Many school facility-planning theories have proposed an integrated role for schools within their surrounding neighborhood, advocating analogous approaches to creating "community schools" that involve social and community services at school sites that support both students and local residents. Despite the popularity of this concept in the education community, the idea of schools as community centers has not entered the mainstream of urban planning thought or practice. As the community schools movement continues to grow, planners should be engaged to support and leverage community school developments using their unique role as mediators of public and private interests. Furthermore, planners tend to have a broad perspective of communities that can facilitate synergistic partnerships and development patterns beyond the immediate school site. The aim of this research was to reframe the existing literature on community schools into a unified School-Oriented Development (SOD) neighborhood planning paradigm that 1) proposes a typology based on the relationships between schools and their surrounding communities, and 2) suggests urban form guidelines that will support these relationships in a child-friendly environment. These outcomes were achieved through the creation of a prototype SOD SmartCode Module that incorporates an SOD typology.

This dissertation explores the unique role schools play in contributing toward a sustainable future for their communities. This was undertaken by first conducting a thorough review and analysis of the literature on the current utilization of schools as agents of sustainable development, along with an evaluation of schools engaging in this model around the United States. Following this, a framework was developed to aid in the assessment of school-community engagements from the perspective of social change. Sustainability problem solving tools were synthesized for use by schools and community stakeholders, and were tested in the case study of this dissertation. This case study combined methods from the fields of sustainable development, transition management, and social change to guide two schools in their attempts to increase community sustainability through addressing a shared sustainability problem: childhood obesity. The case study facilitated the creation of a sustainable vision for the Phoenix Metropolitan Area without childhood obesity, as well as strategic actions plans for each school to utilize as they move forward on addressing this challenge.

This project draws on sociocognitive rhetoric to ask, How, in complex situations not of our making, do we determine what needs to be done and how to leverage available means for the health of our communities and institutions? The project pulls together rhetorical concepts of the stochastic arts (those that demand the most precise, careful planning in the least predictable places) and techne (problem-solving tools that transform limits and barriers into possibilities) to forward a stochastic techne that grounds contemplative social action at the intersection of invention and intervention and mastery and failure in real time, under constraints we can't control and outcomes we can't predict. Based on 18 months of fieldwork with the Sudanese refugee diaspora in Phoenix, I offer a method for engaging in postmodern phronesis with community partners in four ways: 1) Explanations and examples of public listening and situational mapping 2) Narratives that elucidate the stochastic techne, a heuristic for determining and testing wise rhetorical action 3) Principles for constructing mutually collaborative, mutually beneficial community-university/ community-school partnerships for jointly addressing real-world issues that matter in the places where we live 4) Descriptions and explanations that ground the hard rhetorical work of inventing new paths and destinations as some of the Sudanese women construct hybridized identities and models of social entrepreneurship that resist aid-to-Africa discourse based on American paternalism and humanitarianism and re-cast themselves as micro-financers of innovative work here and in Southern Sudan. Finally, the project pulls back from the Sudanese to consider implications for re-figuring secondary English education around phronesis. Here, I offer a framework for teachers to engage in the real work of problem-posing that aims - as Django Paris calls us - to get something done by confronting the issues that confront our communities. Grounded in classroom instruction, the chapter provides tools for scaffolding public listening, multi-voiced inquiries, and phronesis with and for local publics. I conclude by calling for English education to abandon all pretense of being a predictive science and to instead embrace productive knowledge-making and the rhetorical work of phronesis as the heart of secondary English studies.

The reality of smart cities is here and now. The issues of data privacy in tech applications are apparent in smart cities. Privacy as an issue raised by many and addressed by few remains critical for smart cities’ success. It is the common responsibility of smart cities, tech application makers, and users to embark on the journey to solutions. Privacy is an individual problem that smart cities need to provide a collective solution for. The research focuses on understanding users’ data privacy preferences, what information they consider private, and what they need to protect. The research identifies the data security loopholes, data privacy roadblocks, and common opportunities for change to implement a proactive privacy-driven tech solution necessary to address and resolve tech-induced data privacy concerns among citizens. This dissertation aims at addressing the issue of data privacy in tech applications based on known methodologies to address the concerns they allow. Through this research, a data privacy survey on tech applications was conducted, and the results reveal users’ desires to become a part of the solution by becoming aware and taking control of their data privacy while using tech applications. So, this dissertation gives an overview of the data privacy issues in tech, discusses available data privacy basis, elaborates on the different steps needed to create a robust remedy to data privacy concerns in enabling users’ awareness and control, and proposes two privacy applications one as a data privacy awareness solution and the other as a representation of the privacy control framework to address data privacy concerns in smart cities.

There is much at stake with the smart city. This urban governance movement is

predicated on infusing information-and-communication technology into nearly all aspects of the built environment, while at the same time transforming how cities are planned and managed. The smart city movement is global in scale with initiatives being rolled out all over the planet, driven by proponents with deep pockets of wealth and influence, and a lucrative opportunity with market projections in the billions or trillions of dollars (over the next five to ten years). However, the smart city label can be nebulous and amorphous, seemingly subsuming unrelated technologies, practices, and policies as necessary. Yet, even with this ambiguity, or perhaps because of it, the smart city vision is still able to colonize urban landscapes and capture the political imaginations of decision makers. In order to know just what the smart city entails I work to bring analytic clarity to the actions, visions, and values of this movement.

In short, the arc of this project moves from diving into the "smart city" discourses; to picking apart the ideologies at its heart; to engaging with the dual logics—control and accumulation—that drive the smart city; and finally to imagining what an alternative techno- politics might look like and how we might achieve it. My goal is that by analyzing the techno- politics of the smart city we will be better equipped to understand these urban transformations— what logics drive them, what they herald, and what our role should be in how they develop.

In order to examine the concept of Pueblo Indian epistemology and its relevance to western science, one must first come to some understanding about Pueblo Indian worldviews and related philosophies. This requires an analysis of the fundamental principles, perspectives, and practices that frame Pueblo values. Describing a Pueblo Indian worldview and compartmentalizing its philosophies according to western definitions of axiology, ontology, epistemology, and pedagogy is problematic because Pueblo ideas and values are very fluid and in dynamic relationship with one another. This dissertation will frame a Pueblo Indian epistemology by providing examples of how it is used to guide knowledge production and understandings. Using the Community-Based Education program (CBE), at the Santa Fe Indian School in Santa Fe, New Mexico, I will demonstrate how this unique epistemology guides the CBE philosophy by creating meaningful hands-on learning opportunities for students. What sets this program apart from typical formal schooling classes in schools in the United States is that the local Pueblo communities define the curriculum for students. Their participation in curriculum design in the CBE process enables students to participate in seeking solutions to critical issues that threaten their Pueblos in the areas of environment and agriculture. This program also supports the larger agenda of promoting educational sovereignty at the Santa Fe Indian School by giving the Pueblo tribes more control over what and how their students learn about issues within their communities. Through the community-based agriculture and environmental science programs, students study current issues and trends within local Pueblo Indian communities. In two linked classes: Agriscience and Native American Agricultural Issues, students work with community farms and individual farmers to provide viable services such as soil testing, seed germination tests, and gathering research for upcoming agriculture projects. The policies of the governing body of Santa Fe Indian School mandate the use of CBE methods throughout all core classes. There are steps that need to be taken to ensure that the CBE model is applied and supported throughout the school.

This study explores community development initiatives and school-community partnerships that took place during the period 1998 - 2010 in Barrio Promesa, a Hispanic immigrant neighborhood within a large metropolitan area of the South Western United States. More specifically, it examines the initiatives and partnerships carried out through three main sectors

This study explores community development initiatives and school-community partnerships that took place during the period 1998 - 2010 in Barrio Promesa, a Hispanic immigrant neighborhood within a large metropolitan area of the South Western United States. More specifically, it examines the initiatives and partnerships carried out through three main sectors of social actors: a) elected officials, public administrators and their agencies of the city; b) the neighborhood elementary school and school district administration; and c) civil society inclusive of non-profit agencies, faith-based organizations and businesses entities. This study is bounded by the initiation of development efforts by the city on the front end. The neighborhood school complex became the center of educational and social outreach anchoring nearly all collaborations and interventions. Over time agents, leadership and alliances changed impacting the trajectory of development initiatives and school community partnerships. External economic and political forces undermined development efforts which led to a fragmentation and dismantling of initiatives and collaborations in the later years of the study. Primary threads in the praxis of community development and school-community partnerships are applied in the analysis of initiatives, as is the framework of social capital in understanding partnerships within the development events. Specific criteria for analysis included leadership, collaboration, inclusivity, resources, and sustainability. Tensions discovered include: 1) intra-agency conflict, 2) program implementation, 3) inter-agency collaboration, 4) private-public-nonprofit partnerships, and 5) the impact of public policy in the administration of public services. Actors' experiences weave a rich tapestry composed of the essential threads of compassion and resilience in their transformative human agency at work within the global urban gateway of Barrio Promesa. Summary, conclusions and recommendations include: 1) strategies for the praxis of community development, inclusive of establishing neighborhood based development agency and leadership; 2) community development initiative in full partnership with the neighborhood school; 3) the impact of global migration on local development practices; and 4) the public value of personal and civil empowerment as a fundamental strategy in community development practices, given the global realities of many urban neighborhoods throughout the United States, and globally.

Smart cities are the next wave of rapid expansion of Internet of Things (IoT). A smart city is a designation given to a city that incorporates information and communication technologies (ICT) to enhance the quality and performance of urban services, such as energy, transportation, healthcare, communications, entertainments, education, e-commerce, businesses, city management, and utilities, to reduce resource consumption, wastage and overall costs. The overarching aim of a smart city is to enhance the quality of living for its residents and businesses, through technology. In a large ecosystem, like a smart city, many organizations and companies collaborate with the smart city government to improve the smart city. These entities may need to store and share critical data with each other. A smart city has several thousands of smart devices and sensors deployed across the city. Storing critical data in a secure and scalable manner is an important issue in a smart city. While current cloud-based services, like Splunk and ELK (Elasticsearch-Logstash-Kibana), offer a centralized view and control over the IT operations of these smart devices, it is still prone to insider attacks, data tampering, and rogue administrator problems. In this thesis, we present an approach using blockchain to recovering critical data from unauthorized modifications. We use extensive simulations based on complex adaptive system theory, for evaluation of our approach. Through mathematical proof we proved that the approach always detects an unauthorized modification of critical data.

Currently, one of the biggest limiting factors for long-term deployment of autonomous systems is the power constraints of a platform. In particular, for aerial robots such as unmanned aerial vehicles (UAVs), the energy resource is the main driver of mission planning and operation definitions, as everything revolved around flight time.

Currently, one of the biggest limiting factors for long-term deployment of autonomous systems is the power constraints of a platform. In particular, for aerial robots such as unmanned aerial vehicles (UAVs), the energy resource is the main driver of mission planning and operation definitions, as everything revolved around flight time. The focus of this work is to develop a new method of energy storage and charging for autonomous UAV systems, for use during long-term deployments in a constrained environment. We developed a charging solution that allows pre-equipped UAV system to land on top of designated charging pads and rapidly replenish their battery reserves, using a contact charging point. This system is designed to work with all types of rechargeable batteries, focusing on Lithium Polymer (LiPo) packs, that incorporate a battery management system for increased reliability. The project also explores optimization methods for fleets of UAV systems, to increase charging efficiency and extend battery lifespans. Each component of this project was first designed and tested in computer simulation. Following positive feedback and results, prototypes for each part of this system were developed and rigorously tested. Results show that the contact charging method is able to charge LiPo batteries at a 1-C rate, which is the industry standard rate, maintaining the same safety and efficiency standards as modern day direct connection chargers. Control software for these base stations was also created, to be integrated with a fleet management system, and optimizes UAV charge levels and distribution to extend LiPo battery lifetimes while still meeting expected mission demand. Each component of this project (hardware/software) was designed for manufacturing and implementation using industry standard tools, making it ideal for large-scale implementations. This system has been successfully tested with a fleet of UAV systems at Arizona State University, and is currently being integrated into an Arizona smart city environment for deployment.
