This study seeks to determine the role of land architecture—the composition and configuration of land cover—as well as cadastral/demographic/economic factors on land surface temperature (LST) and the surface urban heat island effect of Phoenix, Arizona. It employs 1 m National Agricultural Imagery Program data of land-cover with 120mLandsat-derived land surface temperature, decomposed to 30 m, a new measure of configuration, the normalized moment of inertia, and U.S. Census data to address the question for two randomly selected samples comprising 523 and 545 residential neighborhoods (census blocks) in the city. The results indicate that, contrary to most other studies, land configuration has a stronger influence on LST than land composition. In addition, both land configuration and architecture combined with cadastral, demographic, and economic variables, capture a significant amount of explained variance in LST. The results indicate that attention to land architecture in the development of or reshaping of neighborhoods may ameliorate the summer extremes in LST.
The City of Phoenix Street Transportation Department partnered with the Rob and Melani Walton Sustainability Solutions Service at Arizona State University (ASU) and researchers from various ASU schools to evaluate the effectiveness, performance, and community perception of the new pavement coating. The data collection and analysis occurred across multiple neighborhoods and at varying times across days and/or months over the course of one year (July 15, 2020–July 14, 2021), allowing the team to study the impacts of the surface treatment under various weather conditions.
The first paper is based on a systematic literature review where evidence from morphological mitigation strategies in HUDs were critically reviewed, synthesized and integrated. Metrics, measurements, and methods were extracted to examine the applicability of the different strategies, and a content synthesis identified the levels of strategy success. Collective challenges and uncertainties were interpreted to compare aspirational goals from actualities of morphological mitigation strategies.
The second paper unpacks the relationship of urban morphological attributes in influencing thermal conditions to assess latent magnitudes of heat amelioration strategies. Mindful of the challenges presented in the first study, a 92-day summer field-measurement campaign captured system dynamics of urban thermal stimuli within sub-diurnal phenomena. A composite data set of sub-hourly air temperature measurements with sub-meter morphological attributes was built, statistically analyzed, and modeled. Morphological mediation effects were found to vary hourly with different patterns under varying weather conditions in non-linear associations. Results suggest mitigation interventions be investigated and later tested on a site- use and time-use basis.
The third paper concludes with a simulation-based study to conform on the collective findings of the earlier studies. The microclimate model ENVI-met 4.4, combined with field measurements, was used to simulate the effect of rooftop shade-sails in cooling the near ground thermal environment. Results showed significant cooling effects and thus presented a novel shading approach that challenges orthodox mitigation strategies in HUDs.
The results of these assessments demonstrate there is considerable variation in coastal hazard impacts across Cape Cod towns. First, biophysical vulnerability is highly variable with the Outer Cape (e.g., Provincetown) at risk for being temporarily and/or permanently isolated from the rest of the county. In most towns, a Category 1 accounts for the majority of inundation with impacts that will be intensified by SLR. Second, gentrification in coastal communities can create new social vulnerabilities by changing economic bases and disrupting communities’ social networks making it harder to cope. Moreover, higher economic dependence on tourism can amplify towns’ vulnerability with reduced capacities to recover. Lastly, low political will is an important barrier to effective coastal hazard mitigation planning and implementation particularly given the power and independence of town government on Cape Cod. Despite this independence, collaboration will be essential for addressing the trans-boundary effects of coastal hazards and provide an opportunity for communities to leverage their limited resources for long-term hazard mitigation planning.
This research contributes to the political ecology of hazards and vulnerability research by drawing from the field of institutions, by examining how decision-making processes shape vulnerabilities and capacities to plan and implement mitigation strategies. While results from this research are specific to Cape Cod, it demonstrates a broader applicability of the “Hazards, Vulnerabilities, and Governance” framework for assessing other hazards (e.g., floods, fires, etc.). Since there is no “one-size-fits-all” approach to mitigating coastal hazards, examining vulnerabilities and decision-making at local scales is necessary to make resiliency and mitigation efforts specific to communities’ needs.
