Environmental change and natural hazards represent a challenge for sustainable development. By disrupting livelihoods and causing billions of dollars in damages, disasters can undo many decades of development. Development, on the other hand, can actually increase vulnerability to disasters by depleting environmental resources and marginalizing the poorest. Big disasters and big cities get the most attention from the media and academia. The vulnerabilities and capabilities of small cities have not been explored adequately in academic research, and while some cities in developed countries have begun to initiate mitigation and adaptation responses to environmental change, most cities in developing countries have not. In this thesis I explore the vulnerability to flooding of the US-Mexico border by using the cities of Nogales, Arizona, USA and Nogales, Sonora, Mexico as a case study. I ask the following questions: What is the spatial distribution of vulnerability, and what is the role of the border in increasing or decreasing vulnerability? What kind of coordination should occur among local institutions to address flooding in the cities? I use a Geographic Information System to analyze the spatial distribution of flood events and the socio-economic characteristics of both cities. The result is an index that estimates flood vulnerability using a set of indicators that are comparable between cities on both sides of the border. I interviewed planners and local government officials to validate the vulnerability model and to assess collaboration efforts between the cities. This research contributes to our understanding of vulnerability and sustainability in two ways: (1) it provides a framework for assessing and comparing vulnerabilities at the city level between nations, overcoming issues of data incompatibility, and (2) it highlights the institutional arrangements of border cities and how they affect vulnerability.

Climate change presents the urgent need for effective sustainable water management that is capable of preserving natural resources while maintaining economical stability. States like California rely heavily on groundwater pumping for agricultural use, contributing to land subsidence and insufficient returns to water resources. The recent California drought has impacted agricultural production of certain crops. In this thesis, we present an agent-based model of farmers adapting to drought conditions by making crop choice decisions, much like the decisions Californian farmers have made. We use the Netlogo platform to capture the 2D spatial view of an agricultural system with changes in annual rainfall due to drought conditions. The goal of this model is to understand some of the simple rules farmers may follow to self-govern their consumption of a water resource. Farmer agents make their crop decisions based on deficit irrigation crop production function and a net present value discount rate. The farmers choose between a thirsty crop with a high production cost and a dry crop with a low production cost. Simulations results show that farmers switch crops in accordance with limited water and land resources. Farmers can maintain profit and yield by following simple rules of crop switching based on future yields and optimal irrigation. In drought conditions, individual agents expecting lower annual rainfall were able to increase their total profits. The maintenance of crop yield and profit is evidence of successful adaptation when farmers switch to crops that require less water.

This course will cover the history, ethics and impact of the fair trade movement for a variety of stakeholders in the Global South and Global North. We will be participating in various activities that will acquaint us with different topics, including globalization, the gender wage gap, environmental degradation and supply chain management. Guest speakers from the fair trade community will contribute their perspectives regarding the movement. Students will gain an understanding of the tradeoffs of the fair trade movement for the different actors throughout the length of the supply chain. Students will describe the purpose of the fair trade movement and who it seeks to serve. Students will explain what the Fair Trade certification entails for the actors who engage in the system. Students will debate the tradeoffs of the fair trade movement, incorporating the perspectives of multiple stakeholders from both the Global South and Global North. Finally, students will evaluate Fair Trade as a tool for sustainability both socially and economically.

Due to recent changes in climate, hurricanes have become more violent and destructive in the tropical region of the Caribbean. Extreme weather events have destroyed freshwater sources in many islands, affecting the overall food and water security of the region. More resilient forms of collecting freshwater for citizens and agriculture must be proposed in order to mitigate future weather impacts and increase future water security. Rainwater harvesting is an ideal and sustainable source of freshwater that can be adapted into existing households to help ease reliance on city water sources. Rainwater harvesting systems are effective sources of supplemental freshwater because they are easy to incorporate and inexpensive compared to other sources of freshwater. Dennis McClung, founder and owner of global charity, Garden Pool, has created the Climate Smart Farm, an agriculture system that incorporates rainwater harvesting to help create a more climate resilient farm. The Climate Smart Farm is adaptable and can be customized to incorporate solar energy, vertical gardening, aquaponics, hydroponics, plant propagation techniques, and more to grow crops in a more sustainable fashion. The system has recently been installed in the island of Barbuda, which was badly affected by the hurricanes in the summer of 2017. The system has been positively accepted by the country due to its ability to make agriculture simple and sustainable. It can be built with local materials, making the building process economy friendly. And with the addition of plant propagation techniques, the Climate Smart Farm can extend growing seasons and increase overall yields.

The Prosopis genus of trees, also known as mesquites, are uniquely equipped to allow for an agroforestry regime in which crops can be grown beneath the canopy of the tree. Mesquites have the ability to redistribute water moisture in such a way that allows plants under the canopy to use water that has been brought up by the roots of mesquite trees. This means that there is a potential for food crops to be grown under the trees without using additional irrigation measures. This could be used where access to water is limited or for a sustainability-minded farmer who is trying to reduce water inputs in an arid environment. Mesquite trees produce a variety of products, including lumber and bean pods that can be ground down into an edible flour. Both products demand a high price in the marketplace and are produced in addition to the crops that can potentially be grown beneath the mesquite tree. In order to determine whether or not it is possible to grow crops under mesquite trees, I reviewed a wide range of literature regarding hydraulic redistribution, mesquite trees in general, and what plants might be best suited for growing beneath a mesquite. The list of plants was narrowed down to four crops that seemed most likely to survive in shaded, low water conditions in a hot environment. There has not been any research done on crops growing beneath mesquite trees, so the next step for research would be to experiment with each of the crops to determine how well each species can adapt to the specified conditions.

The ecological benefits provided by trees include improving air quality (Nowak, et. al., 2006), mitigating climate change by sequestering carbon (Nowak, 1993), providing animal habitats (Livingston, et. al., 2003), and reducing heat (Edmonson, 2016), among others. Trees also provide numerous social benefits, impacting urban sustainability in particular by improving human health (Salmond, 2016), aesthetically and economically improving neighborhoods (Torres, 2012), and contributing to thriving communities by creating gathering spaces and even reducing crime (Abraham, et. al., 2010). Because of the tremendous potential of trees to provide social and ecological services, particularly in urban areas, tree planting has become an important facet of many sustainability initiatives. This thesis assesses one such initiative aimed at planting trees for the diverse benefits they provide. Valley Permaculture Alliance (VPA), a nonprofit based in Phoenix, Arizona, is known for its Shade Tree Program. The author conducted an internal, quantitative assessment of the program between August and December of 2015. The assessment included evaluation of several indicators of ecological and community health related to the presence of shade trees, culminating in a report released in 2016. This paper evaluates the use of sustainability indicators in the VPA assessment as well as their value in different types of organizations. It culminates with an assessment of VPA's strengths, challenges faced by the organization, and suggestions for its future development.

Adaptation to climate change is a core sustainability challenge across the Global South. Development and government organizations conceptualize and govern climate adaptation by creating national and sub-national action plans and implementing projects. This dissertation confronts the inherent tensions that arise when formal planned adaptation interventions encounter the complex, often messy realities of the implementation context. In doing so, this research examines how planned adaptation—with its incentives, provisioned resources, prescribed behaviors, and expectations of commitment from target beneficiaries —interacts with individuals and communities already balancing diverse risks while pursuing their livelihood aspirations. Two broad questions guide this dissertation: 1) how is adaptation envisioned by planners and practitioners? and, 2) how do project beneficiaries engage with, and experience planned adaptation interventions? The research employs an exploratory and inductive qualitative research design. Using Foucault’s lens of governmentality, this research utilises document analysis to examine how the first wave of Indian adaptation projects envision goals, conceptualize problems, delineate roles, and frame expectations of intended beneficiaries. Next, using a case study of an adaptation project implemented in Uttarakhand, India, the study examines the motivations and associated trade-offs behind the engagement and disengagement of the intended beneficiaries: smallholder farmers. Insights from gender-differentiated focus group discussions guide this analysis. Both inquiries are supplemented with findings from semi-structured interviews with Indian adaptation experts and project implementers. The analysis finds that: 1) project reports construct identities of the climate vulnerable beneficiary, implicitly assigning roles and transferring responsibilities for sustaining adaptation efforts beyond project timelines, 2) project participants are not default beneficiaries, but instead exercise agency in decision-making by either opting-in or opting-out of planned initiatives, and 3) the implicit and explicit costs of engaging in planned adaptation interventions are substantial, encompassing significant contributions of time, physical labor, and active participation during and post the project period. This dissertation challenges existing notions of whom planned adaptation serves, and to what end, offering new insights into its design and effectiveness. Furthermore, this research suggests that for planned adaptation to be sustainable, a concerted effort to align with evolving needs, aspirations and livelihood shifts of those on the frontlines of climate change is essential.

Decarbonizing the energy system is one of the most challenging sustainability transitions that leaders across the globe must tackle. In governing this transition, decision-makers are increasingly pairing together decarbonization efforts with policy measures focused on issues of (in)justice. However, researchers’ understanding of the politics that have given rise to this emerging equitable energy transition agenda is under-developed. The central research question of my dissertation is: How is the energy transition made more attentive to equity through stakeholder advocacy? I examine this using qualitative methods across three analytical chapters. The study of justice in energy transitions has occurred across different lineages of scholarship. To establish a clearer understanding of the state of current research I conducted a systematic literature review. In the literature, I found a diverse advocacy community motivated by many different issues related to the energy system. Advocacy concerning inaccessible decision-making processes, environmental degradation, and energy ownership and control was common. However, there were few studies that explicitly focused on examining the relationship between advocate strategies and governance outcomes. The remainder of the research presented in this dissertation analyzes two state-level policy processes in New Mexico and Illinois. In both cases, justice-oriented policy instruments were bundled with climate policy. First, using public documents and interviews, I used process tracing to examine policy development and enactment. I find that different types of learning processes were critical in shaping justice policy provisions and that justice advocacy was instrumental in passing climate policy. Second, I used content analysis to examine the mechanisms within these processes driving and resolving justice conflicts. My findings show that disagreements about justice are rooted in divergent historic experiences of energy production and regulation. I also find that issues of (dis)trust and uncertainty contributed to disagreements and reinforced conflicts that diminished support for energy transition policy. This dissertation provides empirical evidence of the importance of learning for shaping justice policy provisions and building energy transition coalition power, the nature of uncertainty and (dis)trust in destabilizing justice efforts and reducing support for climate policy, and the ways in which incremental change may lead to transformative outcomes.

How can we understand and pursue sustainability transitions that disrupt everyday practices and social norms? This dissertation finds potential answers to this fundamental sustainability governance question in Arizona utilities’ efforts to legitimate wastewater as a drinking water source. Due to widespread public concern regarding the direct potable reuse of wastewater (DPR), utilities and other stakeholders have developed innovative governance approaches. By offering tastings of DPR water (often in the form of beer), utilities create spaces for deliberation within a traditionally top-down policy planning paradigm, and furthermore, invite feelings—emotions and bodily sensations—into policymaking. This dissertation explores and advances Arizona's emerging transition to deliberative water governance through three distinct investigations. The first of these, an institutional analysis based on interviews with 34 regional stakeholders and observations at 56 water industry meetings, identifies direct experiences with DPR (e.g., tastings) as a pivotal strategy to institutionalize new wastewater practices. The second investigation examines utility-sponsored initiatives to promote DPR and finds that, instead of assuming that consumers behave as rational choice or bounded rationality would predict, water utilities’ use of drinking water tastings reflects a new normative assumption, termed embodied rationality. The third investigation applies embodied rationality in action research with skeptical consumers and reuse industry stakeholders to co-design an exhibit about DPR that engaged more than 1,100 people. Drawing insights from the literatures of embodied and enacted cognition, practice theory, organizational institutionalism, sustainability transitions management, and design research, this dissertation proposes an analytical approach, normative framework, and practical tools for collaboratively addressing real-world sustainability challenges.

Adaptation and transformation have emerged as a key themes for human-environment research, especially in the context of rapid social-ecological changes. The 2008 global financial crisis constitutes a major driver of change with social-ecological ramifications that have yet to be fully explored. Using Greece, the poster child of the euro-crisis as a case-study, this dissertation examines how adaptive capacity is mobilized and even enhanced in times of crisis, paying particular attention to the role played by natural capital. To do so, I focus on the back-to-land trend whereby urbanites seek to engage in food production post-crisis (2008-onwards). In-depth qualitative analysis of back-to-landers’ motivations, experiences, and challenges is integrated with quantitative data about household demographics, incomes and assets, and land management characteristics. The dissertation is organized in three main result papers (chapters). The first seeks to understand why people turn to the land in times of crisis, and the role played by agency. The second analyzes the various assets that people mobilize in order to go back to the land, paying particular attention to the different mobilities necessary for their livelihood transformation. The third examines environmental safety nets in terms of material and non-material benefits that ecosystems provide to people. This research contributes to a wider social-ecological scholarship that seeks to understand how people adapt and transform when confronted with crises, focusing on how land and associated ecosystem services contribute to the resilience of these households, and the role played by agency in this process.
