Over the past century in the southwestern United States human actions have altered hydrological processes that shape riparian ecosystems. One change, release of treated wastewater into waterways, has created perennial base flows and increased nutrient availability in ephemeral or intermittent channels. While there are benefits to utilizing treated wastewater for environmental flows, there are numerous unresolved ecohydrological issues regarding the efficacy of effluent to sustain groundwater-dependent riparian ecosystems. This research examined how nutrient-rich effluent, released into waterways with varying depths to groundwater, influences riparian plant community development. Statewide analysis of spatial and temporal patterns of effluent generation and release revealed that hydrogeomorphic setting significantly influences downstream riparian response. Approximately 70% of effluent released is into deep groundwater systems, which produced the lowest riparian development. A greenhouse study assessed how varying concentrations of nitrogen and phosphorus, emulating levels in effluent, influenced plant community response. With increasing nitrogen concentrations, vegetation emerging from riparian seed banks had greater biomass, reduced species richness, and greater abundance of nitrophilic species. The effluent-dominated Santa Cruz River in southern Arizona, with a shallow groundwater upper reach and deep groundwater lower reach, served as a study river while the San Pedro River provided a control. Analysis revealed that woody species richness and composition were similar between the two systems. Hydric pioneers (Populus fremontii, Salix gooddingii) were dominant at perennial sites on both rivers. Nitrophilic species (Conium maculatum, Polygonum lapathifolium) dominated herbaceous plant communities and plant heights were greatest in effluent-dominated reaches. Riparian vegetation declined with increasing downstream distance in the upper Santa Cruz, while patterns in the lower Santa Cruz were confounded by additional downstream agricultural input and a channelized floodplain. There were distinct longitudinal and lateral shifts toward more xeric species with increasing downstream distance and increasing lateral distance from the low-flow channel. Patterns in the upper and lower Santa Cruz reaches indicate that water availability drives riparian vegetation outcomes below treatment facilities. Ultimately, this research informs decision processes and increases adaptive capacity for water resources policy and management through the integration of ecological data in decision frameworks regarding the release of effluent for environmental flows.

Driven by concern over environmental, economic and social problems, small, place based communities are engaging in processes of transition to become more sustainable. These communities may be viewed as innovative front runners of a transition to a more sustainable society in general, each one, an experiment in social transformation. These experiments present learning opportunities to build robust theories of community transition and to create specific, actionable knowledge to improve, replicate, and accelerate transitions in real communities. Yet to date, there is very little empirical research into the community transition phenomenon. This thesis empirically develops an analytical framework and method for the purpose of researching community transition processes, the ultimate goal of which is to arrive at a practice of evidence based transitions. A multiple case study approach was used to investigate three community transitions while simultaneously developing the framework and method in an iterative fashion. The case studies selected were Ashton Hayes, a small English village, BedZED, an urban housing complex in London, and Forres, a small Scottish town. Each community was visited and data collected by interview and document analysis. The research design brings together elements of process tracing, transformative planning and governance, sustainability assessment, transition path analysis and transition management within a multiple case study envelope. While some preliminary insights are gained into community transitions based on the three cases the main contribution of this thesis is in the creation of the research framework and method. The general framework and method developed has potential for standardizing and synthesizing research of community transition processes leading to both theoretical and practical knowledge that allows sustainability transition to be approached with confidence and not just hope.

The sacred San Francisco Peaks in northern Arizona have been at the center of a series of land development controversies since the 1800s. Most recently, a controversy arose over a proposal by the ski area on the Peaks to use 100% reclaimed water to make artificial snow. The current state of the San Francisco Peaks controversy would benefit from a decision-making process that holds sustainability policy at its core. The first step towards a new sustainability-focused deliberative process regarding a complex issue like the San Francisco Peaks controversy requires understanding the issue's origins and the perspectives of the people involved in the issue. My thesis provides an historical analysis of the controversy and examines some of the laws and participatory mechanisms that have shaped the decision-making procedures and power structures from the 19th century to the early 21st century.

Despite similar climate, ecosystem, and population size, the cities of Hermosillo, Mexico and Mesa, USA manage their water very differently. Mesa has a stable and resilient system organized around state and federal regulations. Hermosillo, after rapidly industrializing, has not been able to cope with climate change and long-term drought conditions.

Despite similar climate, ecosystem, and population size, the cities of Hermosillo, Mexico and Mesa, USA manage their water very differently. Mesa has a stable and resilient system organized around state and federal regulations. Hermosillo, after rapidly industrializing, has not been able to cope with climate change and long-term drought conditions. Water distribution statistics, stakeholders, policy structure, and government organization were combined in an organizational framework to compare the practices of the two cities. These inputs were weighed against the outcomes and the sustainability of each system. While Mesa is part of a massive metropolitan area, Hermosillo is still developing into a metropolitan center and does not have access to the same infrastructure and resources. In Hermosillo local needs are frequently discounted in favor of broad political goals.

The United Nation's Framework Convention on Climate Change (UNFCCC) recognizes development as a priority for carbon dioxide (CO2) allocation, under its principle of "common but differentiated responsibilities". This was codified in the Kyoto Protocol, which exempt developing nations from binding emission reduction targets. Additionally, they could be the recipients of financed sustainable development projects in exchange for emission reduction credits that the developed nations could use to comply with emission targets. Due to ineffective results, post-Kyoto policy discussions indicate a transition towards mitigation commitments from major developed and developing emitters, likely supplemented by market-based mechanisms to reduce mitigation costs. Although the likelihood of achieving substantial emission reductions is increased by the new plan, there is a paucity of consideration to how an ethic of development might be advanced. Therefore, this research empirically investigates the role that CO2 plays in advancing human development (in terms of the Human Development Index or HDI) over the 1990 to 2010 time period. Based on empirical evidence, a theoretical CO2-development framework is established, which provides a basis for designing a novel policy proposal that integrates mitigation efforts with human development objectives. Empirical evidence confirms that CO2 and HDI are highly correlated, but that there are diminishing returns to HDI as per capita CO2 emissions increase. An examination of development pathways reveals that as nations develop, their trajectories generally become less coupled with CO2. Moreover, the developing countries with the greatest gains in HDI are also nations that have, or are in the process of moving toward, outward-oriented trade policies that involve increased domestic capabilities for product manufacture and export. With these findings in mind, future emission targets should reduce current emissions in developed nations and allow room for HDI growth in developing countries as well as in the least developed nations of the world. Emission trading should also be limited to nations with similar HDI levels to protect less-developed nations from unfair competition for capacity building resources. Lastly, developed countries should be incentivized to invest in joint production ventures within the LDCs to build capacity for self-reliant and sustainable development over the long-term.

As inhabitants of a desert, a sustainable water source has always been and will continue to be a crucial component in developing the cities Arizonans call home. Phoenix and the surrounding municipalities make up a large metropolitan area that continues to grow in spatial size and population. However, as climate change becomes more of an evident challenge, Arizona is forced to plan and make decisions regarding its ability to safely and efficiently maintain its livelihood and/or growth. With the effects of climate change in mind, Arizona will need to continue to innovatively and proactively address issues of water management and the effects of urban heat island (UHI). The objective of this thesis was to study the socioeconomic impacts of four extreme scenarios of the future Phoenix metropolitan area. Each of the scenarios showcased a different hypothetical extreme and uniquely impacted factors related to water management and UHI. The four scenarios were a green city, desert city, expanded city into desert land, and expanded city into agricultural land. These four scenarios were designed to emphasize different aspects of the urban water-energy-population nexus, as the future of the Phoenix metropolitan area is dynamic. Primarily, the Green City and Desert City served as contrasting viewpoints on UHI and water sustainability. The Expanded Cities showed the influence of population growth and land use on water sustainability. The socioeconomic impacts of the four scenarios were then analyzed. The quantitative data of the report was completed using the online user interface of WaterSim 5.0 (a program created by the Decision Center for a Desert City (DCDC) at Arizona State University). The different scenarios were modeled in the program by adjusting various demand and supply oriented factors. The qualitative portion as well as additional quantitative data was acquired through an extensive literature review. It was found that changing land use has direct water use implications; agricultural land overtaken for municipal uses can sustain a population for longer. Though, removing agricultural lands has both social and economic implications, and can actually cause the elimination of an emergency source. Moreover, it was found that outdoor water use and reclaimed wastewater can impact water sustainability. Practices that decrease outdoor water use and increase wastewater reclamation are currently occurring; however, these practices could be augmented. Both practices require changes in the publics' opinions on water use, nevertheless, the technology and policy exists and can be intensified to become more water sustainable. While the scenarios studied were hypothetical cases of the future of the Phoenix metropolitan area, they identified important circumscribing measures and practices that influence the Valley's water resources.

Despite the urgent need to reduce global greenhouse gas emissions (GHGs), there has been a lack of national climate action leadership in the United States. In this vacuum, the need for subnational action, particularly at the local level, has become essential. But cities only have the authority granted them by their state. Thus, many cities thus take climate action consistent, or in-sync, with their state. However, other cities take climate action inconsistent, or out-of-sync, with their state. This study examines this in-sync, out-of-sync phenomenon using a multilevel, multiple case study approach to determine the multilevel dynamics influencing whether a city is taking climate action. The study compares two states at opposite ends of the climate mitigation spectrum—Idaho, a state not taking any mitigation action, and Washington, a state taking aggressive mitigation action—and two cities within each of these states, with one city in-sync and the other out-of-sync with its state on climate action. The results show ideology/political affiliation as the most significant factor influencing state and city climate policy: progressive leaning cities/state are engaging in climate mitigation action; conservative leaning cities/state are not. This result was expected, but the study revealed many nuances that were not. For example, the strength of a city’s ideological leaning can overcome disabling state authority. Ideological leaning impacts whether non-state actors are a driver or barrier to climate action. Policy experimentation is found only in progressive cities. Co-benefits manifest in different ways, depending on ideological leaning and whether a city is in- or out-of-sync. And policy champion influence can be fully realized only with supportive elected leadership. This study highlights important interplays between drivers and barriers cities face in addressing climate change in a multilevel setting; how those interplays can help or hinder municipal climate action; and strategies cities employ to address challenges they face. The study findings thus contribute to the understanding of why and how cities take climate action, and how barriers to action can be overcome. This understanding is essential for providing a path forward on municipal climate action and accelerating the reduction of municipal GHG emissions.

Food waste is one of the most significant food system inefficiencies with environmental, financial, and social consequences. This waste, which occurs more at the consumer stage in high income countries, is often attributed to consumers’ behavior. While behavior is a contributing factor, the role of other contextual factors in influencing this behavior has not been systematically analyzed. Understanding contextual drivers of consumer food waste behavior is important, as behavior sits in a matrix of technology, infrastructures, institutions and social structure. Hence designing effective interventions will require a systems perceptive of the problem. In paper 1, I used Socio-ecological framing to understand how personal, interpersonal, socio-cultural, built, and institutional environments contribute to food waste at the consumer stage. In paper 2, I explored the perception of stakeholders in Phoenix on the effectiveness and feasibility of possible interventions that could be used to tackle consumer food waste. In paper 3, I examined the impact of knowledge and awareness of the environmental consequence of food waste in terms of embedded water and energy on the cognitive factors responsible for consumer food waste behavior. Across these three papers, I have identified three findings. First, the most influential factor responsible for consumer food waste is meal planning, as many decisions about food management depend on it. However, there are many contextual factors that discourage meal planning. Other factors identified include the wide gap between food producers and consumers, the low price of food, and marketing strategies used by retailers to encourage food purchases. Systems level interventions will be required to address these drivers that provide an enabling environment for behavioral change. Second stakeholders in the city overwhelmingly support and agree that education will be the most effective and feasible intervention to address consumer food waste, 3) there is need to carefully craft education materials to inform consumers about other resources, such as water and energy, embedded in food waste to stimulate a personal norm that motivates change in behavior. In this study, I emphasize the need to understand the root causes of consumer food waste and exploration of systems level interventions, in combination with education and information interventions that are being commonly used.

The Water-Energy Nexus (WEN) is a concept that recognizes the interdependence of water and energy systems. The Phoenix metropolitan region (PMA) in Arizona has significant and potentially vulnerable WEN interactions. Future projections indicate that the population will increase and, with it, energy needs, while changes in future water demand are more uncertain. Climate change will also likely cause a reduction in surface water supply sources. Under these constraints, the expansion of renewable energy technology has the potential to benefit both water and energy systems and increase environmental sustainability by meeting future energy demands while lowering water use and CO2 emissions. However, the WEN synergies generated by renewables have not yet been thoroughly quantified, nor have the related costs been studied and compared to alternative options.Quantifying WEN intercations using numerical models is key to assessing renewable energy synergy. Despite recent advances, WEN models are still in their infancy, and research is needed to improve their accuracy and identify their limitations. Here, I highlight three research needs. First, most modeling efforts have been conducted for large-scale domains (e.g., states), while smaller scales, like metropolitan regions, have received less attention. Second, impacts of adopting different temporal (e.g., monthly, annual) and spatial (network granularity) resolutions on simulation accuracy have not been quantified. Third, the importance of simulating feedbacks between water and energy components has not been analyzed. This dissertation fills these major research gaps by focusing on long-term water allocations and energy dispatch in the metropolitan region of Phoenix. An energy model is developed using the Low Emissions Analysis Platform (LEAP) platform and is subsequently coupled with a water management model based on the Water Evaluation and Planning (WEAP) platform. Analyses are conducted to quantify (1) the value of adopting coupled models instead of single models that are externally coupled, and (2) the accuracy of simulations based on different temporal resolutions of supply and demand and spatial granularity of the water and energy networks. The WEAP-LEAP integrated model is then employed under future climate scenarios to quantify the potential of renewable energy technologies to develop synergies between the PMA's water and energy systems.

University-level sustainability education in Western academia attempts to focus on eliminating future harm to people and the planet. However, Western academia as an institution upholds systems of oppression and reproduces settler colonialism. This reproduction is antithetical to sustainability goals as it continues patterns of Indigenous erasure and extractive relationships to the Land that perpetuate violence towards people and the planet. Sustainability programs, however, offer several frameworks, including resilience, that facilitate critical interrogations of social-ecological systems. In this thesis, I apply the notion of resilience to the perpetuation of settler colonialism within university-level sustainability education. Specifically, I ask: How is settler colonialism resilient in university-level sustainability education? How are, or could, sustainability programs in Western academic settings address settler colonialism? Through a series of conversational interviews with faculty and leadership from Arizona State University School of Sustainability, I analyzed how university-level sustainability education is both challenging and shaped by settler colonialism. These interviews focused on faculty perspectives on the topic and related issues; the interviews were analyzed using thematic coding in NVivo software. The results of this project highlight that many faculty members are already concerned with and focused on challenging settler colonialism, but that settler colonialism remains resilient in this system due to feedback loops at the personal level and reinforcing mechanisms at the institutional level. This research analyzes these feedback loops and reinforcing mechanisms, among others, and supports the call for anti-colonial and decolonial reconstruction of curriculum, as well as a focus on relationship building, shifting of mindset, and school-wide education on topics of white supremacy, settler colonialism, and systems of oppression in general.
