mirrored the ideals put forth by Goldstein (1990), and provided a thorough undertaking of the SARA model. A comprehensive response plan was developed with several proposed responses, including: intervention with Circle K leadership, suppression, and prevention at the six highest-activity stores. Despite a thorough POP implementation, the initial descriptive evaluation of the Glendale SPI reported positive effects on crime, but left questions about the intervention’s long-term impact on convenience store crime in Glendale, Arizona. The policy and theoretical influence of the initiative warrants a more rigorous evaluation. Supplanting the original assessment, a difference in difference model, negative binomial regression, and relative effect size are calculated to ascertain the SPI’s long-term effects on target and comparison stores. Phi and weighted displacement quotient are calculated to determine the existence of displacement of crime or diffusion of benefits. Overall, results indicate support for the project’s effectiveness on crime reduction. Further, none of the six intervention stores experienced crime displacement. Five of the six stores, however, experienced a diffusion of benefits in the surrounding 500-yard area; that is, a crime reduction was observed at the intervention stores and in the surrounding areas of five of these stores. Disorder and property crimes at the targeted stores were most affected by the intervention. One of the intervention stores did experience an increase in violent crime, however. Future studies should strengthen the methodological design when evaluating POP projects and seek to flesh out more precisely the crime control effects of unique problem-oriented strategies.

This dissertation integrates concepts from three bodies of literature: police use of force, neighborhood/ecological influence on police, and police culture. Prior research has generally found that neighborhood context affects police use of force. While scholars have applied social disorganization theory to understand why neighborhood context might influence use of force, much of this theorizing and subsequent empirical research has focused exclusively on structural characteristics of an area, such as economic disadvantage, crime rates, and population demographics. This exclusive focus has occurred despite the fact that culture was once an important component of social disorganization theory in addition to structural factors. Moreover, the majority of the theorizing and subsequent research on police culture has neglected the potential influence that neighborhood context might have on officers’ occupational outlooks. The purpose of this dissertation is to merge the structural and cultural elements of social disorganization theory in order to shed light on the development and maintenance of police officer culture as well as to further specify the relationship between neighborhood context and police use of force. Using data from the Project on Policing Neighborhoods (POPN), I address three interrelated research questions: 1) does variation of structural characteristics at the patrol beat level, such as concentrated disadvantage, homicide rates, and the percentage of minority citizens, predict how an officer views his/her occupational outlook (i.e., culture)?; 2) do officers who work in the same patrol beats share a similar occupational outlook (i.e., culture) or is there variation?; and 3) does the inclusion of police culture at the officer level moderate the relationship between patrol beat context and police use of force? Findings suggest that a patrol beat’s degree of concentrated disadvantage and homicide rate slightly influence officer culture at the individual level. Results show mixed evidence of a patrol beat culture. There is little support for the idea that characteristics of the patrol beat and individual officer culture interact to influence police use of force. I conclude with a detailed discussion of the methodological, theoretical, and policy implications as well as limitations and directions for future research.

There is demand for police reform in the United States to reduce use of force and bias, and to improve police-citizen relationships. Many believe de-escalation should be a more central feature of police training and practice. It is suggested that improving officers’ communication and conflict resolution skills will temper police-citizen interactions and reduce police use of force, and that such a change will improve citizen trust in the police. To date, however, de-escalation training has not spread widely across agencies, and de-escalation as a strategy has not been studied. Without an evidence-based understanding of these concepts, de-escalation training will proceed blindly, if at all. Accordingly, this dissertation represents one of the first empirical studies of de-escalation in police work. The author completed this study as an embedded researcher in the Spokane (WA) Police Department, and it proceeds in two parts. Part 1 was exploratory and qualitative, consisting of in-depth interviews (N=8) and a focus group (N=1) with eight highly skilled police de-escalators. These officers were nominated by peers as the best among them at de-escalating difficult encounters with citizens. The results in Part 1 explore officers’ perceptions of de-escalation and offer a definition of de-escalation as well as a description of de-escalation tactics. In Part 2, the author systematically observed the concepts developed in part 1 during 35 ride-alongs with 29 police officers, including the peer nominated officers (N=131 police-citizen encounters). This phase of the research investigated whether characteristics of officers, citizens, and situations are associated with de-escalation use, and de-escalation effectiveness. Implications from these findings are drawn for police practice, theory, and research methods. This dissertation is a launching point for empirical research on de-escalation in police work.

Prior ethnographic research has found some relatively consistent factors that influence an officer’s use of force (e.g., organizational and suspect and officer characteristics). However, very little research has explored the effect department size in and of itself may have on force displayed during a police/citizen encounter. This study used data from the 2010 – 2013 Arizona Arrestee Reporting Information Network (AARIN) to examine the relationship between departmental size and officer use of force. Participants in this data collection cycle were limited to adult male and female arrestees (N = 2,273). AARIN personnel conducted confidential interviews and used a Police-Contact Addendum to document the type of forced employed by police during their current arrest. This study sought to answer the following research question: does the likelihood of an officer employing use of force increase (or decrease) in relation to department size the officer is nested in? The results indicate that citizens who are arrested by officers from a larger agency are more likely to report experiencing use of force during their arrest when compared to those arrested by officers from small and medium sized agencies.

The role of the American police is to work for and with the communities they serve. The relationship between police and community, however, has not always been a positive one. In recent decades, police organizations throughout the United States have attempted various approaches to addressing the problem. Most recently, they have been focused on improving that relationship by enhancing their legitimacy. This practice is commonly known as the process-based model of policing: theoretically, a procedurally just interaction will enhance legitimacy, which in turn will enhance willingness to cooperate with the police. The benefit for police agencies in enhancing legitimacy lies in the idea that when the police are perceived as a legitimate entity, the public will be more likely to cooperate with them. Enhancing police legitimacy also offers benefits for the public, as this is preceded by a procedurally just interaction.

The goal of this dissertation is to assess the applicability of the process-based model of policing to an under-studied population: Hispanics and undocumented immigrants residing within Maricopa County, Arizona. The analysis for this dissertation uses data from two different sources: a sample of Maricopa County residents (n=854) and a sample of Maricopa County arrestees (n=2268). These data are used to assess three research questions. The first research question focuses on assessing the applicability of the process-based model of regulation as a theoretical framework to study this population. The second research question compares Hispanic and White respondents’ views of procedural justice, police legitimacy, and how these perceptions relate to their willingness to cooperate with the police. The last research question examines the differences between undocumented immigrants’ and U.S. citizens’ perceptions of procedural justice, police legitimacy, and how these perceptions relate to their willingness to cooperate with the police. In doing so, this study examined the convergent and discriminant validity of key theoretical constructs. Among several notable findings, the results show that the process-based model of regulation is a promising framework within which to assess perceptions of the police. However, the framework was only supported by the sample of arrestees. Implications for theory, practice, and suggestions for future research are discussed.

Police departments have perceived improved citizen behavior to be a benefit of body-worn cameras (BWC) since their implementation. Often referred to as a civilizing effect, the idea that citizens will become calmer when they know that they are being recorded by an officer is rooted in deterrence theory and self-awareness theory. Deterrence theory states that people will behave properly when they believe punishment will be swift, certain, and severe, while self-awareness theory states that individuals cognizant of their place in society model their actions based on social norms. The presence of a BWC, though, does not guarantee that the citizen is aware they are being recorded. Citizen awareness of the BWC and activation of the BWC are necessary pre-conditions to improved behavior. Current evidence is mixed regarding if BWCs are a catalyst for improved citizen behavior, which is typically measured through reductions in use of force by police and citizen complaints. Using data collected through systematic social observation during police ride-alongs, the author will seek to determine: 1) How often BWCs are activated in police-citizen encounters, 2) How often citizens are aware of BWCs in these encounters, 3) How often citizen behavior changes positively following BWC awareness, and 4) How often citizen behavior changes independent of BWC awareness. This study expands on current research by examining the civilizing effect of BWCs from a transactional standpoint and how citizen behavior changes within an officer-citizen encounter, rather than using a post-interaction metric such as use of force.

Despite high BWC activation compliance among the officers within this study, no evidence was found for BWCs having a civilizing effect as the pre-condition of citizen awareness was rarely satisfied. These results could shape policies within departments implementing BWCs hoping to improve officer safety and community relations. Mandatory notification would satisfy the pre-condition of citizen awareness, allowing for the BWC to potentially have a civilizing effect.

Police use of excessive force is under constant scrutiny. Recent high-profile killings of unarmed Black individuals have bolstered calls for reform regarding police use of force. De-escalation has been recommended as a solution to help police reduce their use of force and help repair community relations. However, there is much that we still do not know about de-escalation: What is it exactly? What are de-escalation tactics? Which are considered the most effective? By examining a group of peer-nominated top de-escalators in the Tempe (AZ) Police Department, this dissertation serves to uncover the black box of de-escalation. This in-depth case study of top de-escalators is presented in three parts. Part 1 utilized data from an officer perception survey (N=101). The perceptions of the officers were categorized into three groups: 1) the importance of de-escalation tactics, 2) the frequency of these de-escalation tactics, and 3) the perceptions of de-escalation training. The results in Part 1 highlight which tactics top de-escalators view as most important and which tactics they report using more frequently. Additionally, differences between the top de-escalators and their peers were examined. In Part 2, the author utilized data via systematic social observation of body-worn camera footage (N=228 coded interactions). The behaviors of the officers were categorized into three groups: 1) objectively observable de-escalation tactics, 2) “to-do’s” tactics, and 3) “do not’s” tactics. This phase of the study examined what de-escalation tactics top de-escalators were observed using most frequently (or least) and how they differed from their peers. In Part 3, the author utilized data from a social network question that was administered alongside the officer perception survey (N=64). This phase of the research examined if top de-escalators were perceived as more influential than their peers regarding de-escalation. The empirical, methodological, theoretical, and practical implications of these findings are also discussed.
