ABSTRACT Research on self-control theory (Gottfredson & Hirschi, 1990) consistently supports its' central proposition that low self-control significantly affects crime. The theory includes other predictions, which have received far less empirical scrutiny. Among these is the argument that self-control is developed early in childhood and that individual differences then persist over time. Gottfredson and Hirschi contend that once established by age ten, self-control remains relatively stable over one's life-course (stability postulate). To determine the empirical status of Gottfredson and Hirschi's "stability postulate," a meta-analysis on existing empirical studies was conducted. Results for this study support the contentions made by Gottfredson and Hirschi, however the inclusion of various moderating variables significantly influenced this relationship. The purpose of this preliminary study is to determine if sentencing disparities exist between male and female teachers who have been convicted of sexual misconduct with a student in Maricopa County, Arizona over a ten-year period. The hypothesis is that male teachers convicted of sexual misconduct with a student will receive harsher punishment than their female counterparts. In addition, this research will analyze the sentencing decisions of Arizona judges and prosecutors through plea-bargaining when compared with the presumptive sentence set by the Arizona Legislature. Issues that will be addressed include: a brief review of gender disparities in sentencing, sex offender sentencing, Arizona's rules of criminal procedure, and a review of the Arizona Revised Statutes pertaining to sexual crimes as well as the Arizona Supreme Court sentencing guidelines. The data set consists of fifteen different Maricopa County teachers who committed a sexual offense against a student and were convicted of that offense from February 2000 through September 2009. According to the results of this study, male teachers do receive harsher penalties than their female counterparts within Maricopa County.

The study of non-U.S. citizens in criminal justice system outcomes has often been neglected in the sentencing literature. When citizenship is considered, there are generally no distinctions made within this group. The research fails to consider differences according to legal status, race/ethnicity, nationality and other distinctive markers that might play a role in sentencing outcomes. Using federal sentencing data collected by the United States Sentencing Commission for fiscal year 2006 through fiscal year 2008, this study examines the effect of offender citizenship status, legal status, and national origin on the likelihood of imprisonment and length of imprisonment for offenders convicted of drug offenses. The current study considers differences among foreign-born and Latino immigrant subgroups (e.g., Colombian, Cuban, Dominican, and Mexican nationals). The key findings in this dissertation include: (1) non-U.S. citizens have greater odds of imprisonment than U.S. citizens. However, non-U.S. citizen offenders receive significantly shorter prison terms relative to U.S. citizen offenders; (2) undocumented immigrants are more likely to be incarcerated compared to similarly situated authorized immigrants and U.S. citizens. However, legal status does not have an effect on sentence length; and (3) with respect to national origin, Mexican nationals are significantly more likely than Colombians to be incarcerated and are given significantly longer prison sentences than Dominican nationals. The implications of these findings and future research are addressed in the concluding chapter.

More than 450,000 people work in public and private correctional institutions in the United States, collectively supervising over 2.2 million jail and prison inmates. The nature of correctional officers' work exposes them to numerous stressors which can have harmful effects on their health and their job performance. Several studies have examined the significance of environmental factors on work outcomes among prison staff. Less attention has been paid to external stressors such as negative images of correctional officers held by the community and correctional officers' perception of their own occupational prestige. This is an important omission considering the negative stereotypes associated with correctional officers and the tendency for media and entertainment outlets to perpetuate these stereotypes. The aim of this dissertation is to examine how perceived occupational prestige among correctional officers influences job stress. Specifically, the perceived occupational prestige associated with family and friends, the general public, and the media are assessed. To do so, the study employs multivariate analyses of data from a survey of 641 correctional officers employed in one Western prison system to examine the impact of perceived occupational prestige on an attitudinal and health measure of job stress. First, correctional officers believe that friends and family hold the most positive opinions about their profession, while the media has the most negative. Second, perceived occupational prestige among correctional officers does not appear to be a significant stressor, except for perceived occupational prestige associated with the media when predicting health job stress. Finally, when possible mediating variables are assessed for officers that had tenure longer than nine years perceived occupational prestige associated with the media has a significant effect on attitudinal and health job stress. In addition, for officers who identified themselves as non-White perceived occupational prestige associated with family and friends is a significant predictor of attitudinal job stress and perceived occupational prestige associated with the general public is a significant predictor of health job stress. This study concludes with a summary of these findings as well as its key limitations, and offers insight into potential policy implications and avenues of future research.

The effectiveness of community-based reentry programs is dependent on several factors, including financial and human capital resources, a clear organizational mission, the establishment and implementation of evidence-based practices and an effective referral network. The purpose of this study is to evaluate the effectiveness of the Offender Aid and Restoration (OAR) reentry program in Arlington, Virginia from the client's perspective as well as to identify challenges faced by the organization in meeting the needs of ex-offenders. The study used a mixed methods case study approach using three primary sources of data including a client satisfaction survey, semi-structured staff interviews and the review of client records. Client satisfaction surveys were used to evaluate services received by clients in the reentry program. Staff interviews were conducted to document OAR's service delivery model as well as highlight challenges faced in meeting the needs of ex-offenders. Client case records where reviewed to determine the alignment of needs identified during intake with services provided.The findings of this study show that overall, clients are highly satisfied with services received. Staff interviews indicated a need for additional staff to support program operations, training for program staff, increased funding and community-based resources as a key challenge in meeting the needs of ex-offenders in the program. A review of client case files identified a need for systematic collection and documentation of client goals and outcomes. Implications for theory and practice suggest areas for future research and strategies for implementing effective community-based reentry programs.

Gender disparity in sentencing outcomes has a long tradition in sentencing literature, with a substantial body of evidence indicating that women offenders are treated with greater leniency over male counterparts. The prior literature on gender and sentencing, however, has ignored broader social contexts within which judicial decision-making occurs. This dissertation attempts to address this limitation by dissecting the nature of gender disparity through ecological lenses. Using federal sentencing data for FY 2001 through 2010 and other complementary data sets, this dissertation, divided into two major sub-studies, has examined the roles of two social contextual variables, such as religioius and political conservatism, in producing gender differentials in sentencing outcomes.

Inmate misconduct, and the formal disciplinary proceeding that follow official misconduct, is a common occurrence within correctional institutions. Decisions regarding punishment sanction post-disciplinary proceeding are important because they have direct implications for inmate freedom of movement within the institutional setting, yet this decision point has rarely been the subject of empirical research. Research that does look at this decision point commonly focuses on the presence or absence of a single category of disciplinary punishment – that being solitary confinement or disciplinary segregation. As such, prior research fails to observe the full range of post-disciplinary punishment options.

Addressing this gap in the literature, this study provides the first rigorous empirical examination of the inmate-level characteristics that influence punishment outcome following guilty institutional misconduct proceedings. Guided by criminal sentencing literature, the inmate- level characteristics are divided into groups of legal factors, quasi-legal factors, and extra-legal factors. Representing a significant advancement beyond prior research, this study operationalizes punishment outcome in two ways – as an interval-level ordered sanction severity scale and as individual punishment categories. A series of multivariate models with sample selection corrections are estimated to model the direct and interactive effects of the legal, quasi-legal, and extra-legal inmate characteristics on punishment outcome.

Results of the fully-saturated direct effects models reveal a consistent pattern across both operationalizations of the punishment outcome. The legal factor of misconduct offense and the prosocial behavior quasi-legal factors of working a prison job and program involvement are significantly related to punishment outcomes. The quasi-legal factor representing criminogenic risk and the extra-legal factors of inmate gender and race/ethnicity are not significantly related to punishment outcomes. When the direct effects models re-estimated on samples split by inmate gender and race/ethnicity, however, the extra-legal factors of gender and race/ethnicity condition the effects of some of the legal and quasi-legal factors on punishment outcome. Results of this study suggest that, holding constant the effect of legal misconduct-related factors, disparities exist in post-disciplinary sanctioning based on inmate race/ethnicity and gender.

Recidivism occurs when an individual is released from prison and then, through a violation of parole or a new offense, ends up back in prison. Durose and colleagues (2014) cite that 55.4% of individuals go back to prison after a five-year post release. Considerable attention has been focused on reducing the cycle of these individuals going back to prison. One of the attempts to remedy this issue is through offering pre-release programs for prison inmates. These programs seek to provide individuals skills that will reduce their likelihood of reoffending. But existing research shows that the effectiveness of these programs is limited. Moreover, few attempts have been made to look at differences between individual’s dosage of program participation. This thesis aims to determine if participation in a pre-release program reduces recidivism. Using data from the state’s Department of Corrections, there is a comparison of previously imprisoned individuals who participated in a pre-release employment program and those who declined participation, to understand if participation influences recidivism. Additionally, dosage of the center will be analyzed to determine whether length of program participation influenced recidivism. Participating in the program and a longer dose of the program should allow more time for the individual to learn the material and fully absorb what the program is offering such as skills and training. The results show that participation in the pre-release employment program did not significantly affect recidivism as individuals who went through the program were no less likely to be reincarcerated. In addition, a longer dosage of the program did not significantly influence recidivism among those who went through the program.

The prison classroom offers a transformative educational opportunity for incarcerated and non-incarcerated students alike. The current study uses place-conscious educational theories and the intergroup contact theory to examine how a prison education program can offer deeply impactful experiences for students. Using a pre/post-intervention survey design, this thesis analyzes differences in attitudes, beliefs, and perceptions about crime and criminal justice between and within groups of incarcerated (n=24) and university (n=20) students participating in two semester-long prison-based criminal justice courses in Arizona. Results show that prior to participating in the Inside-Out Prison Exchange programs, inside students had less favorable views about the criminal justice system compared to outside students, and outside students had less favorable attitudes about people who are incarcerated. Throughout the course, positive attitudes toward the criminal justice system increased for inside students and positive attitudes about incarcerated people increased among outside students, such that at the end of the course, the differences in attitudes between the two groups were no longer significant. Additionally, outside students’ punitive attitudes decreased throughout their participation in the course. Overall, the magnitude of the changes experienced by each student group were different, such that outside students experienced more significant changes in attitudes and beliefs about crime and criminal justice than did inside students.

The tough on crime movement in the United States was prevalent in the 1970's through 1990's; however, it seems to have never left Arizona. Arizona has the 6th highest prison population in America. According to the Arizona Department of Corrections, there are over 42,000 people incarcerated in Arizona and about half of those people have been in prison before. Other states populations are going down; ours is going up. While rising prison populations may not directly affect everyone in Arizona, they do have an indirect effect on everyone in Arizona. Recommendations to reduce correctional populations are often limited to "silos" of the correctional system. This is problematic, as only attending to one area of the system invites the other areas to block that progress. Seven steps that involve the entirety of Arizona's criminal justice system could help reverse the effects of Arizona's "tough on crime" era and reduce correctional populations. These steps should occur before, during, and after prison.
