In the face of profound shock and change, individuals, organizations, and communities are seeking new ways to prepare for an uncertain future, their only certainty being that the present trajectory of change will intensify. Pandemics, wildfires, heat waves, hurricanes, flooding, social unrest, economic strife, and a rapidly changing climate system comprise a resounding wake up call: we must reinvent our institutions to think about and act with a resilient mindset. The purpose of the playbook is to support these efforts and build stronger, adaptive, and resilient communities.

According to the Centers for Disease Control and Prevention (CDC), more people die in the U.S. from heat than from all other natural disasters combined. According to the Environmental Protection Agency (EPA), more than 1,300 deaths per year in the United States are due to extreme heat. Arizona, California and Texas are the three states with the highest burden, accounting for 43% of all heat-related deaths according to the CDC.

Although only 5% of housing in Maricopa County, Arizona, is mobile homes, approximately 30% of indoor heat-related deaths occur in these homes. Thus, the residents of mobile homes in Maricopa County are disproportionately affected by heat. Mobile home residents are extremely exposed to heat due to the high density of mobile home parks, poor construction of dwellings, lack of vegetation, socio-demographic features and not being eligible to get utility and financial assistance.

We researched numerous solutions across different domains that could help build the heat resilience of mobile home residents. As a result we found 50 different solutions for diverse stakeholders, budgets and available resources. When we invest in a collective, coordinated suite of solutions that are designed specifically to address the heat vulnerability of mobile homes residents, we can realize a resilience dividend in maintaining affordable, feasible, liveable housing for the 20 million Americans who choose mobile homes and manufactured housing as their place to live and thrive.

This research aims to collect emergency preparedness data around Arizona to zero in on gaps in heat adoption decision-making and promote structural governance to enforce synchronized deployment of services specifically for residents living in mobile and manufactured housing communities (MMHC). Mobile homes in Maricopa County comprise 5.2% of the total housing stock; 686 mobile home parks throughout the Phoenix Metropolitan Area. A cluster located in the Mesa area totals 92,031 mobile homes in Maricopa County (Heat et al. for Mobile Homes, 2021). This document supplies a package of heat-resilient solutions to MMHC, owners, landlords, and residents for a power outage during and after the event. Findings include recommendations for a collective effort in structuring a Heat Action Plan amongst city departments, utility companies, mobile home residents, AAMHO board members, and any other local ambassadors to prevent deaths in the event of a power outage, specifically during extreme temperature months (May-August). We intend to start mobilizing action to prepare and pivot toward responses to prevent heat-related deaths followed by power outages during the summer. Highlighting the gash in communication between park managers, owners, and landlords with the utility companies is crucial. Consequently, the selected platform for exchanging knowledge with the residents promptly must be addressed beforehand.

Joan McGregor is a professor of philosophy in the School of Historical, Philosophical, and Religious Studies at ASU as well as an adjunct professor in the Sandra Day O’Connor College of Law. Approaching the issue of food sustainability through ethics, Joan offers a unique perspective on the idea of food systems. She believes by looking at the ethics of food systems people move beyond seeing sustainability as a scientific problem and address the problem as a manageable part of their everyday lives. In the development of Dinner 2040 with her team Joan sought to make the food systems about the people directly affected by the food crisis. Though she believes there is no overnight solution, she does believe that the forum that Dinner 2040 provides begins the process of thinking about local solutions.
