Planners are often involved in the development of 'visions' for specific projects or larger plans. These visions often serve as guideposts for more specific plans or projects and the visioning process is important for involving community members into the planning process. This paper provides a review of the recent literature published about visioning and is intended to provide guidance for visioning activities in planning projects. I use the general term "vision" in reference to a desirable state in the future. The body of academic literature on visioning in planning has been growing over the last decade. However, the planning literature on visioning is diverse and dispersed, posing various challenges to researchers and planners seeking guidance for their own planning (research) activities. For one, relevant articles on visioning are scattered over different strands of literature ranging from traditional planning literature (Journal of the American Planning Association, Planning Practice and Research, etc.) to less traditional and intuitive sources (Futures, Journal of Cross-Cultural Psychology). Further, some of them not easily identifiable and may not be openly accessible via the Internet. Thus, our review intends to help collect and synthesize this literature and begin to provide guidance for the future of visioning in the field of planning. I do this by compiling visioning literature from different strands of the planning literature, synthesizing key insights into visioning in (urban) planning, undertaking exemplary appraisals of visioning approaches in planning against quality criteria, and deriving conclusions for visioning research and practice. From this review, I highlight areas of opportunity and ways forward in order to make visioning more effective and more influential for the future of communities throughout the world.

Sustainability challenges with severe local to global impacts require fundamental shifts in what industrial societies aspire to, generate, consume, and represent, as well as how they function. Transition governance is a promising framework to support these transformational efforts. A key component of transition governance is the construction of transition strategies, i.e., action schemes for how to transition from the current state to a sustainable one. Despite accomplishments in building theory and methodology for transition governance, the concepts of what transition strategies entail and how they relate to specific interventions are still underdeveloped. This dissertation further develops the concept of transition strategies, and explores how different stakeholder groups and allies can develop and test transition strategies across different scales, in the specific context of urban sustainability challenges. The overarching research question is: How can cities build and implement comprehensive transition strategies across different urban scales, from the city to the organizational level? The dissertation comprises four studies that explore the dynamic between transition strategies and experiments at the city, neighborhood, and organizational levels with empirical examples from Phoenix, Arizona. The first study reviews and compares paradigms of intentional change, namely transition governance, backcasting, intervention research, change management, integrated planning, and adaptive management in order to offer a rich set of converging ideas on what strategies for intentional change towards sustainability entail. The second study proposes a comprehensive concept of transition strategies and illustrates the concept with the example of sustainability strategies created through a research partnership with the City of Phoenix. The third study explores the role of experiments in transition processes through the lens of the neighborhood-level initiative of The Valley of the Sunflowers. The fourth study examines the role organizations can play in initiating urban sustainability transitions using exemplary strategies and experiments implemented at a local high school. The studies combined contribute to the further development of transition theory and sustainable urban development concepts. While this research field is at a nascent stage, the thesis provides a framework and empirical examples for how to build evidence-based transition strategies in support of urban sustainability.

Over the last two decades programs and mandates to encourage and foster sustainable urban development have arisen throughout the world, as cities have emerged as key opportunity sites for sustainable development due to the compactness and localization of services and resources. In order to recognize this potential, scholars and practitioners have turned to the practice of visioning as a way to motivate actions and decision making toward a sustainable future. A "vision" is defined as desirable state in the future and scholars believe that the creation of a shared, motivational vision is the best starting point to catalyze positive and sustainable change. However, recent studies on city visions indicate that they do not offer substantive sustainability content, and methods or processes to evaluate the sustainability content of the resulting vision (sustainability appraisal or assessment) are often absent from the visioning process. Thus, this paper explores methods for sustainability appraisal and their potential contributions to (and in) visioning. The goal is to uncover the elements of a robust sustainability appraisal and integrate them into the visioning process. I propose an integrated sustainability appraisal procedure based on sustainability criteria, indicators, and targets as part of a visioning methodology that was developed by a team of researchers at Arizona State University (ASU) of which I was a part. I demonstrate the applicability of the appraisal method in a case study of visioning in Phoenix, Arizona. The proposed method allows for early and frequent consideration and evaluation of sustainability objectives for urban development throughout the visioning process and will result in more sustainability-oriented visions. Further, it can allow for better measurement and monitoring of progress towards sustainability goals, which can make the goals more tangible and lead to more accountability for making progress towards the development of more sustainable cities in the future.

Inequities and exclusions, compounded by the increasing intensity of extreme weather events, pose significant challenges to urban planning for low-elevation coastal zones (LECZ). Inclusive development (ID) and urban flood resilience (UFR) have emerged as widely endorsed solutions by scholars. Granting that they gain substantial support and enthusiasm, they have the potential to transform vulnerable urban areas. While their noble intentions are commendable, the intricacies of ID cannot be overlooked, as UFR often inherits and perpetuates the inequalities ingrained in conventional development paradigms. Given the critical importance of ID and UFR in contemporary urban planning, my dissertation research devolved into their fusion by answering my main research question, what constitutes inclusive urban flood resilience? This investigation was carried out through a series of four secondary research questions distributed over three academic papers, each contributing a unique perspective and insights to this burgeoning field. Through a systematic literature review and employing bibliometric and thematic analyses, Chapter 2 offers a comprehensive understanding of inclusive development and a refined definition of the concept. Subsequently, taking Georgetown, the capital city of Guyana, as a case study, Chapter 3 estimates its UFR and employs dimensionality reduction by way of principal component analysis to present these findings in a transparent manner. Chapter 4 builds on the findings of the previous chapters, by first presenting a novel approach to evaluate inclusive development within the framework of the results of Chapter 2, and secondly, together with a systematic meta-analysis of flood resilience measurements, it offers an examination of the ID-UFR nexus. The findings suggest that the concept of inclusive development is nuanced by context-specific definitions, that flood resilience in Georgetown varies among its sub-districts, and that city dimensions (natural, built, social, economic, and institutional), as assessed by pooling global studies, do not share synergistic relationships, being a measure of inclusive development. These findings are critical to urban planning in Georgetown and similar contexts globally as they provide data-driven guidance for understanding these concepts and applying them toward developing inclusive and flood-resilient cities and communities.

Urban-induced heating is a challenge to the livability and health of city dwellers. It is a complex issue that many cities are facing, and a more urgent hazard in hot urban deserts (HUDs) than elsewhere due to already high temperatures and aridity. The challenge compounds in the absence of more localized heat mitigation understanding. In addition, over-reliance on evidence from temperate regions is disconnected from the actualities of extreme bioclimatic dynamics found in HUDs. This dissertation is an integration of a series of studies that inform urban climate relationships specific to HUDs. This three-paper dissertation demonstrates heat mitigation aspirational goals from actualities, depicts local urban thermal drivers in Kuwait, and then tests morphological sensitivity of selected thermal modulation strategies in one neighborhood in Kuwait City.

The first paper is based on a systematic literature review where evidence from morphological mitigation strategies in HUDs were critically reviewed, synthesized and integrated. Metrics, measurements, and methods were extracted to examine the applicability of the different strategies, and a content synthesis identified the levels of strategy success. Collective challenges and uncertainties were interpreted to compare aspirational goals from actualities of morphological mitigation strategies.

The second paper unpacks the relationship of urban morphological attributes in influencing thermal conditions to assess latent magnitudes of heat amelioration strategies. Mindful of the challenges presented in the first study, a 92-day summer field-measurement campaign captured system dynamics of urban thermal stimuli within sub-diurnal phenomena. A composite data set of sub-hourly air temperature measurements with sub-meter morphological attributes was built, statistically analyzed, and modeled. Morphological mediation effects were found to vary hourly with different patterns under varying weather conditions in non-linear associations. Results suggest mitigation interventions be investigated and later tested on a site- use and time-use basis.

The third paper concludes with a simulation-based study to conform on the collective findings of the earlier studies. The microclimate model ENVI-met 4.4, combined with field measurements, was used to simulate the effect of rooftop shade-sails in cooling the near ground thermal environment. Results showed significant cooling effects and thus presented a novel shading approach that challenges orthodox mitigation strategies in HUDs.

Urban areas face a host of sustainability problems ranging from air and water quality, to housing affordability, and sprawl reducing returns on infrastructure investments, among many others. To address such challenges, cities have begun to envision generational sustainability transitions, and coalesce transition arenas in context to manage those transitions. Transition arenas coordinate the efforts of diverse stakeholders in a setting conducive to making evidence-based decisions that guide a transition forward. Though espoused and studied in the literature, transition arenas still require further research on the specifics of agent selection, arena setting, and decision-making facilitation. This dissertation has three related contributions related to transition arenas. First, it describes a process that took place within Phoenix that focused on identifying, recruiting, and building the capacity of potential transition agents for a transition arena. As part of this, a first draft suggestion of plausible steps to take for identifying, recruiting, and building a team of transition agents is proposed followed by a brief discussion on how this step-by-step process could be evaluated in subsequent work. Second, building on such engagement, this dissertation then offers criteria for transition agent selection based on a review of the literature that includes the setting in which a transition arena occurs, and strategies to support successful facilitation of decision-making in that setting. Third, those criteria are operationalized to evaluate the facilitation of a specific decision (draft of a new transportation plan) in a specific transition arena: the Citizens Committee for the future of Phoenix Transportation. The goal of this dissertation is to articulate a first-draft framework for guiding the development and scientific evaluation of transition arenas. Future work is required to empirically validate the framework in other real-world transition arenas. A feasible research agenda is provides to support this work.

Public participation is considered an essential process for achieving sustainable urban development. Often, however, insufficient attention is paid to the design of public participation, and processes are formulaic. Then, participation may not match the local context of the communities within which a project is conducted. As a result, participation may become co-optative or coercive, stakeholders may lose trust, and outcomes may favor special interests or be unsustainable, among other shortcomings.

In this research, urban public participation is a collaborative decision-making process between residents, businesses, experts, public officials, and other stakeholders. When processes are not attuned with the local context (participant lifestyles, needs, interests, and capacities) misalignments between process and context arise around living conditions and personal circumstances, stakeholder trust, civic engagement, collaborative capacity, and sustainability literacy, among others.

This dissertation asks (1) what challenges arise when the public participation process does not match the local context, (2) what are key elements of public participation processes that are aligned with the local context, (3) what are ways to design public participation that align with specific local contexts, and (4) what societal qualities and conditions are necessary for meaningful participatory processes?

These questions are answered through four interrelated studies. Study 1 analyzes the current state of the problem by reviewing public participation processes and categorizing common misalignments with the local context. Study 2 envisions a future in which the problem is solved by identifying the features of well-aligned processes. Studies 3 and 4 test interventions for achieving the vision.

This dissertation presents a framework for analyzing the local context in urban development projects and designing public participation processes to meet this context. This work envisions public participation processes aligned with their local context, and it presents directives for designing deliberative decision-making processes for sustainable urban development. The dissertation applies a systems perspective to the social process of public participation, and it provides empirical support for theoretical debates on public participation while creating actionable knowledge for planners and practitioners.

This dissertation focuses on thermal comfort and walking as an experiential phenomenon in outdoor urban environments. The goal of the study is to provide a better understanding of the impact of psychological adaptation factors on thermal comfort. The main research questions included the impact of psychological factors on outdoor thermal comfort as well as the impact of long-term thermal perception on momentary thermal sensation. My research follows a concurrent triangulation strategy as a mixed-method approach, which consisted of a simultaneous collection and analysis of qualitative and quantitative data. Research consisted of five rounds of data collection in different locations beginning February 2018 and continuing through December 2019. During the qualitative phase, I gathered data in the form of an open-ended questionnaire but importantly, self-walking interviews where participants narrated their experience of the environment while recording one-minute long videos. The visual and audible information was first processed using thematic analysis and then further analyzed via Latent Dirichlet Allocation (LDA). During the quantitative phase, I gathered information from participants in the form of three-step survey questionnaires, that data was analyzed using T-Test regression analysis in STATA. The quantitative data helped explore and address the initial research questions, while the qualitative data helped in addressing and explaining the trends and the experiential aspects of thermal environment.

Results revealed that spatial familiarity (as a psychological adaptation factor) has a significant relationship for both overall comfort and thermal comfort within outdoor environments. Moreover, long term thermal memory influences momentary thermal sensation. The results of qualitative and quantitative data were combined, compared, and contrasted to generate new insights in the design of outdoor urban environments. The depth and breadth of the qualitative data set consisting of more than a thousand minute-long of narrated video segments along with hundreds of pages of transcribed text, demonstrated the subjective aspects of thermal comfort. This research highlights the importance of context-based and human-centric design in any evidence-based design approach for outdoor environments. The implications of the study can provide new insights not only for architects and urban designers, but also for city planners, stakeholders, public officials, and policymakers.

Communicating climate risks is crucial when engaging the public to support climate action planning and addressing climate justice. How does evidence-based communication influence local residents’ risk perception and potential behavior change in support of climate planning? Built upon our previous study of Climate Justice maps illustrating high scores of both social and ecological vulnerability in Michigan’s Huron River watershed, USA, a quasi-experiment was conducted to examine the effects of Climate Justice mapping intervention on residents’ perceptions and preparedness for climate change associated hazards in Michigan. Two groups were compared: residents in Climate Justice areas with high social and ecological vulnerability scores in the watershed (n=76) and residents in comparison areas in Michigan (n=69). Measurements for risk perception include perceived exposure, sensitivity, and adaptability to hazards. Results indicate that risk information has a significant effect on perceived sensitivity and level of preparedness for future climate extremes among participants living in Climate Justice areas. Findings highlight the value of integrating scientific risk assessment information in risk communication to align calculated and perceived risks. This study suggests effective risk communication can influence local support of climate action plans and implementation of strategies that address climate justice and achieve social sustainability in local communities.

Despite widespread acknowledgement of the need for transformation towards sustainability, the majority of cities appear stuck in incremental change instead of far-reaching, radical change. While there are numerous obstacles to transformational change, one critical aspect is the process of selecting impactful sustainability programs. The unique and complex nature of sustainability suggests a different approach is needed to program selection than is normal. But, to what extent are cities adapting selection processes in response to sustainability and what effect does this have on sustainable urban transformation? Could there be a more effective process to select programs with greater transformational potential? This dissertation investigates these questions using case studies and action research to add to the general knowledge of urban sustainability program selection and to develop practical knowledge (solutions) for more effective sustainable urban transformation.

The dissertation consists of three studies. Study 1 uses a case study approach to investigate existing sustainability program selection processes in three cities: Avondale, USA; Almere, the Netherlands; and Freiburg, Germany. These cities all express commitment to sustainability but have varying degrees of sustainable development experience, accomplishment, and recognition. Study 2 develops a program selection framework for urban sustainable transformation drawing extensively from the literature on sustainability assessment and related fields, and on participatory input from municipal practitioners in Avondale and Almere. Study 3 assesses the usefulness of the framework in a dual pilot study. Participatory workshops were conducted in which the framework was applied to real-world situations: (i) with the city’s sustainability working group in Avondale; and (ii) with a local energy cooperative in Almere.

Overall, findings suggest cities are not significantly adapting program selection processes in response to the challenges of sustainability. Processes are often haphazard, opportunistic, driven elite actors, and weakly aligned with sustainability principles and goals, which results in selected programs being more incremental than transformational. The proposed framework appears effective at opening up the range of program options considered, stimulating constructive deliberation among participants, and promoting higher order learning. The framework has potential for nudging program selection towards transformational outcomes and more deeply embedding sustainability within institutional culture.
