Wind measurements are fundamental inputs for the evaluation of potential energy yield and performance of wind farms. Three-dimensional scanning coherent Doppler lidar (CDL) may provide a new basis for wind farm site selection, design, and control. In this research, CDL measurements obtained from multiple wind energy developments are analyzed and a novel wind farm control approach has been modeled. The possibility of using lidar measurements to more fully characterize the wind field is discussed, specifically, terrain effects, spatial variation of winds, power density, and the effect of shear at different layers within the rotor swept area. Various vector retrieval methods have been applied to the lidar data, and results are presented on an elevated terrain-following surface at hub height. The vector retrieval estimates are compared with tower measurements, after interpolation to the appropriate level. CDL data is used to estimate the spatial power density at hub height. Since CDL can measure winds at different vertical levels, an approach for estimating wind power density over the wind turbine rotor-swept area is explored. Sample optimized layouts of wind farm using lidar data and global optimization algorithms, accounting for wake interaction effects, have been explored. An approach to evaluate spatial wind speed and direction estimates from a standard nested Coupled Ocean and Atmosphere Mesoscale Prediction System (COAMPS) model and CDL is presented. The magnitude of spatial difference between observations and simulation for wind energy assessment is researched. Diurnal effects and ramp events as estimated by CDL and COAMPS were inter-compared. Novel wind farm control based on incoming winds and direction input from CDL's is developed. Both yaw and pitch control using scanning CDL for efficient wind farm control is analyzed. The wind farm control optimizes power production and reduces loads on wind turbines for various lidar wind speed and direction inputs, accounting for wind farm wake losses and wind speed evolution. Several wind farm control configurations were developed, for enhanced integrability into the electrical grid. Finally, the value proposition of CDL for a wind farm development, based on uncertainty reduction and return of investment is analyzed.

This study investigates how well prominent behavioral theories from social psychology explain green purchasing behavior (GPB). I assess three prominent theories in terms of their suitability for GPB research, their attractiveness to GPB empiricists, and the strength of their empirical evidence when applied to GPB. First, a qualitative assessment of the Theory of Planned Behavior (TPB), Norm Activation Theory (NAT), and Value-Belief-Norm Theory (VBN) is conducted to evaluate a) how well the phenomenon and concepts in each theory match the characteristics of pro-environmental behavior and b) how well the assumptions made in each theory match common assumptions made in purchasing theory. Second, a quantitative assessment of these three theories is conducted in which r2 values and methodological parameters (e.g., sample size) are collected from a sample of 21 empirical studies on GPB to evaluate the accuracy and generalize-ability of empirical evidence. In the qualitative assessment, the results show each theory has its advantages and disadvantages. The results also provide a theoretically-grounded roadmap for modifying each theory to be more suitable for GPB research. In the quantitative assessment, the TPB outperforms the other two theories in every aspect taken into consideration. It proves to 1) create the most accurate models 2) be supported by the most generalize-able empirical evidence and 3) be the most attractive theory to empiricists. Although the TPB establishes itself as the best foundational theory for an empiricist to start from, it's clear that a more comprehensive model is needed to achieve consistent results and improve our understanding of GPB. NAT and the Theory of Interpersonal Behavior (TIB) offer pathways to extend the TPB. The TIB seems particularly apt for this endeavor, while VBN does not appear to have much to offer. Overall, the TPB has already proven to hold a relatively high predictive value. But with the state of ecosystem services continuing to decline on a global scale, it's important for models of GPB to become more accurate and reliable. Better models have the capacity to help marketing professionals, product developers, and policy makers develop strategies for encouraging consumers to buy green products.

Among the various end-use sectors, the commercial sector is expected to have the second-largest increase in total primary energy consump¬tion from 2009 to 2035 (5.8 quadrillion Btu) with a growth rate of 1.1% per year, it is the fastest growing end-use sectors. In order to make major gains in reducing U.S. building energy use commercial sector buildings must be improved. Energy benchmarking of buildings gives the facility manager or the building owner a quick evaluation of energy use and the potential for energy savings. It is the process of comparing the energy performance of a building to standards and codes, to a set target performance or to a range of energy performance values of similar buildings in order to help assess opportunities for improvement. Commissioning of buildings is the process of ensuring that systems are designed, installed, functionally tested and capable of being operated and maintained according to the owner's operational needs. It is the first stage in the building upgrade process after it has been assessed using benchmarking tools. The staged approach accounts for the interactions among all the energy flows in a building and produces a systematic method for planning upgrades that increase energy savings. This research compares and analyzes selected benchmarking and retrocommissioning tools to validate their accuracy such that they could be used in the initial audit process of a building. The benchmarking study analyzes the Energy Use Intensities (EUIs) and Ratings assigned by Portfolio Manager and Oak Ridge National Laboratory (ORNL) Spreadsheets. The 90.1 Prototype models and Commercial Reference Building model for Large Office building type were used for this comparative analysis. A case-study building from the DOE - funded Energize Phoenix program was also benchmarked for its EUI and rating. The retrocommissioning study was conducted by modeling these prototype models and the case-study building in the Facility Energy Decision System (FEDS) tool to simulate their energy consumption and analyze the retrofits suggested by the tool. The results of the benchmarking study proved that a benchmarking tool could be used as a first step in the audit process, encouraging the building owner to conduct an energy audit and realize the energy savings potential. The retrocommissioning study established the validity of FEDS as an accurate tool to simulate a building for its energy performance using basic inputs and to accurately predict the energy savings achieved by the retrofits recommended on the basis of maximum LCC savings.

Ecolabels are the main driving force of consumer knowledge in the realm of sustainable product purchasing. While ecolabels strive to improve consumer's purchasing decisions, they have overwhelmed the market, leaving consumers confused and distrustful of what each label means. This study attempts to validate and understand environmental concerns commonly found in ecolabel criteria and the implications they have within the life cycle of a product. A life cycle assessment (LCA) case study of cosmetic products is used in comparison with current ecolabel program criteria to assess whether or not ecolabels are effectively driving environmental improvements in high impact areas throughout the life cycle of a product. Focus is placed on determining the general issues addressed by ecolabelling criteria and how these issues relate to hotspots derived through a practiced scientific methodology. Through this analysis, it was determined that a majority the top performing supply chain environmental impacts are covered, in some fashion, within ecolabelling criteria, but some, such as agricultural land occupation, are covered to a lesser extent or not at all. Additional criteria are suggested to fill the gaps found in ecolabelling programs and better address the environmental impacts most pertinent to the supply chain. Ecolabels have also been found to have a broader coverage then what can currently be addressed using LCA. The results of this analysis have led to a set of recommendations for furthering the integration between ecolabels and life cycle tools.

I present a new framework for qualitative assessment of the current green purchasing practices of U.S. state governments. Increasing demand from citizens for green public purchasing has prompted state governments to adopt new, and improve existing, practices. Yet there has been little assessment of public green purchasing in academic research; what has been done has not provided the conceptual support necessary to assess green purchasing practices as a single component of the procurement process. My research aims to fill that gap by developing a conceptual framework with which to assess the status of green purchasing practices and by applying this framework to determine and describe the status of green purchasing in the five most populous U.S. states. The framework looks at state purchasing practices through the lenses of policy, policy implementation, and transparency.

During the months from June to November 2012, the city of Bangalore was faced with a serious solid waste management (SWM) crisis. In the wake of the upheaval, the state court declared source segregation to be mandatory. Yet, while the legislation was clear, the pathway towards a course of action for the transition was not clear and hence, Bangalore was stuck in a state of limbo. The objectives for this thesis spiraled organically from this crisis. The first objective was to examine the gaps in Bangalore's transition to a more sustainable SWM system. Six particular gaps were identified, which in essence, were opportunities to re-shape the system. The gaps identified included: conflicting political agendas, the exclusion of some key actors, and lack of adequate attention to cultural aspects, provision of appropriate incentives, protection of livelihoods and promotion of innovation. Opportunities were found in better incentivization of sustainable SWM goals, protecting livelihoods that depend on waste, enhancing innovation and endorsing local, context based SWM solutions. Building on this understanding of gaps, the second objective was to explore an innovative, local, bottom-up waste-management model called the Vellore Zero Waste Model, and assess its applicability to Bangalore. The adaptability of the model depended on several factors such as, willingness of actors to redefine their roles and change functions, ability of the municipality to assure quality and oversight, willingness of citizen to source segregate, and most importantly, the political will and collective action needed to ensure and sustain the transition. The role of communication as a vital component to facilitate productive stakeholder engagement and to promote role change was evident. Therefore, the third objective of the study was to explore how interpersonal competencies and communication strategies could be used as a tool to facilitate stakeholder engagement and encourage collective action. In addressing these objectives, India was compared with Austria because Austria is often cited as having some of the best SWM practices in the world and has high recycling rates to show for its reputation.

This dissertation focuses on the endogenous conceptualization of development and sustainability emerging from settled non-native indigenous communities in the transborder region of Baja California, México. The study is comprised of interview data collected from a sample of 19 (n=19) self-identifying non-native indigenous community members and three key informants residing in various municipalities of the state. The purpose of this research is twofold, on the one hand, it aims to highlight the ways global north conceptualizations and praxis of development and sustainability in México have failed to include indigenous communities and fall short of creating feasible or appropriate practices of development and sustainability for marginalized communities. On the other, it focuses on the future perspectives of non-native indigenous communities to understand what development and sustainability look like for marginalized indigenous communities in México. The research finds that non-native indigenous communities’ settled in Baja California align more closely with the notion of Buen Vivir than development, in efforts to implement holistic approaches to progress and the conservation of their ethnic identity, culture and funds of knowledge. Additionally, the data reveals the bordering processes within ethnic and cultural scapes in Baja California’s society incentivizes merging funds of knowledge to achieve community recognition and progress. In essence, the experience and mobilization of settled non-native indigenous communities in Baja California break the perceived dichotomy between rural and urban, traditional and modern. The research also has some auxiliary findings: (1) indicating that in the state of Baja California the proliferation of development and sustainability discourses are polarized and relatively neglected in public discourses, despite its close transborder relationship with the US and growing concerns of development and sustainability in the northern nation. Second, indigenous women have been and continue to be important catalysts in community formation and representation.

The proliferation of plastic has created a wicked global sustainability challenge. From the extraction of fossil fuels to end-of-life management and pollution, plastic imposes significant negative impacts to human health, economic well-being, and the environment. One proposed solution is to replace conventional plastic with biomass-based plastics and plastic alternatives (BBPAs), such as paper or bio-based plastics. While these products may have advantageous properties, they require biomass as a feedstock. Given the scale of the plastics problem, this biomass demand may be significant. In my dissertation, I evaluate the magnitude of biomass required, and assess the potential impact of this biomass demand on global land use. After examining the scope and the scale of the problem in chapter one, I evaluate the assumptions that have been made regarding the land-use impacts of BBPAs in chapter two. In chapter three, I use a global land-system model (CLUMondo) to evaluate the potential land-use change of large-scale production of BBPAs. In chapter four, I evaluate how certification schemes could be used as a policy tool to mitigate the land-use impacts of bio-based alternatives. I find that the current studies evaluating the land-use impacts of these products make optimistic and unrealistic assumptions regarding land-use. Using a global model, I show how high production scenarios of BBPAs could induce significant land-use change at the global level. Finally, I demonstrate that reliance on certification schemes would likely be insufficient to prevent negative impacts from this scale of land change. Overall, this dissertation suggests that large-scale replacement of plastic with BBPAs could incur significant land-use impacts. Policies designed to mitigate the impacts of plastic need to account for this impact to land-use, lest they risk substituting one global problem for another.

Dear reader, I hope you will read this entire dissertation. If you are reluctant because of its length, I invite you to contact me for a conversation instead. Over the past eight years I have been a part of three unfolding histories: colonialism, sustainability science, and the Atlas of Creative Tools (the Atlas). In this dissertation I describe how I am a part of these histories. I advocate for partnering them so that the Atlas is used by people in the field of sustainability science to advance cognitive justice in their work. This advocacy is supported by research conducted using a mixed-methods approach. I combine qualitative methods used to study each of the three histories with the experiential knowledge I gained from being a part of them. Throughout the dissertation I move back and forth between academic research and experiential knowledge. Each informs the other. This back-and-forth movement is itself a method to interrogate the assumptions of dissertation writing. My purposes for doing so are two-fold. I want to honor the dissertation as a form of knowledge production that can promote cognitive justice while also pointing out how it hinders it. Additionally, the back-and-forth interrogation method involves using creative tools from the Atlas in the text itself. This demonstrates how the Atlas can be used to promote cognitive justice while producing knowledge in sustainability science. I structure this dissertation to aid you in four ways. First, I provide a view of sustainability science as a contested space that people can and do use to advance cognitive justice. Second, I write about my research and analysis of the Atlas so that my descriptions can be used right away by other practitioners who are working with the Atlas. Third, my methods for interrogating the dissertation itself are meant to be used, modified, and built on by others. Finally, I hope that the connections I make between the Atlas and sustainability science are helpful for your work, and that they inspire you to try the Atlas and see how you can use it to promote cognitive justice in your own contexts.

This dissertation seeks to identify an ecology of knowledge to serve as a theoretical lens for understanding the state of the electronic waste management industry in the United States. Semi-structured interviews of stakeholder groups such as e-waste recyclers, manufacturers, government agencies, refurbishers, and other interested organizations were used to determine the current status of used electronics management in the US. The focus is on how the electronics reuse and recycling industry is being affected by the rapid changes in consumer electronic device technology as well as the lack of recycling infrastructure, insufficient consumer engagement with electronics reuse and repair, and inconsistent regulation. The stakeholders which are being impacted by the changing industry are also participating in shaping it either in terms of initiating the changes, or in how they are reacting and adapting to them. Furthermore, electronics reuse and recycling have been widely considered two aspects of the same industry despite increasing evidence of bifurcation and competition for material flows. Based on stakeholder response, the ecology of knowledge that exists within this industry suggests that recyclers should shift their business to incorporate more repair and resale in addition to recycling to remain profitable. Case studies involving participant observation, additional semi-structured interviews, and policy comparisons were utilized to serve as representations for the three primary stakeholder groups: electronics recyclers, electronics refurbishers, and government agencies regulating electronics recycling and e-waste disposal. These three stakeholder groups and their ability to capture electronics at the end of their useful life drive the percentage of discarded electronics which are recycled or reused. The used electronics infrastructure, institutions, and stakeholder networks along with the knowledge generated within make-up an ecology of knowledge which explains how changes in newer consumer electronic devices are antagonistic to recycling systems couched in a slow-to-change scrap industry. Intellectual property laws prevent the repair and reuse of used electronic devices. Finally, inconsistent, patchwork e-waste recycling laws do not sufficiently capture used electronics at the end of their useful life. These factors have had a significant impact on the larger socio-technical system of end-of-life consumer electronic device management in the United States.
