Sustainability depends in part on our capacity to resolve dilemmas of the commons in Coupled Infrastructure Systems (CIS). Thus, we need to know more about how to incentivize individuals to take collective action to manage shared resources. Moreover, given that we will experience new and more extreme weather events due to climate change, we need to learn how to increase the robustness of CIS to those shocks. This dissertation studies irrigation systems to contribute to the development of an empirically based theory of commons governance for robust systems. I first studied the eight institutional design principles (DPs) for long enduring systems of shared resources that the Nobel Prize winner Elinor Ostrom proposed in 1990. I performed a critical literature review of 64 studies that looked at the institutional configuration of CIS, and based on my findings I propose some modifications of their definitions and application in research and policy making. I then studied how the revisited design principles, when analyzed conjointly with biophysical and ethnographic characteristics of CISs, perform to avoid over-appropriation, poverty and critical conflicts among users of an irrigation system. After carrying out a meta-analysis of 28 cases around the world, I found that particular combinations of those variables related to population size, countries corruption, the condition of water storage, monitoring of users behavior, and involving users in the decision making process for the commons governance, were sufficient to obtain the desired outcomes. The two last studies were based on the Peruvian Piura Basin, a CIS that has been exposed to environmental shocks for decades. I used secondary and primary data to carry out a longitudinal study using as guidance the robustness framework, and different hypothesis from prominent collapse theories to draw potential explanations. I then developed a dynamic model that shows how at the current situation it is more effective to invest in rules enforcement than in the improvement of the physical infrastructure (e.g. reservoir). Finally, I explored different strategies to increase the robustness of the system, through enabling collective action in the Basin.

The science community has made efforts for over a half century to address sustainable development, which gave birth to sustainability science at the turn of the twenty-first century. Along with the development of sustainability science during the past two decades, a landscape sustainability science (LSS) perspective has been emerging.

The science community has made efforts for over a half century to address sustainable development, which gave birth to sustainability science at the turn of the twenty-first century. Along with the development of sustainability science during the past two decades, a landscape sustainability science (LSS) perspective has been emerging. As interests in LSS continue to grow rapidly, scholars are wondering what LSS is about and how LSS fits into sustainability science, while practitioners are asking how LSS actually contributes to sustainability in the real world. To help address these questions, this dissertation research aims to explore the currently underused problem-driven, diagnostic approach to enhancing landscape sustainability through an empirical example of urbanization-associated farmland loss (UAFL). Based mainly on multimethod analysis of bibliographic information, the dissertation explores conceptual issues such as how sustainability science differs from conventional sustainable development research, and how the past, present, and future research needs of LSS evolve. It also includes two empirical studies diagnosing the issue of urban expansion and the related food security concern in the context of China, and proposes a different problem framing for farmland preservation such that stakeholders can be more effectively mobilized. The most important findings are: (1) Sustainability science is not “old wine in a new bottle,” and in particular, is featured by its complex human-environment systems perspective and value-laden transdisciplinary perspective. (2) LSS has become a vibrant emerging field since 2004-2006 with over three-decade’s intellectual accumulation deeply rooted in landscape ecology, yet LSS has to further embrace the two featured perspectives of sustainability science and to conduct more problem-driven, diagnostic studies of concrete landscape-relevant sustainability concerns. (3) Farmland preservationists’ existing problem framing of UAFL is inappropriate for its invalid causal attribution (i.e., urban expansion is responsible for farmland loss; farmland loss is responsible for decreasing grain production; and decreasing grain production instead of increasing grain demand is responsible for grain self-insufficiency); the real problem with UAFL is social injustice due to collective action dilemma in preserving farmland for regional and global food sufficiency. The present research provides broad implications for landscape scientists, the sustainability research community, and UAFL stakeholders.

Participatory approaches to policy-making and research are thought to “open up” technical decision-making to broader considerations, empower diverse public audiences, and inform policies that address pluralistic public goods. Many studies of participatory efforts focus on specific features or outcomes of those efforts, such as the format of a participatory event or the opinions of participants. While valuable, such research has not resolved conceptual problems and critiques of participatory efforts regarding, for example, their reinforcement of expert perspectives or their inability to impact policy- and decision-making. I studied two participatory efforts using survey data collected from participants, interviews with policy makers and experts associated with each project, and an analysis of project notes, meeting minutes, and my own personal reflections about each project. Both projects were based one type of participatory effort called Participatory Technology Assessment (pTA). I examined how project goals, materials, and the values, past experiences, and judgments of practitioners influenced decisions that shaped two participatory efforts to better understand how practitioners approached the challenges associated with participatory efforts.

I found four major themes that influenced decisions about these projects: Promoting learning; building capacity to host pTA events; fostering good deliberation; and policy relevance. Project organizers engaged in iterative discussions to negotiate how learning goals related to dominant ideas from policy and expert communities and frequently reflected on the impact of participatory efforts on participants and on broader socio-political systems. Practitioners chose to emphasize criteria for deliberation that were flexible and encompassing. They relied heavily on internal discussions about materials and format, and on feedback collected from participants, policy makers, and other stakeholders, to shape both projects, though some decisions resulted in unexpected and undesirable outcomes for participant discussions and policy relevance. Past experience played a heavy role in many decisions about participatory format and concerns about deliberative or participatory theory were only nominally present. My emphasis on understanding the practice of participatory efforts offers a way to reframe research on participatory efforts away from studying ‘moments’ of participation to studying the larger role participatory efforts play in socio-political systems.

My research is motivated by a rule of thumb that no matter how well a system is designed, some actors fail to fulfill the behavior which is needed to sustain the system. Examples of misbehavior are shirking, rule infraction, and free riding. With a focus on social-ecological systems, this thesis explored the effectiveness of social feedback mechanisms driven by the two available individual options: the exit option is defined as any response to escape from an objectionable state of affairs; and the voice option as any attempt to stay put and improve the state. Using a stylized dynamic model, the first study investigates how the coexistence of participatory and groundwater market institutions affects government-managed irrigation systems. My findings suggest that patterns of bureaucratic reactions to exit (using private tubewells) and voice (putting pressure on irrigation bureaus) are critical to shaping system dynamics. I also found that the silence option – neither exit nor voice – can impede a further improvement in public infrastructure, but in some cases, can improve public infrastructure dramatically. Using a qualitative comparative analysis of 30 self-governing fishing groups in South Korea, the second study examines how resource mobility, group size, and Ostrom’s Design Principles for rule enforcement can co-determine the effectiveness of the voice option in self-controlling rule infractions. Results suggest that the informal mechanism for conflict resolution is a necessary condition for successful self-governance of local fisheries and that even if rules for monitoring and graduated sanctions are not in use, groups can be successful when they harvest only stationary resources. Using an agent-based model of public good provision, the third study explores under what socioeconomic conditions the exit option – neither producing nor consuming collective benefits – can work effectively to enhance levels of cooperation. The model results suggest that the exit option contributes to the spread of cooperators in mid- and large-size groups at the moderate level of exit payoff, given that group interaction occurs to increase the number of cooperators.

In many social-ecological systems, shared resources play a critical role in supporting the livelihoods of rural populations. Physical infrastructure enables resource access and reduces the variability of resource supply. In order for the infrastructure to remain functional, institutions must incentivize individuals to engage in provision and maintenance. The objective of my dissertation is to understand key formal and informal institutions that affect provision of shared infrastructure and the policy tools that may improve infrastructure provision. I examine these questions in the context of irrigation systems in India because infrastructure maintenance is a persistent challenge and system function is critical for global food production.

My first study investigates how the presence of private infrastructure, such as groundwater pumps, affects the provision of shared infrastructure, such as shared tanks or surface reservoirs. I examine whether formal institutions, such as water pricing instruments, may prevent under-provision of the shared tanks. My findings suggest that in the absence of rules that coordinate tank maintenance, the presence of private pumps will have a detrimental effect on system productivity and equality. On the other hand, the combination of a fixed groundwater fee and a location-based maintenance fee for tank users can improve system productivity and equality.

The second study examines the effect of power asymmetries between farmers, caused by informal institutions such as caste, on the persistence of political institutions that govern infrastructure provision. I examined the effect of policy tools, such as non-farm wage employment and informational interventions, on the persistence of two types of political institutions: self-governed and nested. Results suggest that critical regime shifts in political institutions can be generated by either intervening in formal institutions, such as non-farm wage employment, or informal institutions, such as knowledge transmission or learning mechanisms.

The third study investigates how bureaucratic and political corruption affect public good provision. I examine how institutional and environmental factors affect the likelihood of corruption and infrastructure provision. I demonstrate that cracking down on corruption is only beneficial when infrastructure provision is poor. I also show that bureaucratic wages play an important role in curbing extralegal transactions and improving infrastructure provision.

Sustainable communities discourse, literature and initiatives have essentially excluded poor marginalized communities at a time when sustainability efforts require more stakeholders and stakeholder involvement. The families in poor marginalized communities of color in the United States are struggling to meet basic needs (food, medicine, shelter, safety). Additionally, in these communities there is a disproportionate level of forced mobility to prisons, jails and detention centers. These communities are unsustainable. This dissertation is comprised of three articles. I present in the first article (published in Sustainability Journal) an argument for a definition of sustainability that includes recognition of the major, complex and persistent problems faced daily by poor marginalized communities of color (African American, Hispanic/Latino, Native American) including those connected to mass incarceration and high recidivism. I also propose a system-of-communities conceptual framework. In my second article, I explore sustainability assessment tools and find them to be inadequate for measuring the progress toward sustainability of poor marginalized communities with high incarceration and recidivism rates. In order to fill this gap, I developed the Building Sustainable Communities Framework and a Social Reintegration, Inclusion, Cohesion, Equity (Social R.I.C.E.) Transition Tool, a qualitative interview guide (a precursor to the development of a community sustainability assessment tool). In the third article, I test the utility of the Building Sustainable Communities Framework and Social R.I.C.E. Transition Tool through a community-based participatory action study: The Building Sustainable Communities-Repairing the Harm of Incarceration Pilot Project. Three types of participants were included, formerly incarcerated, family members of formerly incarcerated and community members. The Restorative Justice Circle process (based on a traditional practice of Native Americans and other indigenous peoples) was also introduced to the groups for the purpose of having discussions and sharing personal stories in a safe, nonthreatening, confidential and equitable space. During the study, data was gathered for reflexive thematic analysis from two participant groups, in-depth interviews, focus groups and short qualitative surveys. The findings reflect the community is in dire need of a path to stability and sustainability and needs the knowledge and tools to help them make collective community decisions about present and future sustainability issues.

The food-energy-water (FEW) nexus refers to the interactions, trade-offs, and relationships between the three resources and their related governance sectors. Given the significant interdependencies, decisions made in one sector can affect the other two; thus, integrated governance can reduce unintended consequences and lead towards increased resource security and sustainability. Despite the known benefits, many governance decisions continue to be made in “silos,” where stakeholders do not coordinate across sectoral boundaries. Scholars have begun to identify barriers to the implementation of integrated FEW nexus governance, yet there is still minimal understanding of the reasons why these barriers exist and no theoretical framework for evaluating or assessing FEW nexus governance. Integrating the theory of collaborative governance with the concept of the FEW nexus provides an opportunity to better understand the barriers to and structures of FEW nexus governance and to propose solutions for increased collaborative FEW nexus governance in practice. To investigate this governance system, I examined the collaborative governance of the FEW nexus in the context of extreme urban water challenges in two urban case cities: Phoenix, Arizona, USA and Cape Town, South Africa. First, I performed a media analysis of the 2018 Cape Town water crisis to understand the impact of the water crisis on the FEW nexus resource system and the collaborative governance employed to respond to that crisis. Second, I conducted a systematic case study of FEW nexus governance in Phoenix, Arizona to understand barriers to collaborative governance implementation in the system and to identify opportunities to overcome these barriers. Finally, I presented a framework of indicators to assess the collaborative governance of the local FEW nexus. This dissertation will advance the sustainability literature by moving the concept of FEW nexus governance from theory and conceptualization towards operationalization and measurement.

As India expanded its grid infrastructure, decentralized renewable energy technologies, such as off-grid solar, also emerged in parallel as an electrification solution. This dissertation critically examines the role of off-grid solar in facilitating rural electrification efforts in India. Specifically, it applies the frameworks of the multi-level perspective, capabilities approach, and energy justice to achieve three objectives: (1) trace the evolution of off-grid solar in India; (2) understand the role of solar micro-grids in improving household capabilities and well-being; (1) examine whether and how community-scale solar micro-grids can operate as just means of electrification. This research relies on qualitative case-study methods. The historical research in Paper 1 is based on published policy documents and interviews with energy experts in India. It finds that landscape-regime-niche actor relations and politics were crucial in shaping off-grid solar transition outcomes. There is also a narrative component, as the key narratives of energy security, environmental degradation, climate change and energy for development converged to create spaces for state and non-state interactions that could nurture the development of off-grid solar. The community-level research in Papers 2 and 3 analyze a local energy initiative of community operated solar micro-grid using semi-structured interviews and participant observations from three villages in Maharashtra. Solar micro-grids play an important part in expanding people’s choices and opportunities. The benefits are not uniform across all people, however. Increases in energy-related capabilities vary by economic class and gender, and to some extent this means certain biases can get reinforced. In addition, the inability of solar micro-grids to keep up with the changing electrification landscape and daily practices means that the challenges of affordability, reliability and community engagement emerged as important concerns over-time. Empirically, this dissertation finds that off-grid energy initiatives must be carefully designed to be in alignment with local values and realities. Theoretically, it adds to debates on justice in energy transitions by showcasing the regime-led innovations, and temporality elements of energy justice local energy initiatives.
