This dissertation outlines the role that futures markets for tradable permits can play in improving the performance of incentive based policies for environmental externalities. An extensive literature on tradable permits exists. However, to my knowledge, the role of futures contracts as an instrument for responding to permit price uncertainty has not been considered, nor has their pricing performance in this role been examined. This research provides a theoretical description of how futures can be used to manage the price uncertainty associated with permit purchases. It then evaluates if the futures contract performance for the former U.S. Sulfur Dioxide (SO2) and the existing EU Carbon Dioxide (CO2) futures markets are consistent with the theoretical constructs. Overall, for the short time horizons examined, futures are the best information source regarding later permit prices for both markets examined. Consistent with the theoretical model presented, this implies futures markets can be looked to as a forecast of the incremental costs of emission control. The theory illustrates that firms can then use futures to eliminate the negative effects of permit price uncertainty and restore policy compliance cost minimization. These results demonstrate that an ideal futures market for emission permits can enhance policy performance.

Sustainability depends in part on our capacity to resolve dilemmas of the commons in Coupled Infrastructure Systems (CIS). Thus, we need to know more about how to incentivize individuals to take collective action to manage shared resources. Moreover, given that we will experience new and more extreme weather events due to climate change, we need to learn how to increase the robustness of CIS to those shocks. This dissertation studies irrigation systems to contribute to the development of an empirically based theory of commons governance for robust systems. I first studied the eight institutional design principles (DPs) for long enduring systems of shared resources that the Nobel Prize winner Elinor Ostrom proposed in 1990. I performed a critical literature review of 64 studies that looked at the institutional configuration of CIS, and based on my findings I propose some modifications of their definitions and application in research and policy making. I then studied how the revisited design principles, when analyzed conjointly with biophysical and ethnographic characteristics of CISs, perform to avoid over-appropriation, poverty and critical conflicts among users of an irrigation system. After carrying out a meta-analysis of 28 cases around the world, I found that particular combinations of those variables related to population size, countries corruption, the condition of water storage, monitoring of users behavior, and involving users in the decision making process for the commons governance, were sufficient to obtain the desired outcomes. The two last studies were based on the Peruvian Piura Basin, a CIS that has been exposed to environmental shocks for decades. I used secondary and primary data to carry out a longitudinal study using as guidance the robustness framework, and different hypothesis from prominent collapse theories to draw potential explanations. I then developed a dynamic model that shows how at the current situation it is more effective to invest in rules enforcement than in the improvement of the physical infrastructure (e.g. reservoir). Finally, I explored different strategies to increase the robustness of the system, through enabling collective action in the Basin.

This dissertation studies two wide ranging phenomena and their socio-economic impacts: urban divergence in terms of geographical skill sorting and fast rising housing prices. The first essay explores the empirical pattern as well as the driving forces behind the American cities’ diverging path over the past forty years. Compared to the rest of the U.S. cities, the top 20 largest cities have been growing faster in several aspects, such as city-average wage, housing price, and measured innovation intensity (e.g., patents, venture capital). In addition, this geographical divergence has contributed substantially to the rising inequality in America. To explore the causes of this divergence, this paper constructs a spatial sorting model where entrepreneurs with different talents can freely move across cities. The key idea is that cities with advantages in innovation attract more productive entrepreneurs and more workers, thereby driving up wages and housing prices. Two things distinguish my models from others: 1. Large cities are having endogenous innovation advantage in equilibrium; 2. I can freely explore the driving forces behind the divergence, with an emphasis on how technology changes can reinforce the spatial sorting mechanism. Specifically, three types of technological changes have increased the benefits of skill clustering in innovative cities: general productivity increases; improvements in communications technologies; and declines in trade costs.

The second essay studies how heterogeneous households respond to the fast rising housing prices through their life-cycle behaviors. Chinese housing market has been undergoing a rapid booming period since 1998, causing the house prices increasing significantly. As a result, households endured severe financial burdens to buy homes at price-to-income ratios of around six. Along with the rising house prices, household savings rate has been increasing consistently since 1998. Can the rising house prices be an important factor to explain the increase in household saving rate? This paper develops a life cycle dynastic model with endogenous choice on housing, coresidence and intergenerational transfer, then quantitatively analyze the effect of housing price on household saving. It shows that housing is an important motive for saving, and it accounts for about 35% of the increase in household savings rate. The housing situation affects households’ saving behavior through three channels. First, households are financially constrained due to the down payment requirement and they choose to limit their consumption in order to buy houses. Second, young adults live in their parents’ houses for a long time and save more intensively, since they get to pay less for the housing expenses under coresidence. Thirdly, older parents make large sum of intergeneration transfer in aid of the children’s housing purchase, indicating the housing affordability issue also has influence on old parents’ saving decisions.

Approximately $39 billion, or 54% of the digital media advertising spend, involved pre-programmed software that purchased Ads on behalf of a buyer in Real-Time Bidding (RTB) settings. A major concern for Ad buyers is sub-optimal spending in RTB settings owing to biases in the attribution of customer conversions to Ad impressions. The purpose of this research is twofold. First, identify and propose a novel experimental design and analysis plan for to handling a previously unidentified and unaddressed source of endogeneity: count/quality simultaneity bias (CQB). Second, conduct a field study using data for Ad response rates, cost, and observed consumer behavior to solve for the profit maximizing daily Ad frequency per customer. One large online retailer provided data for Ad impressions, bid costs, response rates, revenue per visit, and operating costs for 153,561 unique users over 23 days. Unique visitors were randomly assigned to one of seven treatment groups with one, two, three, four, five, and six impressions per day limits as well as a final condition with no daily impression cap. Ordinary least square models (OLS) were fit to the data and a non-linear relationship between Ad impressions and site visits demonstrating declining marginal effect of Ad impression on site visits after an optimal point. The results of the field study confirmed the existence of negative CQB and demonstrated how my novel experimental design and analysis can reduce the negative bias in the estimate of impression quantity on customer response. Second, managers interested in improving the efficiency of advertising spend should restrict display advertising to only the highest quality inventory through specific site targeting and by leveraging direct buys and private marketplace deals. This strategy ensures that subsequent impressions are not of lower quality by restricting the pool of possible impressions from a homogenous set of high quality inventory.

This dissertation comprises three chapters.

In chapter one, using a rich dataset for the United States, I estimate a series of models to document the birth order effects on cognitive outcomes, non-cognitive outcomes, and parental investments. I estimate a model that allows for heterogeneous birth order effects by unobservables to examine how birth order effects varies across households. I find that first-born children score 0.2 of a standard deviation higher on cognitive and non-cognitive outcomes than their later-born siblings. They also receive 10\% more in parental time, which accounts for more than half of the differences in outcomes. I document that birth order effects vary between 0.1 and 0.4 of a standard deviation across households with the effects being smaller in households with certain characteristics such as a high income.

In chapter two, I build a model of intra-household resource allocation that endogenously generates the decreasing birth order effects in household income with the aim of using the model for counterfactual policy experiments. The model has a life-cycle framework in which a household with two children confronts a sequence of time constraints and a lifetime monetary constraint, and divides the available time and monetary resources between consumption and investment. The counterfactual experiment shows that an annual income transfer of 10,000 USD to low-income households decreases the birth order effects on cognitive and non-cognitive skills by one-sixth, which is five times bigger than the effect in high-income household.

In chapter three, with Francesco Agostinelli and Matthew Wiswall, we examine the relative importance of investments at home and at school during an important transition for many children, entering formal schooling at kindergarten. Moreover, our framework allows for complementarities between children's skills and investments from schools. We find that investments from schools are an important determinant of children's skills at the end of kindergarten, whereas parental investments, although strongly correlated with end-of-kindergarten outcomes, have smaller effects. In addition, we document a negative complementarity between children's skills at kindergarten entry and investments from schools, implying that low-skill children benefit the most from an increase in the quality of schools.

occur to preserve the viable participation of individuals in an economy, e.g. reciprocal gifting

of cattle among East African herders or food sharing among vampire bats. With the

broad goal of better understanding the mathematics of such binary welfare and risk pooling,

agent-based simulations are conducted to explore socially optimal transfer policies

and sharing network structures, kinetic exchange models that utilize tools from the kinetic

theory of gas dynamics are utilized to characterize the wealth distribution of an NBT economy,

and a variant of repeated prisoner’s dilemma is analyzed to determine whether and

why individuals would participate in such a system of reciprocal altruism.

From agent-based simulation and kinetic exchange models, it is found that regressive

NBT wealth redistribution acts as a cutting stock optimization heuristic that most efficiently

matches deficits to surpluses to improve short-term survival; however, progressive

redistribution leads to a wealth distribution that is more stable in volatile environments and

therefore is optimal for long-term survival. Homogeneous sharing networks with low variance

in degree are found to be ideal for maintaining community viability as the burden and

benefit of NBTs is equally shared. Also, phrasing NBTs as a survivor’s dilemma reveals

parameter regions where the repeated game becomes equivalent to a stag hunt or harmony

game, and thus where cooperation is evolutionarily stable.

In the first chapter, I focus on a key challenge faced by tax reforms: their short-run

welfare consequences. I examine a consumption-based tax reform that, despite the long-run welfare gains it generates, causes the welfare for some groups such as retirees or the working poor to fall during transition between steady states. Using a life-cycle model with heterogeneous households, I show how to devise a transition path from the current U.S. federal tax system to a consumption-based tax system that improves the welfare of current generations as well as those who are born in the long-run steady state. In a nutshell, all households alive at the time of the policy change can choose when they want to switch to the new tax system, or whether they want to switch at all. I find that implementing a tax reform with this feature improves the welfare of 95% of the population in the short run, compared to less than 25% of population in the conventional case with no choice. It takes about 20 years for half of the population to pay their taxes under the new tax code.

In the second chapter, I study the aggregate consequences of the differential tax treatments of U.S. businesses focusing on the role of legal forms of organization. I develop an industry equilibrium model in which the organizational form is an endogenous choice.

This model incorporates the key trade-off that businesses face when choosing their legal forms: the tax treatment of the business income; the access to external capital, and the potential level and evolution of productivity over time.

The model is matched to the firm dynamic features of U.S. businesses and the contributing share of each legal form in total output. Using the model, I study revenue-neutral tax reforms in which legal forms receive the same tax treatments, and

I find that the incentives induced by tax structure for organizational form and external finance are both large. Relative to the benchmark economy, unifying the tax code for all legal forms, can lead to 8% increase in the aggregate output.

This dissertation consists of two essays with a macroeconomic approach to economic development. These essays explore specific barriers that prevent economic agents from exploiting opportunities across regions or sectors in developing countries, and to what extent the observed allocations are inefficient outcomes or just an efficient response to economic fundamentals and technological constraints.

The first chapter is motivated by the fact that a prominent feature of cities in developing countries is the existence of slums: locations with low housing-quality and informal property rights. This paper focuses on the allocation of land across slums and formal housing, and emphasizes the role of living in central urban areas for the formation of slums. I build a quantitative spatial general equilibrium model to study the aggregate effects of anti-slum policies and use microdata from India for the quantitative implementation. According to my findings, demolishing slums in central urban areas leads to a decrease in welfare, aggregate labor productivity, and urban population. In contrast, decreasing formal housing distortions in India to the U.S. level increases the urban population share by 20% and labor productivity by 2.4%, and reduces the share of the urban population living in slums by 19%.

The second chapter is motivated by the fact that labor productivity gaps between rich and poor countries are much larger for agriculture than for non-agriculture. Using detailed data from Mexican farms, this paper shows that value added per worker is frequently over two times larger in cash crops than in staple crops, yet most farmers choose to produce staples. These findings imply that the agricultural productivity gap is actually a staple productivity gap and understanding production decisions of farmers is crucial to explain why labor productivity is so low in poor countries. This paper develops a general equilibrium framework in which subsistence consumption and interregional trade costs determine the efficient selection of farmers into types of crops. The quantitative results of the model imply that decreasing trade costs in Mexico to the U.S. level reduces the ratio of employment in staple to cash crops by 17% and increases agricultural labor productivity by 14%.

This dissertation consists in two chapters. In the first chapter I collected and digitized historical tax records from the Spanish colonial regime in Ecuador to estimate the long-run effects of a forced labor institution called concertaje on today’s economic performance. This institution allowed landlords to retain indigenous workers due to unpaid debts, and forced them to work as peasants in rural estates known as haciendas. In order to identify the causal effects of concertaje, I exploit variation in its intensity caused by differences in labor requirements from the crops a region could grow. I first report that an increase in 10 percentage points in concertaje rates is associated with a 6 percentage points increase in contemporary poverty. I then explore several channels of persistence. Districts with higher concertaje rates have been historically associated with higher illiteracy rates, lower school enrollment, and populations with fewer years of education. I also report that concertaje is associated with a higher fraction of people working nowadays in the agricultural sector.

In the second chapter I use administrative data on the ownership, management, and taxes for the universe of all firms in Ecuador to study the role of family management in firm dynamics and its implications for aggregate productivity. A novel finding I document is that family-managed firms grow half as quickly as externally-managed firms. This growth differential implies that family-managed firms account for half of employment, despite comprising 80% of firms. I construct a general equilibrium model of firm dynamics that is consistent with these facts. Entrepreneurs choose whether to utilize family members as managers or hire external managers. External managers allow firms to scale up production, but their efficiency is a affected due to contractual frictions. Changes in the contractual environment that lead to a drop in the presence of family-managed firms by half could increase output on the order of 6%, as firms that abandon family management enjoy rapid growth.

In Chapter 3 I shed light on the importance of dynamic equilibrium interdependencies between children’s social interactions and parental investments decisions in explaining developmental differences between different social environments. In Chapter 4 (coauthored with Giuseppe Sorrenti) I study the effect of family income and maternal hours worked on both cognitive and behavioral child development.
