The United Nation's Framework Convention on Climate Change (UNFCCC) recognizes development as a priority for carbon dioxide (CO2) allocation, under its principle of "common but differentiated responsibilities". This was codified in the Kyoto Protocol, which exempt developing nations from binding emission reduction targets. Additionally, they could be the recipients of financed sustainable development projects in exchange for emission reduction credits that the developed nations could use to comply with emission targets. Due to ineffective results, post-Kyoto policy discussions indicate a transition towards mitigation commitments from major developed and developing emitters, likely supplemented by market-based mechanisms to reduce mitigation costs. Although the likelihood of achieving substantial emission reductions is increased by the new plan, there is a paucity of consideration to how an ethic of development might be advanced. Therefore, this research empirically investigates the role that CO2 plays in advancing human development (in terms of the Human Development Index or HDI) over the 1990 to 2010 time period. Based on empirical evidence, a theoretical CO2-development framework is established, which provides a basis for designing a novel policy proposal that integrates mitigation efforts with human development objectives. Empirical evidence confirms that CO2 and HDI are highly correlated, but that there are diminishing returns to HDI as per capita CO2 emissions increase. An examination of development pathways reveals that as nations develop, their trajectories generally become less coupled with CO2. Moreover, the developing countries with the greatest gains in HDI are also nations that have, or are in the process of moving toward, outward-oriented trade policies that involve increased domestic capabilities for product manufacture and export. With these findings in mind, future emission targets should reduce current emissions in developed nations and allow room for HDI growth in developing countries as well as in the least developed nations of the world. Emission trading should also be limited to nations with similar HDI levels to protect less-developed nations from unfair competition for capacity building resources. Lastly, developed countries should be incentivized to invest in joint production ventures within the LDCs to build capacity for self-reliant and sustainable development over the long-term.

Transformational sustainability science demands that stakeholders and researchers consider the needs and values of future generations in pursuit of solutions to sustainability problems. This dissertation research focuses on the real-world problem of unsustainable water governance in the Phoenix region of Central Arizona. A sustainability transition is the local water system is necessary to overcome sustainability challenges and scenarios can be used to explore plausible and desirable futures to inform a transition, but this requires some methodological refinements. This dissertation refines scenario methodology to generate water governance scenarios for metropolitan Phoenix that: (i) feature enhanced stakeholder participation; (ii) incorporate normative values and preferences; (iii) focus on governance actors and their activities; and (iv) meet an expanded set of quality criteria. The first study in the dissertation analyzes and evaluates participatory climate change scenarios to provide recommendations for the construction and use of scenarios that advance climate adaptation and mitigation efforts. The second study proposes and tests a set of plausibility indications to substantiate or evaluate claims that scenarios and future projections could become reality, helping to establish the legitimacy of radically different or transformative scenarios among an extended peer community. The case study of water governance begins with the third study, which includes a current state analysis and sustainability appraisal of the Phoenix-area water system. This is followed by a fourth study which surveys Phoenix-area water decision-makers to better understand water-related preferences for use in scenario construction. The fifth and final study applies a multi-method approach to construct future scenarios of water governance in metropolitan Phoenix in 2030 using stakeholder preferences, among other normative frames, and testing systemic impacts with WaterSim 5.0, a dynamic simulation model of water in the region. The scenarios are boundary objects around which stakeholders can weigh tradeoffs, set priorities and reflect on impacts of water-related activities, broadening policy dialogues around water governance in central Arizona. Together the five studies advance transformational sustainability research by refining methods to engage stakeholders in crafting futures that define how individuals and institutions should operate in transformed and sustainable systems.

Without scientific expertise, society may make catastrophically poor choices when faced with problems such as climate change. However, scientists who engage society with normative questions face tension between advocacy and the social norms of science that call for objectivity and neutrality. Policy established in 2011 by the Intergovernmental Panel on Climate Change (IPCC) required their communication to be objective and neutral and this research comprised a qualitative analysis of IPCC reports to consider how much of their communication is strictly factual (Objective), and value-free (Neutral), and to consider how their communication had changed from 1990 to 2013. Further research comprised a qualitative analysis of structured interviews with scientists and non-scientists who were professionally engaged in climate science communication, to consider practitioner views on advocacy. The literature and the structured interviews revealed a conflicting range of definitions for advocacy versus objectivity and neutrality. The practitioners that were interviewed struggled to separate objective and neutral science from attempts to persuade, and the IPCC reports contained a substantial amount of communication that was not strictly factual and value-free. This research found that science communication often blurred the distinction between facts and values, imbuing the subjective with the authority and credibility of science, and thereby damaging the foundation for scientific credibility. This research proposes a strict definition for factual and value-free as a means to separate science from advocacy, to better protect the credibility of science, and better prepare scientists to negotiate contentious science-based policy issues. The normative dimension of sustainability will likely entangle scientists in advocacy or the appearance of it, and this research may be generalizable to sustainability.

With less than seven years left to reach the ambitious targets of the United Nations' 2030 Sustainable Development Goals (SDGs), it is imperative to understand how the SDGs are operationalized in practice to support effective governance. One integrative approach, the water, energy, and food (WEF) nexus, has been proposed to facilitate SDGs planning and implementation by incorporating synergies, co-benefits, and trade-offs. In this dissertation, I conduct three interrelated WEF nexus studies using a sustainability lens to develop new approaches and identify actionable measures to support the SDGs. The first paper is a systematic literature review (2015 – 2022) to investigate the extent to which WEF nexus research has generated actionable knowledge to achieve the SDGs. The findings show that the WEF nexus literature explicitly considering the SDGs mainly focuses on governance and environmental protection, with fewer studies focusing on target populations and affordability. In the second paper, I reframed the water quality concerns using a nexus and systems thinking approach in a FEW nexus hotspot, the Rio Negro Basin (RNB) in Uruguay. While Uruguay is committed to the 2030 Agenda for Sustainable Development, sustainability challenges endure in managing synergies and trade-offs, resulting in strategy setbacks for the sustainable development of food, land, water, and oceans. Reframing the water quality problem facilitated the identification of potential alternative intervention points to support local problem-solving capacity. In the third paper, I conducted semi-structured interviews and examined the meeting transcripts of the RNB Commission to understand local perspectives about how the activities and initiatives taking place in the basin enhance or diminish the overall sustainability. Sustainability criteria for river basin planning and management were operationalized through qualitative appraisal questions. The case of the RNB illustrates the challenges of coordinating the national development agenda to local livelihood. This dissertation advances the WEF nexus and sustainability science literature by shedding light on the implications of the research trend to support the SDGs, as well as reframing and appraising a persistent water quality problem to support sustainable development.

Participatory approaches to policy-making and research are thought to “open up” technical decision-making to broader considerations, empower diverse public audiences, and inform policies that address pluralistic public goods. Many studies of participatory efforts focus on specific features or outcomes of those efforts, such as the format of a participatory event or the opinions of participants. While valuable, such research has not resolved conceptual problems and critiques of participatory efforts regarding, for example, their reinforcement of expert perspectives or their inability to impact policy- and decision-making. I studied two participatory efforts using survey data collected from participants, interviews with policy makers and experts associated with each project, and an analysis of project notes, meeting minutes, and my own personal reflections about each project. Both projects were based one type of participatory effort called Participatory Technology Assessment (pTA). I examined how project goals, materials, and the values, past experiences, and judgments of practitioners influenced decisions that shaped two participatory efforts to better understand how practitioners approached the challenges associated with participatory efforts.

I found four major themes that influenced decisions about these projects: Promoting learning; building capacity to host pTA events; fostering good deliberation; and policy relevance. Project organizers engaged in iterative discussions to negotiate how learning goals related to dominant ideas from policy and expert communities and frequently reflected on the impact of participatory efforts on participants and on broader socio-political systems. Practitioners chose to emphasize criteria for deliberation that were flexible and encompassing. They relied heavily on internal discussions about materials and format, and on feedback collected from participants, policy makers, and other stakeholders, to shape both projects, though some decisions resulted in unexpected and undesirable outcomes for participant discussions and policy relevance. Past experience played a heavy role in many decisions about participatory format and concerns about deliberative or participatory theory were only nominally present. My emphasis on understanding the practice of participatory efforts offers a way to reframe research on participatory efforts away from studying ‘moments’ of participation to studying the larger role participatory efforts play in socio-political systems.

The food-energy-water (FEW) nexus refers to the interactions, trade-offs, and relationships between the three resources and their related governance sectors. Given the significant interdependencies, decisions made in one sector can affect the other two; thus, integrated governance can reduce unintended consequences and lead towards increased resource security and sustainability. Despite the known benefits, many governance decisions continue to be made in “silos,” where stakeholders do not coordinate across sectoral boundaries. Scholars have begun to identify barriers to the implementation of integrated FEW nexus governance, yet there is still minimal understanding of the reasons why these barriers exist and no theoretical framework for evaluating or assessing FEW nexus governance. Integrating the theory of collaborative governance with the concept of the FEW nexus provides an opportunity to better understand the barriers to and structures of FEW nexus governance and to propose solutions for increased collaborative FEW nexus governance in practice. To investigate this governance system, I examined the collaborative governance of the FEW nexus in the context of extreme urban water challenges in two urban case cities: Phoenix, Arizona, USA and Cape Town, South Africa. First, I performed a media analysis of the 2018 Cape Town water crisis to understand the impact of the water crisis on the FEW nexus resource system and the collaborative governance employed to respond to that crisis. Second, I conducted a systematic case study of FEW nexus governance in Phoenix, Arizona to understand barriers to collaborative governance implementation in the system and to identify opportunities to overcome these barriers. Finally, I presented a framework of indicators to assess the collaborative governance of the local FEW nexus. This dissertation will advance the sustainability literature by moving the concept of FEW nexus governance from theory and conceptualization towards operationalization and measurement.

Sustainable communities discourse, literature and initiatives have essentially excluded poor marginalized communities at a time when sustainability efforts require more stakeholders and stakeholder involvement. The families in poor marginalized communities of color in the United States are struggling to meet basic needs (food, medicine, shelter, safety). Additionally, in these communities there is a disproportionate level of forced mobility to prisons, jails and detention centers. These communities are unsustainable. This dissertation is comprised of three articles. I present in the first article (published in Sustainability Journal) an argument for a definition of sustainability that includes recognition of the major, complex and persistent problems faced daily by poor marginalized communities of color (African American, Hispanic/Latino, Native American) including those connected to mass incarceration and high recidivism. I also propose a system-of-communities conceptual framework. In my second article, I explore sustainability assessment tools and find them to be inadequate for measuring the progress toward sustainability of poor marginalized communities with high incarceration and recidivism rates. In order to fill this gap, I developed the Building Sustainable Communities Framework and a Social Reintegration, Inclusion, Cohesion, Equity (Social R.I.C.E.) Transition Tool, a qualitative interview guide (a precursor to the development of a community sustainability assessment tool). In the third article, I test the utility of the Building Sustainable Communities Framework and Social R.I.C.E. Transition Tool through a community-based participatory action study: The Building Sustainable Communities-Repairing the Harm of Incarceration Pilot Project. Three types of participants were included, formerly incarcerated, family members of formerly incarcerated and community members. The Restorative Justice Circle process (based on a traditional practice of Native Americans and other indigenous peoples) was also introduced to the groups for the purpose of having discussions and sharing personal stories in a safe, nonthreatening, confidential and equitable space. During the study, data was gathered for reflexive thematic analysis from two participant groups, in-depth interviews, focus groups and short qualitative surveys. The findings reflect the community is in dire need of a path to stability and sustainability and needs the knowledge and tools to help them make collective community decisions about present and future sustainability issues.

Despite the urgent need to reduce global greenhouse gas emissions (GHGs), there has been a lack of national climate action leadership in the United States. In this vacuum, the need for subnational action, particularly at the local level, has become essential. But cities only have the authority granted them by their state. Thus, many cities thus take climate action consistent, or in-sync, with their state. However, other cities take climate action inconsistent, or out-of-sync, with their state. This study examines this in-sync, out-of-sync phenomenon using a multilevel, multiple case study approach to determine the multilevel dynamics influencing whether a city is taking climate action. The study compares two states at opposite ends of the climate mitigation spectrum—Idaho, a state not taking any mitigation action, and Washington, a state taking aggressive mitigation action—and two cities within each of these states, with one city in-sync and the other out-of-sync with its state on climate action. The results show ideology/political affiliation as the most significant factor influencing state and city climate policy: progressive leaning cities/state are engaging in climate mitigation action; conservative leaning cities/state are not. This result was expected, but the study revealed many nuances that were not. For example, the strength of a city’s ideological leaning can overcome disabling state authority. Ideological leaning impacts whether non-state actors are a driver or barrier to climate action. Policy experimentation is found only in progressive cities. Co-benefits manifest in different ways, depending on ideological leaning and whether a city is in- or out-of-sync. And policy champion influence can be fully realized only with supportive elected leadership. This study highlights important interplays between drivers and barriers cities face in addressing climate change in a multilevel setting; how those interplays can help or hinder municipal climate action; and strategies cities employ to address challenges they face. The study findings thus contribute to the understanding of why and how cities take climate action, and how barriers to action can be overcome. This understanding is essential for providing a path forward on municipal climate action and accelerating the reduction of municipal GHG emissions.

As India expanded its grid infrastructure, decentralized renewable energy technologies, such as off-grid solar, also emerged in parallel as an electrification solution. This dissertation critically examines the role of off-grid solar in facilitating rural electrification efforts in India. Specifically, it applies the frameworks of the multi-level perspective, capabilities approach, and energy justice to achieve three objectives: (1) trace the evolution of off-grid solar in India; (2) understand the role of solar micro-grids in improving household capabilities and well-being; (1) examine whether and how community-scale solar micro-grids can operate as just means of electrification. This research relies on qualitative case-study methods. The historical research in Paper 1 is based on published policy documents and interviews with energy experts in India. It finds that landscape-regime-niche actor relations and politics were crucial in shaping off-grid solar transition outcomes. There is also a narrative component, as the key narratives of energy security, environmental degradation, climate change and energy for development converged to create spaces for state and non-state interactions that could nurture the development of off-grid solar. The community-level research in Papers 2 and 3 analyze a local energy initiative of community operated solar micro-grid using semi-structured interviews and participant observations from three villages in Maharashtra. Solar micro-grids play an important part in expanding people’s choices and opportunities. The benefits are not uniform across all people, however. Increases in energy-related capabilities vary by economic class and gender, and to some extent this means certain biases can get reinforced. In addition, the inability of solar micro-grids to keep up with the changing electrification landscape and daily practices means that the challenges of affordability, reliability and community engagement emerged as important concerns over-time. Empirically, this dissertation finds that off-grid energy initiatives must be carefully designed to be in alignment with local values and realities. Theoretically, it adds to debates on justice in energy transitions by showcasing the regime-led innovations, and temporality elements of energy justice local energy initiatives.

Globally, rivers are being heavily dammed and over-utilized to the point where water shortages are starting to occur. This problem is magnified in arid and semi-arid regions where climate change, growing populations, intensive agriculture and urbanization have created tremendous pressures on existing river systems. Regulatory incentives have been enacted in

Globally, rivers are being heavily dammed and over-utilized to the point where water shortages are starting to occur. This problem is magnified in arid and semi-arid regions where climate change, growing populations, intensive agriculture and urbanization have created tremendous pressures on existing river systems. Regulatory incentives have been enacted in recent decades that have spurred river restoration programs in the United States. But what kind of governance does river restoration require that is different from allocative institutional set-ups? Are these recovery programs succeeding in restoring ecological health and resilience of the rivers? Do the programs contribute to social-ecological resilience of the river systems more broadly? This study aims to tackle these key questions for two Colorado River sub-basin recovery programs (one in the Upper Basin and one in the Lower Basin) through utilization of different frameworks and methodologies for each. Organizational resilience to institutional and biophysical disturbances varies, with the Upper Basin program being more resilient than the Lower Basin program. Ecological resilience as measured by beta diversity (for the Upper Basin) was a factor of the level of hydrological and technological interventions rather than an occurrence of the natural flow regime. This points to the fact that in a highly-dampened and managed system like the Colorado River, the dampened flow regime alone is not a significant factor in maintaining community diversity and ecological health. A broad-scale social-ecological analysis supports the finding that the natural feedback between social and ecological elements is broken and recovery efforts are more an attempt at resuscitating the river system to maintain a semblance of historic levels of fish populations and aquatic processes. Adaptive management pathways for the future need to address and build pathways to transformability into recovery planning to achieve resilience for the river system.
