Over the last two decades programs and mandates to encourage and foster sustainable urban development have arisen throughout the world, as cities have emerged as key opportunity sites for sustainable development due to the compactness and localization of services and resources. In order to recognize this potential, scholars and practitioners have turned to the practice of visioning as a way to motivate actions and decision making toward a sustainable future. A "vision" is defined as desirable state in the future and scholars believe that the creation of a shared, motivational vision is the best starting point to catalyze positive and sustainable change. However, recent studies on city visions indicate that they do not offer substantive sustainability content, and methods or processes to evaluate the sustainability content of the resulting vision (sustainability appraisal or assessment) are often absent from the visioning process. Thus, this paper explores methods for sustainability appraisal and their potential contributions to (and in) visioning. The goal is to uncover the elements of a robust sustainability appraisal and integrate them into the visioning process. I propose an integrated sustainability appraisal procedure based on sustainability criteria, indicators, and targets as part of a visioning methodology that was developed by a team of researchers at Arizona State University (ASU) of which I was a part. I demonstrate the applicability of the appraisal method in a case study of visioning in Phoenix, Arizona. The proposed method allows for early and frequent consideration and evaluation of sustainability objectives for urban development throughout the visioning process and will result in more sustainability-oriented visions. Further, it can allow for better measurement and monitoring of progress towards sustainability goals, which can make the goals more tangible and lead to more accountability for making progress towards the development of more sustainable cities in the future.

Research indicates that projected increases in global urban populations are not adequately addressed by current food production and planning. In the U.S., insufficient access to food, or the inability to access enough food for an active, healthy life affects nearly 15% of the population. In the face of these challenges, how are urban planners and other food system professionals planning for more resilient food systems? The purpose of this qualitative case study is to understand the planning and policy resources and food system approaches that might have the ability to strengthen food systems, and ultimately, urban resiliency. It proposes that by understanding food system planning in this context, planning approaches can be developed to strengthen urban food systems. The study uses the conceptual framework of urban planning for food, new community food systems, urban resiliency, and the theory of Panarchy as a model for urban planning and creation of new community food systems. Panarchy theory proposes that entrenched, non-diverse systems can change and adapt, and this study proposes that some U.S. cities are doing just that by planning for new community food systems. It studied 16 U.S. cities considered to be leaders in sustainability practices, and conducted semi-structured interviews with professionals in three of those cities: Portland, OR; San Francisco, CA; and Seattle, WA. The study found that these cities are using innovative methods in food system work, with professionals from many different departments and disciplines bringing interdisciplinary approaches to food planning and policy. Supported by strong executive leadership, these cities are creating progressive urban agriculture zoning policies and other food system initiatives, and using innovative educational programs and events to engage citizens at all socio-economic levels. Food system departments are relatively new, plans and policies among the cities are not consistent, and they are faced with limited resources to adequately track food system-related data. However they are still moving forward with programming to increase food access and improve their food systems. Food-system resiliency is recognized as an important goal, but cities are in varying stages of development for resiliency planning.

Planners are often involved in the development of 'visions' for specific projects or larger plans. These visions often serve as guideposts for more specific plans or projects and the visioning process is important for involving community members into the planning process. This paper provides a review of the recent literature published about visioning and is intended to provide guidance for visioning activities in planning projects. I use the general term "vision" in reference to a desirable state in the future. The body of academic literature on visioning in planning has been growing over the last decade. However, the planning literature on visioning is diverse and dispersed, posing various challenges to researchers and planners seeking guidance for their own planning (research) activities. For one, relevant articles on visioning are scattered over different strands of literature ranging from traditional planning literature (Journal of the American Planning Association, Planning Practice and Research, etc.) to less traditional and intuitive sources (Futures, Journal of Cross-Cultural Psychology). Further, some of them not easily identifiable and may not be openly accessible via the Internet. Thus, our review intends to help collect and synthesize this literature and begin to provide guidance for the future of visioning in the field of planning. I do this by compiling visioning literature from different strands of the planning literature, synthesizing key insights into visioning in (urban) planning, undertaking exemplary appraisals of visioning approaches in planning against quality criteria, and deriving conclusions for visioning research and practice. From this review, I highlight areas of opportunity and ways forward in order to make visioning more effective and more influential for the future of communities throughout the world.

Tempe political and business leaders implemented a series of strategies, composed of interconnected economic, political, and cultural factors that contributed to the city's growth over time. Influenced by a new economic opportunities and challenges, changing ideas about redevelopment and the role of suburbs, and Tempe's own growth issues after 1960, Tempe leaders and citizens formed a distinct vision for downtown redevelopment. Modified over time, the redevelopment strategy depended on effective planning and financing, public-private collaboration, citizen participation, and a revised perception of growth. After 1980, the strategy gained momentum enabling leaders to expand their ambitions for downtown. Redevelopment manifested through riverfront redevelopment, art and culture, and historic preservation redirecting the city's growth, creating economic development, and revitalizing downtown as Tempe began flourishing as a mature supersuburb. The strategy showed considerable economic success by 2012 and the completion of the Rio Salado Project, the Tempe Center for the Arts, and the preservation of the Hayden Flour Mill made downtown an attractive and diverse urban destination.

Rapid urbanization in Phoenix, Arizona has increased the nighttime temperature by 5°C (9 °F), and the average daily temperatures by 3.1°C (5.6 °F) (Baker et al 2002). On the macro scale, the energy balance of urban surface paving materials is the main contributor to the phenomenon of the Urban Heat Island effect (UHI). On the micro scale, it results in a negative effect on the pedestrian thermal comfort environment. In their efforts to revitalize Downtown Phoenix, pedestrian thermal comfort improvements became one of the main aims for City planners. There has been an effort in reformulating City zoning standards and building codes with the goal of developing a pedestrian friendly civic environment. Much of the literature dealing with mitigating UHI effects recommends extensive tree planting as the chief strategy for reducing the UHI and improving outdoor human thermal comfort. On the pedestrian scale, vegetation plays a significant role in modifying the microclimate by providing shade and aiding the human thermal comfort via evapotranspiration. However, while the extensive tree canopy is beneficial in providing daytime shade for pedestrians, it may reduce the pavement surfaces' sky-view factor during the night, thereby reducing the rate of nighttime radiation to the sky and trapping the heat gained within the urban materials. This study strives to extend the understanding, and optimize the recommendations for the use of landscape in the urban context of Phoenix, Arizona for effectiveness in both improving the human thermal comfort and in mitigating the urban heat island effect.

The aims of the study are to investigate the relationship between density and social equity. Social equity is an important social goal with regard to urban development, especially smart growth and sustainable development; however, a definition of the concept of social equity from an urban planning perspective was still lacking.

The aims of the study are to investigate the relationship between density and social equity. Social equity is an important social goal with regard to urban development, especially smart growth and sustainable development; however, a definition of the concept of social equity from an urban planning perspective was still lacking. In response to these deficiencies, the study used quantitative and qualitative methods and synthesized multiple social and spatial perspectives to provide guidance for density and social equity planning, community design, and public policy. This study used data for the area of King County, Washington to explore the empirical relationship between density and social equity at the neighborhood level. In examining access to several facilities, this study found that distances to parks and grocery stores were shorter than those to other facilities, such as the library, hospital, police station, and fire station. In terms of the relationship between density and accessibility, the results show that higher density is associated with better accessibility in neighborhoods. Density is also positively associated with both income diversity and affordable housing for low-income families. In terms of the relationship between density and crime, density is positively associated with violent crime, while density is negatively associated with property crime. The findings of this study can aid in the development and evaluation of urban policy and density planning aimed at promoting social benefits in urban space. Therefore, this study is useful to a range of stakeholders, including urban planners, policy makers, residents, and social science researchers across different disciplines.

It has been identified in the literature that there exists a "spatial mismatch" between geographical concentrations of lower-income or minority people who have relatively lower rates of car ownership, lower skills or educational attainment and who mainly rely on public transit for their travel, and low-skilled jobs for which they more easily qualify. Given this situation, various types of transportation projects have been constructed to improve public transit services and, alongside other goals, improve the connection between low-skilled workers and jobs. As indicators of performance, measures of job accessibility are commonly used in to gauge how such improvements have facilitated job access. Following this approach, this study investigates the impact of the Phoenix Metro Light Rail on job accessibility for the transit users, by calculating job accessibility before and after the opening of the system. Moreover, it also investigates the demographic profile of those who have benefited from improvements in job accessibility----both by income and by ethnicity. Job accessibility is measured using the cumulative opportunity approach which quantifies the job accessibility within different travel time limits, such as 30 and 45 minutes. ArcGIS is used for data processing and results visualization. Results show that the Phoenix light rail has improved job accessibility of the traffic analysis zones that are along the light rail line and Hispanic and lower-income groups have benefited more than their counterparts.

The environmental and economic assessment of neighborhood-scale transit-oriented urban form changes should include initial construction impacts through long-term use to fully understand the benefits and costs of smart growth policies. The long-term impacts of moving people closer to transit require the coupling of behavioral forecasting with environmental assessment. Using new light rail and bus rapid transit in Los Angeles, California as a case study, a life-cycle environmental and economic assessment is developed to assess the potential range of impacts resulting from mixed-use infill development. An integrated transportation and land use life-cycle assessment framework is developed to estimate energy consumption, air emissions, and economic (public, developer, and user) costs. Residential and commercial buildings, automobile travel, and transit operation changes are included and a 60-year forecast is developed that compares transit-oriented growth against growth in areas without close access to high-capacity transit service. The results show that commercial developments create the greatest potential for impact reductions followed by residential commute shifts to transit, both of which may be effected by access to high-capacity transit, reduced parking requirements, and developer incentives. Greenhouse gas emission reductions up to 470 Gg CO2-equivalents per year can be achieved with potential costs savings for TOD users. The potential for respiratory impacts (PM10-equivalents) and smog formation can be reduced by 28-35%. The shift from business-as-usual growth to transit-oriented development can decrease user costs by $3,100 per household per year over the building lifetime, despite higher rental costs within the mixed-use development.

Research literature were reviewed regarding the land-use economic theory of bid-rent curves and the modern emergence of polycentric cities. Two independent Geographic Information System (GIS) analyses were completed to test the hypothesis that bid-rent methodology could be used to tease out trends in residential locations, and hence contribute to present-day urban planning efforts. Specifically, these analyses sought to address the relationships between place of work and place of residence in urban areas. A generalizable set of benchmarks for identifying urban employment centers were established for 10 study cities in the United States, and bid-rent curves were calculated under separate monocentric assumptions and polycentric assumptions. The results presented wide variations in real bid-rent curves that a) overall deviated dramatically from the hypothetical distribution of rent, and b) spoke to the unique residential patterns in individual U.S. cities. The implications of these variations were discussed with regard to equitable housing for marginalized groups and access to centers of employment.

There are many different approaches to the analysis of regional economic growth potential. One of the more recent is the theory of the creative class, and its impact on creative centers. Much of the criticism surrounding this theory is in how the creative class is defined and measured. The goal of this thesis is to explore alternate definitions to better understand how these variations impact the ranking of creative centers as well as their location through space and time. This is important given the proliferation of rankings as a benchmarking tool for economic development efforts. In order to test the sensitivity that the creative class has to definitional changes, a new set of rankings of creative centers are provided based on an alternate definition of creative employment, and compared to Richard Florida's original rankings. Findings show that most cities are not substantially affected by the alternate definitions derived in this study. However, it is found that particular cities do show sensitivity to comparisons made to Florida's definition, with the same cities experiencing greater variations in rank over time.
