Growers and the USDA showed increasing favor for agricultural chemicals over cultural and biological forms of pest control through the first half of the twentieth century. With the introduction of DDT and other synthetic chemicals to commercial markets in the post-World War II era, pesticides became entrenched as the primary form of pest control in the industrial agriculture production system. Despite accumulating evidence that some pesticides posed a threat to human and environmental health, growers and government exercised path-dependent behavior in the development and implementation of pest control strategies. As pests developed resistance to regimens of agricultural chemicals, growers applied pesticides with greater toxicity in higher volumes to their fields with little consideration for the unintended consequences of using the economic poisons. Consequently, pressure from non-governmental organizations proved a necessary predicate for pesticide reform. This dissertation uses a series of case studies to examine the role of non-governmental organizations, particularly environmental organizations and farmworker groups, in pesticide reform from 1962 to 2011. For nearly fifty years, these groups served as educators, communicating scientific and experiential information about the adverse effects of pesticides on human health and environment to the public, and built support for the amendment of pesticide policies and the alteration of pesticide use practices. Their efforts led to the passage of more stringent regulations to better protect farmworkers, the public, and the environment. Environmental organizations and farmworker groups also acted as watchdogs, monitoring the activity of regulatory agencies and bringing suit when necessary to ensure that they fulfilled their responsibilities to the public. This dissertation will build on previous scholarly work to show increasing collaboration between farmworker groups and environmental organizations. It argues that the organizations shared a common concern about the effects of pesticides on human health, which enabled bridge-builders within the disparate organizations to foster cooperative relationships. Bridge-building proved a mutually beneficial exercise. Variance in organizational strategies and the timing of different reform efforts limited, but did not eliminate, opportunities for collaboration. Coalitions formed when groups came together temporarily, and then drifted apart when a reform effort reached its terminus, leaving future collaboration still possible.

The rights of American Indians occupy a unique position within the legal framework of water allocations in the western United States. However, in the formulation and execution of policies that controlled access to water in the desert Southwest, federal and local governments did not preserve the federal reserved water rights that attached to Indian reservations as part of their creation. Consequentially, Indian communities were unable to access the water supplies necessary to sustain the economic development of their reservations. This dissertation analyzes the legal and historical dimensions of the conflict over rights that occurred between Indian communities and non-Indian water users in Arizona during the second half of the twentieth century. Particular attention is paid to negotiations involving local, state, federal, and tribal parties, which led to the Congressional authorization of water rights settlements for several reservations in central Arizona. The historical, economic, and political forces that shaped the settlement process are analyzed in order to gain a better understanding of how water users managed uncertainty regarding their long-term water supplies. The Indian water rights settlement process was made possible through a reconfiguration of major institutional, legal, and policy arrangements that dictate the allocation of water supplies in Arizona.

This dissertation explores complex representations of spiritual, social and cultural ways of knowing embedded within engraved ivory drill bows from the Bering Strait. During the nineteenth century, multi-faceted ivory drill bows formed an ideal surface on which to recount life events and indigenous epistemologies reflective of distinct environmental and socio-cultural relationships. Carvers added motifs over time and the presence of multiple hands suggests a passing down of these objects as a form of familial history and cultural patrimony. Explorers, traders and field collectors to the Bering Strait eagerly acquired engraved drill bows as aesthetic manifestations of Arctic mores but recorded few details about the carvings resulting in a disconnect between the objects and their multi-layered stories. However, continued practices of ivory carving and storytelling within Bering Strait communities holds potential for engraved drill bows to animate oral histories and foster discourse between researchers and communities. Thus, this collaborative project integrates stylistic analyses and ethno-historical accounts on drill bows with knowledge shared by Alaska Native community members and is based on the understanding that oral narratives can bring life and meaning to objects within museum collections.

Baseball is the quintessential American game. To understand the country one must also understand the role baseball played in the nation's maturation process. Baseball is the quintessential American game. To understand the country one must also understand the role baseball played in the nation's maturation process. Embedded in baseball's history are (among other things) the stories of America's struggles with issues of race, gender, immigration, organized labor, drug abuse, and rampant consumerism. Over the better part of two centuries, the national pastime both reflected changes to American culture and helped shape them as well. Documenting these changes and packaging them for consumption is the responsibility of the National Baseball Hall of Fame and Museum in Cooperstown, New York. Founded as a tourist attraction promoting largely patriotic values, in recent decades the Baseball Hall of Fame made a concerted effort to transform itself into a respected member of the history museum community--dedicated to displaying American history through the lens of baseball. This dissertation explores the evolution of the Baseball Hall of Fame from celebratory shrine to history museum through an analysis of public history practice within the museum. In particular, this study examines the ways the Hall both reflected and reinforced changes to American values and ideologies through the evolution of public history practice in the museum. The primary focus of this study is the museum's exhibits and analyzing what their content and presentation convey about the social climate during the various stages of the Baseball Hall of Fame's evolution. The principal resources utilized to identify these stages include promotional materials, exhibit reviews, periodicals, and photographic records, as well as interviews with past and present Hall-of-Fame staff. What this research uncovers is the story of an institution in the midst of a slow transition. Throughout the past half century, the Hall of Fame staff struggled with a variety of obstacles to change (including the museum's traditionally conservative roots, the unquestioning devotion Americans display for baseball and its mythology, and the Hall of Fame's idyllic setting in a quaint corner of small-town America) that undermined their efforts to become the type of socially relevant institution many envisioned. Contending with these challenges continues to characterize much of the museum's operations today.

The Grand Canyon is one of the most well-recognized natural features in the world, but it is also a cultural landscape. The way that the interpretation of this natural and cultural landscape has changed over time reveals a great deal about what values Americans place on scenic areas (especially national parks), how they want to experience them, what stories they want to be told there, and what cultural values were important in America at the time. This dissertation traces how the interpretation of Grand Canyon has changed over time from its earliest history until the present day, particularly focusing on National Park Service (NPS) interpretation of the site. It argues that the process involved in developing NPS interpretation at Grand Canyon National Park involved give and take between the local and national levels of the NPS, but also relied heavily on public engagement and interests. It also explores two sub themes, examining the degree to which Native American perspectives have been incorporated into Grand Canyon National Park interpretation, and how important individual personalities have been in shaping interpretation at the Park. Ultimately, the dissertation reveals that interpretation was a complex act, based upon dynamic interrelationships between author and audience, between professional objectives and public and private pressures, and between what messages the NPS wanted to convey and what visitors told the NPS they wanted to hear.

Los Angeles long served as a center of technological and scientific innovation and production, from nineteenth-century agriculture to twentieth-century aerospace. City boosters used spectacle-filled promotional strategies to build and maintain technological supremacy through industry. Evaluating the city’s premier industry-focused science museum, the California Science Center, is therefore a must. The California Science Center is one of the most-visited museums in the United States and is in the historic Exposition Park. Yet, no thorough analysis has been done on its influential history. This dissertation is an interdisciplinary study of the California Science Center, from its 1870s beginnings as an agricultural fairground, to the construction of the world’s fair-inspired State Exposition Building in the 1910s, to its post-World War II redesign as the California Museum of Science and Industry. It uses regional history, design history, and museum studies to evaluate the people behind the museum’s construction and development, how they shaped exhibits, and the ideologies of progress they presented to the public. This dissertation builds on established historical components in Los Angeles’ image-making, primarily boosterism, spectacular display, and racism. The museum operated as part of the booster apparatus. Influential residents constructed Exposition Park and served on the museum board. In its earliest days, exhibits presented Anglo Los Angeles as a civilizing force through scientific farming. During the Cold War, boosters shifted to promote Los Angeles as a mecca of modern living, and the museum presented technology as safe and necessary to democracy. Local industries and designers featured centrally in this narrative. Boosters also used spectacle to ensure impact. Dioramas, Hollywood special effects, and simulated interactive experiences enticed visitors to return again and again. Meanwhile, non-white residents either became romanticized, as in the case of the Mexican Californios, or ignored, as seen in the museum’s surrounding neighborhood, primarily-African American, South Central. Anglo elites removed non-whites from the city’s narrative of progress. Ultimately, this dissertation shows that the museum communicated city leaders’ ideologies of progress and dictated exhibit narratives. This study adds nuance to image-making in Los Angeles, as well as furthering regional analysis of science museums in the United States.

This study examines history museums in Arizona and New Mexico to determine whether New Western History themes are prevalent, twenty years after the term was conceived. Patricia Limerick is credited with using the expression in the 1980s, but she had to promote the concept frequently and for many years. There was resistance to changing from the Frederick Jackson Turner thesis of looking at the frontier as an expansion from the East, even while others were already writing more current historiography.

Limerick’s four “Cs”—continuity, convergence, conquest, and complexity—took a view of the West from the West, worthy of a separate perspective. These themes also allowed historians to reflect on what was happening locally, how and why various people were interacting, how there was less of a benevolent imbuing of European culture on Native Americans than there was a conquest of indigenous people, and how resource extraction created complex situations for all living things. While scholarly works were changing to provide relevant material based on these themes, museums were receiving thousands of visitors every year and may have been providing the Anglo-centric view of events or creating more inclusive displays. Label texts could have been either clarifying or confusing to a history loving audience.

Three types of museums were visited to determine whether there was a difference in display based on governing body. National Park Service sites, state sponsored institutions, and local city-based museums served as the study material. The age of the existing long-term exhibits ranged from brand new to fifty-one years extant. As important to the use of New Western History themes as the term of the current exhibit was the type of governing body.

Monographs, essays, and museum exhibits are all important to the dissemination of history. How they relate and how current they are to each other creates an opportunity for both academic and museum professional historians to reflect on the delivery systems used to enlighten a history-loving public.

This dissertation explores how the written word and natural and cultural landscapes entwine to create a place, the process by which Arizona's landscapes affected narratives written about the place and how those narratives created representations of Arizona over time. From before Arizona became a state in 1912 to the day its citizens celebrated one hundred years as a state in 2012, words have played a role in making it the place it is. The literature about Arizona and narratives drawn from its landscapes reveal writers' perceptions, what they believe is important and useful, what motivates or attracts them to the place. Those perceptions translated into words organized in various ways create an image of Arizona for readers. I explore written works taken at twenty-five year intervals--1912 and subsequent twenty-five year anniversaries--synthesizing narratives about Arizona and examining how those representations of the place changed (or did not change). To capture one hundred years of published material, I chose sources from several genres including official state publications, newspapers, novels, poetry, autobiography, journals, federal publications, and the Arizona Highways magazine. I chose sources that would have been available to the reading public, publications that demonstrated a wide readership. In examining the words about Arizona that have been readily available to the English-reading public, the importance of the power of the printed word becomes clear. Arizona became the place it is in the twenty-first century, in part, because people with power--in the federal and state governments, boosters, and business leaders--wrote about it in such a way as to influence growth and tourism sometimes at the expense of minority groups and the environment. Minority groups' narratives in their own words were absent from Arizona's written narrative landscape until the second half of the twentieth century when they began publishing their own stories. The narratives about Arizona changed over time, from literature dominated by boosting and promotion to a body of literature with many layers, many voices. Women, Native American, and Hispanic narratives, and environmentalists' and boosters' words created a more complex representation of Arizona in the twenty-first century, and more accurately reflected its cultural landscape, than the Arizona represented in earlier narratives.

Since the late 1990s thousands of new Border Patrol agents, hundreds of miles of fencing, and additional immigration checkpoints have been added to the Mexico-U.S. border region. This unprecedented increase in boundary enforcement has strained existing relationships and created new separations between people and places in the borderlands. Southwestern Arizona

Since the late 1990s thousands of new Border Patrol agents, hundreds of miles of fencing, and additional immigration checkpoints have been added to the Mexico-U.S. border region. This unprecedented increase in boundary enforcement has strained existing relationships and created new separations between people and places in the borderlands. Southwestern Arizona has been impacted in especially dramatic ways, as the “hardening” of the international boundary has transformed conservation and indigenous spaces into theaters of drug interdiction and immigration control. This dissertation explores this transformation in southwestern Arizona, a region that was known by Spanish Colonial administrators as the Papaguería. With the community of Ajo at the center of the narrative, this dissertation explores the ways that industry and conservation have long shaped the social relations and the landscape of the region. The destruction of old borders, the creation of new borders, and the redefinition of space has been an ongoing process that continues to define some groups of people as insiders and other groups as outsiders. In the current era of border security echoes from earlier colonial encounters reverberate into the present, shaping landscapes and the lives of local residents in the contemporary Papaguería in significant ways.

The Wasatch Front is an environmentally complex region, this area of northern Utah is mountainous and fertile enough to support a varied ecology. It has also supported healthy human populations. The marshy lands surrounding the gigantic lake antecedent to Great Salt Lake and Utah Lake provided food and resources for early peoples. Then, as the climate warmed and drought set in, the early Fremont culture was apparently unable to adapt. Now, the Wasatch Front is home to the majority of Utah’s population, putting this sensitive environment under considerable strain. When early Mormon settlers arrived to colonize the area in the mid nineteenth century, they set to work making the Wasatch Front into their idea of paradise. They borrowed language from the Hebrew Bible to describe the changes they had made, claiming they had made the desert “blossom as the rose.” The purpose of this dissertation is to examine the origins and manifestations of this complex ethos of “blossoming,” how Mormon culture has conceived and reconceived it, and how climatic realities have shaped and are shaping it. On one hand, “blossoming” entails a form of stewardship that encourages conservation and temperance. On the other hand, Mormons have continually sought to incorporate American ideals of abundance and mastery over the natural elements. Today, population pressure combined with the prospect of megadrought makes these tensions even more salient and threatens to recapitulate the maladaptations of earlier cultures in a pattern of withering rather than blossoming. This dissertation illustrates how the ill consequences of “blossoming” have repeatedly forced a pattern of return to the ethos of stewardship and might do so again.
