For waste management in Asunción, Paraguay to improve, so too must the rate of public recycling participation. However, due to minimal public waste management infrastructure, it is up to individual citizens and the private sector to develop recycling solutions in the city. One social enterprise called Soluciones Ecológicas (SE) has deployed a system of drop-off recycling stations called ecopuntos, which allow residents to deposit their paper and cardboard, plastic, and aluminum. For SE to maximize the use of its ecopuntos, it must understand the perceived barriers to, and benefits of, their use. To identify these barriers and benefits, a doer on-doer survey based on the behavioral determinants outlined in the Designing for Behavior Change Framework was distributed among Asunción residents. Results showed that perceived self-efficacy, perceived social norms, and perceived positive consequences – as well as age – were influential in shaping ecopunto use. Other determinants such as perceived negative consequences, access, and universal motivators were significant predictors of gender and age. SE and other institutions looking to improve recycling can use these results to design effective behavior change interventions.
Cities with a car-oriented mobility system are significant consumers of energy and require drastic transformations in their structure and function to minimize their harmful impacts on environment and people and to achieve sustainability goals. To promote such sustainable transformations, municipal administrators need to act as change-agents. Because municipal governments are often not agile organizations, they tend toward incrementalism even in the pursuit of transformational goals. Therefore, there is a need in municipal governments to build individual transformative capacity so that municipal administrators can design, test, and implement plans, projects, and policies that are capable of transforming cities toward sustainability. This research presents a game-based workshop, “Stadt-liche Ziele” (AudaCity), that uses a backcasting approach to make municipal administrators build a sustainability strategy. I conducted a pilot study to test the effects of the game on municipal administrators’ confidence in their own ability and power to implement sustainability actions, a key determinant of transformative capacity. Five municipal administrators from Lüneburg, Germany, working on mobility issues, participated in a three-hour-workshop playing the game. Interviews and questionnaires were used before and after the workshop and participants’ contributions during the event were recorded to explore collective changes in confidence. Results indicate that the game increased participant confidence by rewarding collective success, breaking down an ambitious goal into achievable tasks, and acknowledging how administrators’ current actions already contribute to the goal.
In order to determine what characteristics influence participation in this program I gathered data from multiple sources. I use a panel dataset of household water consumption that spans 12 years of approximately 300,000 homes. I merged this dataset with home structural characteristics, geographical, and demographic context. I then use these characteristics in a linear probability model, with school enrollment zone fixed effects to determine their influence on a household’s probability of participation. School zones are used to control for unobserved characteristics, such as demographics, which are not at a household level. I then utilize these school zone fixed effects in a 2nd stage regression to decompose these elements and analyze their effect on participation.
I find that a household’s water costs, as reflected in the marginal price faced in the summer and the differential between summer and winter water bills, as well as yard size are primary factors that influence participation. I also show that changes in rebate value and water rates can affect different types of households. There is also evidence to support that neighborhood characteristics affect a household’s likelihood of participating.
