Because of a projected surge of several billion urban inhabitants by mid-century, a rising urgency exists to advance local and strategically deployed measures intended to ameliorate negative consequences on urban climate (e.g., heat stress, poor air quality, energy/water availability). Here we highlight the importance of incorporating scale-dependent built environment induced solutions within the broader umbrella of urban sustainability outcomes, thereby accounting for fundamental physical principles. Contemporary and future design of settlements demands cooperative participation between planners, architects, and relevant stakeholders, with the urban and global climate community, which recognizes the complexity of the physical systems involved and is ideally fit to quantitatively examine the viability of proposed solutions. Such participatory efforts can aid the development of locally sensible approaches by integrating across the socioeconomic and climatic continuum, therefore providing opportunities facilitating comprehensive solutions that maximize benefits and limit unintended consequences.

Outdoor human comfort is determined for the remodelled downtown of Tempe, Arizona, USA, an acclaimed example of New Urbanist infill. The authors desired to know whether changes were accompanied by more comfortable conditions, especially in hot, dry summer months. The physiological equivalent temperature provided an assessment of year-round outdoor human comfort. Building compactness and tree shade that became part of the changes in the downtown provided more overall daytime human comfort than open nearby streets; however some downtown sites were less comfortable at night, but below 40°C, a threshold for human comfort in this desert environment.

We examined the horizontal and vertical nocturnal cooling influence of a small park with irrigated lawn and xeric surfaces (∼3 ha) within a university campus of a hot arid city. Temperature data from 0.01- to 3-m heights observed during a bicycle traverse of the campus were combined with modeled spatial temperature data simulated from a three-dimensional microclimate model (ENVI-met 3.1). A distinct park cool island, with mean observed magnitudes of 0.7–3.6°C, was documented for both traverse and model data with larger cooling intensities measured closer to surface level. Modeled results possessed varying but generally reasonable accuracy in simulating both spatial and temporal temperature data, although some systematic errors exist. A combination of several factors, such as variations in surface thermal properties, urban geometry, building orientation, and soil moisture, was likely responsible for influencing differential urban and non-urban near-surface temperatures. A strong inversion layer up to 1 m over non-urban surfaces was detected, contrasting with near-neutral lapse rates over urban surfaces. A key factor in the spatial expansion of the park cool island was the advection of cooler park air to adjacent urban surfaces, although this effect was mostly concentrated from 0- to 1-m heights over urban surfaces that were more exposed to the atmosphere.

Two Long-Term Ecological Research (LTER) sites now include urban areas (Baltimore, Maryland and Phoenix, Arizona). A goal of LTER in these cities is to blend physical and social science investigations to better understand urban ecological change. Research monitoring programs are underway to investigate the effects of urbanization on ecosystems. Climate changes in these urban areas reflect the expanding population and associated land surface modifications. Long-term urban climate effects are detectable from an analysis of the GHCN (Global Historical Climate Network) database and a comparison of urban versus rural temperature changes with decadal population data. The relation of the urban versus rural minimum temperatures (Tminu-r) to population changes is pronounced and non-linear over time for both cities. The Tmaxu-r data show no well-defined temporal trends.

The fast pace of global urbanization makes cities the hotspots of population density and anthropogenic activities, leading to intensive emissions of heat and carbon dioxide (CO2), a primary greenhouse gas. Urban climate scientists have been actively seeking effective mitigation strategies over the past decades, aiming to improve the environmental quality for urban dwellers. Prior studies have identified the role of urban green spaces in the relief of urban heat stress. Yet little effort was devoted to quantify their contribution to local and regional CO2 budget. In fact, urban biogenic CO2 fluxes from photosynthesis and respiration are influenced by the microclimate in the built environment and are sensitive to anthropogenic disturbance. The high complexity of the urban ecosystem leads to an outstanding challenge for numerical urban models to disentangling and quantifying the interplay between heat and carbon dynamics.This dissertation aims to advance the simulation of thermal and carbon dynamics in urban land surface models, and to investigate the role of urban greening practices and urban system design in mitigating heat and CO2 emissions. The biogenic CO2 exchange in cities is parameterized by incorporating plant physiological functions into an advanced single-layer urban canopy model in the built environment. The simulation result replicates the microclimate and CO2 flux patterns measured from an eddy covariance system over a residential neighborhood in Phoenix, Arizona with satisfactory accuracy. Moreover, the model decomposes the total CO2 flux from observation and identifies the significant CO2 efflux from soil respiration. The model is then applied to quantify the impact of urban greening practices on heat and biogenic CO2 exchange over designed scenarios. The result shows the use of urban greenery is effective in mitigating both urban heat and carbon emissions, providing environmental co-benefit in cities. Furthermore, to seek the optimal urban system design in terms of thermal comfort and CO2 reduction, a multi-objective optimization algorithm is applied to the machine learning surrogates of the physical urban land surface model. There are manifest trade-offs among ameliorating diverse urban environmental indicators despite the co-benefit from urban greening. The findings of this dissertation, along with its implications on urban planning and landscaping management, would promote sustainable urban development strategies for achieving optimal environmental quality for policy makers, urban residents, and practitioners.

Historically, Spain, the United States, and Japan have colonized the islands, and the United States and China continue to maintain imperial interests in the area.

The Philippine Sea refers to the East and West Philippine Sea that are within the sovereign territory of the 7,641 islands of the Philippine archipelago. Historically, Spain, the United States, and Japan have colonized the islands, and the United States and China continue to maintain imperial interests in the area. Filipino/a/x diasporic activists in the U.S. and allies have participated in the anti-imperial struggle in support of demilitarization of the Pacific and of neo-colonized states across the globe. Responding to the problematics of anti-imperialism and solidarity, this dissertation advances the concept of agos or moving relations to attune to the sea as an analytic in theorizing activism, communication, and performance. This project was written on the unceded ancestral homelands of the Onk Akimel O’odham and Xalychidom Piipash, was inspired by the works of Black and Indigenous communities and scholars, and was influenced by Kale Fajardo’s notion of crosscurrents and Loma Cuevas-Hewitt’s concept of archipelagic poetics. Across critical organizational communication, critical intercultural communication, and performance studies, agos theorizes the relationalities of movements and the movements of relationalities. Utilizing critical qualitative, rhetorical, and performance methods, this project develops three instantiations of agos. In “Whirlpool Organizing,” the processes of anti-imperial organizers’ relationship and coalition building are examined to demonstrate the liquidities that animate dialectics and differences. In “Anchored Relationality,” U.S. diasporic Filipino/a/x’ varied and complex reconnections with Philippine waters are explored to illustrate the fluidities of positions and relations. In “Archipelagic Performance,” the staged production of “What sounds do turtles make?” is analyzed to showcase the flows of a decolonial and relational mode of performance.

Black Americans and Black folks across the globe continue to proclaim variousunfreedoms we experience specifically due to our Blackness. As we struggle against and survive through the unfair structures, ways of being, and conditions that are killing us, we have been creating new survival strategies for living. One of our primary arguments is that state entities and the anti-Black carcerality embedded in them (e.g., policing, prisons, hospitals, welfare systems, military, the foster care system educational institutions etc.) are the primary arbitrators weaponizing violence, injustice, and unfreedom in our lives. Since the Black Lives Matter uprising in 2013 due to the murder of Trayvon Martin, leading up to the largest global uprising in 2020 due to the murder of George Floyd, and the ongoing activism around anti-Black police violence, we who are organizers and activists have found ourselves seeking out alternative ways to be principled in our struggles for abolition, transformative justice, and Black liberation. A part of being in principled struggle is building a praxis (when theory meets practice) of how to conduct oneself in community with others, and with the state in a way that is aligned with stated values and beliefs. Much of the organizing work geared towards eradicating anti-Black violence pulls from the theoretical and practiced interventions of the Black radical tradition, Black feminist thought, and abolitionism(s) to inform their praxis. This dissertation will seek out a Black radical queer feminist praxis by conducting an auto- ethnography using critical art-based Black feminist-womanist storytelling to measure data collected from my lived experiences as an organizer and activist to uplift the liberation strategies of an era.

Cities globally are experiencing substantial warming due to ongoing urbanization and climate change. However, existing efforts to mitigate urban heat focus mainly on new technologies, exacerbate social injustices, and ignore the need for a sustainability lens that considers environmental, social, and economic perspectives. Heat in urban areas is amplified and urgently needs to be considered as a critical sustainability issue that crosses disciplinary and sectoral (traditional) boundaries. The missing urgency is concerning because urban overheating is a multi-faceted threat to the well-being and performance of individuals as well as the energy efficiency and economy of cities. Urban heat consequences require transformation in ways of thinking by involving the best available knowledge engaging scientists, policymakers, and communities. To do so, effective heat mitigation planning requires a considerable amount of diverse knowledge sources, yet urban planners face multiple barriers to effective heat mitigation, including a lack of usable, policy-relevant science and governance structures. To address these issues, transdisciplinary approaches, such as co-production via partnerships and the creation of usable, policy-relevant science, are necessary to allow for sustainable and equitable heat mitigation that allow cities to work toward multiple Sustainable Development Goals (SDGs) using a systems approach. This dissertation presents three studies that contribute to a sustainability lens on urban heat, improve the holistic and multi-perspective understanding of heat mitigation strategies, provide contextual guidance for reflective pavement as a heat mitigation strategy, and evaluate a multilateral, sustainability-oriented, co-production partnership to foster heat resilience equitably in cities. Results show that science and city practice communicate differently about heat mitigation strategies while both avoid to communicate disservices and trade-offs. Additionally, performance evaluation of heat mitigation strategies for decision-making needs to consider multiple heat metrics, people, and background climate. Lastly, the partnership between science, city practice, and community needs to be evaluated to be accountable and provide a pathway of growth for all partners. The outcomes of this dissertation advance research and awareness of urban heat for science, practice, and community, and provide guidance to improve holistic and sustainable decision-making in cities and partnerships to address SDGs around urban heat.

In this dissertation, I grapple with the compelling question: Why have women’s mobilizations in Latin America not only increased but also become increasingly confrontational towards the state and other institutions, even amid a longstanding rise in progressive gender-based legislation and policies? This inquiry unfolds against a backdrop of diverse theoretical perspectives on women’s engagement in contentious politics. This introspection has led to the formulation of a theoretical mechanism, which posits that neither the proliferation of gender-progressive policies, windows of opportunity, nor grievances are sole precipitating factors. Instead, the emergence of the ‘legal facade’ – spawned by this structural political opportunity - incites further contentious actions. These are intertwined with the development of a collective conscience, anchored in a sense of shared destiny, amplified by both fear and hope. To elucidate the activists’ experiences, I employ a methodological blend of case-process tracing and narrative analysis. This ‘legal facade’ embodies the systematic failures of the state and informal institutions to effectively address women’s violence and inequalities, resulting in the superficial enactment of numerous policies and laws that have deep flaws in their design, execution, and evaluation.

This three-article dissertation is a qualitative exploration of language ideologies and discourse regarding the English language’s role in Puerto Rico’s (PR) education, politics, and culture. Centering the perspectives of civically engaged youth (CEY) and adhering to critical and decolonial theoretical frameworks, I explore how Puerto Ricans conceptualize the English language and its value at macro, meso, and micro levels. The first article provides a history of English language policies in PR. I perform a thematic analysis of archival newspaper data, political platforms, and politician and educational professional discourse to gain a nuanced understanding of the historical and current sociolinguistic discourse around English in the archipelago. I find that PR politicians use English as a bargaining tool to garner support, while they ignore the citizenry’s educational needs. Many educators, parents, and researchers have first-hand knowledge of the public education system’s dire needs that must be addressed to ensure successful language education programs. This knowledge is ignored by PR’s politicians. To explore language ideologies regarding English from a mid-level view, I interviewed twelve CEYs to understand their perceptions, ideals, and experiences regarding English language use in PR. I then interpreted the language ideologies that inform CEYs’ interactions with, and perspectives of, the English language. I find that CEYs have complex, fluid, and nuanced beliefs about the English language. With these beliefs, they make room for resisting the traditional dichotomous views between English/Spanish that constrain us to Western ways of thinking, and they create opportunities to affirm their own knowledge and experiences as legitimate. In the third article, I explore English language use at a micro-level. This involves examining English language use in activism and community work organizations’ official websites and social media platforms. I find that organizations use English not only in nominal ways (to refer to technology terms, United States (US) institutions and more) but also in complex and engaging ways such as citation of Black and Decolonial scholars and disseminating protective language.
