Life Cycle Assessment (LCA) quantifies environmental impacts of products in raw material extraction, processing, manufacturing, distribution, use and final disposal. The findings of an LCA can be used to improve industry practices, to aid in product development, and guide public policy. Unfortunately, existing approaches to LCA are unreliable in the cases of emerging technologies, where data is unavailable and rapid technological advances outstrip environmental knowledge. Previous studies have demonstrated several shortcomings to existing practices, including the masking of environmental impacts, the difficulty of selecting appropriate weight sets for multi-stakeholder problems, and difficulties in exploration of variability and uncertainty. In particular, there is an acute need for decision-driven interpretation methods that can guide decision makers towards making balanced, environmentally sound decisions in instances of high uncertainty. We propose the first major methodological innovation in LCA since early establishment of LCA as the analytical perspective of choice in problems of environmental management. We propose to couple stochastic multi-criteria decision analytic tools with existing approaches to inventory building and characterization to create a robust approach to comparative technology assessment in the context of high uncertainty, rapid technological change, and evolving stakeholder values. Namely, this study introduces a novel method known as Stochastic Multi-attribute Analysis for Life Cycle Impact Assessment (SMAA-LCIA) that uses internal normalization by means of outranking and exploration of feasible weight spaces.

Comparative life cycle assessment (LCA) evaluates the relative performance of multiple products, services, or technologies with the purpose of selecting the least impactful alternative. Nevertheless, characterized results are seldom conclusive. When one alternative performs best in some aspects, it may also performs worse in others. These tradeoffs among different impact categories make it difficult to identify environmentally preferable alternatives. To help reconcile this dilemma, LCA analysts have the option to apply normalization and weighting to generate comparisons based upon a single score. However, these approaches can be misleading because they suffer from problems of reference dataset incompletion, linear and fully compensatory aggregation, masking of salient tradeoffs, weight insensitivity and difficulties incorporating uncertainty in performance assessment and weights. Consequently, most LCA studies truncate impacts assessment at characterization, which leaves decision-makers to confront highly uncertain multi-criteria problems without the aid of analytic guideposts. This study introduces Stochastic Multi attribute Analysis (SMAA), a novel approach to normalization and weighting of characterized life-cycle inventory data for use in comparative Life Cycle Assessment (LCA). The proposed method avoids the bias introduced by external normalization references, and is capable of exploring high uncertainty in both the input parameters and weights.

Better methods are necessary to fully account for anthropogenic impacts on ecosystems and the essential services provided by ecosystems that sustain human life. Current methods for assessing sustainability, such as life cycle assessment (LCA), typically focus on easily quantifiable indicators such as air emissions with no accounting for the essential ecosystem benefits that support human or industrial processes. For this reason, more comprehensive, transparent, and robust methods are necessary for holistic understanding of urban technosphere and ecosphere systems, including their interfaces. Incorporating ecosystem service indicators into LCA is an important step in spanning this knowledge gap.

For urban systems, many built environment processes have been investigated but need to be expanded with life cycle assessment for understanding ecosphere impacts. To pilot these new methods, a material inventory of the building infrastructure of Phoenix, Arizona can be coupled with LCA to gain perspective on the impacts assessment for built structures in Phoenix. This inventory will identify the origins of materials stocks, and the solid and air emissions waste associated with their raw material extraction, processing, and construction and identify key areas of future research necessary to fully account for ecosystem services in urban sustainability assessments. Based on this preliminary study, the ecosystem service impacts of metropolitan Phoenix stretch far beyond the county boundaries. A life cycle accounting of the Phoenix’s embedded building materials will inform policy and decision makers, assist with community education, and inform the urban sustainability community of consequences.

In Fall 2012, the course at Arizona State University used sustainability research frameworks and life-cycle assessment methods to evaluate the comprehensive benefits and costs when transit-oriented development is infilled along the proposed light rail transit line expansion. In each case, and in every variation of possible future scenarios, there were distinct life-cycle benefits from both developing in more dense urban structures and reducing automobile travel in the process.

There is increasing evidence that vehicle travel in developed countries may have peaked, contradicting many historical travel demand forecasts. The underlying causes of this peaking are still under debate and there has been a mobilization of research, largely focused at national scales, to study the explanatory drivers. There is, however, a dearth of research focused at the metropolitan scale where transportation policy and planning are frequently decided.

Using Los Angeles County, California, as a case study, we investigate the Peak Car theory and whether social, economic, and technical factors, including roadways that have become saturated at times, may be contributing to changes in travel behavior. After peaking in 2002, vehicle travel in Los Angeles County declined by 3.4 billion (or 4.1%) by 2010. The effects of changing fuel prices, fuel economy, population growth, increased utilization of alternate transportation modes, changes in driver demographics, income, and freight are first assessed. It is possible, and likely, that these factors alone explain the reduction in travel. However, the growth in congestion raises questions of how a constricting supply of roadway network capacity may contribute to travel behavior changes.

There have been no studies that have directly assessed how the maturing supply of infrastructure coupled with increasing demand affect travel behavior. We explore regional and urban factors in Los Angeles to provide insight into the drivers of Peak Car at city scales where the majority of travel occurs. The results show that a majority of the decline in VMT in Los Angeles can be attributed the rising fuel prices during the 2000s. While overall roadway network capacity is not yet a limiting factor for vehicle travel there is some evidence that suggests that congestion along certain corridors may be shifting some automobile travel to alternatives. The results also suggest that the relative impact of any factor on travel demand is likely to vary from one locale to another and Peak Car analysis across large geographic areas obscures the nuisances of travel behavior at a local scale.

El método iterativo de planificación y participación utilizado por el equipo del proyecto fortaleció las relaciones dentro y entre los vecindarios, las organizaciones comunitarias, los responsables de la toma de decisiones y el equipo núcleo, y combinó la sabiduría de la narración de historias y la evidencia científica para comprender mejor los desafíos actuales y futuros que enfrentan los residentes durante eventos de calor extremo. Como resultado de tres talleres en cada comunidad, los residentes presentaron ideas que quieren ver implementadas para aumentar su comodidad y seguridad térmica durante los días de calor extremo.

Como se muestra a continuación, las ideas de los residentes se interceptaron en torno a conceptos similares, pero las soluciones específicas variaron entre los vecindarios. Por ejemplo, a todos los vecindarios les gustaría agregar sombra a sus corredores peatonales, pero variaron las preferencias para la ubicación de las mejoras para dar sombra. Para ampliar la escala de este enfoque, los miembros del equipo del proyecto recomiendan a) compromiso continuo e inversiones en estos vecindarios para implementar el cambio señalado como vital por los residentes, b) repetir el proceso de planificación de acción contra el calor con líderes comunitarios en otros vecindarios, y c) trabajar con las ciudades, los planificadores urbanos y otras partes interesadas para institucionalizar este proceso, apoyando las políticas y el uso de las métricas propuestas para crear comunidades más frescas.
