Farmers' markets are a growing trend both in Arizona and the broader U.S., as many recognize them as desirable alternatives to the conventional food system. As icons of sustainability, farmers' markets are touted as providing many environmental, social, and economic benefits, but evidence is mounting that local food systems primarily serve the urban elite, with relatively few low-income or minority customers. However, the economic needs of the market and its vendors often conflict with those of consumers. While consumers require affordable food, farmers need to make a profit. How farmers' markets are designed and governed can significantly influence the extent to which they can meet these needs. However, very little research explores farmers' market design and governance, much less its capacity to influence financial success and participation for underprivileged consumers. The present study examined this research gap by addressing the following research question: How can farmers' markets be institutionally designed to increase the participation of underprivileged consumers while maintaining a financially viable market for local farmers? Through a comparative case study of six markets, this research explored the extent to which farmers' markets in Central Arizona currently serve the needs of farmer-vendors and underprivileged consumers. The findings suggest that while the markets serve as a substantial source of income for some vendors, participation by low-income and minority consumers remains low, and that much of this appears to be due to cultural barriers to access. Management structures, site characteristics, market layout, community programs, and staffing policies are key institutional design features, and the study explores how these can be leveraged to better meet the needs of the diverse participants while improving the markets' financial success.

Research indicates that projected increases in global urban populations are not adequately addressed by current food production and planning. In the U.S., insufficient access to food, or the inability to access enough food for an active, healthy life affects nearly 15% of the population. In the face of these challenges, how are urban planners and other food system professionals planning for more resilient food systems? The purpose of this qualitative case study is to understand the planning and policy resources and food system approaches that might have the ability to strengthen food systems, and ultimately, urban resiliency. It proposes that by understanding food system planning in this context, planning approaches can be developed to strengthen urban food systems. The study uses the conceptual framework of urban planning for food, new community food systems, urban resiliency, and the theory of Panarchy as a model for urban planning and creation of new community food systems. Panarchy theory proposes that entrenched, non-diverse systems can change and adapt, and this study proposes that some U.S. cities are doing just that by planning for new community food systems. It studied 16 U.S. cities considered to be leaders in sustainability practices, and conducted semi-structured interviews with professionals in three of those cities: Portland, OR; San Francisco, CA; and Seattle, WA. The study found that these cities are using innovative methods in food system work, with professionals from many different departments and disciplines bringing interdisciplinary approaches to food planning and policy. Supported by strong executive leadership, these cities are creating progressive urban agriculture zoning policies and other food system initiatives, and using innovative educational programs and events to engage citizens at all socio-economic levels. Food system departments are relatively new, plans and policies among the cities are not consistent, and they are faced with limited resources to adequately track food system-related data. However they are still moving forward with programming to increase food access and improve their food systems. Food-system resiliency is recognized as an important goal, but cities are in varying stages of development for resiliency planning.

Background In the United States (US), first-year university students typically live on campus and purchase a meal plan. In general, meal plans allow the student a set number of meals per week or semester, or unlimited meals. Understanding how students’ use their meal plan, and barriers and facilitators to meal plan use, may help decrease nutrition-related issues.

Methods First-year students’ meal plan and residence information was provided by a large, public, southwestern university for the 2015-2016 academic year. A subset of students (n=619) self-reported their food security status. Logistic generalized estimating equations (GEEs) were used to determine if meal plan purchase and use were associated with food insecurity. Linear GEEs were used to examine several potential reasons for lower meal plan use. Logistic and Linear GEEs were used to determine similarities in meal plan purchase and use for a total of 599 roommate pairs (n=1186 students), and 557 floormates.

Results Students did not use all of the meals available to them; 7% of students did not use their meal plan for an entire month. After controlling for socioeconomic factors, compared to students on unlimited meal plans, students on the cheapest meal plan were more likely to report food insecurity (OR=2.2, 95% CI=1.2, 4.1). In Fall, 26% of students on unlimited meal plans reported food insecurity. Students on the 180 meals/semester meal plan who used fewer meals were more likely to report food insecurity (OR=0.9, 95% CI=0.8, 1.0); after gender stratification this was only evident for males. Students’ meal plan use was lower if the student worked a job (β=-1.3, 95% CI=-2.3, -0.3) and higher when their roommate used their meal plan frequently (β=0.09, 99% CI=0.04, 0.14). Roommates on the same meal plan (OR=1.56, 99% CI=1.28, 1.89) were more likely to use their meals together.

Discussion This study suggests that determining why students are not using their meal plan may be key to minimizing the prevalence of food insecurity on college campuses, and that strategic roommate assignments may result in students’ using their meal plan more frequently. Students’ meal plan information provides objective insights into students’ university transition.

In Latin America food insecurity is still prevailing in those regions where extreme poverty and political instability are common. Tseltal communities are experiencing changes due to religious conversions and the incursion of external political institutions. These changes have diminished the importance of traditional reciprocal and redistributive institutions that historically have been essential for personal and community survival. This dissertation investigated the impact that variations on governance systems and presence of reciprocal and distributional exchanges have on the food security status of communities. Qualitative data collected in four communities through 117 free lists and 117 semi-structured interviews was used to elaborate six scales that correspond to the traditional and civic authority system and to inter-community and intra-community reciprocity and redistribution. I explore the relationship that the scores of four communities on those scales have on the food security status of their inhabitants based on their results on the National Health and Nutrition Survey 2012. Findings from this study suggest that in marginalized communities that many scientists would described as experiencing market failure, participation in inter-community reciprocal, intra-community reciprocal and intra-community redistribution are better predictors of food security than enrollment in food security programs. Additionally, communities that participated the most in these non-market mechanisms have stronger traditional institutions. In contrast, communities that participated more in inter-community redistribution scored higher on the civic authority scale, are enrolled in more food aid programs, but are less food secure.

In the U.S., one of the most affluent countries in the world, hunger and food waste are two social problems that coexist in an ironic way. Food banks have become one key alternative solution to those problems because of their capacity to collect and distribute surplus food to those in need as well as to mobilize collective efforts of various organizations and citizens. However, the understanding of U.S. food banking remains limited due to research gaps in the literature. Previous public values research fails to address the key role of nonprofit organizations in achieving public values, while prior nonprofit and food bank studies suffer from insufficiently reflecting the value-driven nature in evaluating overall social impacts. Inspired by these gaps, this study asks the following question: how does food banking in the U.S. respond to public value failure?

To address this question, this study employs the interpretive approach as the logic of inquiry and the public value mapping framework as the analytic tool to contemplate the overall social impacts of U.S. food banking. Data sources include organizational documents of 203 U.S. food banks, as well as other public documents and literature pertaining to U.S. food banks.

Using public value mapping analysis, this study constructs a public value logic, which manifests the dynamics of prime and instrumental values in the U.S. food banking context. Food security, sustainability, and progressive opportunity are identified as three core prime public values. Instrumental values in this context consist of two major value categories: (1) intra-organizational values and (2) inter-and ultra-organizational values. Furthermore, this study applies public value failure criteria to examine success or failure of public values in this context. U.S. Food banks do contribute to the success of public sphere, progressive opportunity, sustainability and food security. However, the practice of U.S. food banks also lead to the failure of food security in some conditions. This study develops a new public value failure criterion based on the inherent limitations of charitable service providers. Main findings, contributions, and future directions are discussed.

Food insecurity is an economic and social condition involving limited or uncertain access to food. The problem of food insecurity in communities is influenced by economic conditions, food deserts, and barriers to accessing healthy food. Individuals experiencing food insecurity often endure concurrent problems of financial instability, hunger, and poor mental and physical health. Public and non-profit services in the U.S., such as the federally supported Supplemental Nutrition Assistance Program (SNAP) and community food banks, provide food-related assistance to individuals who are at a high risk of experiencing food insecurity. Unfortunately, many individuals who qualify for these services still experience food insecurity due to barriers preventing them from accessing food, which may include inadequate finances, transportation, skills, and information. Effective approaches for removing barriers that prevent individuals from accessing food are needed to mitigate the increased risk of hunger, nutritional deficiencies, and chronic disease among vulnerable populations. This dissertation tested a novel food insecurity intervention using informational nudges to promote food security through the elimination of information barriers to accessing food. The intervention used in this mixed-methods feasibility study consisted of informational nudges in the form of weekly text messages that were sent to food pantry clients experiencing food insecurity. The study aims were to test the efficacy and acceptability of the intervention by examining whether the informational nudges could enhance food pantry utilization, increase SNAP registration, and promote food security. Quantitative study results showed a lower prevalence of food insecurity in the intervention group than the control group. Qualitative findings revealed how the intervention group found the text messages to be helpful and informative. These study findings can enhance future food insecurity interventions aiming to eliminate barriers that prevent individuals who are food insecure from accessing healthy food.

Developing data-driven models for such physical process-related phenomena, and meaningful interpretability therein, necessitates an inventive methodology. In this

Integrated water resources management for flood control, water distribution, conservation, and food security require understanding hydrological spatial and temporal trends. Proliferation of monitoring and sensor data has boosted data-driven simulation and evaluation. Developing data-driven models for such physical process-related phenomena, and meaningful interpretability therein, necessitates an inventive methodology. In this dissertation, I developed time series and deep learning model that connected rainfall, runoff, and fish species abundances. I also investigated the underlying explainabilty for hydrological processes and impacts on fish species. First, I created a streamflow simulation model using computer vision and natural language processing as an alternative to physical-based routing. I tested it on seven US river network sections and showed it outperformed time series models, deep learning baselines, and novel variants. In addition, my model explained flow routing without physical parameter input or time-consuming calibration. On the basis of this model, I expanded it from accepting dispersed spatial inputs to adopting comprehensive 2D grid data. I constructed a spatial-temporal deep leaning model for rainfall-runoff simulation. I tested it against a semi-distributed hydrological model and found superior results. Furthermore, I investigated the potential interpretability for rainfall-runoff process in both space and time. To understand impacts of flow variation on fish species, I applied a frequency based model framework for long term time series data simulation. First, I discovered that timing of hydrological anomalies was as crucial as their size. Flooding and drought, when properly timed, were both linked with excellent fishing productivity. To identify responses of various fish trait groups, I used this model to assess mitigated hydrological variation by fish attributes. Longitudinal migratory fish species were more impacted by flow variance, whereas migratory strategy species reacted in the same direction but to various degrees. Finally, I investigated future fish population changes under alternative design flow scenarios and showed that a protracted low flow with a powerful, on-time flood pulse would benefit fish. In my dissertation, I constructed three data-driven models that link the hydrological cycle to the stream environment and give insight into the underlying physical process, which is vital for quantitative, efficient, and integrated water resource management.

The Kilombero Valley lies at the intersection of a network of protected areas that cross Tanzania. The wetlands and woodlands of the Valley, as well as the forest of surrounding mountains are abundant in biodiversity and are considered to be critical areas for conservation. This area, however, is also the

The Kilombero Valley lies at the intersection of a network of protected areas that cross Tanzania. The wetlands and woodlands of the Valley, as well as the forest of surrounding mountains are abundant in biodiversity and are considered to be critical areas for conservation. This area, however, is also the home to more than a half million people, primarily poor smallholder farmers. In an effort to support the livelihoods and food security of these farmers and the larger Tanzanian population, the country has recently targeted a series of programs to increase agricultural production in the Kilombero Valley and elsewhere in the country. Bridging concepts and methods from land change science, political ecology, and sustainable livelihoods, I present an integrated assessment of the linkages between development and conservation efforts in the Kilombero Valley and the implications for food security.

This dissertation uses three empirical studies to understand the process of development in the Kilombero Valley and to link the priorities and perceptions of conservation and development efforts to the material outcomes in food security and land change. The first paper of this dissertation examines the changes in land use in the Kilombero Valley between 1997 and 2014 following the privatization of agriculture and the expansion of Tanzania’s Kilimo Kwanza program. Remote sensing analysis reveals a two-fold increase in agricultural area during this short time, largely at the expense of forest. Protected areas in some parts of the Valley appear to be deterring deforestation, but rapid agricultural growth, particularly surrounding a commercial rice plantation, has led to loss of extant forest and sustained habitat fragmentation. The second paper focuses examines livelihood strategies in the Valley and claims regarding the role of agrobiodiversity in food security.

The results of household survey reveal no difference or lower food security among households that diversify their agricultural activities. Some evidence, however, emerges regarding the importance of home gardens and crop diversification for dietary diversity. The third paper considers the competing discourses surrounding conservation and development in the Kilombero Valley. Employing q-method, this paper discerns four key viewpoints among various stakeholders in the Valley. While there are some apparently intractable distinctions between among these discourses, consensus regarding the importance of wildlife corridors and the presence of boundary-crossing individuals provide the promise of collaboration and compromise.

Sustainable food systems have been studied extensively in recent times and the Food-Energy-Water (FEW) nexus framework has been one of the most common frameworks used. The dissertation intends to examine and quantitatively model the food system interaction with the energy system and the water system. Traditional FEW nexus studies have focused on food production alone. While this approach is informative, it is insufficient since food is extensively traded. Various food miles studies have highlighted the extensive virtual energy and virtual water footprint of food. This highlights the need for transport, and storage needs to be considered as part of the FEW framework. The Life cycle assessment (LCA) framework is the best available option to estimate the net energy and water exchange between the food, energy, and water systems. Climate plays an important role in food production as well as food preservation. Crops are very sensitive to temperature changes and it directly impacts a crop’s productivity. Changing temperatures directly impact crop productivity, and water demand. It is important to explore the feasibility of mitigation measures to keep in check increasing agricultural water demands. Conservation technologies may be able to provide the necessary energy and water savings. Even under varying climates it might be possible to meet demand for food through trade. The complex trade network might have the capacity to compensate for the produce lost due to climate change, and hence needs to be established. Re-visualizing the FEW nexus from the consumption perspective would better inform policy on exchange of constrained resources as well as carbon footprints. This puts the FEW nexus research space a step towards recreating the FEW nexus as a network of networks, that is, FEW-e (FEW exchange) nexus.

Ecological phenomena act on various spatial and temporal scales. To understand what causes animal populations to build and decline depends heavily on abiotic and biotic conditions which vary spatiotemporally throughout the biosphere. One excel- lent example of animal populations dynamics is with locusts. Locusts are a subset of grasshoppers that undergo periodical upsurges called swarms. Locust swarms have plagued human history by posing significant threats to global food security. For example, the 2003-2005 desert locust (Schistocerca gregaria) swarm destroyed 80%-100% of crops in the impacted areas and cost over US $500 million in mitigation as estimated by the Food and Agriculture Organization of the United Nations. An integrative multi-scale approach must be taken to effectively predict and manage locust swarms. For my dissertation, I looked at the ecological causes of locust swarms on multiple scales using both the Australian plague locust (Chortoicetes terminifera) and desert locust as focal species. At the microhabitat scale, I demonstrated how shifts in the nutritional landscape can influence locust gregarization. At the field level, I show that locust populations avoid woody vegetation likely due to the interactive effect of plant nutrients, temperature, and predators. At the landscape level, I show that adaptations to available nutrient variation depends on life history strategies, such as migratory capabilities. A strong metapopulation structure may aid in the persistence of locust species at larger spatial scales. Lastly, at the continental scale I show the relationship between preceding vegetation and locust outbreaks vary considerably between regions and seasons. However, regardless of this variation, the spatiotemporal structure of geographic zone > bioregion > season holds constant in two locust species. Understanding the biologically relevant spatial and temporal scales from individual gregarization (e.g. micro-habitat) to massive swarms (e.g. landscape to continental) is important to accurately predicting where and when outbreaks will happen. Overall, my research highlights that understanding animal population dynamics requires a multi-scale and trans-disciplinary approach. Into the future, integrating locust re- search from organismal to landscape levels can aid in forecasting where and when locust outbreaks occur.
