This dissertation explores vulnerability to extreme heat hazards in the Maricopa County, Arizona metropolitan region. By engaging an interdisciplinary approach, I uncover the epidemiological, historical-geographical, and mitigation dimensions of human vulnerability to extreme heat in a rapidly urbanizing region characterized by an intense urban heat island and summertime heat waves.

This dissertation explores vulnerability to extreme heat hazards in the Maricopa County, Arizona metropolitan region. By engaging an interdisciplinary approach, I uncover the epidemiological, historical-geographical, and mitigation dimensions of human vulnerability to extreme heat in a rapidly urbanizing region characterized by an intense urban heat island and summertime heat waves. I first frame the overall research within global climate change and hazards vulnerability research literature, and then present three case studies. I conclude with a synthesis of the findings and lessons learned from my interdisciplinary approach using an urban political ecology framework. In the first case study I construct and map a predictive index of sensitivity to heat health risks for neighborhoods, compare predicted neighborhood sensitivity to heat-related hospitalization rates, and estimate relative risk of hospitalizations for neighborhoods. In the second case study, I unpack the history and geography of land use/land cover change, urban development and marginalization of minorities that created the metropolitan region's urban heat island and consequently, the present conditions of extreme heat exposure and vulnerability in the urban core. The third study uses computational microclimate modeling to evaluate the potential of a vegetation-based intervention for mitigating extreme heat in an urban core neighborhood. Several findings relevant to extreme heat vulnerability emerge from the case studies. First, two main socio-demographic groups are found to be at higher risk for heat illness: low-income minorities in sparsely-vegetated neighborhoods in the urban core, and the elderly and socially-isolated in the expansive suburban fringe of Maricopa County. The second case study reveals that current conditions of heat exposure in the region's urban heat island are the legacy of historical marginalization of minorities and large-scale land-use/land cover transformations of natural desert land covers into heat-retaining urban surfaces of the built environment. Third, summertime air temperature reductions in the range 0.9-1.9 °C and of up to 8.4 °C in surface temperatures in the urban core can be achieved through desert-adapted canopied vegetation, suggesting that, at the microscale, the urban heat island can be mitigated by creating vegetated park cool islands. A synthesis of the three case studies using the urban political ecology framework argues that climate changed-induced heat hazards in cities must be problematized within the socio-ecological transformations that produce and reproduce urban landscapes of risk. The interdisciplinary approach to heat hazards in this dissertation advances understanding of the social and ecological drivers of extreme heat by drawing on multiple theories and methods from sociology, urban and Marxist geography, microclimatology, spatial epidemiology, environmental history, political economy and urban political ecology.

The State of California has made great strides in reducing greenhouse gas (GHG) emissions through mandated, rate-payer funded Investor Owned Utility (IOU) electricity Demand Side Management (DSM) programs. This study quantifies the amount of reduced GHG emissions in Arizona that result from DSM in that state, as well as the DSM reductions within Southern California Edison (SCE), Pacific Gas and Electric (PG&E;), and San Diego Gas and Electric (SDG&E;) during the 2010 through 2012 California Public Utilities Commission (CPUC) DSM program cycle. To accomplish this quantification, it develops a model to allocated GHG emissions based on "operating margin" resources requirements specific to each utility in order to effectively track, monitor, and quantify avoided emissions from grid-based utility resources. The developed model estimates that during the 2010-2012 program cycle, 5,327.12 metric tons (MT) of carbon dioxide equivalents (CO2e) in GHG reductions (or 1.8 percent of total reductions) can be attributed to reduced demand from Arizona--based resources by California IOUs. By focusing on the spatial context of GHG emission reductions, this study models and quantifies the spill-over effect of California's regulatory environment into neighboring states.

Postwar suburban sprawl resulted in environmental consequences that engendered backlash from those concerned about the quality life in the places they lived, played, and worked. Few cities grew as rapidly as Phoenix and therefore the city offers an important case study to evaluate the success and limits of environmentalism in shaping urban growth in the postwar period.

Using three episodes looking at sanitation and public health, open space preservation, and urban transportation, I argue three factors played a critical role in determining the extent to which environmental values were incorporated into Phoenix's urban growth policy. First, the degree to which environmental values influenced urban policy depends on the degree to which they fit into the Southwestern suburban lifestyle. A desire for low-density development and quality of life amenities like outdoor recreation resulted in decisions to extend municipal sewers further into the desert, the creation of a mountain preserve system, and freeways as the primary mode of travel in the city. Second, federal policy and the availability of funds guided policies pursued by Phoenix officials to deal with the unintended environmental impacts of growth. For example, federal dollars provided one-third of the funds for the construction of a centralized sewage treatment plant, half the funds to save Camelback Mountain and ninety percent of the construction costs for the West Papago-Inner Loop. Lastly, policy alternatives needed broad and diverse public support, as the public played a critical role, through bond approvals and votes, as well as grassroots campaigning, in integrating environmental values into urban growth policy. Public advocacy campaigns played an important role in setting the policy agenda and framing the policy issues that shaped policy alternatives and the public's receptivity to those choices.

Urban policy decisions are part of a dynamic and ongoing process, where previous decisions result in new challenges that provide an opportunity for debate, and the incorporation of new social values into the decision-making process. While twenty-first century challenges require responses that reflect contemporary macroeconomic factors and social values, the postwar period demonstrates the need for inclusive, collaborative, and anticipatory decision-making.

As Arizona enters its fifteenth year of drought and Lake Mead hits historic lows, water management and policy planning will become increasingly important to ensure future water security in the Southwestern region of the United States. This thesis compares water demand trends and policies at the municipal level in Phoenix and Tucson, Arizona over the time period from 1980-2010. By analyzing gallons per capita per day (GPCD) trends for each city in the context of population growth, drought, and major state and local policies over the twenty year period, reasons for declines in per capita water demand were explored. Despite differences in their available water sources and political cultures, both the City of Phoenix and the City of Tucson have successfully reduced their per capita water consumption levels between 1980 and 2010. However, this study suggests that each city's measured success at reducing GPCD has been more a result of external events (supply augmentation, drought, and differing development trends) rather than conservation and demand reduction regulations adopted under the auspices of the Groundwater Management Act.

Since the late 1990s thousands of new Border Patrol agents, hundreds of miles of fencing, and additional immigration checkpoints have been added to the Mexico-U.S. border region. This unprecedented increase in boundary enforcement has strained existing relationships and created new separations between people and places in the borderlands. Southwestern Arizona has been impacted in especially dramatic ways, as the “hardening” of the international boundary has transformed conservation and indigenous spaces into theaters of drug interdiction and immigration control. This dissertation explores this transformation in southwestern Arizona, a region that was known by Spanish Colonial administrators as the Papaguería. With the community of Ajo at the center of the narrative, this dissertation explores the ways that industry and conservation have long shaped the social relations and the landscape of the region. The destruction of old borders, the creation of new borders, and the redefinition of space has been an ongoing process that continues to define some groups of people as insiders and other groups as outsiders. In the current era of border security echoes from earlier colonial encounters reverberate into the present, shaping landscapes and the lives of local residents in the contemporary Papaguería in significant ways.
