ABSTRACT Facility managers have an important job in today's competitive business world by caring for the backbone of the corporation's capital. Maintaining assets and the support efforts cause facility managers to fight an uphill battle to prove the worth of their organizations. This thesis will discuss the important and flexible use of measurement and leadership reports and the benefits of justifying the work required to maintain or upgrade a facility. The task is streamlined by invoking accountability to subject experts. The facility manager must trust in the ability of his or her work force to get the job done. However, with accountability comes increased risk. Even though accountability may not alleviate total control or cease reactionary actions, facility managers can develop key leadership based reports to reassign accountability and measure subject matter experts while simultaneously reducing reactionary actions leading to increased cost. Identifying and reassigning risk that are not controlled to subject matter experts is imperative for effective facility management leadership and allows facility managers to create an accurate and solid facility management plan, supports the organization's succession plan, and allows the organization to focus on key competencies.

Using experience, observations, data, current research, and writings in the field of volunteer management, it was determined there was a need to study the effects of leadership/management practices on the productivity outcomes of a volunteer construction workforce. A simple wood bench that would be tiled and painted was designed to test the areas of Time, Waste, Quality, Safety, and Satisfaction of different volunteer groups. The challenge was bolstered by giving the teams no power tools and limited available resources. A simple design of experiment model was used to test highs and lows in the three management techniques of Instruction, Help, and Encouragement. Each scenario was tested multiple times. Data was collected, normalized and analyzed using statistical analysis software. A few significant findings were discovered. The first; the research showed that there was no significant correlation between the management practices of the leader and the satisfaction of the volunteers. The second; the research also showed when further analyzed into specific realistic scenarios that the organizations would be better to focus on high amounts of Help and Encouragement in order to maximize the productivity of their volunteer construction workforce. This is significant as it allows NPO's and governments to focus their attention where best suited to produce results. The results were shared and the study was further validated as "significant" by conducting interviews with experts in the construction nonprofit sector.

Current information on successful leadership and management practices is contradictory and inconsistent, which makes difficult to understand what successful business practices are and what are not. The purpose of this study is to identify a simple process that quickly and logically identifies consistent and inconsistent leadership and management criteria. The hypothesis proposed is that Information Measurement Theory (IMT) along with the Kashiwagi Solution Model (KSM) is a methodology than can differentiate between accurate and inaccurate principles the initial part of the study about authors in these areas show how information is conflictive, and also served to establish an initial baseline of recommended practices aligned with IMT. The one author that excels in comparison to the rest suits the "Initial Baseline Matrix from Deming" which composes the first model. The second model is denominated the "Full Extended KSM-Matrix" composed of all the LS characteristics found among all authors and IMT. Both models were tested-out for accuracy. The second part of the study was directed to evaluate the perception of individuals on these principles. Two different groups were evaluated, one group of people that had prior training and knowledge of IMT; another group of people without any knowledge of IMT. The results of the survey showed more confusion in the group of people without knowledge to IMT and improved consistency and less variation in the group of people with knowledge in IMT. The third part of the study, the analysis of case studies of success and failure, identified principles as contributors, and categorized them into LS/type "A" characteristics and RS/type "C" characteristics, by applying the KSM. The results validated the initial proposal and led to the conclusion that practices that fall into the LS side of the KSM will lead to success, while practices that fall into the RS of the KSM will lead to failure. The comparison and testing of both models indicated a dominant support of the IMT concepts as contributors to success; while the KSM model has a higher accuracy of prediction.

This dissertation examines an analytical methodology that considers predictive maintenance on industrial facilities equipment to exceed world class availability standards with greater understanding for organizational participation impacts. The research for this study was performed at one of the world's largest semiconductor facilities, with the intent of understanding one possible cause for a noticeable behavior in technical work routines. Semiconductor manufacturing disruption poses significant potential revenue loss on a scale easily quantified in millions of dollars per hour. These instances are commonly referred to as "Interruption to production" (ITP). ITP is a standardized metric used across Company ABC's worldwide factory network to track frequency of occurrence and duration of manufacturing downtime. ITP, the key quantifiable indicator in this dissertation, will be the primary analytical measurement to identify the effectiveness of maintenance personnel's work routines as they relate to unscheduled downtime with facilities systems. This dissertation examines the process used to obtain change in an industrial facilities organization and the associated reactions of individual organizational members. To give the reader background orientation on the methodology for testing, measuring and ultimately assessing the benefits and risks associated with integrating a predictive equipment failure methodology, this dissertation will examine analytical findings associated with the statement of purpose as it pertains to ITP reduction. However, the focus will be the exploration of behavioral findings within the organization and the development of an improved industry standard for predictive ITP reduction process implementation. Specifically, findings associated with organizational participation and learning development trends found within the work group.

Sustainable Materials Management and Circular Economy are both frameworks for considering the way we interact with the world's resources. Different organizations and institutions across the world have adopted one philosophy or the other. To some, there seems to be little overlap of the two, and to others, they are perceived as being interchangeable. This paper evaluates Sustainable Materials Management (SMM) and Circular Economy (CE) individually and in comparison to see how truly different these frameworks are from one another. This comparison is then extended into a theoretical walk-through of an SMM treatment of concrete pavement in contrast with a CE treatment. With concrete being a ubiquitous in the world's buildings and roads, as well as being a major constituent of Construction & Demolition waste generated, its analysis is applicable to a significant portion of the world's material flow. The ultimate test of differentiation between SMM and CE would ask: 1) If SMM principles guided action, would the outcomes be aligned with or at odds with CE principles? and conversely 2) If CE principles guided action, would the outcomes be aligned with or at odds with SMM principles? Using concrete pavement as an example, this paper seeks to determine whether or not Sustainable Materials Management and Circular Economy are simply different roads leading to the same destination.

The construction industry in India suffers from major time and cost overruns. Data from government and industry reports suggest that projects suffer from 20 to 25 percent time and cost overruns. Waste of resources has been identified as a major source of inefficiency. Despite a substantial increase in the past few years, demand for professionals and contractors still exceeds supply by a large margin. The traditional methods adopted in the Indian construction industry may not suffice the needs of this dynamic environment, as they have produced large inefficiencies. Innovative ways of procurement and project management can satisfy the needs aspired to as well as bring added value. The problems faced by the Indian construction industry are very similar to those faced by other developing countries. The objective of this paper is to discuss and analyze the economic concerns, inefficiencies and investigate a model that both explains the Indian construction industry structure and provides a framework to improve efficiencies. The Best Value (BV) model is examined as an approach to be adopted in lieu of the traditional approach. This could result in efficient construction projects by minimizing cost overruns and delays, which until now have been a rarity.

Facilities Management is a service that should follow economic concepts of “value added” and “cost-effectiveness.” Facilities sites and campuses can be divided into geographic facilities maintenance zones to improve response time, coordination of trades, customer service, and the ownership or accountability of technicians. Facilities zone maintenance teams of multi-trade technicians can work together in a dynamic partnership to significantly reduce costs and do more with less. Six months of field research, case studies, and crew balance analysis of primary quantitative data was used to deductively evaluate the effectiveness of the zone maintenance model. To fill gaps in skilled labor, reduce maintenance costs, and increase available skilled labor capacity the maintenance zone implemented a strategy to better utilize and schedule the labor of unskilled entry level maintenance technicians. A teamwork approach was also used to share the collective multi-trade workload and allow the zone maintenance crew to accomplish more than individual technicians could do alone. A comprehensive literature review revealed an alarming lack of facilities management research and the vast disconnect between academic assumptions and practical real-world applications. It is evident from the case studies that more effective utilization of unskilled labor and harnessing the unique capacity of a multi-trade team are important competitive advantages of the facilities zone maintenance model. These intangible contributions and the value added to the organization can be measured and quantified through careful data collection and analysis. These studies are a reminder that significant maintenance cost savings can be achieved by eliminating labor waste and crew scheduling inefficiencies. Value can be added to the organization by reducing these and other intangible costs by focusing on continuous improvement, productivity, efficiency, and effective workflow.

However, little attention has been brought to the life cycle of an FCA, specifically how building owners and managers plan and conduct an FCA.

The practice of Facility Condition Assessments (FCA’s) has received academic attention with over 20 condition assessment methodologies to date, focusing on condition gradients and scale ratings. However, little attention has been brought to the life cycle of an FCA, specifically how building owners and managers plan and conduct an FCA. FCA methodologies in academic research are complex, sophisticated and require time for implementation that a typical facility manager does not have. This work showcases the need for simpler, more practical planning variables for a facility manager to begin the process of planning for an FCA in their management of a facilities portfolio. This research is a compilation of two national studies, the creation of an FCA project lifecycle analytical framework, and the creation of an organizational FCA maturity self-assessment model. Data was collected through semi-structured interviews from facility managers and facility condition assessment service providers to gain in-depth insight and understanding of the current practice of facility condition assessments in the facility management profession. This data was used to develop national surveys for both facility owners/managers and FCA service providers. An FCA project delivery model was developed through a Delphi study, representing an FCA project lifecycle. The development of a multi-phased FCA project delivery method provides a relative position and sequence of phases representing an FCA project lifecycle. An organizational FCA maturity self-assessment model was created as the first step for organizations to measure their current state of FCA awareness, FCA practice, state of reliability, asset knowledge posture and historical capital spending. The resulting research makes two distinct contributions to the literature. The first contribution is the sequencing of FCA project phases provides an analytic framework for understanding an FCA project lifecycle, providing owners, FCA practitioners and researchers to acknowledge that an FCA project represents a lifecycle model. The second contribution is an FCA planning tool for building owners and managers that allows an organization to bring to light the current state of FCA awareness and help communicate the value proposition FCA’s can afford to an organization. Recommendations for future research on the role of an FCA are provided.

This study provides preliminary observations of the state of Benefits Realization Management (BRM) in the context of university capital projects. The study uses a survey tool to seek i) evidence that universities are using Benefits Realization Management methods; and ii) evidence that universities may be facing challenges to obtaining strategic benefits from their capital construction projects. By interpreting the survey data and employing a linear regression model, early observations suggest that universities are only sparingly using BRM, and that the delivery of benefits is a problem for university capital projects. These findings suggest the need for additional research focused on developing a statistically predictive model for benefits realization and identifying best practices for Benefits Realization Management (BRM) within the university setting.

Innovative project delivery methods and project management systems have advanced the world of construction engineering and management, yet the benefits of their applications remain not wholly accomplished without accompanying them with the suitable methods of implementation. As integrated delivery methods have arisen from the need for faster project delivery with early teams’ involvement, their benefits are not attained unless they are executed by the most qualified contracting firms for the job and administered following collaborative approaches. More holistically, integrated project management systems support meeting project guidelines while enforcing the social role played by individuals and teams in addressing challenges that influence their technical performance. Thus, the author was one of the 41 team members that developed an innovative IPM framework which is the Integrated Project/Program Management Maturity and Environment Total risk Rating known as IP2M METRR that helps them review their project team environment and levels of system maturity. Like the integrated delivery methods, an IPM framework is not expected to solve challenges on its own unless supported with guidance for practitioners to efficiently implement the framework. Thus, in this dissertation the author aims to address the challenges by studying the implementation of innovative methods for integrated delivery and integrated management in large government-owned engineering construction projects. The objective is to guide the implementation of (1) design-build (D-B) and construction manager-general contractor (CM-GC) methods in the contractor procurement phase and post-award contract administration phase; and (2) earned value management system (integrated project management application) through a paradigm shift in its assessment, using the IP2M METRR, and focusing on the novel sociotechnical aspect. The author studied data from 128 government-owned projects with total worth of about $46.7 U.S. billion, 11 experts, and 215 practitioners; and used mixed-methods research and industry engaging research techniques, including remote research charrettes which the author supported its development and testing and reported on in this dissertation.The contributions of this dissertation include: (1) identifying best practices for D-B and CM-GC contractor procurement, (2) developing D-B and CM-GC contract administration tool selection framework, (3) gauging lessons learned on IP2M METRR application, (4) identifying issues and recommendations in IPM application implementation, (5) validating IP2M METRR framework, and (6) developing and testing industry-engaging research approach.
