Transit is intricately related to the environment and, due to societal and political structures, most of these environmental injustices are concentrated in low-income and minority communities. The lack of political representation within these communities has led to increased exposure to a variety of issues. Equitable transportation has also suffered due to a significant gap in addressing the needs of these underserved communities (Bolin, et al., 2005). The concentration of inequities and environmental injustices is a direct result of the lack of representation. Therefore, equitable and inclusive collaboration on solutions is required in order to maintain fairness and access, (Clement, 2020) considering the legacy of institutional harm within historically marginalized communities. The TE Activator was created by Salt River Project (SRP) and Anthesis Group, a sustainability consulting agency. The Activator is a group of Phoenix-area organizations interested in shaping the ET landscape to positively influence the well-being of Arizonans. With this in mind, they have asked our team to focus on making the transition to electric transportation equitable and inclusive. Our report details the current state of electric transportation nationally and locally, analyzes equitable EV/ET programs and utility plans across the country, and reviews the City of Tempe’s electric transportation related efforts. For this, we conducted listening sessions with a national expert, the City of Tempe, Tempe Community Action Agency, and CHISPA, creating a Community Listening Pilot Project based on the preliminary listening sessions. Through our research, listening, and discussions we compiled tiered recommendations for the TE Activator that suggest systemic policy changes based on community priorities. Accompanying the report is an Equity Roadmap, Community Listening Script, and one-page Debrief.

Electric vehicles (EV’s) are quickly expanding in California. Improved battery technology, range, more competitive cost compared to gas cars, incentives and legislation have all led EV’s into the mainstream car market. Recently, Governor Newsom signed an executive order to require that all new passenger cars sold in California be zero-emission vehicles by 2035 making it the first state in the U.S. to do so. However, many cities are not ready for this massive shift to electric vehicles yet play a crucial role in helping to expand EV infrastructure and support policies that help the transition. While the state of California has made tremendous strides reducing CO2 from power plants with a major pivot to renewable energy, the same can’t be said for the transportation sector which represents approximately 40% of California’s overall emissions. California will be unable to meet its state climate and air quality goals without a major shift to zero emission vehicles. Although deploying EV chargers can be a complex process with many different stakeholders, the Electric Vehicle Readiness Plan (EVRP) provides California city planners with information to assist them in expanding critically needed EV infrastructure. EVRP serves as a guide to understanding the EV market, basics of EV charging, incentives, legislation, potential project partners, and also makes specific recommendations for cities to expand EV infrastructure to make EV charging more accessible now and for future EV drivers in cities across California.

By avoiding vehicle idling for three minutes every day of the year can reduce 1.4 million metric tons annually, which is equivalent to taking 320,000 cars off the road for the entire year (Canada.ca, 2016). The Automobile Idle Reduction Program (AIRP) is an outreach initiative to prevent carbon emissions from being released into the air by automobiles idling in Maricopa County. The initiative establishes a campaign to promote behavioral changes that target high idling industries: freight and delivery, schools and drive- thru facilities.

Background
Globally, carbon emissions negatively alter the air we breathe and is a leading cause in climate change. These problems adversely affect the global environment and human health. Additionally, they have cancer causing agents in the particulate matter. Unfortunately, over the years, Maricopa County has failed to meet air quality standards for particulate matter pollution which effects the health of residents. By not meeting the air quality standards, Maricopa County can receive sanctions and the Environmental Protection Agency can reject Arizona’s State Implementation Plan. This looming threat can financially impinge the economy of Maricopa County, potentially costing taxpayers a substantial increase in taxes.

Strategy and Solution
To battle the creation of carbon emissions and particulate matter, AIRP has developed a strategy for each industry. In partnership with the Maricopa County Air Quality Department, AIRP will introduce the freight and delivery companies to the Diesel Emission Reduction Act (DERA) Grant promotion to facilitate and fiscally assist with changing older diesel engines into higher efficiency engines that burn cleaner. Provide educators a fifth to eighth grade state approved education program to teach students the importance of vehicle idling reduction at no cost. And work with community organizations to offer a discount at their stores for those patrons who choose to turn their engine off and order inside, rather than idling in the drive-thru facilities. The campaign will market the interest of AIRP to the general public through purposefully placed billboards, light rail wraps, social media pushes, handouts and vinyl stickers.

In northern Arizona, the removal of woody biomass from forested land has garnered a high level of interest as threats of catastrophic wildfires have increased in recent years. Although there has been a great deal of vocal support for forest restoration, efforts on the ground are often stalled by complex federal contracting systems, a weak logging and sawmill industry, low-quality timber, and inabilities to guarantee long-term biomass supplies to processers. These barriers are exceedingly apparent in in the Flagstaff area, where the vast majority of forested land falls under the jurisdiction of the federal government and little infrastructure exists for wood product industries. In order to address these obstacles, forest stakeholders in Coconino County are actively searching for enterprises to utilize material that urgently needs to be removed from the surrounding forests. This project aimed to assist stakeholders in this endeavor by identifying and researching a number of practical and innovative woody biomass utilization enterprises that are suited to the existing regional infrastructure. While there are a variety of ways to process biomass, this project focuses on the following four end products because of their ability to use residual materials from harvest and sawmill operations, their low-tech nature, and the end product’s proximity to potential markets: biochar, compost, wood-plastic composites, and mushroom cultivation. Each of these products, and the processes used to create them, were analyzed and evaluated using a sustainable enterprise framework, and the final results were summarized in a portfolio for stakeholders in the region to review. Although this project offered just a glimpse of what is possible, the ultimate aim was to foster collaborative conversations regarding how forest restoration residues can be used in sustainable and innovative ways.

COVID-19 brought so much uncertainty into the world and has molded this project into what it is today. The first project journey that was chosen was meant to show the impact of how much plastic waste was being produced at Starbucks. Then due to COVID-19 yet again, it changed into how much paper waste there was within the State of Washington Department of Licensing (DOL) Business and Professions Division (BPD). DOL BPD is a state agency division that licenses over forty plus professional and business licenses to the residents of Washington state. Due to the pandemic, the project transformed into how the three pillars of sustainability impacts remote work within BPD. BPD is in this new and unique paradigm where the deliverable that was brought forth as this project completed are, “The 9 Benefits of Sustainability through Remote Work” (Appendix D) where this specifically showed DOL why remote work is sustainable and how it should be implemented even further throughout the agency. This list was put together with the benefits that best fit DOL BPD.
